Welcome to Shelby County!

On behalf of The Light and Champion it is with great pleasure and a lot of pride that we welcome you to the 2014 Shelby County Texas Directory.

Whether you’re here for business, vacation, or have lived here for years, we welcome you.

Our citizens are people that have family values. These grass roots values are still a big deal in Shelby County.

While driving the streets and country roads of Shelby County, you will discover that it is the people that make us special. Whether it’s sharing a cup of coffee, Friday night football or worshiping with one another.

As you look around Shelby County you will notice a metamorphosis in Center. Coming attractions are the new Medical Center, Center Motor Company new location on Hurst Street, Loop 500 project continuation, What-a-Melon festival, fall Poultry festival and the lighted Christmas Parade.

With the new city library in place, Timpson opens its doors to the community as well as new businesses pop up around town. Don’t forget the Frontier Days festivities here.

Joaquin and the Haslam strip continues to rejuvenate itself with new businesses as people and companies enter the Shelby County area via Louisiana.

Shelbyville’s Fall Festival to continues to offer fun. The first “Happenings at Shelbyville Hill Fest” was held in October 2012 and is certain to continue growing this fall.

Tenaha Tigers continue to push the limits in sports as the Tigers repeatedly make it to regional finals competition as they continue to enhance the pride of Shelby County.

Shelby County is a great place to raise a family. With it’s award winning schools, our children are receiving a thorough education prepared for the world tomorrow.

The Facts About Shelby CountyShelby County is the 100th largest of the 254 coun-

ties in Texas; with an estimated population of 22,658 in 1991 and more than 26,019 according to the 2012 Census.

The county seat is Center and the next-largest city is Timpson. Shelby County is a rural county which lies within the Deep East Texas JTPA service delivery area and the Deep East Texas Quality Workforce Planning Region, administered by the Deep East QWFPR.

Even though congressional districts and counties have boundaries which overlap, Shelby County falls within the 1st Texas congressional district(s) and the 3rd Texas senatorial district(s).

The county consists of 795.58 square miles with a 2010 population density of 32.0 residents per square

mile. The average density in Texas is 96.3 persons per square mile. The average annual total precipitation is about 53.07 inches. Of this, about 34.2 inches, or 64 percent, usually falls in March through October.

The growing season for most crops falls within this period. The heaviest 1-day rainfall during the period of record was 9.66 inches at Center on November 23, 1940. Thunderstorms occur on about 56 days each year, and most occur between April and August.

The infrastructure in Shelby County continues to have new growth with the addition of new businesses in each city and with the growth of current businesses.

The main industries in the area continue to be in-volved with poultry, lumber and oil and gas.

NIGHTTIME CHRISTMAS PARADE: The Downtown Nighttime Lighted Christmas Parade is one of the largest in East Texas, kicking off the holiday shopping season.

SHOPPING ON THE SQUARE: In historic downtown Center can lead to many treasures. In addition to a variety of shops and restaurants, the Rio Theater is the oldest theater still operating in Texas.

HISTORIC SHELBY COUNTY COURTHOUSE: Located on the Center square, is in part, Romanesque Revival. It was constructed in 1885.

WHAT-A-MELON FESTIVAL: Always a great time and held on the second weekend in July in Center. There’s a watermelon weighing contest, “biggest bite” contest, a carnival, food and games, and a live concert has recently been added to the venue.

CENTER FLY-IN: The Fly-In is held the in May at the Center Airport off Highway 7 East. Activities include aerobatics, car show, youth glider contest, food, face painting and other booths.

FANNIE BROWN BOOTH MEMORIAL LIBRARY: The library houses over 13,000 volumes and is open to the public Tuesday through Saturday. The staff hosts various reading programs and offers computer and internet access.

DAUGHTERS OF THE REPUBLIC OF TEXAS: The DRT is represented locally with the William Carroll

Crawford Chapter. The DRT hosts a Republic of Texas Celebration on the Center square in March to commemorate Texas Independence. Activities include interactive crafts, music, entertainment, history talks and food.

EAST TEXAS POULTRY FESTIVAL: The festival is held on the first weekend in October on the Courthouse Square in Center, celebrating the second largest industry in the area. The three-day event features arts, crafts, a parade, food booths, a carnival and various poultry contests.

EAST TEXAS OPEN GOLF TOURNAMENT: The open is held in May at the Center Country Club, a private membership club that offers dining, swimming, and a scenic lake. There is a golf course for members and out-of-county visitors.

PRINCESS BALL: is one of the newest activity in Center, with young girls escorted by their fathers dressing up and “partying” for the evening. The evening benefits the Shelby County Child Advocacy Center.

SHELBY COUNTY SHERIFF’S POSSE PRCA RODEO: is held each year in June at the Shelby County Expo Center.

TIMPSON FRONTIER DAYS: are held on the first weekend in July in downtown Timpson.

SHELBY COUNTY MUSEUM: is sponsored by the Shelby County Historical Society. The museum is located in the Weaver-Oates home build in circa 1900.

Making the community a better place to live and visit is a mission of the many service organizations around Shelby County. Members spend inordinate amounts of time, money and hard work to give back to the community that gives to them.

Many national clubs meet weekly and do service projects that benefit the community such as the Rotary Club, Kiwanis Club, Lions Club, Veterans of Foreign Wars, Business and Professional Women, and many others. Most of the money raised stays within the county and helps the people right here. Other organizations include the Center Business Association, Shelby County Chamber of Commerce and others.

There are also many active organizations involving spiritually keeping the pulse on the needs of the community. These include the Ministerial Alliance, the Gideons and many smaller locally based groups springing from churches.

The clubs contribute to many worthwhile projects including the Shelby County Welfare Board, the Shelby County Children’s Advocacy Center, Shelby County Outreach Ministries, Santa Rides a Motorcycle, CASA, several local food drives and many others.

The Shelby County Cruisers car club is a non-profit organization dedicated to the preservation and enjoyment of special interest automobiles and the eras they represent. The club was chartered in 2012 and rapidly grew to 70 members. While car shows and cruise nights are the fun part, goals outlined in the charter include civic service and giving back to the community. In addition to helping other non-profits

with their fundraisers and charity events, the club also presented $500 scholarships to a graduating senior in each of the five public schools in Shelby County in 2014.

For the Shelby Countians who like to garden, the Center Garden Club meets on the second Wednesday each month from September to May in the Community House or members’ homes for special occasions. In April, the club holds its annual flower show, and afterwards, members take vases of flowers to area nursing homes and maintains flower gardens on the Historic Courthouse Square and the Community House, decorates the historic courthouse for Christmas, collects gifts for Santa Rides a Motorcycle, and has a Junior Garden Club for second and third graders. The club was established in 1955 and continues to help keep Shelby County blooming.

The clubs and organizations in Shelby County highly support education and perform numerous projects throughout the year with the proceeds going toward scholarships for area students. In the county itself, there are several Masonic lodges and chapters of Order of Eastern Star who support education among the youth of the county.

Youth service organizations such as the Boy Scouts of America, the 4-H Clubs and Future Farmers of America are highly popular around Shelby County and provide adolescents with responsibility, camaraderie and skills they will need in life.

Various other student groups at area schools such as Junior Chamber of Commerce are also involved in activities that bolster leadership skills and commitment to something valuable.

The Center Municipal Airport is located east of Center on Highway 7.

The airport is primarily used for business and private air-craft owners.

The Center Municipal Airport has an Advisory Board: Sammy Dance, Weldon Boles, W.I. Davis, Roy Masterson, Jerry Samford, Spence Dance, Dustin Bailey, Luke Garrett, Terry Scull and Jim Donnan. The runway is 5,501 feet long.

Poultry is Leader in Agriculture for CountyPoultry is the top agriculture producer in Shelby County

as farms are abundant in the rural communities.The poultry industry is king. The poultry industry is

the largest agricultural business in Shelby County. Tyson Foods is one of two poultry companies in the county, along with No. 1–ranked Pilgrim’s Pride. Tyson employs 1,200 residents in its processing plants and feed mill, while Pil-grim’s Pride has 69 in its hatchery and feed mill.

The Tyson processing plant in Center processes 1.25 to 1.3 million birds per week. There are 175 contract grow-ers for Tyson alone in the county and well over 100 for Pil-grim’s Pride. Figures from 2009 indicate that the annual value of production from poultry is $224,000,000. Pilgrims’s Foods has 92 farms and 465 houses; and Tyson Foods has 53 farms and 283 houses.

Cattle is the second major agriculture producer, with av-erage annual sales of $38,400,000 (the drought increased revenue for 2011).

The timber industry generates average revenue of $19,000,000.

There are 148,303 acres in Shelby County that are non-forested, e.g. pasture and cropland. 238,200 acres belong to non-industrial private land owners.

A survey-based estimate conducted by the Texas Agri-cultural Statistics Service in cooperation with the Texas De-partment of Commerce revealed 1,060 total farm and ranch employment for Shelby County in the mid 1990s, with 790 of those being self-employed farmers/ranchers.

The totals include self-employment, unpaid family work-ers and hired workers and are not seasonally adjusted.

Shelby County is known for its fishing and hunting. The biggest reason for this notoriety is Toledo Bend. Toledo Bend has 1,250 miles of shoreline and is the largest man-made lake in the South and is fifth largest in the United States. The Sabine River is the lake’s main source of water. The lake was built in the late 1960s and has become one of the most popular lakes in the U.S.

Locally, the lake provides the weekend angler a place of enjoyment. There are a number of public boat ramps in Shelby County, with the biggest being Huxley Bay Marina with a motel and RV hook-ups. Boat stalls can be rented while you stay on the lake. Campgrounds are available, as well. Ragtown is one of the more popular areas. It has show-ers, picnic tables and a convenient boat ramp.

But Toledo Bend is not the only lake in the county. Lake Pinkston is a 560-acre reservoir built by the City of Center in 1976. The lake is located 10 miles west of Center on State Highway 7, just north of the small community of Aiken. Recreational facilities are limited, and include only two boat ramps. No camping, picnic, or sanitary facilities are pro-vided, and there are no marinas on the lake.

However, Lake Pinkston is located in a beautiful area of East Texas and can provide a delightful experience away from the usual crowds. Most of the timber in the reservoir was not removed and provides an abundance of fish habi-tat, but also makes boating hazardous. Boaters must use extreme caution on the lake to avoid the numerous logs and stumps. There is good bank fishing access available along the country roads located at the dam and at the boat ramp on the upper portion of the lake.

The county road on the upper portion crosses the reser-voir and isolates over 100 acres of water that is connected to the main lake only by a large culvert under the road. Small boats can go through the culvert or be launched off the county road to allow access to this portion of the lake. The limited access reduces fishing pressure to this area.

The deep, clear waters of Lake Pinkston offer excellent fishing opportunities for largemouth bass, crappie, sunfish, and catfish. However, special fishing regulations apply to largemouth bass. Fishermen should consult the Texas Rec-reational Fishing Guide for current length limits and bag limits. No trotlines are permitted in the lake and no water skiing is allowed.

A Spanish explorer named De Soto was the first white man to enter this area when he crossed the Sabine River at what is now Logansport, Louisiana, in 1539. The purchase of Louisiana by the United States in 1803 resulted in a boundary dispute with Spain. The absence of organized law provoked a conflict with the settlers and resulted in the organization of a group called the Regulators and an opposition group called the Moderators in 1842. Law and order was restored by militia under General Sam Houston.

Shelby County is one of the original counties of Texas. It is located in the eastern part of the state bordering what is now called Toledo Bend Lake. This territory was a path for many of the early migrants into Texas from the United States, many of whom settled here temporarily before pro-ceeding westward. It is said that the first permanent settler was John Latham, who settled here in 1818 when the area

was still under Spanish rule.The present area of Shelby County was a part of the Mu-

nicipality of Tenaha when Mexico became independent of Spain in 1821, and the most important town was Nashville, which was created in 1824.

When Texas became independent from Mexico in 1836, the Congress of the Republic of Texas created Shelby County, naming it after an American Revolutionary soldier named Isaac Shelby. The county was organized in 1837, and Shelbyville, which was once called Nashville, became the county seat.

In 1866, a legislative act was passed requiring all county seats to be located in the center of the county. Center be-came the county seat and was named for its central location.

The historic Shelby County Courthouse was built in 1885 and is on the National Register of Historic Places in Texas.

JOAQUINB. F. Morris and Town of JoaquinAlabama-born Benjamin Franklin Morris (1827-1900)

came to Texas in 1838 and settled in the area that became the pioneer village of Sarat. A prosperous farmer and rancher, he gave right of way through 500 acres of his land to the Houston, East and West Texas Railroad in 1884. He also provided a 100-acre townsite to be named for his grandson Joaquin (1878-1898). Later, Morris donated a building site for the First Baptist Church of Joaquin.

Location: In Joaquin on U.S. Hwy. 84.

Townsite of SpiveyThe townsite of Spivey was founded by Civil War veteran

James Jackson Spivey. Brothers Elisha P. and George W. Spivey lived nearby. Houston East and West Texas Railroad crossed the founder’s land, and Spivey Station was founded in 1886.

During the late 1880s, Hick’s Lumber Mill and workers’ houses were erected. A U.S. Post Office was established in 1891, and Isaac W. Spivey was its postmaster. Friendship Baptist Church was organized during the 1890s and James M. Spivey was pastor. After 1900, the town gradually moved over to Paxton Switch. Friendship Cemetery, with 33 graves, marks the old site.

Location: 1.5 miles east of Paxton on Hwy. 84 between Tenaha and Joaquin.

Fellowship Baptist ChurchOne of the oldest Baptist churches in Texas, Fellow-

ship Baptist Church was founded by settlers who came by ferry across the Sabine River as early as 1818. It is recorded that this church ministered to spiritual needs in the Republic of Texas Era. The original log building had split log benches and was heated by an eight-foot fireplace with a mud chim-ney. The windows, without glass, had shutters on wooden hinges.

The church was relocated and remodeled several times. The present structure was built in 1939 and enlarged in 1962.

Location: 2 miles south of Joaquin on FM 2787.

SHELBYVILLEFirst County Seat of Shelby CountyShelbyville, once known as Nashville, was the first county

seat of government for the District of Tenaha, or Shelby County. The first courthouse stood on this site. The settle-ment began before 1825. It became headquarters for the “Regulator-Moderator War.”

Location: Marker is located at the intersection of FM 417 and Hwy 87 in Shelbyville.

Moses Fisk RobertsMoses Fisk Roberts was a highly regarded public servant

and farmer of Shelby County. His ever-present pack of fox hounds earned him the nickname “Dog” Roberts. Born in Tennessee, he moved to Texas in 1836 and lost his right eye while serving as a soldier in the Texas Militia. He served in the Congress of the Republic (1839-42) and Texas State Leg-islature (1853-54, 1857-58). He was also Justice of the Peace and County Judge.

His first wife was Amanda Grant, and his second wife was Nancy Murray.

Location: Marker is located in the Shelbyville Cemetery.

Shelby County Regulator-Moderator WarIn Shelby County, an unorganized feud known as the Reg-

ulator-Moderator War was begun in 1840.Location: 1/2 mile northwest of Shelbyville on Highway

87.First BattleThe Regulators, were led by Charles W. Jackson, Charles

W. Moorman, and Wyatt Norman. The Moderators were led by Edward Merchant and John M. Bradley. First battle was July 12, 1841.

Location: 2 miles northwest of Shelbyville on Highway 87.

Last BattleThe last battle of the Regulator-Moderator War was held

on August 14, 1844. There was heavy sacrifice of life and property before General James Smith and Texas troops se-cured peace.

TENAHA

First United Methodist ChurchThis Methodist church was one of the first institutions

established in Tenaha after its founding in 1886. The congre-gation was established by Methodists from the Woods Post Office and Ramah communities who had come to help de-velop a railhead town for the Houston East and West Texas Railroad.

The members constructed their first sanctuary in 1890 during the pastorate of the Reverend W.L. Pate of the Woods circuit.

Location: 105 E George Bowers Drive, 1 mile west of in-tersection of Hwy 59 and Hwy 84.

William Harrison Wall HomesteadWilliam Harrison Wall founded Tenaha by opening a store

in 1885 with a relative, who helped Houston East and West Texas Railroads. In 1886, he and his wife, Nancy, built their home, a smaller copy of his old home in North Carolina. The family was sociable, and with the first piano in town, they had a “preacher’s room” for circuit riders.

A son and friends originated a noted drill cadence “Tenaha, Timpson, Bobo and Blair.” W. H. Wall II ran a drugstore in Tenaha for 50 years. Three generations have occupied the house, which was remodeled in 1976.

Location: 1 block south of intersection of Loop 157 and Hwy 59 in Tenaha. The marker has been removed from the house.

TIMPSON

Town SquareIn 1884, Houston businessman Paul Bremond (1810-1885)

and other investors began planning for a new railroad to connect Houston and Shreveport, Louisiana. Surveys soon began along the proposed route, and in 1885 the town of Timpson was founded, named for Paul C. Timpson, the rail-road official who laid out the town. The Houston East and West Texas Railroad was soon a reality and the first passen-ger train arrived in the new town on August 1, 1885.

The first businesses in the new town were two stores, separated by a pine thicket which would later be cleared for use as the town square. Within a year, the population had grown to 1000.

Railroads continued their important role in Timpson until the 1940s, when development of state roads and highways decreased the use of rail shipments.

Location: Highway 84 in downtown Timpson.

First Baptist Church of TimpsonArea Baptists had established a church at Buena Vista

when the railroad bypassed that community and founded Timpson in 1885. The Houston East and West Texas Rail-road dedicated church sites for the new town in 1886, and the Baptists were given this land. Twenty members char-tered First Baptist that year, with the Rev. W. F. Alford as pastor.

Many families moved from Buena Vista to the new town, including that of Dr. J. B. Bussey, trustee of First Baptist. M.D. Blankenship and his family built a log house in Timp-son and became leaders in the community and First Baptist Church.

By 1939 the church listed 485 members. Musical tradi-tions begun during the ’30s, including special cantatas at Christmas and Easter, have continued through the years.

Location: 1 block north of Highway 59 at North Second and Timpson Streets.

Historic CemeteriesShelby County has many old cemeteries of historic sig-

nificance, some of which have been designated by the Texas Historic Commission as Texas Historic Cemeteries. Some of the Shelby County Texas Historic Cemeteries dedicated are Truitt, Strong, Tennessee, Shady Grove, Patroon, Price, Sample, King-Oates, Ramah, Buena Vista, Lone Cedar, Mc-Williams, Sholar, Corinth, John Buckley, Duncan, John May, Bounds-Estes, Pleasant Hill, Eddins-Anderson, Wimberly, Brookland and Mull.

There are more cemeteries in Shelby County which meet the qualifications for being designatied as historic. All that is needed is for a descendant or descendants to do the neces-sary research and application to the Texas Historical Com-mission to secure the historic designation for their family’s cemetery.

• Shelby County, one of the origi-nal counties of Texas was organized in 1837. It was named for Isaac Shelby, a Revolutionary soldier from Kentucky.

• Shelbyville, created in 1824, was once called Nashville. Its name was changed to Shelbyville when it be-came the county seat.

• Center, the area once called White Cottage, later became the county seat in 1866.

• J.J.E. Gibson, a native of Ireland, built the Shelby County Courthouse in 1883-85.

• The courthouse is today one of the five oldest courthouses in Texas of the original design.

• The Shelby County courthouse is the only Irish castle style courthouse remaining in the United States.

• Two Shelby County residents, Sydney O. Pennington and William Crawford, were signers of the Texas Declaration of Independence. Pen-nington is buried in Shelbyville. Craw-ford was a Methodist preacher, and is said to have held the first service in the Methodist Church at Shelbyville.

• Jesse Amason gave 50 acres of land for the town of Center.

• The Regulator-Moderator War took place in Shelby County in 1840-44.

• Sam Weaver surveyed Shelby County, and determined the center of the county. In 1869, Weaver surveyed the town of Center.

• Richard Hooper, an early day sur-veyor and Congressman from Shelby County, was married to the niece of John Adams.

• Center became an incorporated town in 1893. The first mayor of Cen-ter was Uncle Billie Maund.

• The first bottling works for soda water in Texas was in Timpson.

• R.L. “Bob” Parker was considered the ‘Father of Center’ because he up-held the State’s ruling about locating County seats and moved the records from Shelbyville to Center.

• Coal was mined not far from the Center square in 1910.

• Tobacco was once grown as a crop in Shelby County.

• John Moosberg initiated the broiler industry in Shelby County.

• Oil and gas exploration returns to Shelby County with discovery of the Haynesville Shale.

Welcome to Center, Texas a Growing CommunityWelcome to Center! Greetings and welcome to the City

of Center. Center provides a full range of ser-

vices to its residents and visitors. Our services include public safety, water and sewer utilities, solid waste and re-cycling programs, and an active parks department.

In fact, for a city of about 6,000 peo-ple, Center has much going for it and is one of the most progressive cities in East Texas. It is this entrepreneur-ial and progressive stance that is po-sitioning Center as a great place to do business with a quality of life second to none in the region.

Center is a community on the move. We have recently completed a Parks Master Plan that we are currently im-plementing with multiple park and play-ground enhancement projects.

The City of Center is making reno-vations to every park, adding amenities such as new playgrounds and a splash pad which is currently in use.

We will be constructing multi-use and nature trails throughout the City. We have made an investment to bring free wireless internet to our downtown square and several of our parks. A city scape beautification program is cur-rently in progress.

The people who live, work, and play in Center can be assured that the City Council and Staff are being assertive in taking steps to improve the City’s qual-ity of life.

We believe that the community we have today and what we have in the fu-ture is not a matter of chance but that we create our own destiny.

Center City Park is located at the west end of the Center High School campus, along with three Little League parks. There is a gazebo, a playground for children and a concrete walking track around the stocked pond. Fishing is allowed. The park is off Roughrider Dr.

Center is currently serviced by five parks of various sizes situated around the city. Center Park, located adjacent to Center High School, is the newest park constructed in 2004.

“Mini-Park, which is located behind the Fannie Brown Booth Library is one of our most used parks,” says Mayor David Chadwick.

The park has includes new splashpad, new playground equipment, a walking trail, additional pavilions and picnic stations.”

The Center City Council approved a report on Center’s Parks Master Plan, presented by MHS Planning of Tyler.

“A good park system greatly contributes to a community’s quality of life and its desirability as a place to live, work, and

start a business,” explained Center City Manager Chad Neh-ring. “This council has identified enhancing the park system as a key component of continued growth of the city.”

Economic DEvElopmEnt

Both retail and industrial sectors of the local economy have continued rath-er dramatic growth and expansion over the last several years. Center is proud to serve as the economic, retail, and in-dustrial hub for this area of East Texas since 2003, following the relocation of Wal-Mart Supercenter to its Hurst Street location, Center has exhibited unprecedented growth in retail sales that more than double the annual sales of prior years. Many new businesses have established new locations in Cen-ter, including Burkes Outlet and Trac-tor Supply. Anytime Fitness joined the Center Marketplace, along with Bealls, Cato’s, and Hibbets Sporting Goods.

The hospitality industry exploded along with the expansion of oil and gas exploration in Shelby County. The Hol-iday Inn Express & Suites was the first new hotel, followed by the Best West-ern Plus Classic Inn & Suites on Mof-fett Drive, the Hampton Inn Express on Express Blvd., Americas Best Value Inn, on Hurst Street, and , the Sleep Inn & Suites on Civic Center Drive, al-lowing travelers to have ample choices during their stay in Shelby County.

With the success and growth of these retail sectors, the opportunity for significant additional community

development became a priority. The increase in hotel/motel occupancy tax revenues to the City made it possible to fund the construction and annual op-eration of the John D. Windham Civic Center without any property tax funds. Since the opening and dedication of this 26,000 square foot facility in May 2010, it continues to host events from small parties to conferences of several hundred attendees.

The Center Square also saw an in-crease in traffic with the addition of several new businesses over the years. Center Smiles brought family dentistry to the Square, along with several other

existing smaller retail services includ-ing hair salons, a coffee house, res-taurants, antique malls, a fitness gym, clothing stores, a craft mall, and a mar-tial arts studio.

As the oil and gas exploration ex-panded, several new commercial busi-nesses were added to accommodate the needs of the industry sector, includ-ing Bell Supply, Fastenal, Tiger Safety, and Micro Seismic.

The growth of retail outlets has doubled the revenues to the City and its economic development corpora-tions funded from sales taxes, enabling the City to embark on significant pro-grams to expand and enhance its parks systems. One-half cent of all sales tax goes directly to the development and improvement of the City’s streets and transportation system. Each year the City spends in excess of a half a million dollars on street work as a direct result of this retail expansion.

Continued retail and commercial growth means that our citizens can fulfill more of their shopping needs in Center, without leaving home, spend-ing money in Center, allowing the ex-pansion of the services available in the community.

Whether you’re searching for a top-notch high school education or a diverse community college, look no further than Shelby County. With five campuses for Pre-K 3 through 12th grade students in the Center Independent School District, several private schools, a college center, and a state-of-the-art vocational/technical school, there is something for every level of learning.

The Center Independent School District is continually working to keep its teacher-student ratio at the lowest it can while providing an education that is second-to-none in this Class 3A school (classification by the University Interscholastic League).

Center is the largest town in Shelby County, and it is also home of the largest school district of the six in the county. Center students can enjoy the high school that was built nine

years ago, and others can take classes at the newest addition, Career and Technology Education Center. The new Center Elementary School was open for the 2009–2010 school year; and now, the new addition to the Center Intermediate School (above).

Combining academics, athletics and extracurricular activities, the Center Independent School District strongly encourages students to broaden their horizons and to achieve their educational, as well as personal goals.

Center also encourages students to begin preparation for college by offering Pre-AP and AP classes beginning in Center Middle School. Studies have already found that by taking these courses, students are better prepared when they reach college and they also get a head start on their college education.

Center Offers a Wide Variety of Education Options

Excelsior ISD Prepares Its Students WellExcelsior ISD is located in the Aiken community.

It offers classes for kindergarten through eighth grade.

With its various educational programs, Excelsior prepares students for the journey ahead to high school.

Walnut Grove School No. 47 was in existence in 1895 when there were more than 90 Shelby County school districts. It was later changed to Excelsior No. 47 and remains that today.

R. Wheeler was one of the first trustees of this school and in 1910 the trustees were W.E. Chandler, J.M. Windham, and J.H. Beck. The teachers that year were Weldon Simpson Wheeler and Thomas Covington.

Several of Excelsior ISD’s students are seen pictured at left. With its smaller class sizes, Excelsior teachers are able to give their students more individualized

instruction, which can result in higher test scores.Students who graduate from Excelsior ISD in the

eighth grade complete their educations at either Martinsville ISD High School or Center High School.

Welcome to Huxley!

Mayor Larry Vaughn invites you to take a drive through peaceful Huxley...down the roads that show many chicken houses and farms of today. Toledo Bend Reservoir is a great part of Huxley that people travel many miles to enjoy. We have so much history starting with the Paul Store area that was settled in 1851 and the Huxley area settled in 1890. There are several historic cemeteries here.

The two communities were combined in 1967 to obtain a gas system that covers a large portion of Shelby County. Scarber’s Grocery was built in 1971 and has a short order grill.

Huxley is located on Farm Road 2694, eighteen miles from Center in eastern Shelby County. Huxley was founded about 1890 and received a post office in 1903 with Joseph Hooper as postmaster. The post office operated until 1905. In 1938 the community had a school with 100 students. In 1945 Huxley had a store, a church and a population of 50. Toledo Bend Reservoir was constructed nearby in the 1960s.

In 1970 the town had a population of 302 and in 1990 the population was 335. The most recent known population is 385. The town has had several businesses and three marinas over the years.

The City of Joaquin will celebrate 100 years of incorporation June 14, 2014. The city will host Centennial celebration on Friday, June 13 and Saturday June 14, 2014.

The Joaquin City Park provides playground equipment, pavilion, picnic tables and outside grills. A Senior Community Center, equipped with kitchen, dining area, exercise room, and multipurpose area, joins the Joaquin City Park. Both are available for use by the

public. Joaquin is located near the Sabine River, the main water source for Toledo Bend Reservoir. There are several boat ramps, picnic areas, and camping sites available for recreation.

Benjamin Franklin Morris came to Texas in 1838 and settled in the northeast part of Shelby County in a village called Sarat.

He gave right-of-way through 500 acres of his land to the

Houston East and West Texas Railroad in 1884. His one stipulation was that the passenger train would make stops in the town, and the railroad agreed.

Some time later, Morris’ grandson, Joaquin, was killed in a hunting accident. In honor of his grandson, Morris donated a one hundred acre townsite, and the town of Joaquin was established in 1887.

Joaquin is your average small town in East Texas. The people are very friendly and welcome all growth and newcomers to the town. Mayor Mike Wood is very pleased with the growth of the town and feels that Joaquin will continue to grow in the future.

Joaquin has a town council consisting of these council members: Pat Gray, Bill Baker, Ben Brittain, Lee Vern Stotts Gilliam and Mike Atkinson. The council meets on the third Tuesday of each month.

Joaquin has no paid law enforcement, but Pct. 3 Constable Billy Hearnsburger is always available in the area. Joaquin has the Shelby County Sheriff Sub-station.

Joaquin has a population of 825. Their water supply comes from the town of Logansport. Joaquin has its own sewer department and the trash is picked up by a local contractor.

Joaquin also has a fine Volunteer Fire Department, with Perry Pugh as Fire Chief. Joaquin’s Fire Marshall is Jeremy Boyett. The department has 18 members.

Joaquin’s greatest attractions are nearby the Toledo Bend Reservoir and the Sabine National Forest, which lies just south of town. The attractive Toledo Bend offers miles of lovely forested shores for exploring, boating, excellent fishing, and full recreational facilities.

In addition, the Sabine National Forest offers deer hunting in season. Within the forest is Boles Field, one of the few federally-sanctioned resting places for famous fox-hounds.

Joaquin is a well-respected school district and is a great school for the kids. The teachers always put the stu-dents first and education is a top prior-ity.

Joaquin is classified as a 1A school. Phil Worsham is the Superintendent, Jimmy Jackson is the High School Prin-cipal and Wayne Gandy is the Athletic Director. Enrollment currently is 750. JISD continues to expand their campus to meet the needs of an every growing community.

With education coming first, Joaquin is always competitive in all sports. The boys compete in football, basketball, baseball, track, and tennis. The girls compete in cross county, basketball, softball, track, and tennis.

The Joaquin community is very sup-portive of its school and school events. On Friday nights when the lights are on, the stands are packed with proud Rams fans. The school is located on Highway 84. The baseball and softball parks are located on Highway 7, just west of Joaquin.

Shelbyville

Shelbyville is at the junction of Farm Road 417 and Hwy 87, seven miles southeast of Center in east central Shelby County.

The area was settled in the 1820s by people who came from Tennessee.

The community was originally called Nashville, and was the county seat of Shelby County.

The Congress of the Repub-lic of Texas changed its name to Shelbyville in 1837.

Isaac Shelby was the hero of

the American Revolution and gov-ernor of Kentucky. Shelbyville was where the Regulator-Moderator War started, and most of the major battles of the feud were fought in its vicinity.

The town had a Republic of Texas post office established by 1843.

In 1866 the county records were moved to the center of the county by night and hidden there. This led to a new county-seat designa-tion that same year.

Shelbyville: Many changes, same great educationThe earliest data available of Shelbyville School dates back

over 100 years. At that time, Professor W. C. Huntington and his wife, Mary S. Huntington, had charge of the Shelbyville School in 1868.

The school at this time may have been a prep-type school with boarders. Reportedly, a little building to the right of the Huntington home, known as “the library,” was where the teaching was accomplished. Mary Huntington continued the school after her husband died in 1884, until 1888.

In about 1888, M. M. Dupre moved to East Texas from Sarepta, Miss. to assume the posi-tion of superintendent of schools in Shelbyville. According to some older Shelbyville residents, the school was located near the Shelbyville Methodist Church in a two-story building. Until 1903, the schools in Shelbyville were called common schools and were under the control of the Shelby County School Superin-tendent.

In February of 1903, W. D. Ellington peti-tioned the commissioner’s court for an election to establish a free school and an independent school district. The election, held in March of 1903, carried in favor of the independent school, and in June 1903, Shelbyville Independent School District was officially established. At that time, W. C. Hurst was superintendent of the school.

The school buildings have undergone many changes through the years. In 1924, the school was known as the “Lit-tle White Schoolhouse” and was located near the Shelbyville Methodist Church. In 1927, the land across the road was purchased and the school moved to its current location. Frank Pigg built the original brick high school building in 1927. In the late 1930s, the W. P. A. built the Rock Building and the old wooden gym which burned in 1971. In 1954, the

section of the school plant known as the “Haley Building” was built and later dedicated in memory of Reeves Haley who had taught and served as superintendent of schools for many years.

In 1965, the issue of segregation brought a turning point when parents of black and white children were given the right to choose which school to attend. This was first granted to elementary students, and five black elementary students enrolled at Shelbyville. In 1966, freedom of choice was ex-

tended to both elementary and high school students and six black students attended Shelbyville that year. Then, in the fall of 1970, total integration was implemented with the en-rollment of East Liberty Black School being bused to attend school at the Shelbyville cam-pus. To accommodate this integration, the old, red brick high school was torn down and new classrooms were built.

Shelbyville has continued to change over the years. In 1971, the East Liberty gym

was relocated to the Shelbyville campus to replace the old wooden gymnasium. Sometime between 1986 and 1987 the field house/small gym was added. In 1988, the cafetorium and football stadium were completed. The S. W. Carter El-ementary building was opened for classes early in 1989. In 1992, middle school students found a new home in a single building located between the elementary school and foot-ball stadium. The Haley building was removed in 1995 and the high school wing built in 1971 was encompassed by a new high school that was completed in 1996. Since then, SISD has completed a renovated cafetorium and stage, a new gymnasium, baseball/softball fields, and most recently a new pre-kindergarten facility. Shelbyville ISD continues to expand and has plans for future growth.

The small town of Tenaha is steadily growing. Tenaha is mostly known for its poultry business and its feed mill located on Hwy 59, south of town. Tenaha still has the down-home kind of people that everyone loves to meet.

The Tenaha ISD is also known for their great athletic pro-grams. Tenaha won the state football championship in Class A in 1998 and in 2011. They won the state basketball cham-pionship as well in 2003, more recently Tenaha returned to compete in the state basketball championship in 2009, and again in 2011. Tenaha is very proud of its students and com-munity.

This small East Texas town has a population of 1,160 and a school enrollment of 568. Tenaha has three ground wells that provide the town with its water supply and one back-up

well if needed. The trash pick-up service is provided by indi-vidual contractors.

Tenaha is run by a City Council and the Mayor. Council members are Mark Hixson–Mayor Pro Tem, Claudine How-ard, Fran Partin, Larry Terry, and Durand Steadman. The council meets every third Monday of the month at 5:15 p.m..

The law enforcement in the town is carried out by three officers with the City Marshal’s office including Marshal Tom Reader, assisted by Marshals Jacob Metcalf and Gina Breseman. Bryan Gray is now the Constable for Precinct 4, of which Tenaha is a part. The officers are working diligently together to keep Tenaha a safe place to live.

The town also has a Volunteer Fire Department that con-sists of 25 volunteers. Mitch Menefee is the Fire Chief.

Most of the land in the Te-naha area was owned by pio-neer lumberman brothers, E.S. and C.B. Hicks, who had given land for right-of-way to the rail-road.

Tenaha was named for Te-naha Creek and for the Mu-nicipality of Tenehaw. It has

always been understood that Tenaha in the Indian language meant “muddy water.”

Tenaha is located in a part of Shelby County that is served by two major railroads and three major highways. Tenaha continues to experience steady growth.

The Tenaha Independent School Dis-trict has an enrollment of 598 and has 40 teachers on its staff. School Board mem-bers are Robert Barton, June Swint, Aaron Roland, Mark Looney, Ronnie Samford Tracy Collins, and, Bo Morris is School Board President.

In boys athletics Tenaha offers football, basketball, track, tennis and golf. For the Lady Tigers, they can choose from basket-ball, track, tennis and golf. Terry Ward is the Athletic Director at Tenaha.

Tenaha I.S.D. has three campuses – Tenaha Elementary, grades K-5; Tenaha Middle School, grades 6-8; and Tenaha High School. grades 9-12. Scott Tyner is the Superintendent. The high school principal and middle school Principal is Judy Monroe. The elementary Principal is Walter Peddy.

Tenaha is also known for its great ath-letic programs. Tenaha has won the state football championship in Class A in 1998 and 2011, won the state basketball cham-pionship in 2003 and made it to the state basketball semi-finals in 2009, as well as 2011. Tenaha is very proud of its students and community.

The City Council meets each

month on the 3rd Tuesday and is the governing

body of the City. In 2010, the City adopted the 4B Economic

Development tax and formed the Timpson Economic

Development Corporation. The EDC is responsible for

creating opportunities for our city’s economic growth through

projects that enhance our downtown area, our parks, our streets and sidewalks,

and our businesses.

Timpson is located in the northwest corner of Shelby County, six miles east of Nacogdoches County and six miles south of Panola County. Timpson is twenty-five miles west of the Sabine River, which is the state line and thirty-one miles north of Nacogdoches, the oldest town in Texas.

The town takes its name from a son-in-law of one of the heavy railroad stock-holders, a Mr. Timpson, who lived in New York. Like all railroad towns, Timpson was laid out with the railroad, not north and south like most towns are. There-fore, the streets run at an angle of 43 de-grees ‘off.’ The railroad surveyor for this section was named Charlie Noblet. After laying out the railroad, he surveyed the town. He made it one mile square then divided it into ordinary lots and blocks and named the streets.

Traveling the streets of Timpson, you will find Jacob and Bremond, and streets named after residents are Todd and McLaughlin. The town site was located in an old-time field, and the present mod-ern paved streets cover an old corn field.

Timpson is probably most known

for its mention in the old Tex Ritter hit, “Tenaha, Timpson, Bobo, and Blair.” Ac-cording to Timpson resident Mr. George Green, in the Timpson Area History Book, dice players took up the chant, and World War I soldiers spread it far and wide.

Today the small town of Timpson is now just a scenic spot on Highway 59. Its major business is the Class 1A Timp-son High School, the home of the fight-ing Timpson Bears.

The City of Timpson holds the annual Frontier Days on the first weekend of July. People from near and far enjoy the many activities there are to participate in and street dance.

Soso Park, Lake Murvaul and Timp-son Lake are just a few attractions that the City has to offer.

Mayor Debra Smith (left) is the first elected woman mayor of Timp-son, and in Shelby County. Timpson was incorporated Nov. 18, 1890 and is located in Western Shelby County at the apex of U.S. Hwy 59 and State Highway 87 North and 84 West.

The city of Timpson became re-nowned in a country western song “Tenaha, Timpson, Bobo and Blair,” written by Tex Ritter.

Timpson has an active council and a progressive Chamber of Com-

merce that sponsors several com-munity events such as the annual Frontier Days on the weekend of July 4, and the occasional movie on the square.

The city has its own police depart-ment, a volunteer ambulance service and a volunteer fire department. Mayor Smith is working with the cit-izens of Timpson to make the city an even greater place to live. The city also has two parks that have recently updated playgrounds.
