1 EU Insight – Launch of U-Multirank

A new global university ranking tool, U-Multirank, which assesses the performance of more than 850 higher education institutions worldwide, was launched by the European Commission (EC) on May 13, 2014.

With U-Multirank, the universities are tested against up to 30 separate indicators and rated in five performace groups: teaching and learning, research, international orientation, knowledge transfer and regional engagement.

As a multidimensional ranking tool, U-Multirank demonstrates the diversity of university profiles in the international context for the first time. It provides no composite overall scores, as the adding and weighting of scores to one overall score, leads to a loss of transparency.

Results show that while over 95% of institutions achieve an ‘A’ score on at least one measure, only 12% have more than 10 top scores. Of the 850 universities in the ranking 62% are from Europe, 17% from North America, 14% from Asia and 7% from Oceania, Latin America and Africa.

U-Multirank is a flexible learning tool for students, academics, policy-makers and administrators looking for information to support decision-making. At this stage it covers four subject areas, namely business studies, mechanical engineering, electrical engineering and physics. Fields of study to be included in 2015 are psychology, computer science and medicine. Another target for 2015 is also to increase the number of institutions in U-Multirank to a total of 1000-1100 universities.

The U-Multirank project receives seed funding through the European Commission’s Lifelong Learning Programme (now Erasmus+) for an initial period of two years (2013-2015) totaling €2 million with the option of an extension for a further two years

The European Commissioner for Education, Culture, Multilingualism and Youth, Androulla Vasilliou said:

“We are proud of our world-class higher education, but we need many kinds of universities, catering for a wide range of needs; that means strong technical and regional universities just as much as outstanding research universities. U-Multirank highlights many excellent performers that do not show up in current, research-focused, global rankings- including more than 300 universities that have never appeared in any world ranking until now.”

(2015-2017). The goal is for an independent organization to manage the ranking on a sustainable funding model thereafter.

The initiative originated at a conference under the 2008 French Presidency of the European Union, which called for a new methodology to measure the different dimensions of excellence of higher education and research institutions in Europe and in an international context. Subsequently, the EC commissioned a feasibility study on a multi-dimensional ranking in 2011.

An independent consortium led by the Centre for Higher Education (CHE) in Germany and the Center for Higher Education Policy Studies (CHEPS) in the Netherlands compiled the new ranking. Other partner organisations include the Centre for Science and Technology at Leiden University (the Netherlands), Catholic University Leuven (Belgium), academic publishers Elsevier, the Bertelsmann Foundation, the student advice organisation Push and software firm Folge 3.

3.2 Brazil

3.2.1 President Dilma Rousseff announces funding of R$ 1.5 billion to build institutes of Innovation and Technology

President Dilma Rousseff called for more investments in innovation to drive the economic growth of the country. She mentioned the funding of R$ 1.5 billion from the National Bank for Economic and Social Development (BNDES) for the construction of 25 Institutes of Innovation of the National Industrial Apprenticeship Service (SENAI) and 60 SENAI Institutes of Technology.

"This will greatly contribute to the incorporation of innovations in the productive process, allowing Brazil to take a qualitative leap in its growth", stated the President.

Moreover, Dilma Rousseff said that the federal government will invest R$ 14 billion in the National Program for Access to Technical Education and Employment (Pronatec) until the end of the year. Asked about the importance of technical skills of young people to the industry's growth, the President said "that such training is essential."

3.2.2 Inter-American Development Bank highlights progress of Brazil in the area of innovation

Brazil presents significant advances in the field of innovation, when compared to other countries in Latin America and the Caribbean, said the representative of the Inter-American Development Bank (IDB) in the country, Daniela Carrera - Marquis. According to her, this is a reflection of the training of workers within companies, in addition to the incentives in infrastructure.

The high rate of urbanization, estimated between 75 % and 80 %, and the fact that there is a 65 % of value added in the services

industry make Latin America and the Caribbean, and by extension Brazil, environments favourable to development. Among the negative factors for the expansion of innovation, Daniela Carrera-Marquis cited the high level of informality in the region, and the lack of integration between sectors of society.

"Innovation thrives in a society when you have the ability to influence the public and private sectors, universities and centers of public and private research", said Marquis, highlighting that innovation should be used to generate increased economic productivity, as well as to solve social problems.

In the specific case of Brazil, she stressed that the most important element is the human factor and not the lack of resources. Marquis reported that around 80 % of companies in the region are small and medium sized. "Therefore, they do not have access to technical, financial and human capital to sustain their innovation processes".

Another important factor for innovation is access to information. She stressed that the participation of the private sector in terms of resources for innovation, is still moderate.

3.2.4 Financing for innovative companies will rise to R$ 10 billion this year

The volume of credit to innovative companies in the country is expected to reach R$ 10 billion this year, according to the President of the Financing of Studies and Projects (FINEP), Glauco Arbix. The funding provided by the entity had already increased from R$ 1.1 billion in 2001 to R$ 6.3 billion last year.

The estimate is based on the performance of the Inova Empresa Program, launched a year ago by President Dilma Rousseff. Its total budget is R$ 32.9 billion, of which R$ 25 billion come from funds from FINEP and the National Bank for Economic and Social Development (BNDES).

"We have got an aggregate demand, which is currently in process, with some operations already contracted of R$ 93.2 billion on technology projects. It is a significant volume of resources showing the willingness to work and enter into technological development and innovation activities", said Arbix.

FINEP launched 12 programs linked to Inova Empresa for areas considered as priority areas by the government, such as health, oil, energy, ethanol, telecommunications, where Brazil has lack of technology.

From the total aggregate of R$ 93 billion demand for Inova Empresa, the President of FINEP admitted that a cut between 30 % and 35 % must be made because of the abandonment of projects by companies or by documentation problems.

Still, Arbix estimates that if FINEP and BNDES will hire 10 % of these projects each year for the next two years, it will amount to approximately R$ 30 billion of contracts.

3.2.6 Experts discuss internationalization of innovation and market insight

One of the challenges faced by many Brazilian companies is expanding their markets, especially abroad. The opinion of experts on the subject is that investments made in innovation are directed almost exclusively to the development of products and services linked to the Brazilian reality. As a result, the participation of national companies outside the country is very limited and even affects the quality of the offering to the market. The matter was the subject of a debate at the Congress ABIPTI 2014 on 7th May in Brasília.

"The Brazilian company thinks a lot for the national market, if not the regional. Companies have to think big. They need to do something different", said the superintendent of the Center for Advanced Studies and Systems of Recife (Cesar), Sergio Cavalcante .

"Here, we have an understanding on to produce for domestic demand. It is clear that the Brazilian market is very large, but the first similar product that comes from China, South Korea, or anywhere else, ends our competitiveness, because it is a false competitiveness", added the moderator of the panel "ICT action for the competitiveness and internationalization of enterprises" and director of the Federation of Industries of the State of Paraná (FIEPR), Rafael Rodrigo Medeiros Martins.

Getting private investors ready to put money into innovative projects was also identified as a major bottleneck in the conversation. Sergio Cavalcante said that the money that could be used in innovation reverts to infrastructure works because there is

no guarantee that this innovation will give financial return for the investor.

This type of situation is recurring even more frequently when the turnover of the company is low. While large companies already dedicate part of their earnings to research and development activities, the average and small businesses that require external support to this area suffer from distrust of the market.

Much of the innovation made in Brazil happens within Micro and Small Enterprises (MSEs) with different types of processes, innovative products and services being developed. Data from the Brazilian Service of Support for Micro and Small Enterprises (Sebrae) indicate that the organization must meet up to 20 million businesses in the coming years.

The manager of the Access to Innovation from the entity, Enio Pinto Duarte, advocated a broader scope on the concept of what is innovation in the productive sector, even taking into account possible penalties from lost opportunities. "We need to have a business model to cater to scale and maintain quality that allows us to not be as hard and as rigorous regarding the concepts of innovation", he said.
