The California Stormwater Quality Association (CASQA) celebrates its 10th

Conference by returning to the southern California urban core where its

first conference was held in 2005. The theme of this year’s Conference,

“Urban Stormwater Management: Integrated, Innovative, and Green”

reflects the location of the Conference and will offer extensive training,

tools, and solutions to

address many of the com-

plex stormwater problems

facing the urban environ-

ment. The Conference

has grown considerably

over the past 10 years

of it existence and is the

key training event for

stormwater professionals

responding to munici-

pal, industrial, and construction NPDES stormwater permit requirements.

Over 600 are expected to attend this year’s event, which will be held from

September 15-17, 2014 at the Hyatt Orange County, located just a short

distance from Disneyland.

CASQA is also pleased to introduce the first poster session at its Conference.

Requests for poster submittals will follow the same general procedures as

for presentations.

CASQA is the largest professional association dedicated to stormwater

quality issues. For a quarter century, CASQA has assisted municipalities,

special districts, businesses, the State of California, and the United States

Environmental Protection Agency in developing and implementing effec-

tive stormwater quality management programs.

CASQA CONFERENCE — Plan to be a part of the 2014 program

“Urban Stormwater Management: Integrated, Innovative and Green” is this year’s Conference theme and the program will feature a full day of in-depth workshops and poster displays (September 15) and two full days of concurrent session presentations (September 16 and 17). Each of the major tracks for the concurrent session presentations is outlined as follows:

BEHAVIOR CHANGE / PUBLIC OUTREACH AND EDUCATION – This track will focus on the latest challenges and solutions to changing public and business behav-ior through outreach and education, community-based social marketing, and public involvement programs.

COMPLIANCE TRAINING – This track will cover effective training methods, styles, metrics, and new out of the box thinking that helps retain training content. It will focus on what works and what doesn’t, before and after testing, course content, online versus classroom, case studies and examples that illustrate effective compliance training for stormwater permits.

CONSTRUCTION GENERAL PERMIT – This track will focus on lessons learned in the field while implementing the California Construction General Permit including case studies, site compliance strategies, common problems, sampling, bioassessment monitoring, responding to exceedances of numeric action levels, and using active treat-ment systems.

EFFECTIVENESS ASSESSMENT – This track will focus on strategies to assess the effectiveness of stormwater programs including the development and implementation of program effectiveness assessment plans, management questions and metrics that have been utilized, data collection needs, assessment results (such as changes in pollut-ing generating behaviors, reductions in pollutants loading, and / or improvements in outfall discharges or receiving water quality), and program modifications that have been made based on the assessments.

GIS APPLICATIONS, SCIENCE, AND TECHNOLOGY – This track will focus on GIS tools, data collection and evaluation, pollutant source tracking, emerging pollutants, new technologies, new monitoring and assessment tools, stormwater impacts, and economic assessments.

Urban Stormwater Management: Integrated, Innovative and Green

INDUSTRIAL GENERAL PERMIT – This track will focus on innovative stormwater compliance strategies / case studies, BMP effectiveness evaluations, low impact devel-opment (LID) at industrial sites, monitoring strategies / techniques, and practical strategies / solutions to comply with a more stringent California Industrial General Permit in 2015, including numeric action levels.

MUNICIPAL STORMWATER MANAGEMENT IN THE URBAN ENVIRONMENT – This track will focus on municipal stormwater permits, program management and implementation, regional stormwater management, funding mechanisms, modeling to support program implementation, and alternative compliance approaches (banking in-lieu fees, trading).

STORMWATER PROGRAM MANAGEMENT AND IMPLEMENTATION – CONSTRUCTION PERMIT – This track will focus on lessons learned and innovative approaches in program management related to construction stormwater and the construc-tion general permit including management tools, staffing, funding and fiscal considerations, enforcing and auditing compliance, building relationships with regulators, assessing legal authority, and reviewing and reporting documents in SMARTS.

STORMWATER PROGRAM MANAGEMENT AND IMPLEMENTATION – INDUSTRIAL PERMIT – This track will focus on lessons learned and innovative approaches in program management related to industrial stormwater and the industrial general permit including management tools, staffing, funding and fiscal considerations, enforcing and auditing compliance, building relationships with regulators, assessing legal authority, and reviewing and reporting documents in and out of SMARTS.

STORMWATER TREATMENT – This track will focus on site-specific approaches, alter-native methods, case studies and designs for green infrastructure, hydromodification, biofiltration / bioretention, LID (including green streets and stormwater harvesting), and conventional BMPs.

TMDLs AND POLLUTANT SPECIFIC COMPLIANCE – This track will focus on lessons learned and innovative approaches for the development, planning, implementation and assessment of TMDL compliance programs, including regulations and policies, related to TMDL implementation in MS4 permits and specific pollutants of concern (such as metals, mercury, sediment, PCBs, bacteria, and trash).

CALL FOR PRESENTATIONS AND POSTERS

To be considered for the CASQA 2014 Conference Program, an abstract (4,000 charac-ters maximum) must be submitted, concisely describing the project, program, or study proposed for presentation or as a poster at the Conference. All abstracts must be received by midnight on May 12, 2014. Notice of acceptance / rejection is scheduled for June 6, 2014.

By submitting an abstract, a submitter agrees to make an oral presentation or display a poster at the Conference. Abstracts, posters and PowerPoint slides will be made avail-able for review on the CASQA website following the Conference, consistent with the reproduction authorization and other permissions required during the online abstract submittal process.

Speakers are strongly encouraged to submit their PowerPoint slides by August 30, 2014. If the PowerPoint slide submittal deadline is not met, the presentation should be provided on a flash drive onsite during registration.

The Conference will provide opportunities for short and long oral presentations. Short presentations will be 30 minutes in length and long presentations will be 60 minutes, including question and answer period. Presentations involving multiple speakers will only be considered for the long format.

Posters must be printed on size A0 paper (33.1 in. wide by 46.8 in. high) in portrait orientation with text no smaller than 18 point. Sections should generally include an introduction and background, methods or approach, results, and conclusion or discus-sion. The poster presenter is responsible for furnishing hard copies of the poster at the

Conference and mounting it in the designated space. Further details on poster requirements are available on the CASQA website.

ABSTRACT SUBMITTAL

Abstracts shall include:

●● A title for the presentation or poster

●● Whether a presentation or poster is proposed

●● Contact information for the primary corresponding speaker / poster presenter and a complete list of contributing authors

●● The proposed Conference theme track – for example Compliance Training, Construction General Permit, etc.

●● The proposed time slot for the oral presentation – short (30 min.) or long (60 min.)

Abstracts can only be submitted through CASQA’s website with a deadline of

May 12, 2014 at www.stormwaterconference.com.

Abstract submitters will receive an electronic acknowledgement after proper com-

pletion of the submittal form. This may take several seconds so do not log off the

site until the acknowledgement appears in the lower portion of the form. Abstract

acceptance notification will be sent to the primary corresponding author / speaker.

The primary corresponding speaker and poster presenter of an accepted abstract must attend the Conference. Substitution of primary speakers and poster presenters is not allowed without advance approval of the Program Co-Chairs. Speakers and poster presenters are responsible for their own travel and lodging costs. Eligibility for the discounted speaker registration fees is as follows:

●● Primary and alternate speakers for each technical program track presentation are eligible (applies for both CASQA members and non-members)

●● Supporting speakers, contributing authors, and poster presenters are not eligible and must pay the full CASQA member or non-member attendee rate

There is no charge for speakers attending only the session in which they are speaking.
