The Crew of Motor Life Boat (MLB) 47212 out of Station Humboldt Bay is receiving the 2014 Coast Guard Foundation Award for their rescue of two mariners from the frigid surf of Humboldt Bay after their vessel capsized in 12- to 14-foot breaking waves on the
evening of May 23, 2013.
BM2 Victoria Hansen was the Officer of the Day at Station Humboldt Bay when a cell phone call from a fisherman reported a capsized vessel and two people in the water in the south jetty of Humboldt Bay. MLB 47212 got underway with BM2 Hansen as the heavy weather coxswain, MK2 Ciccoli as the boat engineer, and SN Roberds and SN Perry as qualified boat crewmembers.
They arrived on scene to find the dis-tressed boaters clinging to their overturned boat near a rocky jetty making their rescue incredibly difficult. After discussing the situation with the crew and evaluating the risk versus gain, the crew prepared for an
indirect pickup using a rescue throw bag. Using expert seamanship and maneuvering, BM2 Hansen maneuvered the boat close enough to the survivors so that the crew could get the rescue line over. One survivor was so hypo-thermic he could not grasp the line. The other survivor was able to grab the line and hold on to the hypothermic survivor, allowing both to be retrieved from the water. During this time the motor life boat took a series of breaking waves, estimated to be between 12 to 14 feet. The crewmen pinned the survivors on deck for their own protection until they exited the surf zone.
Once in safe water the crew moved the survivors below to the survivor’s compartment, administered first aid, and placed the survivor suffering from an advanced stage of hypothermia into a hypothermic recovery bag to pre-vent the loss of body heat. The crew transited across the bar to the safety of the unit mooring where emergency med-ical personnel could evaluate both survivors. The hypothermic survivor was then transported to the local hospital.
Two mariners are without doubt alive today because of the valiant acts of this crew.

lcdr james kenshalo, lt beau belanGer, amt3 travis swain, ast3 corey FiX
The 2014 coast guard foundation award is being awarded to the helicopter crew of CG-6515 out of Air Station San Francisco for their heroic efforts, aeronautical skills and selfless actions in saving the lives of six hikers stranded in remote cliffs near Point Reyes,
California in incredibly difficult flying conditions.
The night of July 30, 2013 was blanketed in thick fog, limiting vis-ibility for the aircrew to just one-half nautical mile, and less than 200 feet between the water and the cloud layer. A barrier mountain also stood in the flight path to the rescue location further complicating the mission. The flight crew also had to execute the daunting and unusual maneuver of flying below the San Francisco Bay and Golden Gate Bridges to reach the stranded hikers.
Cliffs and steep-walled bluffs, whose tops were invisible due to the dense fog made finding the hikers very difficult. The crew relied on night vision goggles and radar equipment to locate the stranded hikers, who were trapped in a narrow cove at the base of a steep cliff.
Piloting the helicopter dangerously close to the cliff face, the helicopter deployed the rescue swimmer to begin triaging and hoisting the hikers. Because the helicopter was so close to the cliff face, the rotor noise made radio communication impossible, forcing the crew to communicate only with hand signals.
Able to hoist four of the six hikers safely, the crew had to leave the scene to refuel. Selflessly, the rescue swim-mer chose to stay behind with the remaining two hikers to keep them safe and calm. On their return flight to Air Station San Francisco, the crew faced all the same obstacles they faced on the way out, again flying below the two prominent bridges to transfer the hikers to awaiting medical personnel at the air station.
After refueling, the crew returned again to rescue the remaining hikers and retrieve the rescue swimmer. The weather had deteriorated even more at this point, making the use of exterior lights on the aircraft impossible due to the fact that they were causing optical illusions disorienting the crew. Ingeniously, the crew used flares to reflect off the cliff face to light the area during the second hoist.
As if the crew hadn’t faced enough challenges during this rescue mission, the wind shifted during the hoist, causing the helicopter to drop suddenly while the rescue swimmer and a hiker were dangling below the aircraft. The rescue swimmer used his own body to shield the hiker from banging into the cliff side. The pilots then had to take extraordinary measures to finish the hoist.
Despite all these challenges, the aircrew relied on their training and expertise to save six lives that night, and exemplified the heroism and professionalism that is the core of the service.

On September 27, 1942, Douglas Munro, signalman first class of the United States Coast Guard, gallantly gave up his life in defense of his country. Munro volunteered to lead a rescue mission to evacuate 500
Marines who were under attack by an overwhelming Japanese force at Point Cruz on the island of Guadalcanal. While he succeeded in safely extracting those Marines, in doing so, Munro was mortally wounded. For his heroic and selfless actions in the completion of this rescue mission, Munro was posthumously awarded the Medal of Honor.

the coast Guard Foundation
Inspiring leadership, learning and a proud legacy of service to our nation by supporting the men and women of the United States Coast Guard and their families.
what is the coast Guard Foundation?
The Coast Guard Foundation is a 501(c)(3) non-profit organization founded in 1969. It was initially created to provide funds for academic, athletic, and morale needs of
the Coast Guard Academy and its cadets which were not covered by federal operational funding. In 1986, the Foundation expanded its charter to support projects that enhance
the education, welfare and morale of all Coast Guard members and their families. The Foundation is governed by a Board of 100 Trustees from all parts of the country.
The Trustees elect from their members a 30-person Board of Directors to oversee the management of the Foundation. Located in Stonington, Connecticut, the
Foundation employs a staff of 12 civilians responsible for meeting the Foundation’s objectives and working closely with the Coast Guard on all issues.
what does the coast Guard Foundation do?
The Coast Guard Foundation is a national nonprofit organization dedicated to enhancing the lives of the men and women of the Coast Guard and their families. The Coast Guard Foundation provides education, support and relief for the brave men and women, who enforce maritime law, protect our homeland and preserve the environment. The Coast
Guard Foundation aims to strengthen their service to our nation by encouraging them to excel on- and off-duty. The Foundation supports numerous programs and projects through
donations from individuals, corporations and through grants and special fundraising events. The Foundation also supports academic, athletic, and leadership excellence for cadets
at the Academy; provides college scholarships to dependents of enlisted personnel; funds recreational and family-oriented facilities; and supports educational and morale
programs at bases, on cutters around the nation; as well as hundreds of smaller projects.
in tribute to our former chairman...
in loving memory of a dear friend...“chief” cpo r. angelo cleffi, uscg (ret.)1953–2014
The staff and board of the Coast Guard Foundation said goodbye with very heavy hearts this year to Robert Angelo Cleffi, Chief Petty Officer (Ret.), or “Chief” to all who knew and loved him. Chief was an active part of the Foundation family since joining the board in 2000, faithfully organizing our Southern California Scholar-ship Golf Tournament for years. Under Chief’s direc-tion, the tournament grossed over $800,000 which re-sulted in almost 200 scholarships awarded to children of Coast Guard enlisted members. Chief was very proud
of his service to the United States Coast Guard and tirelessly advocated for the enlisted corps and their families through his work with the Foundation.
vadm john “jack” costello, uscg (ret.)1930–2014
VADM Jack Costello, former Commander of the Coast Guard’s Pacific Area, played a large role in the Coast Guard Foundation’s history, having served as Chairman of the Board from 1997 to 2001. During his time as chairman, he was instrumental in devel-oping a strategic plan for the Coast Guard Founda-tion, as well as forming crucial ties to Coast Guard senior leadership to make sure the Foundation’s
efforts were helping where they were needed most. His service in total to the board spanned from 1989 until he was nominated to Emeritus status in 2008.
