Erosion and Sedimentation Control Program The Delegated Program gives NCDOT the authority to: 1. Design and/or approve all erosion control
plans for land-disturbing activities under its purview.
2. The authority to inspect and monitor its own Erosion and Sedimentation Program.
3. The responsibility of planning and providing Erosion and Sedimentation Control /Stormwater training.

Walls – Measurement and Payment Policy Change
Walls – Measurement and Payment Policy Change CURRENT MEASUREMENT AND PAYMENT • MSE Retaining Walls will be measured and paid in square feet. MSE walls
will be measured as the square feet of exposed wall face area with the height equal to the difference between top and bottom of wall elevations. Define “top of wall” as top of coping or top of panels or SRW units for MSE walls without coping. Define “bottom of wall” as shown in the plans and no measurement will be made for portions of MSE walls embedded below bottom of wall elevations.
PROPOSED MEASUREMENT AND PAYMENT • MSE walls will be measured and paid as the square feet of wall face area
that is constructed above the footing. This measurement is inclusive of areas of the MSE wall that are to be embedded.
• Article 109-4(B) • Requires payment within 7 days • Allows retainage of up to 10%
• Only if no bond is provided • Mutual agreement between Prime and Sub • Agreement must be provided to Resident
