Lower test scores. Higher dropout rates. Fewer qualifed teachers. Diminished resources. These are just a
ew o the critical challenges acing U.S. urban schools today. While some urban school districts can point
to success stories, most do not have the necessary management models or strategy to sustain consistent
perormance. To address these issues, Harvard Business School (HBS), Harvard Graduate School o Education
(HGSE), and the HBS Social Enterprise Initiative established the Public Education Leadership Program
(PELP) in 2007. Based on the unprecedented success o the Public Education Leadership Project, an ongoing
initiative developed by HBS, HGSE, and leaders rom several o the largest U.S. public school systems in
2003, this Executive Education program helps district leaders drive improved perormance throughout their
schools. By integrating both managerial and leadership best practices, your team will learn how to execute a
strategy to achieve excellence across the entire district, as well as establish a culture o collaboration, high
expectations, and accountability or your school systemand your students.

Improved student perormance is as much about strong and eective leadership as it is about personal
initiative. The Public Education Leadership Program incorporates a unique ramework that ocuses you
and your team on specifc district challenges or educational issues that you identiy beore coming to the
program. Guided by Harvard Business School (HBS) and Harvard Graduate School o Education (HGSE)
aculty, you will develop new strategies and insights to conront your districts toughest obstacles and take
advantage o available opportunities. The HBS and HGSE aculty, as recognized thought leaders on crucial
management issues, maintain dynamic relationships with the highest-perorming urban school systems,
nonproft organizations, and top companies around the world. In addition, you will fnd yoursel immersed in
learning with a diverse and collaborative group o public education leaders whose insights and perspectives
will contribute to your learning both during the program and well beyond. You will have access to a valuable
proessional network o PELP participants. Additionally, you will return to your school with the tools, skills,
and confdence to refne your management model, develop new strategies, and improve the perormance
o your school system.

Offered with the HBS Social Enterprise InitiativeBecause school districts and businesses operate in markedly dierent ways, school systems require unique management models.
High-perorming schools and top-perorming companies have one key similarity: eective leadership. By drawing on leadership
best practices in nonproft and or-proft businesses, urban school systems can improve student perormance.
PROGRAM OBJEcTIVEs
By adapting proven management concepts to the unique challenges o your school system, you will learn to build and sustain
high-perorming district teams, while enhancing both individual and group leadership skills. Moreover, you will leave the program
with the tools and insights to ormulate and execute a strategy that elevates perormance across all district schools.
cURRIcULUM
The curriculum is based on the highly acclaimed model developed by the Public Education Leadership Project. Along withinteractive lectures, collaborative group work, and relevant case studies, you will address the specifc issues conronting your
school district. Topics include:
Creating and achieving a coherent organization that supports your strategy, even when schools have dierent characteristics
Attracting and retaining the best people, while simultaneously aligning the recruiting process with the district strategy
Managing or high perormance by building strategies or eective, long-term administrative accomplishments
Creating a culture that values results more than eorts
Analyzing and using data to guide decisions, improve perormance, and create accountability
PARTIcIPANT MIX
This program is designed or teams o eight participants, including district ofce personnel, school principals, and regional
supervisors, who are responsible or large urban school districts. PELP allows districts to build capacity by sending new teams
over the course o several years. To ensure continuity, returning teams must include one member who has already attendedPELP. With the exception o the superintendent, who is always welcome, teams may include no more than one returning member.

APPLIcATION PROcEss
Participation in this program requires that the school districts superintendent or designee submit a letter o interest. As space is
limited or this program, it is strongly suggested that the letters o interest are submitted at the beginning o the admissions cycle,
during the months o January or February, 2013.

ADMIssIONs REqUIREMENTs
Admission is selective and based on proessional achievement and organizational responsibility. No ormal educational
requirements apply, but profciency in written and spoken English is essential. Executive Education programs enhance the
leadership capacity o the managers enrolled as well as their organizations, and HBS expects ull commitment rom both.
While participants devote time and intellect to the learning experience, sponsoring organizations agree to assume ees,
provide or reasonable expenses, and relieve individuals o their work responsibilities during the program.
PROGRAM FEE
The program ee covers tuition, books, case materials, accommodations, and most meals. Payment is due within 30 days
o the invoice date. I admission is within 30 days prior to the start o the program, payment is due upon receipt o the
invoice. Cancellation policies are outlined in the inormation provided to applicants upon admission.
