LULAC is pleased to announce a Request for Proposals (RFP) for the LULAC Federal Training Institute workshops. We invite you to submit a proposal to present a workshop at the 84th annual LULAC National Convention & Exposition Federal Training Institute to be held Monday, June 17 through Saturday, June 22, 2013 at Caesar’s Palace Hotel in Las Vegas, Nevada. We request that workshop all presenters agree to contribute their time and expertise pro-bono. Your collaboration, expertise and knowledge will help nurture the development; growth; and motivation of government employees to maximize their talents and encourage others to join the government ranks.

I. PURPOSE
The purpose of this Request for Proposals (RFP) is to solicit proposals for the 2013
League of United Latin American Citizens (LULAC) Federal Training Institute
workshop speakers at (to include the FTI, Hispanic Employment Summit and the
Youth & Collegiate Symposium) the 84th annual LULAC National Convention &
Exposition.
II. DATES AND LOCATION The 84th LULAC National Convention & Exposition will take place Monday, June 17 through Saturday, June 22, 2013 at Caesar’s Palace Hotel in Las Vegas, Nevada. The Federal Training Institute will take place Tuesday, June 18 through Friday, June 21, 2013 and will include the following events:

IV. BACKGROUND
LULAC is a non-profit organization founded in 1929. It is the oldest and most widely
respected Hispanic civil rights organization in the United States of America. The
founders of LULAC created the LULAC Convention which hosts the LULAC Federal
Training Institute (FTI).
The Federal Training institute is an intensive and structured career-development
program for government, public sector employees, and individuals interested in a
career in the Federal government. The FTI is a collaborative effort between LULAC,
OPM and other Federal agencies. The Federal Training Institute offers workshops
and plenary sessions designed to enable government employees and other
attendees to enhance their leadership skills and develop the Executive Core
Qualifications required for leadership positions and entry to the Senior Executive
Service.

The FTI workshops need to address one of the Executive Core Qualifications (ECQ’s)
and/ or one of the Fundamental Competencies listed below to insure this year’s FTI
is once again endorsed and approved by OPM as an official Federal training that is in
compliance with 5 U.S.C. Chapter 41. See attached for detailed information on the
ECQ’s and the Fundamental Competencies of the same. OPM's Guide to the Senior
Executive Service Qualifications provides detailed information on the Executive Core
Qualifications and may be found at www.opm.gov/ses/recruitment/ecq.asp.
Executive Core Qualifications (ECQs) The Executive Core Qualifications (ECQs) define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The Executive Core Qualifications are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions.

V. GENERAL INFORMATION

2. All proposals should be submitted by December 15, 2012 via E-mail to
3. All qualified persons are encouraged to submit proposals.
4. The FTI workshops need to address one of the Executive Core Qualifications
(ECQ’s) and/ or one of the Fundamental Competencies listed in the attachment
to be considered.
5. You may submit workshop proposals addressing any of the ECQ’s as a package or
separately.
6. All breakout sessions will be one hour and 15 minutes in length (1 hr, 15 mins)
7. Presenters must provide an electronic copy of the materials being presented
prior to the conference. Please note that all presentations will be posted on the
LULAC website immediately after the conference.

8. The Director of Federal Affairs/FTI Coordinator reserves the right to select
proposals that meet the planned events as well as the criteria provided within
this RFP.
9. When submitting your proposal via E-mail please include 2013 LULAC FTI
Workshop Proposal in the subject line.
VI. GENERAL INSTRUCTIONS
The Director of Federal Affairs/FTI Coordinator will evaluate the proposals received
and select the workshop speakers that meet the criteria supplied to participate in
the FTI. The Director of Federal Affairs will hold discussion/s with the potential
speakers as needed and select the speakers who best address the ECQ’s and/or the
Fundamental Competencies of the same in their proposed workshop(s).
The proposals will be evaluated based on the following elements:
1. The proposed workshop topic must identify and address one of the ECQ’s and/or
the one of the Fundamental Competencies of the same.
2. Quality of performance at previous conferences as well as experience of the
potential workshop presenter.
3. Capability of the potential workshop speaker to provide FTI workshops on the
following dates: Tuesday, June 18 through Friday, June 21, 2013. If not available
on all the aforementioned dates, please advise what dates you are available.
4. Provide the information requested below on the LULAC FTI Workshop Presenter
Proposal Form (pages 8 -13) supplied in the RFP package.

(ii) Workshop Description Describe the proposed topic for your presentation. This description will
appear in the LULAC conference program book, other promotional
materials and will be submitted to OPM for review to secure that it meets
all requirements and approved as official Federal training in compliance
with 5 U.S.C. Chapter 41. LULAC may revise the description for
consistency and applicability.

Indicate the ECQ and/or Fundamental Competency your workshop will
address. Your workshop may cover multiple ECQ’s. Please choose at least one
of the following:
