About CLEAR

CLEAR was conceived over 30 years ago as a resource for any entity or indi-vidual involved in the licensure, non-voluntary certification or registration of the hundreds of regulated occupations and professions. Since its inception, CLEAR’s membership has included representatives of all governmental sectors, the private sector and many others with an interest in this field.

CLEAR promotes regulatory excellence through conferences, educational programs, webinars, seminars and symposia. The organization provides networking opportunities, publications and research services for those involved with, or affected by, professional and occupational regulation. As a neutral forum to encourage and provide for the sharing of best practices, CLEAR serves and supports the international regulatory community and its vital contribution to public protection. CLEAR has defined its own educator role as proactively identifying critical issues; providing a dynamic, interactive forum for exploration of these issues and collecting and disseminating relevant information on them. There are four core areas of substantive inquiry that CLEAR supports through its annual conference and other venues: compliance and discipline; testing and examination issues; entry to practice issues; and administration, legislation and policy.

In brief, CLEAR’s hallmark is its inclusiveness. Since it does not lobby or adopt positions on debatable matters, CLEAR offers neutral ground to those holding diverse viewpoints. This holistic approach serves its members well and permits unusual responsiveness to a necessarily varied and changing constituency. At this time, CLEAR is particularly interested in closer ties with the regulatory community in Western Europe and Australasia. An Office of International Affairs based in England provides assistance to all CLEAR’s constituencies beyond North America.

CLEAR Regional Seminar | Toronto

This one-day seminar will tackle the practical, day-to-day challenges faced by professional and occupational regulators in relation to complaint processing, discipline hearings and enforcement against unlicensed practitioners. Through a series of presentations and workshops drawing on examples from various professions and jurisdictions, participants will learn about leading practices in complaint case management, alternative dispute resolution options and investigation techniques. In addition, the seminar will examine issues associated with professional discipline, including the hearing process, penalty principles and publication of proceedings. The seminar will also address the special nature of investigations and prosecutions of individuals who are engaged in practicing without a license.

This seminar will be of interest to staff and managers within professional and occupational regulatory organizations who are responsible for the develop-ment, planning and execution of processes related to complaints, discipline and enforcement. Participants will come away with practical information and knowledge of techniques and approaches that can readily be applied in their own environment.

In today’s fast-paced world where everyone is connected 24/7, how do regula-tory bodies keep up? This one-day seminar will explore the regulator’s rela-tionship with social and traditional media. Should a board communicate with licensees and the public via Facebook, Twitter or other social media? Does the public now expect it? What are the advantages and the risks? Beyond its use as a communication tool, how can social media be used in investigations? What are the expectations and implications for privacy and confidentiality? Turning to what is now known as traditional media, how can regulators best work with the media to get the message out in the interest of public protection? What information does the public have a right to know?

Through a panel of speakers, combined with open forum discussion, the seminar content will reflect on creating a positive and beneficial relationship between regulatory bodies and the media, both social and traditional. The sem-inar will be of particular interest to regulatory administrators, board and council members, and enforcement and investigative staff.

CLEAR’s Third International Congress on Professional and Occupational Regu-lation will bring together the international community of regulators and those affected by their work. Focusing on three broad themes, this dynamic and interactive forum will provide information about the latest innovations and developments, as well as an opportunity to share challenges and solutions with international colleagues from both health and non-health sectors.

Congress Themes Global Mobility and Entry to Practice will focus on the challenges and op-portunities created by increasingly mobile workforces, and discuss the issues occupational regulators face when performing the gatekeeper role that is fundamental to professional regulation.

The Regulatory Continuum and the Role of the Regulator will ask: Who regulates? How is this task carried out? Is there an optimal model? The role of the profession or occupation will be considered, as will the part government and other critical stakeholders play. The latest trends in roles, structures and approaches to oversight will be reviewed and discussed.

Demonstrating Continuing Competence will review the role of the regulator in ensuring competence is demonstrated throughout a registrant’s career. The variety of approaches taken by jurisdictions and professions will be discussed, with information provided about processes, rationale and the latest trends.

The themes of the Congress are pertinent to regulators regardless of which profession(s) or occupation(s) they regulate.

CLEAR’s Annual Educational Conference is attended by more than 400 members of the regulatory community from across North America, Europe and Australasia.

Conference content is developed by and for members of the regulatory community and focuses on four areas of inquiry: compliance and discipline; testing and examination issues; entry to practice issues; and administration, leg-islation and policy.
