The 2013 Constitution and By – Laws of the Bedan Volunteers Preamble We, the members of the Bedan Volunteers, imploring the aid of the Almighty God in building an organization which trains and develops Bedan Leaders oriented in serving the Bedan Community and the Philippine Society imbibed by the principles of passion, commitment and service, establishing an organization that fosters Bedan Camaraderie and shall embody the principles of Benedictine Leadership: “Ora et Labora,” do hereby ordain and promulgate this constitution. Article I.Nature of the Organization

Sec. 1. NameThe organization shall be known as Bedan Volunteers.

Sec. 2. PurposeThe organization shall be primarily engaged in Bedan empowerment and community development by strengthening trust, solidarity and reciprocity among its officers and members, and by purposefully creating opportunities for participation in different activities that contribute to the holistic development of a Bedan. Also, it shall endeavor itself in contributing peace and development through different advocacies inculcating positive values and in working with partners to impart volunteerism among its constituents.

Sec. 3. Affiliations1. Present Affiliates -The Bedan Volunteers traces its roots and perpetually affiliates itself to the National Service Training Program of San Beda College. It is also connected to the national organizations such as the Philippine Red Cross Youth and National Youth Commission in the conduct of socio-civic projects and activities.

2. Future AffiliatesThe Bedan Volunteers are eager to be affiliated with other National Organizations and Community-based organizations outside San Beda College provided the approval of the Executive Board and Office of the Prefect of Student Affairs.

Article II.Declaration of Vision-Mission

Sec. 1. VisionThe Bedan Volunteers envisions a strong relationship among its Bedan members and the community wherein mutuality is present and practiced; a Bedan community that is aware and responsive to the issues and needs of the nation. It also envisions a community that practices active volunteerism in response to the different problems of the society;

Sec. 2. MissionThe Bedan Volunteers, in their pursuit to empower community development embodies the organizations main principles of passion, commitment and service in upholding its primary purpose. It aims to strengthen Bedan camaraderie and reciprocity among its members and the community. It also aims to involve Bedans in different activities that may enhance their sense of social responsibility and well-being.

Article III.Membership

Sec. 1. Members A bona fide student of San Beda College enrolled in any of the courses offered in the institution with a minimum of 15 units shall qualify for membership in the organization.

Sec 2. Classifications of Membership The following are the classifications of membership:

1. Regular membership is conferred upon a student who has paid the required fee for the current year. Fees may be determined by the Executive Board prior to the needs of the organization as delegated by such.

2. Honorary Membership is conferred upon a person who is considered a past member of the organization who has rendered distinguished service to the organization in the attainment of its goals.

Sec. 3. Additional Requirement for Membership An applicant must have a GPA of not lower than 2.60.

Sec 4. Termination of Membership

Membership to the organization may be terminated on the following:

1. Incompliance with the requirements of the organization;

2. Violation of the Constitution and By-Laws of the College and the organization.Article IV.The Organization and Its Components

Sec. 1. General Provision The officers shall be comprised of officers namely the Executive Board, Associate Vice Presidents, Project Directors, Committee Heads and its corresponding committees, and Coordinators. The organization has also its Board of Counsel which is designated for the proposal of future activities of the Organization and for coming up with decisions beyond the power of the board of officers.

1. Statement of Compliance with all SBC rules and policies as well as local and national laws - This organization shall comply with all existing rules and regulations of San Beda College as well as all local and national laws.2. Anti Hazing Policy- Hazing as used as an initiation rite or practice as a requirement for permission to be member in an organization or any other by placing the applicant in some embarrassing or humiliating situations is not allowed in this organization. Any activity or conduct which violates and disrespects or otherwise degrades any person as a condition for association with a group, regardless of consent or lack of consent is strictly prohibited.3. Personal Gain Clause - The Bedan Volunteer is a school organization and non-profit organization in which it is not allowed to gather and collect any form of money or using the organization to gain profit in any matter for personal interest. This organization shall raise and use funds only for purposes of organizational functions and not for profit of individual members4. Statement of Non-Discrimination -The Bedan Volunteer is a community centered organization and all action and performance of its members are observe to maintain a good relationship with the community and any form of discrimination will be given disciplinary action for the betterment of all. This organization accepts membership without regard for arbitrary characteristics such as gender, status, color, disability, race, and religion among others.

Sec. 2. Executive Board, Associates and Junior OfficersThe Executive Board, the Associate Vice Presidents and Junior Officers shall be appointed by the Board of Counsel with the supervision of the Moderator. Candidates shall be screened through a series of interviews and deliberations to determine a favorable appointee.

Sec. 3. ASSOCIATES

The Associates shall act as the primary assistant of the Vice President. The Vice President alongside with the Associate shall work hand in hand their specific duties and responsibilities.

SEC. 4 JUNIOR OFFICERS

The Junior Officers shall be the trainees of a specific position. The Junior Officers shall be deemed as the successor as their Vice President and Associate train them throughout the academic year.

Sec. 5. Board of CounselThe Board of Counsel shall be composed of the outgoing Executive Board and Associate Vice Presidents whose term has ended and not willing to be part of the Executive Board and the Associate Vice President of the following Academic Year. The Board of Counsel shall have the right to propose or recommend activities, corrections and/or give advice to the present Executive Board.

Article V.The Executive Board and the Associate Vice Presidents

Sec. 1. General Provision The Executive Board shall be comprised of a President, Executive Vice President, Internal Vice President, External Vice President, Vice President for Documentations & Publication, Vice President for Finance, Vice President for Audit, Vice President for Membership, VP for Logistics, Vice President for Marketing, Vice President for Promotions & Advertising, Vice President for Corporate Communications, VP for NSTP Affairs and VP for RCY Affairs which are appointed by the Board of Counsel with the supervision of the Moderator.

Internal Vice President, External Vice President, Vice President for Documentations & Publication, Vice President for Finance, Vice President for Audit, Vice President for Membership, VP for Logistics, Vice President for Marketing, Vice President for Promotions & Advertising and Vice President for Corporate Communications will have Associates that will act as their primary assistants.

The Executive Board has the power to create additional committees and appoint project heads & coordinators.

Sec. 2. Duties and Responsibilities of the Executive Board Officersa. President -To represent and support the organization; to exercise authority; enforce adherence to the Association'sConstitutionand By-laws; initiate and lead; review financial reports and communicate with the membership on a regular basis.b. Executive Vice President -The Executive Vice President shall assume all the powers and duties of the President in case of the latters absence, resignation, illness, temporary incapacity or removal through vote of no confidence. He shall assist the President in the latters work and perform such other functions as may be necessary and delegated by the President.c. Internal Vice President -To assist the President in the execution of that office; to be responsible for the internal affairs and supervision of the organization within the boundaries of school campus; and to perform such other duties as may be assigned from time to time.d. External Vice President To assist the President in the execution coordination of public and external affairs of the organization; and to perform such other duties as may be assigned from time to time.e. Vice President for Documentations and Publications The Vice president for Documentation & Publication shall make and keep records of all the minutes of the meetings, agreements, and decisions/ resolutions of the Board of Counsel and the Executive Board, and all other documents as may be deemed necessary by the organization. He shall also attend to the issuance and service of notices of meetings to the members of the Executive Board; Hell be in-charge of the different functions of a Secretary General as stated in the Student Handbook; and also to perform such other duties as may be assigned from time to time.f. Vice President for Finance -The Vice President for Finance is responsible for handling the funds, assuring their safety and prudent use. He/she is responsible for furnishing the amount dues by the ensuing year by, paying obligations, and assuring expenditures are in accordance with the budget approved by the Board; and other functions of a treasurer as stated in the student handbook; and also to perform such other duties as may be assigned from time to time.g. Vice President for Audit -Must audit all bills approved for payment by the board of county commissioners before warrants are issued. It must be confirmed that charges are legitimate and that there are adequate funds to cover the payments in the proper departmental budgets; and other functions of an auditor as stated in the student handbook; and also to perform such other duties as may be assigned from time to time.h. Vice President for Membership-The VP for Membership shall be responsible for the documentation/ record-keeping of pertinent information relative to the existing members of the organization and in the recruitment of new members; and also to perform such other duties as may be assigned from time to time.i. Vice President for Logistics - The VP for Logistics shall be responsible for the preparation and execution of the activities by the organization. He shall be in-charge of the operation of the organization. He shall ensure that the organization's activities run smoothly; and also to perform such other duties as may be assigned from time to time.j. Vice President for Corporate Communications-The VP for Corporate Communications shall be in-charge for maintaining the website of the organization for its members; He shall provide linkages with other organizations within campus. He shall also provide linkages for the organization and promote camaraderie along the affiliates of the organization; and also to perform such other duties as may be assigned from time to time.k. Vice President for Marketing-The VP for Marketing shall be responsible for finding sponsors for the projects of the organization. He shall have the task of drawing up marketing packages for potential sponsors; and also to perform such other duties as may be assigned from time to time.l. Vice President for Promotions & Advertising-The VP for Promotions and Advertising shall be responsible in increasing the number of members of the organization, particularly by Advertising through media and by all other means practicable upon approval of the President; devise means to promote and advertise the activities of the organization; and also to perform such other duties as may be assigned from time to time.m. Vice President for NSTP Affairs The VP for NSTP Affairs shall be responsible of the preparation and execution of all the activities by the NSTP Department. He shall be the coordinator between the organization and the NSTP department. He shall be the representative of the organization in any meetings called upon by the department; and also to perform such other duties as may be assigned from time to time.n. Vice President for Red Cross Youth Affairs The VP for RCY Affairs shall be responsible from planning to implementation of all activities headed by the Philippine Red Cross Manila Chapter. He shall be responsible for the processing of annual reaccreditation at the Manila chapter office; attend meetings arranged by the chapter council and keep all necessary documents and files; and also to perform such other duties as may be assigned from time to time.Sec. 3. Disqualification of the Executive Board Officers and its Associates The Board of Counsel and the Organization Moderator shall promulgate the rules and regulations which require the disqualification of any officer of the group both the Executive Board and its Associates. Such rules and regulations may provide that a willful violation of any provision thereof shall result in removal from office.

Sec. 4. Term of Office The term of office of all officers shall be a maximum of four academic years provided that on his/her third term, an officer should have a direct trainee to succeed any of the positions in the Executive Board of the organization.

Article VI.Moderator

Sec. 1. General ProvisionThe organization shall be supervised and guided by its moderator who is deliberately agreed and considered by the Executive Board and the Board of Counsel.

Sec. 2. Function of the ModeratorThe moderator shall receive and study reports of the organization and serve as a liaison between the administration and the Bedan Volunteers. He / she may also propose activities which can be considered by the Executive Board of the organization.

Article VII.Meetings

Sec. 1. General ProvisionThe organization can hold meetings as long as it is necessary and important as may be called by the President or his Executive Board and the Organization Moderator as well.

Sec. 2. Meetings, Attendance and MinutesThe attendance in the meeting will be kept by the Vice President for Documentations & Publications of the organization. The Minutes of the previous meeting must be reported in the next meeting in order to inform the organization of the previous agenda. It must also be available for the officers and the members views in the internet site for easy reference.

a. Online Meetingsmeetings that are held through different networking sites or through other online means; online meetings are scheduled by the president and will depend on the urgency of a matter.b. Regular Meetingsregular meetings are to be held weekly to discuss the continuous development in the organization and for the discussion of future plans.c. Pre-activity Meetingmeetings that are held before an activity proper, containing the plan for implementing an activity and the preparations needed.d. Post-activity Meetingmeetings held for evaluation of the prior activity, covers discussion related to the documentations to be presented after every activity.

Article VIII.Amendments

Sec. 1. General ProvisionThis constitution and by-laws can be amended by a vote of three-fourths (3/4) or majority of the members on a meeting called for such purpose.

Sec. 2. AmendmentsAny proposed amendment that changes any of the provision/s enshrined herein must first be approved by a three-fourths (3/4) of the two board of officers voting together as one.

Sec. 3. Validity of AmendmentsProposed amendments must not violate any provision in the student handbook or the Philippine Constitution.
