An Introduction

SPC is a non-profit organization, 501(c)(3), led by local volunteers, designed to provide programs and services for families and children in Stokes County. Stokes Partnership for Children Is primarily known for administering Smart Start &

the NC Pre-Kindergarten Program Has multiple funding streams including private

donations and grants Was designed to work within the existing

infrastructure already in place Was designed to work in collaboration with

community support, including individuals and businesses

SPC is a catalyst for bringing different groups together for the sake of young children, educates the community on the critical needs of young children and helps develop solutions.

Smart Start Funded Activities for 2013/2014 AmeriCorps & Children Together (ACT) – These funds match the federal AmeriCorps grant. ACT members offer educational release time to participating childcare providers in Stokes County and offer age appropriate activities for the classroom. Child Care WAGE$ Project – A statewide salary supplement program that rewards child care professionals for obtaining early childhood education. Since 1999, AMERICORPS AND CHILDREN TOGETHER (ACT), a program of Stokes Partnership for Children, has been ―Getting Things Done‖ for children in North Carolina. ACT combines the AmeriCorps national service

program with North Carolina’s Smart Start initiative. ACT serves young children by placing AmeriCorps members in childcare settings as Early Childhood Education Assistants. The ACT program was designed to assist with the need for teacher education and the enhancement of quality childcare, for children birth to five. ACT does this by: 1) training AmeriCorps members in child development and early childhood education; 2) utilizing members as substitute teachers, thereby providing regular teachers/providers with release from the classroom to pursue coursework in early childhood education; and 3) utilizing members as assistant teachers as a means to reduce the high teacher-child ratios and provide additional resources to care providers. The AmeriCorps members receive a modest living allowance for providing these services, and an Education Award. As well, the program provides tuition for ACT members to enroll in college courses and earn NC Early Childhood Credentials I & II.

Choosing Quality Child Care

If you are a parent who is seeking child care for a young child, choosing quality care is one of the most important decisions you

will ever make for your child.

Some questions to consider:

Is the program licensed by the Division of Child Development or Nationally Accredited? Do they have a Star Rating? 1 star facilities meet minimum licensing requirements. A 2 - 5 star rating means the facility meets higher program standards and higher staff education levels. Ask about the training, education and experience of staff. What is the program’s philosophy? Do they provide a safe and clean environment that ensures the health and safety of the children? Is the staff interaction nurturing, warm and caring? What is the staff to child ratio? Is it low enough so that there are enough staff to supervise all of the activities of the children? Do they provide an age appropriate, fun learning environment that promotes the social, emotional, physical and intellectual development of children? Is there an ―open door‖ policy that encourages parent and family involvement? Are there nutritious meals and snacks provided for the children? Parents can use the NC Division of Child Development’s website to find information about licensed facilities at: www.ncchildcare.net

The Resource Library is located within Stokes Partnership for Children. It is loaded with lots of great resources for teachers, parents, grandparents, children and students. Items can be

checked out for two weeks free of charge.

The mission of the Children’s Center is: Providing families and children of Yadkin Valley area support services to strengthen family relationships and prevent child abuse. Domestic Violence Leaves an Empty Place at the Table Did You Know? One in every four women will experience domestic

violence in her lifetime. Females who are 20-24 years of age are at the

greatest risk of nonfatal intimate partner violence. Most cases of domestic violence are never reported

to the police. Children Who Witness Witnessing violence between one’s parents or care-

takers is the strongest risk factor of transmitting violent behavior from one generation to the next.

Boys who witness domestic violence are twice as likely to abuse their own partners and children when they become adults.

30% to 60% of perpetrators of intimate partner violence also abuse children in the household.

Homicide and Injury Almost one-third of female homicide victims that are

reported in police records are killed by an intimate partner.

In 70% to 80% of intimate partner homicides, no matter which partner was killed, the man physically abused the women before the murder.

Sexual Assault and Stalking Nearly 7.8 million women have been raped by an

intimate partner at some point in their lives. 1 in 12 women and 1 in25 men have been stalked

in their lifetime. 81% of women stalked by a current or former inti-

mate partner are also physically assaulted by that partner; 31% are also sexually assaulted by that partner.

Reporting Rates One-quarter of all physical assaults, one-fifth of all

rapes, and one-half of all stalking perpetuated against female by intimate partners are reported to the police.

Protection Orders Approximately 20% of the 1.5 million people who

experience intimate partner violence annually obtain civil protection orders.

Approximately one-half of the orders obtained by women against intimate partner who physically assaulted them were violated.

STOKES COUNTY PRESCHOOLS

The following preschool programs are located within the Stokes County School System:

Exceptional Children’s Program: This program serves children between the ages of 3 and 5 years that have been identified with delayed patterns of development in one or more of the following areas: physical, cognitive, communication, social/emotional, or adaptive development. Eligibility is based upon guidelines set forth by the NC Department of Instruction,

Procedures Manual for Serving Children with Disabilities.

North Carolina Pre-K Program: A state-funded program that provides educational experiences for young children. Eligibility is based upon *age and income guidelines set forth by the state of NC.

Title I: A federal-funded program that provides educational experiences for young children. Eligibility for this program is based upon *age requirements and academic needs of young children.

Each classroom is a blended program serving children based up-on the stated eligibility requirements. Pre-K Screenings, which help determine eligibility, are held each spring across Stokes County. Public announcements can be found in the local newspaper, on public radio, and other advertised areas.

*Age requirement: A child must be 4 years of age on or before August 31 of the current school year.

Do you have a child between the ages of 3 years and 5 years of age?

Do you have concerns about your child’s

development? Do you have questions about how your child’s

language, motor, behavioral, or pre-readiness skills are developing?

The Stokes County Preschool Assessment Center offers educational screenings and/or evaluations at no-cost to the family. An educational team that consist of a play facilitator, a school psychologist, a speech-language pathologist, an occupational therapist, and a physical therapist will help you determine if your child is exhibiting age appropriate skills. If concerns are noted, assistance in helping you get educational services is offered. Please call for a free educational screening today!

The Winston-Salem Children's Developmental Services Agency (CDSA) is part of a state-wide early intervention program that serves children with developmental delays from birth to age 3. Anyone in the community, including parents, may refer a child if he is concerned about a child's developmental skills. Concerns may include:

Difficulty learning to sit or crawl Toddlers not walking or talking

Problems with eating Medical conditions, including prematurity,

that may affect skills

Concerns about overall development

The Winston-Salem CDSA offers free evaluations and, for those who qualify, service coordination to assist a family with reaching their child's highest potential. The agency also provides service coordination to families whose babies need to remain in the hospital following their birth.
