Preface The redevelopment of Stephens Creek Crossing (formerly Hillsdale Terrace) represents Home Forward’s third HOPE VI project. The existing public housing property, comprised of 60 three-bedroom units, is located at 6775 SW 26th Avenue in the Multnomah neighborhood of SW Portland. The existing property is in serious need. The steep site is eroding, buildings suffer from mold and mildew, and both the site and the buildings are inaccessible to people with mobility challenges. The current property is the agency’s most expensive to maintain and is an unwelcoming, isolated location that does little to instill pride in the community. A second application for $18.5 million in federal HOPE VI grant funding was submitted to the US Department of Housing and Urban Development (HUD) in November 2010. Thirty-six applications were received from across the nation. Home Forward received notification of a successful grant award in May 2011. The design for the complete redevelopment includes 122 new, environmentally sustainable apartments to replace the 60 existing apartments that are severely physically distressed, along with 7 affordable home-ownership properties. Key project partners include: (1) Habitat for Humanity, which will build seven nearby homes for first-time homebuyers, and (2) Neighborhood House, which will provide Head Start and early childhood programs in the newly acquired property along SW Capital Highway at its intersection with SW 26th. The new property will provide more housing and services opportunities while providing greater exposure and connectivity to the larger neighborhood. Current residents are receiving complete relocation services. Home Forward relocation staff help residents find a new place to live during construction and provide assistance with moving. Building upon the community involvement process started in 2008, Home Forward convened a Community Advisory Committee comprised of residents, neighbors, service providers, and educators. This group, charged with advising Home Forward’s Board of Commissioners, discussed key elements such as resident relocation, site and building design, economic participation during construction, and community services.

Supporting resident success After a series of meetings with residents and two comprehensive written surveys, three primary objectives were identified to meet the needs of residents: Promote economic stability and family self-sufficiency through access to job training and career

advancement. Support youth to excel at all they do. This includes a focus on early childhood education. Create a healthy, sustainable, and well-connected community, including a focus on health and food

security with community gardens. A key component for the new resident community will be a desire and commitment to return to a community focused on self-sufficiency. At the time a new lease is signed, each household member who is “working able” (i.e., adults not elderly or disabled) will be required to participate in Home Forward’s Opportunity Housing Initiative (OHI). With a goal to transition households out of subsidized housing in approximately five years, OHI participants receive extensive counseling and services in addition to the opportunity to set aside a portion of their rent towards an asset-building savings account that can be used for further education or a down payment on the purchase of their first home. Community partnerships During the HOPE VI application process, over $4 million in commitments were obtained from over 30 social service providers. These represent strong partnerships with Neighborhood House, Multnomah County Human Services, Portland Parks and Recreation, YWCA, Oregon Department of Human Services, Big Brothers/Big Sisters, Portland Community College, and WorkSystems, Inc. Sustainable development & a new mix of uses The underlying zoning of the site now requires a minimum density of 115 units. With plans to cut and fill to truly “terrace” the site, a new mix of uses is envisioned: 122 new housing units, with one, two, three, or four bedrooms. Sustainable, green building features such as bioswales to manage 100% of stormwater on site;

green roofs at the community buildings; energy and water conserving appliances and fixtures; and durable, high quality interior finishes to ensure clean indoor air quality.

Community garden/urban farm spaces (including the potential for a large garden in partnership with the neighboring Hillsdale Community Church).

A community center for resident and neighborhood activities. A Children’s Center with three Head Start classrooms and a classroom to teach parenting skills. Defensible space for safe & secure housing (CPTED goals). Playgrounds, open space, and water-efficient landscaping. On-site and off-site circulation improvements to address safe pedestrian, bicycle, and vehicle

circulation. The purpose of this monthly report is to provide the reader with a synopsis of activities to date in the areas of finance, community outreach, design and construction, services and relocation, as we bring this project from concept to reality.
