presenting a special report. o The preliminary meeting of the 75/25 workgroup for the core medical waiver took place this month.

o The Housing Opportunities for Persons with AIDS (HOPWA) waitlist is currently closed.o At this time, HOPWA is contacting Community Based Organizations (CBOs) to request that they contact the clients

they have referred to the HOPWA waitlist in the past, so that clients can complete a pre-application form that will put them on the list for January 2014.

o The pre-application form needs to be completed by the referring organization/provider and received by HOPWA by January 17th 2014.

Discussion: T. Hawkins asked what the next steps are for HOPWA now as compared to last year when the waitlist was reviewed and

reopened. M. LaBua stated that HOPWA is not sure when funds will become available, but it is estimated that funds may be available

by the winter. If slots open up in January, those on the waitlist will be contacted. K. Bellesky asked how many people are on the waitlist. M. Labua stated that the number is about 500. D. Shamer asked if HOPWA served Baltimore city residents and the surrounding counties. M. LaBua stated that only

Baltimore city residents are served.

Ryan White Part A ReportC. Fowell,

Baltimore City Health Department C. Fowell presented the November Part A Report (see attachment 1). F. Poindexter asked if there is a slated date for the technical assistance from HRSA yet. C. Fowell stated that a date has not yet

been selected. K. Bellesky asked how the category of Hospice demonstrates need for Ryan White funds. C. Fowell stated that the clients in the

category have not yet received insurance.

Ryan White Part B & D Report T. Hawkins, DHMH - PHPA T. Hawkins presented the Part B and D report to the council (see attachment 2). L. Sowah asked if pharmacy rebates would continue as is. T. Hawkins stated that they would for clients covered through the MADAP program. C. Smith asked how the implementation of the ACA will influence MADAP and how clients will be informed of the changes. T. Hawkins stated that she would follow up on the question and send the results to the council via the support office.

Planning Council Updates

Assessment Committee T. White, Co-chair T. White presented the Assessment Committee report. T. White stated that the committee met informally and began revising the tools to be used with next year’s Assessment of the

Administrative Mechanism. The Committee co-chair elections will be held at the first meeting of 2014.

Fiscal Committee W. Commander, Co-chair W. Commander presented the Fiscal Committee report. The committee made 7-month reprogramming decisions at its November 12, 2013 meeting. Committee co-chair elections will be held at the first meeting of 2014.

PLWH/A Committee H. Lambert, Co-chair H. Lambert presented the PLWH/A Committee report. The committee discussed the necessary steps for PLWH/As in the EMA to take to enroll in a health plan under the ACA. The committee also created an action plan for PLWH/As in the EMA.

Elections 2013 The nominees for planning council leadership and nominating committee members each gave a speech. The following are the elected leadership of the council for 2014: Melanie Reese (Chair), Leonard Sowah (Co-chair), and Carlisle

Harvey Sr. (Nominating Committee Chair). The members of the Nominating Committee are: Terry Brown, Forrest Poindexter, Carlton Smith, Sheridan Johnson, McCay

Moiforay, and Howard Lambert.

New Business M. Reese announced that the book “Life Don’t Have to End” featuring council members was launched on November 4, 2013 at

the University of Maryland. The book can be purchased on Amazon, kindle, and in the University bookstore. C. Harvey stated that there will be an insurance seminar at Evelyn Jordan on Thursday November 21st, 2013. J. Schneider announced that the Anne Arundel County Health Department would be hosting a series of events in recognition of

World AIDS day. Emails will be sent out via the support office.
