    LEGISLATIVE PRIORITIES

    for 83rd Session of the Texas Legislature Public School Funding Pursue an adequate and

    equitable solution for school funding while

    maintaining accountability and responsibility for

    educating the whole child. Texas PTA has advocated

    for a new funding system and for adequate funding

    that includes funding for enrollment growth.PTA has also advocated specifically for funding for

    early childhood education, school and community

    library programs.

    Training in school finance for legislators Organize a grassroots campaign

    to encourage training for legislators in Texas school finance system.

    Vouchers Oppose vouchers, a policy that allows a student to take the state funding for his/her public schoo

    education to a private school to assist in paying for the cost of private school education.

    State of Texas Assessment of Academic Readiness (STAAR) Pursue changes to STAAR/EOC to reduce th

    emphasis on high-stakes tests.

    Allow multiple pathways to graduation Rigorous graduation requirements are critically important to

    improve student preparation for college and career. Multiple pathways to graduation must be offered in order

    meet the needs and goals of all students.

    Failure to report a missing child Pursue legislation to strengthen the penalty for failure to report a missing

    child or for providing false information on a missing child.

    Healthy Lifestyles Support programs that promote movement, activities, healthier food choices and menus

    and promote school, family and community participation. Support school recess programs per recently adopte

    Recess Resolution.

    Partnership for a Healthy Texas (PHT) is the obesity-fighting coalition of which PTA is a member. PTA wil

    prioritize several items from the PHT agenda such as maintaining requirements for School Health Advisory

    Committees (SHAC) and Coordinated School Health.

    ISSUES TO MONITOR

    Sugar-Sweetened Beverage Education Educate policymakers and PTA members about sugar-sweetened

    beverage consumption and its impact on childrens health, and educate on the impact of a tax on

    sugar-sweetened beverages both on the states revenue and in reducing obesity among children and youth.

    Public School Accountability System Pursue opportunities to participate in the process of creating the new

    accountability system. Monitor legislation impacting the current system.

    State Board of Education Educate about the role of the SBOE, monitor legislation impacting the

    responsibilities of the SBOE, support legislation to increase the number of SBOE districts.

    Smoke-Free Texas Support legislation to limit the adverse health effects of second-hand smoke by endorsin

    legislation to prohibit smoking in public work places.

    School Bus Idling Ban Support legislation prohibiting buses from idling when loading and unloading

    students.

    ChangeYour life does not get better by chance,

    Some people like it, others tolerate it, a few embrace it, and some even

    run from it, but without it life would be boring. Sometimes change is

    hard, but how you handle it can make a huge difference in the attitudes

    of those around you. LISD has experienced many changes in the last

    few years. At first we grumbled about those changes, then we started

    to see the effects they were having, and opinions started to change.As I look at this year, there are many changes we are facing. We have

    had 6 schools that have combined into 3 new schools. In reality it is

    like starting 3 new PTAs. Each one will have new ideas and different

    ways of doing things; but really that should be every PTA. (One of my

    favorite things about the Council Board last year was having someone

    asking why?) Why do we do it this way? Can we improve? Is there

    something else we could be doing? Why is a question we should be

    asking ourselves every time we plan something. If we are raising

    money, what will the money be used for? If we are planning a program,

    will it benefit everyone?

    My goal this year is to look at how we do things. One of the changeswe are going to try is having an electronic newsletter instead of a

    printed one. I know half of the newsletters end up in the trash or get

    misplaced. I also know it is a lot easier for me to find something I have

    stored on my computer to share with others. We are hoping this will

    save us on printing costs and get it into the hands of more people. It

    doesnt take long to forward an email to your board and voila, we have

    increased who we reach.

    So as we try new things this year, please know that my email, text, and

    phone number are always open and I want to hear the things that you

    love and the things that confuse you. To be honest the things that

    confuse you have probably confused me at one time or another. Thedifference is, I have State PTA on speed dial now and I ask A LOT of

    questions.

    I am looking forward to this year and meeting a whole new set of

    friends.

    Handling Membership Dues

    During this busy membership recruitment time,

    here is a review of the proper bookkeeping and

    money handling procedures to follow when

    collecting membership money:

    DUES ENVELOPE

    If you are handed a dues envelope by a member,

    open the envelope in their presence to ensure that

    the proper amount of dues were included.

    Look carefully for those who marked Texas

    Life Member. Texas Life Members do not pay

    the state portion of dues, so their dues paymentwill be $2.25 less.

    If cash was given, write cash, the amount

    paid, and your initials on the envelope.

    If a check was written, record the check

    number, the last name on the check, and the

    dollar amount.

    Then hand the member his/her card. They wont

    mind waiting the extra few seconds. It shows you

    are being careful with their money.

    MONEY RETURNED VIA A FLYER

    OR DUES ENVELOPE/BEFORE OR AFTER AN EVENTIf you are sorting through envelopes that are not

    handed to you directly by the member, you

    should follow the same process. Write a receipt

    for the cash to document receiving the money

    from the individual.

    It is important to open these envelopes in the

    presence of another, especially if you open an

    envelope that does not contain the proper

    amount for dues.

    AFTER THE EVENT

    After the membership (orANY) event, two

    people should count the money at the same

    time and fill out an Itemized Receipt form.

    The money should then be handed over to the

    treasurer who counts it in the presence of one

    of the counters and signs the Itemized Receipt

    Form. Each counter should be given a copy of

    the Itemized Receipt form for their records.

    Membership Reporting

    Register the Member with Texas PTA withi

    five days of receiving the dues.

    Complete a Member Roster form and make

    a copy of it for your President, Treasurer,

    and yourself.

    Fill out a Membership Dues Report form

    and ask the treasurer for a check to cover

    the amount of dues indicated on the Dues

    Report form.

    Send the Dues Report form, Membership

    Roster and check via the postal service to:

    PTA recommends sending it Certified Mail

    it is a large amount, but it is not necessary.

    Keep any information forms from members

    like dues envelopes or application forms un

    the end of the year. You never can tell when

    you might need them!

    Yes, you gotta report it and pay it! If you

    questions about sales tax, connect with the

    Council and we will help you. Or go to the

    State Comptrollers Office in Lubbock and

    visit with the helpful staff.

    Dont know if your PTA has a Sales Tax

    number? Dont know if you file yearly or

    quarterly? Not sure when you are supposed

    to charge sales tax? Connect with Susan

    Frazier or Carol Fowler to help you. During

    the summer these two volunteers worked

    with several schools to file back tax forms

    and clear records and they have a working

    knowledge of the local PTAs.

    *Local PTAs that increase membership over 2012 totals will be

    eligible for the prize package drawing. Membership increases

    will be computed on totals as recorded at the Texas PTA office

    on December 1, 2012 compared to December 1, 2013.

    2013-2014 member names and dues must be on file at the Texas

    PTA office before December 1, 2013 to be counted towards the

    increase. Only PTAs in good standing with Texas PTA are

    ELEVATOR SPEECH

    PTA is a grassroots organization made up of parents, teachers and others

    around the state who have an interest in children, families and schools

    with three primary objectives in mind: parent involvement, parent

    education and advocacy. PTA membership is as diverse as Texas is in

    cultures, education levels and parenting skills. By joining PTA, a member

    becomes part of the largest child advocacy organization in the state with

    almost 600,000 members across Texas.

    IRS Form 990-N e-Postcard Instructions

    Register with the epostcard.form990.org website as an Exempt

    Organization using the PTA units Employer Identification Number.

    All subordinates will see the name PTA Texas Congress upon login.

    All local units will need to input their PTAs name and address in

    the Doing Business As field.

    You will then create a password (between 6-15 characters, case

    sensitive). Type in your first and last name, email address, and day

    time phone number. Click next.

    Once this is completed, within a few seconds you will receive yourinitial login ID number in an email from the IRS.

    Double click on the link in the body of the email. This will take you

    to the 990-N e-postcard form.

    Page 1:

    Line A- Verify the tax period is the same as that of your local

    PTA adopted fiscal year*.

    Line B- Has the PTA terminated or gone out of business (Yes

    or No)?

    Line C- You will need to input the local PTA units name and

    address in the Doing Business As field. This is because alllocal units fall under Texas PTAs group exemption. You will

    enter the PTA local units name on the following page as DBA

    name/other name.

    Line D- Employer Identification Number

    Page 2:

    *Note: If you changed your tax year or if this is not your correct tax

    year, proceed with the submission of 990-N. You must the report

    the change to the IRS. You may fax a letter to the IRS requesting

    the fiscal yearend be changed. Visit www.txpta.org Treasurer

    Section to download the one page sample form to be faxed. This

    will take approximately 10 weeks for the IRS to update its records.

    **Note: The 990-N filing requirement was implemented for the

    2007/2008 school year (fiscal year). Therefore, if the local PTA unithas never filed the 990-N you may be required to submit the 2008,

    2009, 2010, 2011 and then the current year 2012 epostcards.

    There is no late filing penalties associated with this form.

    Do this on or BEFORE October 15for PTAs whose fiscal year ends May 31 and

    November 15 for PTAs whose fiscal year ends June 30.

    Top 10 Ways to Protect Your

    Organization Against the E-Word(Embezzlement)

    Embezzlement is probably the most feared word in an

    organizations or volunteers vocabulary. No one wants to believe a

    volunteer would take the organizations money and every

    volunteer acting as responsibily as possible fears that someonemay accuse them of wrong doing. Below are some safeguards you

    can use to be sure everyone on your team is protecting the

    organization and themselves. If these items are not already a part

    of your Standing Rules, you should adopt these as a part of your

    best practices.

    1. Money should never be kept at a treasurers home.

    2. Two people should always count the money, and both

    should sign the receipt verifying the amount.

    3. Two signatures should be required on all checks.4. Have someone who does not have check signing authority

    (Includes the PTAs secretary) review and initial the bank

    statement monthly before giving it to the treasurer. This

    person is looking for red flags including: checks showing

    up in non-sequential order, checks made out to cash, cash

    withdrawals, and checks written out to non-approved

    vendors, checks written for non-approved expenses,

    checks written out to individuals.

    5. Never sign a blank check or a check made out to cash.

    6. The treasurer should arrange to deposit the money in the

    bank as soon after the conclusion of the project as possible.

    7. Money should be deposited into the bank account daily,

    even if a project is ongoing.

    8. All bills should be paid by check, never cash.

    9. Conduct an annual audit or financial reconciliation of the

    books.

    10. Make sure that you have a Bond policy and make sure to

    follow the requirements to guarantee coverage.

    the non-signer to use while looking over the bank statement.

    Currently, students with developmental challenges may enter the program in the grade division that is appropriate for their cognitive level.

    Parents and teachers of qualifying students may now choose to enter the student in the new Special Artist grade division or continue with thecurrent process, but not both.

    National PTA Reflections ProgramGeneral Participation Rules

    Students must adhere to the General Participation Rules

    as well as the rules for their specific arts categories.

    Student Eligibility: In Texas, any student who attends a school that has a Local PTA/PTSA in good standing (dues

    submitted by October 15) may participate in the Reflections program. Parent groups not affiliated with National PTA

    are not eligible to sponsor this program. A student may develop an entry in or outside of school.

    Grade Divisions: Students may enter the Reflections program in the appropriate division for their grade.

    Primary: Preschool Grade 2 Middle School: Grades 6-8

    Intermediate: Grades 3-5 High School: Grades 9-12

    Special Artist: Primary/ Intermediate/ Middle School/ High School (please refer to the Special Artist rules)

    Arts Categories: There are six arts categories dance choreography, film production, literature, musical composition,

    photography and visual arts. Students may enter the Reflections program in one or more arts categories with no limit to

    the amount of entries in a single category.

    National PTA Reflections Theme: Believe, Dream, Inspire

    The theme for the 2013 2014 National PTA Reflections program is Believe, Dream, Inspire. Only new pieces of

    artwork inspired by the theme may be submitted.

    Program Requirements:

    Student Entry Process: All students must complete a student entry form for tracking purposes. All artwork must contain a title and all entries must include an artist statement. The artist statement

    communicates what inspired the work, how it relates to the theme, and the content of the work. The statement

    must include at least one sentence, but may not exceed 100 words.

    Each entry must be the original work of one student only. An adult may not alter the creative integrity of astudents work. Because the program is designed to encourage and recognize each students individual creativity,help from an adult or collaboration with other students is not allowed except in the Special Artist Division. Only one

    student may be recognized as the award recipient for each entry.

    Other individuals may appear in or perform a students work, but the work itself must be the creative product of one

    student only. See the specific Arts Category Rules for details.

    Use of copyrighted material is prohibited, except for recorded music in dance choreography and filmproduction entries.

    Plagiarized entries will be disqualified and returned to the student.Plagiarism is defined as taking and usinganother persons ideas, writings, or inventions as ones own.

    Judging:

    At each level, all entries are judged on:

    o Interpretation of the National PTA Reflections theme Believe, Dream, Inspireo Artistic merito Creative merito Technical merit

    The Reflections program makes no restrictions on content or subject matter in artwork. Each PTA/PTSA determines its

    own judges for the program. Under no condition may parents or students contact the judges to dispute the status of

    any entry. All decisions of judges are final.
