1.1.1 This Transport Appraisal has been prepared by Mosodi Limited on behalf of Production Park to support the allocation of the Site within the local plan. This report reviews the highways and transportation constraints raised by Allocation LP764 for a mixed use development on land to the north of Broad Lane in South Kirkby. This allocation will allow an extension to the existing market leading Production Park facility located in the Langthwaite Business Park, South Kirkby.

1.1.2 This report has been updated with an assessment of the potential development trip impact following on from the Jacobs letter dated 20th March 2020 where it was requested that an assessment of the quantum of trips is undertaken to ensure that the development is viable in the local plan. This is now provided in Chapter 4 of the report.

1.1.3 Production Park provides studio event space, offices and manufacturing associated with the preparation of live experiences. In order to service the needs of the artists and exhibitors who perform and practice at the studio, associated industry professions are located on Site e.g. lighting and pyrotechnical experts. There are numerous companies who work within the live entertainment industry based on the existing Production Park Site to assist with the set up and practice of live stage shows. The proposed allocation will allow further businesses within the live entertainment industry to relocate to this hub and to provide an improved facility for the industry.

1.1.4 The proposed masterplan as shown on the architect’s plan in Appendix A includes the following:

Employment floorspace incorporating Production Park;

Hotel;

Retail Hub;

Residential dwellings incorporating student, live/work units and traditional housing; and

Associated Public Open Space.

1.1.5 The prospective allocation is located 16km to the south east of Wakefield and 12km to the north east of Barnsley. The Site’s location is shown on Figure 1.

1.1.6 The following sections of this report cover the following topics:

Chapter 2 – describes the Site and existing/future transport conditions;

Chapter 3 – defines the development proposals including access strategy;

Chapter 4 – Assesses the trip generation from the proposed allocation; and

Chapter 5 – Summarises and concludes the report.

2.1.1 This chapter describes the Site and considers the baseline conditions on the surrounding highway network for a range of transport modes.

2.2 Existing Site

2.2.1 The allocation is some 50 hectares in size and is proposed to accommodate employment and residential uses. The current use of the Site is agricultural.

2.2.2 The allocation is bound by Broad Lane to the South, the Langthwaite Business Park to the north East and residential dwellings to the north west.

2.2.3 The Site is shown in Image 2.1, which is an extract from Figure 1.

2.2.4 Broad Lane has a circa 5.5m carriageway with verges to either side along the Site frontage and is a lightly trafficked rural road. It connects to Common Road at a simple priority junction to the northwest and to Westfield Lane to the east at a simple priority junction.

2.2.5 Onward Way currently provides access to employment units within the Langthwaite Business Park. This road is 7.3m in width, with two 1.8m footways to either side and a 1.5m verge to the rear of the footway. Onward Way connects onto Langthwaite Road which has a circa 7.5m carriageway with a 2.5m verge separating the 2.5m footway on the eastern flank from the carriageway. On the western flank a circa 2.5m verge is adjacent to the carriageway, followed by a circa 2.5m footway and additional 2.5m verge.

2.2.6 Langthwaite Road forms the entrance into the Langthwaite Business Park, via a signalised T junction with the B6422. To the west of the junction the B6422 is known as White Apron Street, whilst to the east it is known as Barnsley Road. A signal-controlled crossing facility is provided on the White Apron Street arm of the junction.

2.2.7 Several existing farm access connections from the Site are provided to Bruntwood Grove and Mayfields Way. Three connections are provided from Bruntwood Drive via connections which each measure at least 4.5m in width.

2.3 Existing Footway/Cycle Infrastructure

2.3.1 Image 2.2 is an extract of the Wakefield Council Public Rights of Way Map (PRoW). The PRoW running through the Site will be enhanced as shown on the masterplan in Appendix A as part of any future development.

2.3.2 The roads to the north and east of the proposed allocation are provided with footways to either side of the road and provide connections to the facilities within South Kirkby and South Elmsall.

2.4 Existing Footway/Cycle Accessibility

2.4.1 It is generally considered that an acceptable walking distance from home to a place of work is 2km. The IHT document Guideline for Providing for Journeys on Foot recommends various thresholds for desired, acceptable and preferred maximum distances to various services as shown in Table 2.1.

2.4.2 Using GIS software typical walk times (up to 30 mins) from the proposed Site centre are shown on Figure 2. This figure demonstrates that:

The Site is within the preferred maximum walk distance to the residential areas of South Kirkby and South Elmsall. Several amenities including foodstores, pharmacy, cafes, post office and bank which staff could use are located in these settlements;

Bus Stops are within a 10-15 minute walk of the Site; and

Moorthorpe Rail Station is within a 20 minute walk and South Elmsall Station is within a 30 minute walk.

2.4.3 An acceptable and comfortable distance for general cycling trips is considered to be up to 5 kilometres as referred to in Local Transport Note 2/08 (published by the DfT). However, the same guidance also refers to commuting cycle trips of up to 8km. Using GIS Network Analyst software typical cycle times from the Site are shown on Figure 3. This figure shows that:

The Site is accessible from the residential areas of South Kirkby and South Elmsall within a 10 minute cycle ride;

The residential areas of North Elmsall, West Hemsworth, Fitzwilliam, Shafton, Grimethorpe can be reached within a 30 minute cycle ride; and

The nearest rail stations at Moorthorpe and South Elmsall can be reached in a 10 minute cycle ride.

2.4.4 It is also considered that the more active employees will choose to cycle and walk further than the guideline distances quoted above.

2.5 Existing Public Transport Infrastructure

2.5.1 The existing bus services in proximity to the Site are shown in Image 2.2 which is an extract of the West Yorkshire Metro Wakefield Route Map.

2.5.2 The existing bus stops are served by a number of services which are summarised in Table 2.2.

2.5.3 The existing bus services combined provide a two way frequency of 8 services per hour Monday to Friday, 4 services per hour on a Saturday and 2 per hour on a Sunday.

2.5.4 Walk distances from the nearest bus stops to the Site are shown on Figure 4. The journey times from these bus stops to the following destinations are set out below:

Wakefield – 45 minute journey every 15 minutes;

Pontefract – 30 minute journey every hour;

Barnsley – 39 minute journey every hour;

Hemsworth – 12 minute journey every 15 minutes; and

South Elmsall Rail Station – four minute journey every 10 minutes.

2.5.5 The accessibility by bus is considered good, however it should also be noted that the location, access opportunities and the Size of the Site, allow for the potential of a service extension through the Site and the existing Langthwaite Business Park as shown on Figure 5. If this bus route extension was brought forward it would significantly increase the bus accessibility of the proposed allocation as well as the existing industrial estate. The revised bus stop accessibility including the aforementioned bus diversion is shown in Figure 5.

2.6 Existing Rail Services/Facilities

2.6.1 The nearest station is Moorthorpe some 2km from the centre of the allocation. Moorthorpe station is accessible from the Site via a controlled crossing facility at the junction of Minsthorpe Lane/Barnsley Road.

2.6.2 Moorthorpe station is operated by northern and provides direct access to Sheffield and Leeds. The services on offer at the station are summarised in Table 2.2.

2.6.3 The Sheffield service also stops at Rotherham and Meadowhall, whilst the Leeds service stops at Wakefield Westgate. As shown in Figure 6 Moorthorpe Station is within a 10 minute cycle time and has 10 cycle parking spaces.

2.6.4 South Elmsall Station provides further hourly services between Leeds and Doncaster and is some 2.5km from the centre of the allocation.

2.6.5 The proximity of the rail stations to the Site will provide employees with quick and direct access to the Station where connections to other towns and cities are available.

2.7 Existing Accident Data

2.7.1 A review of Personal injury accident data has been undertaken using ‘Crashmap’ for the highway network in the vicinity of the Site for the most recently available five year period between 2014- 2018. The accident data area covers the immediate area surrounding the Site as shown on image 2.4.

2.7.2 For the five year period, there have been a number of accidents in the vicinity of the Site including a fatal and a serious accident on Broad Lane. A full review of the latest accident information will be undertaken within the TA that would support a future planning application for the allocation.

2.7.3 The allocations plan shows a potential new bypass (LP1339) of South Kirkby and this would materially alter Broad Lane including an improvement to its geometric parameters.

3.1 Development Proposals

3.1.1 The development proposals, which are shown on the Architects site plan drawing contained in Appendix A, comprise the following:

23,880sqm Backstage Academy Floorspace – this will be split 30% educational setting and 70% business setting;

11,900sqm stadium rehearsal area;

35,660sqm Employment floorspace mixed between B2 and B8 uses;

90 Bed Hotel;

780 student bedrooms;

48 live/work dwellings;

69 dwellings;

5,000sqm Ancillary Retail;

Gateway Hub incorporating exhibition, meeting spaces, café and offices associated with overall masterplan area; and

Associated Public Open Space.

3.2 Pedestrian/Cycle Site Access

3.2.1 Several points of access to the Site for pedestrians and cyclists can be provided as shown on the masterplan. These connections will improve permeability and promote sustainable travel. As the majority of public transport and town centre facilities are to the north and east of the Site, the main focus of improvements will be focused on the routes to the town centres and public transport provision.

3.3 Vehicular Site Access

Employment Element

3.3.1 The eastern part of the Site is proposed to be provided for an expansion of the Production Park Site and other employment activity. Access to the Site is proposed through an extension of Onward Way with the access provided to industrial design standards. In addition to the main access, an emergency access will be provided onto Broad Lane – this will also serve pedestrians and cyclists. A proportion of land either side of the route will be safeguarded so that the road can be upgraded to an industrial access road which could connect to the South Elmsall Link Road in the future.

Residential Element

3.3.2 The western part of the Site is proposed to be provided as residential development. One phase of the development will be accessed from Mayfield Way which has a carriageway width of 5.5m with two 1.8m footways. This access will then connect onto Broad Lane so that two points of access are provided for the residential element of the Site.

3.3.3 A further vehicular connection with the industrial element of the Site will also be provided, however this will be designed to cater for light traffic only, with the connection designed to restrict HGV traffic. This HGV restriction will remain in place for the initial phases of the development and prior to the South Elmsall Link Road opening.

3.4 Internal Layout

3.4.1 This is indicatively shown on the Architects Masterplan and will be subject to a detailed planning application. It is envisaged that the design of the internal layout will restrict HGV access to Broad Lane for the initial phases and up until the completion of the South Elmsall link road. HGVs accessing the employment will access through the existing Langthwaite Business Park

3.5 Construction Access

3.5.1 This is subject to agreement with the local highway authority and phasing of the development. The exact routing would be subject to a traffic management plan.

3.6 HS2 Impact

3.6.1 The High Speed 2 Rail Link is proposed to be constructed to the south of the allocation. The alignment of the link and the land required for its construction/ material storage is not impacted by the proposed allocation. The current land requirement for the HS2 route and its construction is shown in Figure 7. This shows that the extent of the land required for HS2 only extends to the southern flank of Broad Lane.

3.7 South Elmsall Link Road (LP1339) Impact

3.7.1 The South Elmsall Link Road allocation alignment is shown in Figure 7 and connects Broad Lane to Common Road to the west of the residential dwellings. It also provides a separate rail crossing to the east and connects with Westfield Lane.

3.7.2 The allocation confirms that the link road will provide a bypass route of South Elmsall and South Kirkby as well as opening land up for development. The allocation confirms it will be funded by future Transport Fund bids as well as developer contributions.

3.7.3 Construction of the link road is proposed post 2025 and this timeline appears to be connected with HS2 requiring some link road land to assist in construction of the rail line. As such the link road, when implemented, would therefore serve later phases of the development/provide a benefit to the town centres of South Kirkby and South Elmsall by reducing traffic associated with existing through movements and the current use of the Langthwaite Business Park.

4.1 Introduction

4.1.1 This chapter sets out the trip generation methodologies associated with the proposed development Site.

4.1.2 The development proposals, which are shown on the Architects site plan drawing contained in Appendix A, comprise the following:

23,880sqm Backstage Academy Floorspace – this will be split 30% educational setting and 70% business setting;

11,900sqm stadium rehearsal area;

35,660sqm Employment floorspace mixed between B2 and B8 uses;

90 Bed Hotel;

780 student bedrooms;

48 live/work dwellings;

69 dwellings;

5,000sqm Ancillary Retail;

Gateway Hub incorporating exhibition, meeting spaces, café and offices associated with overall masterplan area; and

Associated Public Open Space.

4.1.3 The uses proposed on Site are complimentary to the existing Production Park facility. Production Park will form the anchor tenant to the proposed allocation with complimentary businesses running alongside as per the existing Production Park, but at an increased scale.

4.1.4 As the development forms a mixed use development centred around Production Park there is a large element of trips between the different uses which will remain on Site, this is especially the case in relation to the student accommodation and the backstage academy, where the students will attend the backstage academy and are then likely to find apprenticeships in the adjacent and complimentary businesses on Site.

4.1.5 The Retail and Gateway hubs are also considered to be ancillary to the other uses on Site and will result in less trips being generated – especially over lunchtime. This new hub will also serve existing residential and industrial development and provide an overall net benefit in terms of trips on the highway network.

4.2 Backstage Academy & Employment Floorspace (64,276sqm)

4.2.1 The employment area at the allocation will incorporate 70% of the backstage academy (16,716sqm), the stadium (11,900sqm) and the employment floorspace (35,660sqm). These totalled create 64,276sqm of employment floorspace which will have a similar operation to the existing production park.

4.2.2 A 2019 planning application for the existing production park Site (app ref: 19/00692) was supported by a transport statement which identified appropriate trip rates for the Site.

4.2.3 A survey of the existing Production Park Site was undertaken on Thursday 15th

November 2018 in order to support the approved application. This recorded all movements into and out of the four access points into the 14,437sqm Site.

4.2.4 The survey resulted in the trip rates shown in Table 4.1.

4.2.5 The proposed 64,276sqm can be multiplied by the trip rates in Table 4.1 to assess the trip generation from this use.

4.3 Backstage Academy Educational Floorspace & Student Accommodation

4.3.1 The educational area of the allocation will incorporate 30% of the backstage academy (7,164sqm) and 780 student bedrooms.

4.3.2 The TRICS database has been used to identify other similar sites and the only educational Site with on-site accommodation is Tremough Campus in Cornwall. This site has a floorarea of 63,750sqm and 5,091 students of which 1,200 live on Site. The survey included all trips to the University including to the University accommodation but did not separate the uses out. The survey included all uses to assess the trips per sqm with a floorarea of 28,750sqm applied to the 1,200 student accommodation and 35,000sqm associated with university floorspace. The trip rates are shown in Table 4.3, with the TRICS information in Appendix B.

4.3.3 In order to apply the trip rate, the anticipated floorspace associated with the 780 student bedrooms has been calculated by dividing the 28,750sqm at Tremough by 1,200 bedrooms to find the sqm per bedroom (23.9sqm). The 23.9sqm figure can then be multiplied by the number of proposed bedrooms (780) to create the educational floorspace (18,642sqm) associated with the onsite student accommodation. Adding the 7,164sqm to the 18,642sqm creates the total floorspace for the educational element of the Site (25,806sqm).

4.3.4 The proposed 25,806sqm of educational space including the 780 on site student accommodation can be multiplied by the trip rates in Table 4.3. The trip generations are shown in Table 4.4.

4.4 Hotel

4.4.1 As part of the development, a hotel facility is also planned which will serve the adjacent development. It is likely that this element will be ancillary to the development, however a trip generation exercise has been completed for robustness.

4.4.2 The TRICS database has been used to establish the trip generation per bedroom for an edge of town Site. The TRICS information is attached in Appendix B and summarised in Table 4.5.

4.4.3 The trip rates in Table 4.5 have then been applied to the proposed 90 bedroom hotel. The trip generations are shown in Table 4.6.

4.5 Dwellings

4.5.1 As part of the development, 48 live/work and 69 houses are proposed (117 dwellings in total). It is anticipated that the majority of houses will be associated with the new production park facilities.

4.5.2 It is likely that this element will be ancillary to the development, however a trip generation exercise has been completed for robustness.

4.5.3 The TRICS database has been used to establish the trip generation per dwelling for an edge of town Site. The TRICS information is attached in Appendix B and summarised in Table 4.7.

4.6 Ancillary Retail and Gateway Hub

4.6.1 As part of the overall development and to reduce trips off site, ancillary uses are proposed within a local centre to serve the allocation. This is likely to include a small convenience store, cafes, hairdressers etc. The Gateway Hub is also likely to provide meeting rooms for the smaller businesses on the allocation and adjacent industrial estate.

4.6.2 Given the above uses are ancillary and likely to reduce trips associated with the Site, no allowance for trips has been made within this assessment.

4.7 Total Development Trips

4.7.1 Adding the trips associated with each elements of the proposed allocation as set out above, creates the total trip generation from the allocation and this is set out in Table 4.9.

4.8 Offsite Highway Impact

4.8.1 The offsite highway impact will be assessed within a future Transport Assessment (TA) and this will consider the capacity of the Langthwaite Road/Barnsley Road Signals, the Doncaster Road/High Street Signals and the Westfield Lane/Doncaster Road priority junction. It will also consider the impact on junctions where a material impact is deemed to occur including on Highway England’s network and in particular at the junction of the A638/A1.

4.8.2 The proposed mixture of employment, residential, commercial uses in addition to the proposed open space within the development, will assist in reducing the need to travel by car and promote a sustainable community. This urban extension will also benefit the surrounding area by providing further local employment, local facilities and homes.

4.8.3 The scope of the TA and Travel Plan supporting any future planning application will be agreed with the local highway authority and Highways England.

5.1.1 This report reviews the highways and transportation impacts of the prospective allocation of land to the north of Broad Lane in South Kirkby. The proposed allocation will allow Production Park to expand and provide improved facilities in order to attract further businesses within the live entertainment industry to relocate to this hub.

5.1.2 The allocation is split between employment land to the east and mixed use land to the west and it is envisaged that the development will be built out from separate access points.

5.1.3 Access to the employment element of the Site is proposed through an extension of Onward Way with the access provided to industrial design standards. In addition to the main vehicular access, an emergency access will be provided onto Broad Lane. Sufficient land around the emergency access would be safeguarded to ensure that a future connection could be made onto the South Elmsall Link Road from the proposed development and the existing Langthwaite Business Park.

5.1.4 The residential element of the Site is proposed to be accessed from Mayfield Way and Broad Lane. A further light vehicle only connection will be provided to the industrial element of the Site.

5.1.5 The High Speed 2 Rail Link is proposed to be constructed to the south of the allocation. The alignment of the railway and the land required for its construction/material storage is not impacted by the proposed allocation.

5.1.6 The South Elmsall Link Road is proposed to connect Broad Lane to Common Road to the west of the existing residential dwellings. It will also provide a separate rail crossing at its eastern extent in order to connect with Westfield Lane.Construction of the route is proposed post 2025 and it will provide a benefit to the town centres of South Kirkby and South Elmsall through a reduction in traffic volume.

5.1.7 The initial access appraisal of the highway network has shown that the allocation can come forward prior to the implementation of the South Elmsall link road.

5.1.8 This report has provided a commentary on the existing Site and its local highway network conditions. It has demonstrated that the Site is within a short walk/cycle distance of bus services on Barnsley Road and within a short cycle distance of Moorthorpe and South Elmsall rail stations. This provides future employees and residents with the opportunity to travel via alternative modes of transport and minimise trips by the private car.

5.1.9 The development of the Site will also provide the opportunity for a potential bus diversion through the Site and the Langthwaite Business Park. This will reduce walk distances to bus services.

5.1.10 The proposed development will enhance the existing Public Rights of Way through the Site and as shown in the masterplan will provide further traffic free connections within the development.

5.1.11 An assessment of the vehicular trips to and from the Site has been undertaken for the peak hour periods and are based on the existing production park use and similar sites which have been identified within TRICS.

5.1.12 From the work undertaken it is concluded that there are no reasons on highways or transport grounds why the allocation should not be brought forward. Detailed Transport Assessment and Travel Plan reports would support a future planning application including assessments of the capacity of the highway network and the requirement for any off site highway mitigation measures.

CommentsTrips to the Tremough Innovation Centre were recorded and excluded. This part of the site is owned by CornwallCouncil (and operated by Plymouth City Council) and is not part of the Tremough campus (not covered by the travelplan).At the time of the survey a lot of construction work was going on at the site (new buildings etc) and involved severalcontractors. There are around 250 contractors on site daily, but such trips have been excluded.On the day of the survey it was noted that some exams were going on and some courses had already finished forthe school year.There are occasions when the number of vehicles exceed the number of vehicle occupants. This can be explained bythe fact that drivers of vehicles picking up/dropping off passengers at the site have been excluded from the vehicleoccupants count.The peak of taxi activity at 1900-2000 can be explained by the fact that Thursday tends to be the main studentnight out and a number of taxis would have been taking people to Falmouth town centre.OGV's visiting the site also park in general parking areas close to relevant buildings at busy times.

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown justabove the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivalsplus departures). Within each of these main columns are three sub-columns. These display the number of survey dayswhere count data is included (per time period), the average value of the selected trip rate calculation parameter (pertime period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at thefoot of the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey daysthat have count data available for the stated time period. The average (mean) number of arrivals, departures or totals(whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the statedtime period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the statedcalculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/TRP*FACT. Triprates are then rounded to 3 decimal places.
