at the Annual Meeting on 17 January.

It’s merit mark time again. I have
received a lot of questions lately about
merit marks.
A merit mark is our method of
recognizing members for contributing
to the goals of USPS.
When a member reaches five merit
marks, he or she is designated a “senior
member” and after 25 merit marks, a
“life member”. Life Members are
exempt from paying dues to National.
A small gold bar for each merit mark is
worn on the member’s uniform sleeve.
Confusion arises when someone
participates in an event and didn’t get a
merit mark for their work. Others
worked for many hours on many
different events and only received one
merit mark. As explained in quite some
detail in the USPS Operations Manual,
ten or more hours in qualified service
is required for a merit mark. Only one
merit mark is awarded by the USPS
Chief Commander each year to an
active member.
It is one of my responsibilities as
Commander to ensure that
recommendations for merit marks are
submitted to National Headquarters in
an accurate and timely manner.

Be sure to review the scheduled Education
Department offerings listed on the next page. While the
Engine Maintenance course is the only advanced grade
class currently scheduled, other courses can be scheduled
according to popular demand.
The December ABC-3 class was a great success
with eight of the participants signing up for their free 6-
month Trial Membership with our Squadron. If you
should meet and greet any of them, encourage them to
sign up for the Seamanship Class, which is in the
planning stages for sometime in February.
Your friends, neighbors, and fellow club members
(ex: Fishing Club, Rotary, Kiwani’s, Lyons, Garden Club,
etc etc) should be hearing you talk up our classes,
especially the ABC-3 course being offered in January and
February. It is not too late to register! Tear out the
calendar page and pass it around at the next meeting.
Education is one of the primary focuses of the
United States Power Squadron. There is no real
measurement as to the number of lives saved and
accidents avoided on the nation’s waterways, but our
education classes help “make boating safe and fun for
all”.

Hopefully all members of the squadron read and
took to heart the recent e-mails and articles on the recall of
Mustang buoyance inflatable PFD’s MD2010 and MD2012
22LB without the MIT logo (should be returned to
Mustang). This single event raises many questions on how
to protect the safety of your passengers and crew if you
have elected to switch to inflatable PFD’s. However, I
suspect many of us have not yet expended the amount
needed to do this.
PFD’s are not only mandated by law to carry and
use with children but this equipment is number one on
your safety list. A few of us may be young enough (joke) to
remember the old war movies from World War II: when a
ship was sunk – life jackets were always floating in the
water. Non-inflatable life jackets may not work.
Our choice of PFD’s today usually centers on the

old tried and true orange type that we stuff under the seats.
Good choice, but no one wants to wear them. I personally
like my guests either sitting on or leaning against a boat
float cushion which makes them available immediately.
I own inflatable jackets. However, I did not select
this type for the SERAT. I personally use Type III life
jackets. With the beginning of the new boating season it is
important that each Captain evaluate the type, condition
and number of PFD’s on the vessel. Choosing the correct
type for the boating activities you plan is up to the Captain.

The calendar turns and we each begin a new
chapter in our life story. New opportunities will present
themselves while some of our past activities will fade into
history. Power Squadron is not one of them. The friends
and fellowship that we derive from the Power Squadron can
last as long as we do. And you don’t need a big boat to fit in.
It may surprise you to learn that according to the
Marine Manufacturer’s Association, for 2011, 96% of
powerboats are less than 42 feet in length. Of the remaining
96%, 42% are under 16’, 54% are between 16’ and 25’ and
only 4% are over 25’.
Should you believe that inboard cruiser ownership
is a prerequisite to membership in the Power Squadron,

you should know that 66% of all pleasure boats are
outboard powered, 13% are stern drives, 1% are water jets
and only 20% have inboard engines - - including ski boats.
If you own a small pleasure boat, chances are it will stay in
good shape during 2012, because 57% of boats today are
fiberglass, 38% are metal and only 5% made from wood or
other materials.
A desire to help make boating fun and safer along
with an appreciation of good friends is what we are about,
so, lets be sure to welcome Power Squadron membership as
an important ingredient in our 2012 chapter and live it to
the fullest.

EXECUTIVE DEPARTMENT
SERAT: R/C James Strothers, SN
While it was reported in last month’s
Soundings that members of the SERAT unit reported
for duty at the Calusa Blueway event, it was not
mentioned that on Sunday the 6th as the racers were
finishing there was a MERT (Marine Emergency
Response Taskforce) call for a possible drowning in the
same area. SERAT 1 captained by Jim Strothers and
crewed by Dave Kentner was diverted to the area to
assist in the search along with Sanibel Police, Lee County
Sheriff, FWC, Sanibel Fire and Rescue and the USCG.
SERAT 10 captained by Lauren Coile and crewed by John
Plumb and Bob Allen completed the safety escort and was
on standby to assist in the search. Officials on the scene
determined that everything was fine and canceled the
assignment.
CO-OP Charting: R/C James Strothers, SN
It is that time again for the now annual Co-op
Charting Rallies. The rally packages are being prepared
and will be ready for distribution at the January Dinner
meeting. The rallies must be completed by the end of
February to allow ample time for entering the reports
prior to the March end of the Co-op Chart year. Last
year’s participation in these rallies helped Sanibel-
Captiva earn the First Place award for Co-op Charting in
District 22. If you would like to “pre-register” for a rally
contact Jim Strothers prior to the January meeting to
pick your rally area. Remember the areas are assigned on
a first come basis.

dinner meeting to train as Vessel Safety Examiners. Join
the fun and opportunity to speak with boaters about our

Membership Chair Lt Anne Kimball, P, had a very busy fall season, helping the following people become new
United States Power Squadron® members with our Squadron. Be sure to welcome them at the January C&R and/
or the 17 January Annual Dinner Meeting. Also, please add their contact information to your 2011 Roster (the 2012 roster will be available in September 2012).
Judy and John Pryor are still listed as “new”
but they have already become fully active members,
both of them serving at the Charter party. Judy made
some of those delicious hors d’oeuvres that we all
enjoyed. Thank you! They are residents of Sanibel and
active in many local activities as well as being members
of our Squadron.

Fred and Mary Bondurant joined the
squadron just as we were all headed north for the
summer. Realtors on the island, they joined in the fun
of the Charter Holiday Party in December.

This fall the Burns family, Joe and Joan,
and their son and daughter-in-law, Jeff and Tiffany all
decided to join the squadron. They all reside on
Sanibel Island and are joint owners of a 32’ power boat,
appropriately named, “Sun Burns.” Some of you met
Joan and Tiffany at the Charter Party. They came
together for a “girl’s night out,” while Jeff was out of
town and Joe stayed home to baby-sit!!!

Paul and Dotty Mount, also residents of
Sanibel, are owners of a 19’ powerboat, “SeaMount”~
another memorable name! Soon after becoming
members they attended Steve Abbott’s seminar on
Charting. Good way to get started! Dotty has indicated
that she is interested in getting involved in a variety of
ways so we will be taking her up on that offer.

John and Lucy Nordahl, divide their time
between Sanibel and Maine, where they keep their 17’
outboard, “Argo.” We hope that they soon discover that
boating down here is more fun…particularly in the
winter months. John was riding his bicycle past the
Community House in November, observed the notice of
our meeting on the sign, and decided to stop in to visit.
He left promising to renew and transfer his Power
Squadron membership to our group.
Congratulations to the eight people who
recently completed the ABC-3 course and have elected
to become Trial Members for the next six months.
Hopefully, after spending the winter months getting to
know our group, they will be hooked and join us as
full-time active members. They are:

Memorandum To: Commander Hal Theiss and the EXCOM Committee

Re: 2012 Budget Committee Report
After reviewing current financial data through 9/30/11 and
history, the Budget Committee has made the following comments: The
Squadron should finish the year with a surplus. Education income is
ahead of last year while expenses were reduced. The Bar has returned
to its normal margin. New Budgets items were added:
Commander's Budget … 1,000
Safety Income .…………. 200
Safety Expense ...………. 500
Sanibel School Class ….. 350
Vessel Safety Check……. 200
COW expense increase.. 500
The Administrative budget is broken out by department.
The 2012 budget proposed by the Budget Committee resulted
in a $422.00 surplus. The EXCOM amended the proposed budget to
convert the Soundings to a mailed paper newsletter as a trial to
increase membership participation in dinner meetings and C&Rs. This
increased the cost to $5,000.00 resulting in a negative budget.
Recommendations:
C&R and Dinner meeting revenue has been declining since
2006. This loss of revenue will eventually have a major impact on
Squadron. This loss may be due to a loss of membership and/or
membership involvement. The Budget Committee recommends that the
EXCOM discuss these issues, gather facts and determine various possible
solutions.
Soundings revenue budget request of $1,500 is down
significantly from the past four-year average of $3,878. Revenue in 2006
when the soundings was a paper version was $13,825. This is a proven
source of squadron revenue. The Budget Committee recommends that
the EXCOM discuss this issue, and determine what has caused this
change and various possible solutions.
Add a new account titled “Unbudgeted Expenses”. All decisions
of the EXCOM for expenses outside of the annual budget should be
coded here. The Secretary should keep a running report for the year of
those decisions to reconcile the account.
In 2010, Holiday Party expenses were increased by $1,500 over
revenue to increase attendance. 2010 revenue was $2,504, down from
2009 revenue of $3,100. If attendance does not increase this year, it is
recommended that the EXCOM reduce the Holiday Party 2012 budget to
a break-even or determine a different way to use the money.
