Every September The Congressional Black Caucus Foundation hosts the Annual Legislative Conference in Washington, D.C. It is the the premier conference on legislative and policy issues impacting the

African-American community.

It is attended by thousands of national and international thought lead-ers interested in learning about the challenges and opportunities facing Black America and the Diaspora.

During the day, ALC attendees attend public policy forums, community education workshops and policy briefings. During the evening, a bevy of buffets, cocktail receptions, and parties entertain guests. At the center of it all are the Congressional members, their staffers, and the professionals whose business is influence. Many of these individuals are black lawyers, and On Being A Black Lawyer (OBABL) is proud to salute them.

Our editorial team spent months researching Capitol Hill and the legal experts in its orbit in an effort to determine what legal staffers were in-dispensable to their Member of Committee. We also compiled a list of the top black influencers. To develop this list, we combed the web and listened in on private conversations at cocktail parties. We noted the names mentioned by hill staffers and lobbyists alike. We distinctly got the impression that some of those listed here are quite happy to remain anonymous, subscribing to the philosophy, “If you have to ask, you don’t need to know.”

OBABL was established in 2008 to report news of import to black legal professionals. We also wanted to promote the causes and contributions of African American attorneys. With a national reach, On Being A Black Lawyer has received recognition from the American Bar Association and The National Black Law Student Association, among others. We are read by law school students and Big Law partners; advocates and academics; public defenders and prospective law students.

As the premiere source for news and information for black attorneys, we showcase the industries advances in diversity.

The Congressional Black Caucus

The Congressional Black Caucus is comprised of the black members of the United States Congress. The 112th Congress is chaired by Representative Ema-nuel Cleaver of Missouri. There are currently 40 voting members and 2 non-voting members of Congress. The late Donald Payne’s office is currently vacant.

The CBC mission is to “positively influencing the course of events pertinent to African-Americans and others of similar experience and situation”, and “achiev[e] great-er equity for persons of African descent in the design and content of domestic and international programs and services.”

While officially non-partisan, U.S. Representative Allen West is the only republican member. The only other black republican in Congress, U.S. Representative Tim Scott, declined to join.

Some of the group’s priorities include: Closing the achievement and opportunity gaps in education, as-suring quality health care for every American, focus-ing on employment and economic security, ensuring justice for all, retirement security for all Americans, increasing welfare funds and increasing equity in for-eign policy.

Capitol Hill Staffers

Some of these lawyers are policy and procedural experts. A few are working furiously to make a name for themselves; hoping to one day be like those on the list with unfettered access to Mem-bers. These lawyers handle backroom negotiations then craft legislation. They set the tone, frame the debate, and look over their Member’s shoulder as legislation is signed. “Behind every successful man stands a good woman,” the old adage goes, but on the Hill, “Behind every great member of Congress stands a good staffer.”

The Top Black Lawyers (With Influence)

Before a bill becomes a law, and sometimes even be-fore it becomes a bill, industry and nonprofit advo-cates weigh in. Their influence on regulation is stag-gering.

There has never been a better time to be involved in politics and government for black attorneys. With nev-er before experienced access in the White House and a record number of black members of Congress.

It’s a diverse list filled with both democrats and repub-licans, women and men, seasoned political veterans and 30-something newcomers. The list includes for-mer presidential appointees and members of Con-gress.

These are the people you call to make things happen. Some are household names, but many you’ve likely never heard of. Make no mistake; they all have access and power. Gina F. Adams is Corporate Vice President for Government Affairs at FedEx Corporation. Ms. Adams is responsible for shaping and promoting the interests of all FedEx Corporation operating companies, including FedEx Express, FedEx Ground, FedEx Freight and FedEx Services in the political and policy arenas. As a lawyer and the company’s top lobbyist, she works with Administration officials, members of Congress, the diplomatic community and industry associations on domestic and international commerce and transportation issues. Ms. Adams also oversees one of the five largest corporate PACs in the United States for her company, which serves more than 220 countries and territories with operations that include 684 aircraft and over 80,000 vehicles and relies on 285,000 team members worldwide to make more than 8 million shipments each business day.

Dwayne Andrews has a government relations practice that spans from city and state issues in New York to federal advocacy in Washington, DC. Since joining Blank Rome Government Relations in 2008, he puts his more than eighteen years of public policy experience to use for his education, transportation and telecommunications clients. Additionally, Mr. Andrews is the Vice Practice Group Leader for Blank Rome’s government relations practice. In this capacity, he is responsible for the career development of junior members of the team as well coordinating client development efforts. Mr. Andrews also chairs Blank Rome’s Internal Business Practices Subcommittee of the Diversity Committee.

Crystal E. Ashby has held several legal positions within BP. Most recently she headed Change Management and just prior to that, Managing Attorney for US Retail Operations, based in Warrenville, IL. During 2004 and 2005, Crystal was based in London. During that time, she filled several roles for the company including: EA reporting to Group Vice President and President, BP America Inc. and Group Managing Director and Group Chief of Staff, as well as EA reporting to the Group Compliance & Ethics Officer for BP plc.

Prior to her time in London, Crystal was a Senior Attorney in the Litigation Group of BP Legal based in the Chicago land area. During Crystal’s 16 years with the company, she has worked in various areas of BP Legal supporting a variety of clients in the Refining, Marketing and Chemical segments. Prior to joining Amoco Oil Company, Crystal was an associate at Hinshaw & Culbertson and Jones, Ware & Grenard.

With a vault of experience in Congress and two cabinet departments, Paul Brathwaite provides invaluable strategic counsel to Podesta Group clients on transportation and labor issues. A valued member of the firm’s senior leadership team, Paul also advises clients on health care, education and financial services policy matters as well as outreach to Democratic leadership and the Congressional Black Caucus. Whether it’s business as usual or business in crisis, Paul’s considerable knowledge and high-level relationships benefit the firm’s clients as he steadily guides them to achieve their policy goals. Paul is widely known and well-regarded fixture in the halls of Congress, both for his consummate professionalism and his infectious laugh. Before joining the Podesta Group, he served as executive director of the Congressional Black Caucus (CBC), where he coordinated the group’s domestic and foreign policy initiatives. At the CBC, Paul worked with all 43 members and served three CBC chairs.

After the completion of his externship as a US Senate Legal Fellow, Mr. Briggs was hired by the NFL Players Association to manage their Financial Programs Department. Currently, he is the Public Policy Counsel of the NFLPA and first individual to lead the NFLPA Government Relations Department. Mr. Briggs is also a professor at Georgetown University and often speaks on subjects ranging from politics to sports and everything in between. Born and raised in Dundee, Florida, Joe Briggs was a scholarship athlete at earning three varsity letters as a committed student leader on campus.

Reginald J. Brown is a partner in the firm’s Litigation/Controversy and Regulatory and Government Affairs Departments, and is vice-chair of the firm’s Public Policy and Strategy Practice Group. Mr. Brown joined the firm in 1997, and served as special assistant to the President and associate White House Counsel from 2003 to 2005. Shantrel A. Brown, Partner, represents numerous clients with particular interests in the environment, infrastructure, economic development, transportation, education and health. Prior to joining Alcalde & Fay, Ms. Brown owned a law firm, which focused on government relations. As principal of the firm, she combined extensive legal experience with firsthand political knowledge to offer clients a unique set of professional talents and abilities. Ms. Brown was a political appointee in the Clinton Administration for over five years with the U.S. Environmental Protection Agency in the Office of Prevention, Pesticides, and Toxic Substances. As a communications special assistant, she provided media relations, speechwriting services and coordinated public appearances for senior agency officials.

George Burrell has been a leader in the business, civic, and political affairs of Philadelphia for more than 30 years. He served as a ranking official in the administrations of two mayors; a member of Philadelphia City Council; president of a minority-owned investment management business; general counsel to one of America’s premier African-American-owned businesses; and a partner in two prominent Philadelphia law firms. George brings the knowledge and expertise he has developed as a lawyer, businessman, and public official to clients as a partner in Kleinbard’s Business and Finance Department and Co-Practice Leader of the Firm’s Government Relations Group.

Antoinette Cook Bush, partner in charge of Skadden’s Communications Group, originally joined the firm in 1993, where she practiced until 2000. She returned in 2003 and represents companies in administrative, legislative and transactional matters involving communications issues as well as other legislative matters. Her clients include entities involved in the broadcast, cable, satellite, telephone and mobile communications business. She also represents a number of not-for-profit companies. Alethia Jackson is a lobbyist. In 2008, Mayes was named Group Vice President of Government Relations in charge of the team of professionals that focus on local, state and federal government matters in the geographies in which Safeway operates in the United States and Canada. Before joining Safeway, Mayes was Senior Corporate Counsel for Lucky Stores, and an attorney at Donahue Gallagher Woods LLP. Singleton McAllister concentrates her practice in government relations, with a specific focus in the areas of municipal representation, education, labor and employment, non-profits, international business development, and telecommunications. Fred has been described by Legal Times as a “seasoned political operative” and by The Washington Post as a “guardian of bipartisanship.” National media organizations regularly seek him out for insight on the nexus of public policy, politics and business. Among his many career highlights, Fred has served as assistant for legislative affairs to President George H. W. Demetrius McDaniel counsels and provides advocacy for Fortune 500 and other large private and public sector clients on federal, state and local legal and public policy matters. His broad knowledge of federal and state government allows him to collaboratively develop strategies to solve complex problems that have a government origin or nexus. Demetrius consults with clients on their strategic objectives and provides advice on important issues that will enhance their business opportunities, increase their compliance with laws and regulations, and assist them in building internal systems to prevent problems from occurring with all levels of government. Prior to joining the firm, Demetrius worked in several capacities as a special assistant to a statewide official and as a legislative assistant to a member of the Texas legislature, which enabled him to gain knowledge about the workings of Texas state government. After his work in state government for seven years, Demeterius joined a major international law firm.

Waldo McMillan heads Capstone Counsel Group. Prior to forming the government relations firm, he was a counsel at the international law firm Bryan Cave. McMillan has also served as counsel for business affairs and strategic output for Sen. Majority Leader Harry Reid. During his time with Sen. Reid, McMillan was responsible for developing and implementing a comprehensive outreach strategy to the business community on behalf of the leader and the entire Democratic Caucus. In this role, he organized and led policy working groups on many legislative issues before the Senate, including terrorism risk insurance, health IT, transportation and bankruptcy reform. David A. Morgan is Vice President for federal government affairs. Prior to joining American Express, Mr. Morgan was the President of the New Orleans Partnership, a non-profit organization that has coordinated investments and tax credits to support affordable homeownership, business expansion, and skilled employment opportunities in New Orleans, particularly following Hurricane Katrina.

Stephanie Phillipps specializes in telecommunications regulatory, legislative, administrative, and litigation matters. She is an experienced advocate before the Congress, the Federal Communications Commission, and other regulatory agencies and public bodies. Ms. Phillipps has counseled clients on compliance with transactional regulatory requirements at the federal, state, and local levels. She has represented government and commercial clients in the negotiation of agreements for cable television systems, other video programming systems, and telecommunications facilities. She has also provided strategic advice to those clients in connection with litigation, legislation, and policy in the telecommunications, cable, and video programming areas. Ms. Phillipps also advises national organizations on corporate governance and policy issues.

Mr. Ray is a former member of Manatt, Phelps & Phillip, LLP’s Board of Directors and former Administrative Partner of the Washington, D.C. Office. Mr. Ray’s law practice concentrates on advising clients in zoning and land use, public policy and regulatory, business and municipal representation. Mr. Ray draws upon his expertise in public policy with the federal and municipal governments and in the private sector to help clients resolve complex matters. He also provides legal counsel in healthcare, banking and real estate. He served as counsel to the United States Senate Antitrust & Monopolies subcommittee and as an attorney-advisor with the Office of Legal Counsel of the United States Department of Justice. Mr. Ray served as an at-large member of the District of Columbia City Council for eighteen years.

Ralph Reid is Vice President of Corporate Social Responsibility for Sprint. In this role, he has responsibility for leading Sprint’s overall social responsibility and environmental efforts as well as direct management of Sprint’s Community Relations, Employee Volunteerism, and Corporate Diversity and Inclusion efforts. He also directs Sprint’s philanthropic activities as President of the Sprint Foundation. Reid is currently President – Board of Directors of the Kansas City Downtown Minority Development Corporation, and Vice Chairman of the Greater Kansas City Urban League. Rice is responsible for overseeing the company’s community affairs, government relations, and community development activities, including community development lending and community investments. She also serves as Community Reinvestment Act (CRA) officer for BMO Harris, accountable for the bank’s compliance with regulatory requirements related to lending in underserved communities.Prior to her current role, Rice served as vice president and director of Government Relations for Harris. John Rosenthall provides environmental counsel to the government agencies, municipalities and Historically Black Colleges and Universities. He supports two non-profit organizations, the National Small Town Alliance (NSTA) and EJ Conference, Inc. (EJCI). NSTA represents the interests of small towns and rural communities before Congress and Federal agencies, establishes community technology centers and provides excess and surplus government computers to small towns and community groups across the country. Since 1999, in partnership with the Department of Energy and Tennessee State University, NSTA has donated more than 5000 computers to needy communities. EJCI plans and conducts a national conference on environmental justice each year in Washington, DC. He is a board member Washington Government Relations Group.

Former U.S. Secretary of Transportation Rodney E. Slater helps clients integrate their interests in the overall vision for the transportation system of the 21st Century—a vision he set as transportation secretary to promote a safer, more efficient, environmentally sound and sustainable worldwide transportation infrastructure. Sutton has managed Wal-Mart’s Legal Department’s diversity and external funding budget, and coordinates diversity events for the Legal Department.

In 1998, President Bill Clinton appointed him as the Associate Administrator for Policy for the Federal Highway Administration. Two years later, he was appointed Deputy Federal Highway Administrator where he administered a $60 billion budget and managed a national staff of 3,000 employees. In this role, Joel functioned as Sony Electronics’ most senior public policy and political strategist and represented Sony Electronics before federal, state, and local governments. Prior to joining Sony, Joel was White House Special Assistant to the President for Legislative Affairs during the Clinton Administration, serving as the primary liaison for the White House to the Senate Commerce, Judiciary, Banking, and Small Business Committees. Albert Wynn is a senior advisor in the firm’s Public Policy and Law Practice. He joined Dickstein Shapiro in 2008 after serving 16 years as a member of the U.S. House of Representatives, representing Maryland’s 4th Congressional District.
