profitable sustainability through the provision of targeted financial services that helps retain existing resource-based industry production and commerce, promotes

entrepreneurship, and nurtures emerging rural industries.

OUR RURAL BUSINESS FINANCING AND LAND PRESERVATION FACILITATION PROGRAMS

Maryland Resource-Based Industry Financing Fund (MRBIFF) – offers low-interest loans (3% APR initially) to purchase land and capital facilities or equipment for agricultural production and processing activities. MARBIDCO can finance up to 50% of a project’s cost working with a commercial bank, farm credit association or local government.

Rural Business Euipment and Working Capital Fund – offers low-cost loans for working capital and equipment purchases. The maximum loan amount is $75,000 (or $150,000 if in a forestry-related enterprise).

Maryland Vineyard Planting Loan Fund – offers tailored low-interest loans to assist landowners wanting to plant grapes for commercial winemaking, etc. (loans from $10,000 to $100,000 are available for eligible borrowers).

Rural Business Energy Efficiency Loan Fund - helps producers purchase equipment that lowers energy consumption. Loans from $2,500 to $30,000 are available and a third-party energy audit report will be required.

Maryland Shellfish Aquaculture Financing Fund – offers low-interest loans to commercial watermen to purchase oyster substrate and seed/larvae. The application deadline for the current round of funding is January 27, 2012. (Additional rounds this year are possible.)

Installment Purchase Agreements and Next Generation Aggie Bonds/Option IPAs – allows MARBIDCO to help MALPF or county governments to purchase conservation easements on important agricultural land using leveraged bank resources and/or a tax advantaged financial arrange-ment that benefits rural landowners, the general public and the next generation of farmers. GAP/GHP Certification Good Agricultural Practices (GAP) and Good Handling Practices (GHP) The Maryland Department of Agriculture offers two GAP and GHP certification programs for fruit and vegetable producers and packers. The goal of both GAPs and GHPs is to reduce the risk of microbial contamination of fresh fruits and vegetables and the standards are based on the Food and Drug Administration’s Guidance to Industry. There is no way to guarantee that everything we grow and consume is free of microbial contamination, however, the risk can be reduced if preventative steps are taken during production, harvest and packing of fresh fruits and vegetables on the farm and in packing houses.

USDA GAP Certified: To meet the requirements of buyers for GAP certification, the farm or business must complete a successful audit of its operation conducted by MDA’s Food Quality Assurance Program to determine compliance with Good Agricultural Practices and/or Good Handling Practices. The program is conducted through a cooperative agreement with USDA Agricultural Marketing Service. Successful completion of the audit and certification by USDA provides national recognition for producers to the many buyers now requiring audits for compliance to the GAP guidelines.

MDA State GAP: MDA’s Food Quality Assurance Program also offers a Maryland GAP program geared towards producers not required to have certification by their buyers. This program is to assist producers selling directly to consumers or in other ways not requiring audited compliance with a GAP/GHP program. Funding for this program is provided through a Specialty Crop grant from USDA and is offered to producers at no cost.

Cost-share program for USDA Compliance Audits As an incentive for more farmers and packers to participate, the MDA has a cost-share program to help with the certification costs. For funds to be awarded, the USDA audit must be approved and payment verified. USDA audits are offered through the MDA’s Food Quality Assurance Program through a cooperative agreement with the USDA Agricultural Marketing Service. Over 40 hospitals in MD, DC and N. VA are purchasing vegetables and fruit from local farmers and promote these farms to their employees, patients, visitors and surrounding community members. At least 5 hospitals also purchase local sustainable meat and/or poultry on a regular basis. The focus in 2012 is to continue to work with hospitals to facilitate increased purchasing of beef, pork and poultry products produced by local farmers using sustainable practices, i.e. without arsenic additives, antibiotics, added growth hormones and ideally raised outside on pasture. There are now 17 health care facilities in MD and N. VA with farmers’ markets or farm stands, at least 5 hospitals with CSAs, and at least 5 health care facilities with onsite gardens.
