An “orchestrated” vote so enragedsome councillors they stormed outof council chambers last night.

Earlier in the day, Coun. SueUteck announced she would file amotion of censure against the may-or next Tuesday. She was hoping tosuspend the mayor for a day or aweek as punishment for his role inthe concert cash scandal.

Coun. Peter Lund made his ownnotice of motion to examine if theprovince could create legislation tomake violating the HRM Charterillegal.

But in what Uteck called an“orchestrated” deal done over thedinner break, council voted to sus-pend the rules and deal with themotions last night instead of nextweek.

There were no members of thepublic or press in the room at that

time, she said.Coun. Tim Outhit and Lund left

the chambers before the vote, andCoun. Bob Harvey left his seat toobserve the vote from the publicseating.

“I’m not participating in a kan-

garoo court,” Outhit said in an inter-view last night.

“It’s just absurd.”Several councillors urged their

colleagues to give them time toresearch a censure motion that,until last night, they didn’t knowexisted.

But Uteck’s motion was voteddown 17-3, with Uteck, DeputyMayor Jim Smith and Coun. Dar-ren Fisher voting in favour.

In an interview last night, a furi-ous Uteck said she doesn’t plan toput forward any other motionsregarding the mayor’s role in theconcert-cash scandal.

“My colleagues have voted andthey’re not going to reprimandhim,” she said.

Kelly said the motion was debat-ed for more than an hour.

“It’s a reaffirmation that it’s timeto move on to other matters,” hesaid.

A public rally demandingthe mayor’s resignation istaking shape.

Russell Gragg,spokesman for the citizens’group Step Down Kelly, saidhe couldn’t speculate onwhat kinds of crowds willattend a rally next Tuesday.

“I would simply say ifevery HRM citizen whofeels like Mayor (Peter) Kel-ly has acted unethically anddishonestly came out, we’dbe looking at tens of thou-sands,” he said.

Kelly said the rally is justpart of democracy.

“In a democracy peopleare allowed to bring forthwhatever views and per-spectives they deem appro-priate. That’s whydemocracy is the greatestform of government,” hetold reporters yesterday.

Kelly has repeatedly said

he won’t resign over thecash-advance scandal,which broke in March,when it was discoveredpublic funds were advancedto a concert promoter.

An administrator cut thecheques, and Kelly said hedidn’t know it was againstpolicy.

He told reporters hewon’t bow to the demandsof the public rally becausethere are too many projectsgoing on right now, like thestadium study and the pro-posed convention centre.

Council signs off on harbour projectWith a round of applauseand too many thank-yousto count, the Harbour So-lutions project was official-ly signed off at Halifaxregional council yesterday.

But there were manyhurdles along the way:Like the flood at the Hali-fax sewage-treatmentplant in 2009 that caused a17-month shutdown and$10.9 million in damage.

Carl Yates, general manager of Halifax Water, told

council $10.4 million wasrecovered through insur-ance.

The Dartmouth andHerring Cove sewage-treat-ment plants were fullycompleted in March.

Another negative is thepublic complaint that evenwith the plant operating,harbour beaches were fre-quently closed becauseheavy rains overflowed thesystem.

“We heard that, but thesystem operates as it wasdesigned,” said Yates. “Thisis common across NorthAmerica that you don’ttreat for all combined sew-ers because of the cost in-volved.”

But new governmentrules are coming that willrestrict the amount ofoverflows. Yates saidthey’re looking into op-tions like holding tanks

and better monitoring tocomply with any new stan-dards.

“It’s amazing the differ-ence in the water,” saidCoun. Steve Adams. “Youcan actually see the bot-tom now.”

Construction on the$329.8-million Harbour So-lutions project began in2003 and is $3 million un-der budget.

Premier Darrell Dextersays he’s concerned newgreenhouse gas regula-tions being drafted in Ot-tawa will drive up energycosts in Nova Scotia if thefederal Environment De-partment moves tooquickly on a plan to re-quire the closure of coal-fired generating plants.

Dexter raised the issuewith Prime MinisterStephen Harper when thetwo met Monday in Ot-tawa, the premier saidyesterday after attendingthe opening of the newLife Sciences Research In-stitute at Dalhousie Uni-versity.

He said he told Harperhis primary concern is the

regulations will make itdifficult for the provinceto gradually shut down itsfour coal-fired generatingplants.

The sudden costs asso-ciated with quickly turn-ing off the plants wouldbe dumped on con-sumers, driving up elec-tricity bills, he added.

“My main concern isthat we could drive upcosts of electricity in theprovince by strandingcosts in coal-fired generat-ing stations that wewould be unable to recov-er,” Dexter said.

The province’s pulpand paper mills are partic-ularly sensitive to risingenergy costs, he said, giv-

en the shaky state ofworld paper markets.

“We want to make surethat we are fully engagedon the front end so thatwe don’t get surprisesthat we don’t want.... It’smuch more difficult toundo things once they’vebeen done than to get en-gaged in the file early on.”

Dexter said he wouldprefer shutting down indi-vidual generators withineach plant, rather thantaking plants off-line all atonce.

Trevor Zinck’s lawyer saidhe wants to review all theevidence against his clientto determine if the Crownhas enough to bring thematter to trial.

Lyle Howe appeared inHalifax provincial court yes-terday and requested that afull week be put aside forthe preliminary hearing ofthe embattled DartmouthNorth MLA.

Howe said committal inthe case — whether or notthere is enough evidencefor Zinck to stand trial — isan issue.

“I definitely want toquestion whether there isenough evidence to take itto trial,” Howe told re-porters. “It’s (the Crown’s”onus to demonstrate that

there is enough evidence,and we’d like to see themmeet that burden before wehead to trial.”

Zinck is facing twocounts of theft over $5,000,one count of fraud over$5,000 and one count ofbreach of public trust for al-leged spending abuses.

“We wouldn’t be pro-ceeding if we weren’t confi-dent that we had enoughinformation to go to trial,”Crown attorney AndrewMacdonald said. “Our test iswhether we have a realisticprospect of conviction, andwe believe we have that.”

Neither Zinck nor twoformer MLAs scheduled toappear in court — RichardHurlburt and Russell MacK-innon, also facing expense-related charges — turnedup at the courthouse. So far,their lawyers have handledeach appearance.

Tanker crashkills womanA 33-year-old womanbehind the wheel of a carthat crashed into a tractor-trailer carrying thousandsof litres of fuel died in hos-pital yesterday. Theaccident, which took placejust before 3 p.m., closed asection of Highway 103near Shelburne.

RCMP said the tanker,

carrying 32,000 litres ofgasoline and 9,000 litres ofdiesel, collided with a car.

“The capacity is 30,000for the hill, and we are cer-tainly on our way to havinga full house for the show,”Michele MacKay, a promot-er from Rock the Hill, saidyesterday.

“It’s one of the strongestnumbers that we’ve had fora show, I would say, in thisarea.”

MacKay, who is promot-

ing the show with her hus-band, Harold MacKay, saidbetween 75 and 80 per centof tickets are now sold,which works out to a highof 24,000, or 6,000 belowcapacity.

Metallica is set to per-form on the GarrisonGrounds July 14, with tick-ets priced at $99.50 (plustax and fees).

“It’s a different mix towhat’s been here before,”she said of possible reasonsbehind these strong ticketnumbers compared with

Former Liberal MPMarlene Jennings, whowas defeated in the May2 election, first soughtan investigation in themidst of the electioncampaign. Hercomplaint was promptedby an early draft of theauditor general’s report,which was leaked mid-campaign to The Canadi-an Press.

The early draft wasmuch more blunt thanthe final version released

on June 9. It concludedthe government “misin-formed” Parliamentabout the G8 legacy fundand suggested it mayhave acted illegally.

In an April 15 letter tothe director of publicprosecutions, Jenningssaid the governmentmay have wilfully violat-ed two appropriationsacts and the FinancialAdministration Act,which stipulate that thegovernment mustdisclose how it intendsto spend the moneywhen it seeks parliamen-tary approval forfunding.

Jennings said she nev-er heard back from thepublic prosecutor’soffice. But she did even-tually receive a May 24letter from the RCMP, ad-vising her that “the mat-ter is with ‘A’ DivisionCommercial Crime Sec-tion.”

will suffer the kind of mass extinction that did in the di-nosaurs millions of years ago.

The scientists tick off the “multiple oceans stresses”:Global warming, acidification, lack of oxygen, pollutionand overfishing.

The scientists call for “urgent and unequivocalaction” or we’re done for.

How do you deal with this stuff ? Put down your toastand call 9-1-1? “Hello? The oceans are threatened with

mass extinction? Can youcome right away? The coralreefs are already starting todie! Hurry!”

That’s the trouble withglobal warming. It’s justtoo big to get your headaround. Some people justtake their heads and burythem at the beach. Globalwarming? What globalwarming? This is merelynatural climate fluctuation.

Except all these scientists say it isn’t. “In fact,” theysay, this is “unprecedented in the Earth’s historybecause of the high rate and speed of change.”

Scientists? What do they know? How about the realexperts, the dissenting journalists and oil company ex-ecutives — what are they saying? The guy at climate-re-sistance.org isn’t worried. He dismisses the whole thingas The Fishy, Wishy-Washy report: “Just a couple ofdozen eco-warriors in a single room, chatting abouttheir fears.”

Well, not to worry. The guy at the climate-resistancewebsite says to chill out.

So here we sit, amidst the crumbs, trying to figure outif these greybeards are really just little boys crying wolf,or a bunch of chickens freaked out about the marineequivalent of a falling sky.

It’s the same thing on the sky-is-falling front. I mean,greenhouse gases? Come on! Just a bunch of (bad) scien-tists trying to whip us into a frenzy in order to securefunding. Although I’m not quite sure how fundingfollows frenzy.

The government is no help. It keeps getting the FossilAward for its well-known addiction to the tar sands andfracking — which is as dirty as it sounds.

Oh, well. A couple of nice summer days and all thisoceans-dying stuff will be behind us. After all, we haveto get ready for Kate and Wills’ state visit.

Try a variety of mush-rooms, such as portobello,cremini or button in thisMarinated Flank Steakwith Oyster Mushroomsdish. Serve it alongsidesteamed rice and bok choyor other green vegetables.

Preparation:

1 Whisk soy sauce, hoisinsauce, vinegar, sugar, 2tbsp oil, ginger and 1tsp of the garlic in asmall bowl. Place steakin non-reactive contain-er, add the marinade,cover and place in therefrigerator for at least 2hours or overnight.Bring to room tempera-ture before cooking.

2 Heat the 1 tsp oil in alarge non-stick skilletover medium-high heat.Add the remaining 1 tsp.garlic and mushroomsand cook for 6 to 8 min-utes, or until the mush-rooms are browned andthe liquid has evaporat-

ed. Preheat barbecue.

3 Remove the steak fromthe marinade and setthe marinade aside. Bar-becue the steak until it’sdone to your liking,turning once. Depend-ing on how thick it is,this can take anywherefrom 8 to 15 minutes.

4 While steak is cooking,whisk cornstarch into re-served marinade. Bringto a boil in a small skilletand simmer on medium-low heat for 5 minutes,until thickened. Add themushrooms.

5 Slice steak thinly acrossthe grain and serve withthe sauce. Garnish witha sprinkle of greenonions and parsley.

Steel City will test Grant’s mettle

As a full-time mixed-mar-tial artist, T.J. Grant’s bud-dies sometimes give himthe gears for what cancome across as a prettysweet gig.

Although he pours inhours of training for hisUFC fights — hitting thegym twice a day, six days aweek for conditioning andmartial-arts development— the 27-year-old gets afriendly ribbing for thetime he spends recharginghis battery, a necessity inhis gruelling sport.

“I have a lot of down-time, and my friends al-ways laugh and say, ‘Whatdo you do, just play Xboxall day?’” Grant said. “Butif I trained twice a day andthen tried to do a bunch ofstuff, I’d just be so ex-hausted ... Rest is reallyimportant at this level andI make sure I get as muchof it as I can.”

Since his last fight inDecember, the Cole Har-bour native said he hasbeen more focused ontraining than ever before.He said he knew he “hadto get better” after a lossto Ricardo Almeida in UFC124 in Montreal.

With a pivotal fightcoming up on Saturdayversus Charlie Brenneman(2-1) as part of UFC Live 4in Pittsburgh, Grant is fullof confidence.

“I feel like I’ve had thebest training camp I’ve

ever had and I feel like mytiming and conditioningare at an all-time high,”Grant said. “I’ve had along time to work on cer-tain things and I feel likeI’m the best I’ve everbeen.”

Brenneman, a Holli-daysburg, Pa., native whowill be fighting in front ofhis home-state fans atConsol Energy Centre, wasan NCAA all-Americanwrestler who recentlysigned a four-fight con-tract with UFC.

Grant, who has rotatedwins with losses since hisdebut in UFC 97 in April2009, expects a tough testbut has no plans of fallinginto the first losing streakof his UFC career.

“I’ll have my hands full,but it’s going to be a goodfight and I expect to win,”Grant said.

Battery in the backThe eAssist gets its energy supply from a115-volt lithium-ion battery that’spositioned behind the rear seat.

The 29-kilogram battery’s compact sizemeans that the LaCrosse’s 60:40 split rearseat will still fold flat for additional stor-age as before (unlike some other hybridmodels), but with only about a 15 percent reduction in trunk space.

The new eAssist technology will become standard equipment in all four-cylinder-equipped LaCrosses without, according to Buick, adding a premium for it.

Cooling things downLithium-ion batteries tend to generate alot of heat, as anyone who has ever oper-ated a laptop computer on their lap canreadily attest.

To help cool things down, an electricfan is used that draws air from a vent lo-cated on the parcel shelf behind the rearseat. According to Buick, the fan motorwill not be noisy enough to disturb anypassengers.

Fuel economyBuick promises that the driving experience withthe new hardware won’t differ from piloting aregular gas-engine model.

But what will be different is the fuel economyrating that the LaCrosse is expected to generate:8.01/100 km in the city and 5.4 on the highway.

Those numbers represent a significant 26 percent improvement in city fuel economy and 16per cent on the highway over the 2011 LaCrosse’s10.8/6.5 city/highway rating.

It’s gas-sipper, sure, but it isn’t a hybrid

Seekers of fuel-efficientmid- and full-size luxurysedans have had littlechoice but to shell out ahefty premium demandedby Lexus, BMW and Mer-cedes-Benz for a luxury gas-electric hybrid model.

That’s about to changelater this year when Gener-al Motors’ Buick divisionrolls out its 2012 LaCrosseequipped with the eAssistsystem. As the name im-plies, eAssist is an electri-fied helper motor thatdoesn’t independently pow-er the car, but kicks inwhen the LaCrosse is accel-erating or heading up hill.

But that’s only part ofthe story, so much so thatGM avoids using the term“hybrid.”

The technology beginswith a 15-horsepower liq-uid-cooled electric motor-generator that replaces theLaCrosse’s traditional alter-nator. Beyond providingpower enrichment for the182-horsepower 2.4-litre

four-cylinder gas enginewhen needed, the genera-tor also automatically shutsit down anytime the carcomes to a stop.

It also cuts off the en-gine’s fuel supply wheneverthe vehicle is decelerating,while maintaining powerto the car’s braking, steer-ing and other electroniccontrols. Pretty slick stuff.

Tesla, maker of all-elec-tric vehicles, is goingmainstream — or atleast to Tesla’s versionof mainstream.

California-based Tesla ar-rived on the Canadian au-tomotive landscape lastyear, with one model —the Roadster, a little all-electric ditty offering lotsof get-up-and-go, and lots ofexclusivity with its startingprice of $125,000.

By next summer,Tesla will have anothermodel — the Model S. A$57,400 luxury-sportssedan that will seat 5, or 7with the optional rear-fac-ing child seats. By 2013 wecan expect Model X (a tallwagon or SUV kind ofthing), and sometime afterthat, another sedan (aBMW 3 Series competitorkind of thing).

Tesla isdetermined to build andsell about 100,000 vehiclesa year, which is more orless capacity of the former-Toyota plant (in Fremont,California) that Tesla tookover last year.

This sounds likemainstream volume, butdon’t be fooled. Tesla isn’tinterested in anythingmainstream. The technolo-gy of the cars isn’tmainstream, and either ishow it intends to marketand sell and service itsgrowing volume.

We caught upwith Tesla’s main man inCanada, Hans Ulsrud inToronto. While the Model Sconcept looks pretty fetch-ing, Ulsrud assured me thatthe production car “lookseven better.”

Tesla Canada’sfirst sales facility will be lo-cated in Toronto later thisyear, but don’t go lookingfor it where dealershipsusually congregate, like inthose big, sprawling “automalls” just outside the city.

Ulsrud said theshowroom will be in one ofthe premier shoppingmalls in the GTA. And for

style and feel, he said,“Think Apple Store…”

The same sales ex-ecutive behind Apple’s in-filtration into the malls isbehind Tesla’s retail strate-gy — George Blankenship.Tesla Santana Row was thefirst such store (SanFrancisco), followed by Tes-la Park Meadows is the sec-ond (Glendale, Colorado).

This calls for sepa-rate service facilities.Toronto’s service facilityopened just this week, nearthe airport. Tesla Service al-so does house calls. Accord-ing to Ulsrud, other keyCanadian cities for Teslaare Montreal, Calgary andVancouver. (All around late2012, or early 2013.)

Simple procedures like regular oil changes allow drivers to drive their vehicles longer.

It’s no surprise that con-sumers are keeping theirautomobiles for longer pe-riods than before, but ac-cording to a studyperformed by the surveygurus at R. L. Polk & Co.,Canadians are keepingtheir cars on the roadlonger than ever before.

Fourty-three per centare still on the road todayafter 15 years, up from 28per cent in 2000. That’swhy it’s important to pro-tect the investment inyour car, which can meanthe difference betweentrouble–free driving andcostly repairs.

Change your oil

A regular oil change is theservice most likely to helpprolong the life of your ve-hicle.

Changing the oil (notjust topping it off ) and us-ing a high–quality motor

oil that meets the specifi-cations recommended byyour vehicle’s manufactur-er helps your engine getthe protection it needs.

• Check the oil level regu-larly and change the oil atthe intervals outlined inyour owner’s manual.

• Replace the oil filter withevery oil change.

Monitor your vehicle’s flu-ids. Engine oil is not theonly fluid your vehicleneeds to run properly.Check your owner’s manu-al to find informationabout where fluids are con-tained, how to checkthem, the type your vehi-cle uses and how muchshould be in each “reser-voir.”

If you see drops of fluidunder your vehicle, youshould be able to identify

them by color or consisten-cy. A few small drops areprobably not a cause forconcern, but you shouldtake note of small puddles.

• If the fluid is green, pink,yellow or fluorescent or-ange, it could indicate acooling system leak or anoverheating problem.

• If the fluid is dark brownor black, it is most likelyengine oil. The enginecould have a bad seal orgasket or a loose oil filter.

• A red oily spot meansyou probably have a trans-mission or power steeringfluid leak.

Though the Jeep Compasswasn’t a diehard mud-slinger like its siblings, it in-tended to attract a newbuyer to the brand with itsfuel efficiency, city-friendlysizing and promise of af-fordable adventure.

All models got standardfour-cylinder power andfront wheel drive. The larg-er, 2.4-litre, 172 horsepowerengine is typically pre-ferred. Compass could befitted with an “intelligent”AWD system that featured adriver-lockable centre dif-ferential for enhanced trac-

tion. Transmission choiceswere a manual five-speedbox or a Continually Vari-able Transmission (CVT).

Look for features likeheated seats, Bluetooth,premium audio, a sunroofand multimedia connectivi-ty. A household power out-let was also available, andsplit-folding seats enhancedcargo capacity when re-quired. Sizing was in thesame ballpark as a ToyotaMatrix, Dodge Caliber orMazda 3.

End of the day, compactdriving dynamics, fuel effi-

ciency and versatilitymoved the Compass fromdealer lots more than off-road prowess, though Com-pass was capable of light tomoderate off-road work asneeded.

What owners like

Manoeuvrability, flexibility,all-season traction with 4x4models and styling, allseem to be rated positivelyby the majority of Compassowners. Car-like ride quali-ty, the up-level stereo andfuel mileage were also

praised.What owners dislike

Owner-stated complaintstend to centre aroundcheap interior plastics, slug-gish performance frommodels with the CVT trans-mission, road noise, blindspots and limited groundclearance and off-road abili-ties.

Common issues

When test-driving a usedCompass, “listen” to the ve-hicle’s front end for signs ofclunking, popping or grind-

ing sounds while steeringor travelling over bumps.Unwelcome noises could in-dicate a worn-out suspen-sion component, andnumerous owners have re-ported premature wear ofthese parts. Driveability is-sues with the CVT transmis-sion, including reduced orsluggish acceleration, couldbe a computer-related prob-lem fixed by rebooting orre-flashing the vehicle’scomputer brain. Grindingsounds from the CVT trans-

mission, or a bucking or“jerking” sensation whendecelerating, could be signsof trouble. Opt for a manu-al-equipped model wherepossible.

Finally, check the ceilingliner around the maplights, as well as carpetingin the front footwells forsigns of moisture — whichcould indicate a leaky sun-roof or drain tubes.

The verdict

Low resale values, goodmileage and family-readyversatility will be the pri-mary draws to the JeepCompass in the used mar-ket. Shoppers seeking out amodel with a manual trans-mission and a clean bill ofhealth from a Chrysler-trained mechanic shouldenjoy fairly solid reliabilityand affordable all-seasondriving confidence.

“Our cars have numer-ous options and it de-pends on what is fitted tothe car,” says LauranceYap, manager of public re-lations for Porsche Cana-da. “The more stuff on thecar, the more the sportbutton does.”

Traditional powersteering relies on a hy-draulic pump, but severalnew models have a combi-nation of hydraulic andan electric motor, or com-pletely electric-assistedsteering.

“The electro-hydraulicsteering gives you moreassist at lower speeds,gradually dialing it backat higher speeds,” Yapsays. “When you hit theSport button, it gives youless assistant all acrossthe board. We want thatbecause it feels a bit hefti-er, with a bit more feelthrough the steeringwheel.”

When activated, theSport program quickensthe engine’s response toyour foot on the throttle.“You get more power ear-lier by pushing down lesson the pedal, making itfeel faster,” Yap says. Theengine can’t make anymore power in Sportmode, but it delivers itquicker. The automatictransmission also adjusts,holding each gear longer,keeping the engine at

higher r.p.m., and lockingout the higher, fuel-effi-cient gears — which iswhy cars tend to use morefuel in Sport mode.

If the suspension con-tains adjustable dampers,the Sport mode makesthem stiffer, which im-proves handling. It alsomakes the ride firmer, butthat’s part of the fun. Ifthere’s an optional airsuspension, the Sportmode will lower it tomake the car more aero-dynamic.

Finally, if it’s a Porscheequipped with a special“sport” exhaust, there’sone more benefit.

“It will open a flap inthe exhaust to make itlouder,” Yap says.

“It doesn’t give you anymore power, but it makesit louder.” And to a sportscar fan, that definitelymakes it better.
