14 Construction and Housing

Introduction

he government in 2010 and in 2011 is still geared towards improving the lives of every poor and under privileged Filipino family through the provision of security for housing, and the development of innovative housing solutions, and affordable and sustainable shelter. Endeavors and efforts to pursue the projects of the government in infrastructures have likewise involved the participation of the private sector in order to fast tract the movement of the projects and maintaining those already put in place.

DPWH in 2010 under its regular infrastructure program and carry-over projects had constructed, repaired and rehabilitated 8,457.11 kilometers of roads and 14,946 linear meters of national bridges at a cost of PhP111,309 billion; 1,798 flood control and drainage projects costing PhP14,090 billion; and 9,971 other infrastructure projects costing PhP8,840 billion.

Private construction, meanwhile, of residential and nonresidential buildings during the year showed increases just as infrastructures improved though to a minimal extent especially in the construction of national roads and bridges.

Presented in this chapter are statistics and developments in private construction as well as the housing programs for the country.

14.1 Construction

In providing the basic requirements and basic needs of the disadvantaged Filipino family, the government has to accelerate the financing of major infrastructures, power, water, transportation, and telecommunication facilities among others. By so doing the government has to deregulate and privatizes these major facilities and installations, so as to mobilize the private sector to also accelerate the construction of edifices and operation of major infrastructures.

The country in 2011 runs a total length of 31,359,116 kilometers of surface national roads, a slight increase of 116,739 kilometers from 31,242,377 kilometers of surface national road the previous year. Of the total figure in 2011, about 24,834.4 kilometers were paved roads, and some 6,524.7 kilometers were unpaved roads. Paved roads made of concrete materials extended a total length of 15,940.5 kilometers, while, those made of asphalt component encompassed a total length of 8,893.9 kilometers. Unpaved roads, on the other hand, were those made of earth, 63.5 kilometers and those made of gravel, 6,524.7 kilometers.

National bridges in the country in 2011, meanwhile, numbered 7,949, slightly lower compared to 8,024 reported in 2010. This total number of bridges extended a total length of 345,548 linear meters. Region VIII had the most number built with 865 bridges, followed, respectively, by Region VI with 721, and Region III with 672. Around 7,435 bridges were permanent, and 514 were temporary bridges. were either made of concrete materials or made of steel. Concrete bridges numbered 6,609, while, bridges made of steel totaled 826. Temporary bridges, meanwhile, were either made of bailey (423) or timber (91). Private building construction

Private building construction inched up to 113,230 in 2010, from a total of 112,102 the previous year. This number represented a minimal increase of 1.0 percent, as against 5.7 percent increase in 2009. Private residential building construction (86,185 units) made up for 76.1 percent of the total registered during the year. Private nonresidential building construction (13,237 units), meanwhile, comprised 11.7 percent. Additions, alterations and repairs combined, on the other hand, with a total of 13,808, represented 12.2 percent. Compared to last year’s performance, residential building construction increased by 1.8 percent, nonresidential construction decreased by 0.3 percent, and additions, alterations and repairs, combined also slid down by 2.7 percent.

Area covered by private building construction reached 22,144,087 square meters in 2010, 33.3 percent more than 16,611,190 square meters listed in 2009. Residential building extended to an area of 12,196,450 square meters which was 21.2 percent higher than 10,059,645 square meters put up in 2009. The increase in area of residential construction may have been brought about by the increase in other types of residential building and residential condominium constructions by 225.4 percent and 149.5 percent, respectively. Nonresidential construction, on the other hand, stretched to an area of 9,273,089 square meters, an increase of 56.7 percent from the previous year’s record of 5,918,411 square meters. Covered by additions, alterations and repairs combined were some 674,548 square meters, 6.5 percent (41,414 sq. m.) more than 633,134 square meters stated in 2009.

Construction value of private buildings in 2010 amounted to PhP200.30 billion, 39.6 percent higher than PhP143.53 billion enrolled in 2009. Of the amount 51.4 percent (PhP102.94 billion) was registered by residential construction, 41.3 percent (PhP82.72 billion) shared by nonresidential construction, and 7.3 percent grossed by combined additions and alterations and repair (PhP14.63 billion). Value of residential building construction increased by 28.5 percent over the PhP80.11 billion posted in 2009. The increase might have been triggered by the construction of other types of residential buildings and residential condominiums which increased by 237.4 percent and 107.6 percent, respectively.

Nonresidential building construction, meanwhile, also increased in value by 61.3 percent from PhP51.30 billion in 2009 to PhP82.72 billion in 2010. Of the nonresidential projects constructed, commercial buildings, followed by industrial and agricultural constructions had the highest increases of 81.8 percent, 65.2 percent and 36.6 percent, respectively, which pushed up the value of nonresidential construction for the year. Additions alterations and repairs with an aggregate value of PhP14.63 billion posted an increase of 20.7 percent.

On the average, cost per square meter of private building construction in 2010 was priced at PhP9,045, or 4.7 percent higher than PhP8,641 per square meter in 2009. Residential buildings had an estimated average value of PhP8,440 per square meter but this amount was lower than the average value per square meter of nonresidential buildings which was peg at PhP8,921 per square meter. For the

regional and provincial data on the number, floor area and value of private building construction, please refer to Table 14.1.

Table 14.2 shows the distribution by region and province, of the number of new residential building constructed, the floor area covered and the value of construction by type of building. Other types of residential building construction, condominium type and single house type showed increases in 2010 while apartment/accessoria and duplex types showed decreases in number and value. Other types of residential building construction accounted for an increase of 213.8 percent in number and 237.4 percent in value. Residential condominium increased by 68.0 percent in number and 107.6 percent in value, while single house type increased by 9.6 percent and 8.2 percent, respectively. Apartment/accessoria type, on the other hand, dropped by 34.1 percent in number of units and slid by 3.3 percent in value. The duplex type decreased by 2.0 but gained an 8.4 percent in value.

14.2 Housing

The provision for shelter to low and middle income families had become part and parcel of the social policy of every administration, so with the provision of security of housing and land tenure to every Filipino household.

In 2010 the housing construction sector of the government continued to pursue the multi-stakeholder efforts to attain the Millennium Development Goal. For 2004 to 2010, accomplishments were made in shelter security through innovative approaches and development of market-oriented, affordable, and sustainable housing finance for settlers. These approaches worked to help decongest Metro Manila and develop housing communities outside the metropolis.

Also, the government, in following its policy direction in housing, pursued the following strategies: meeting the rapidly growing housing need, expanding private sector participation in socialized housing financing and construction, strengthening the capacity of housing institutions, making the housing market more efficient, creating a sustainable housing finance system, accelerating assistance and provision of security of tenure for informal sector, making housing loans available and affordable to low-salaried members of the formal sector, strengthening the shelter delivery system and programs, and accelerating the localization of housing and development efforts.

Accomplishments in 2010 include the completion of the Northrail-Southrail relocation program. Some 100,000 families were relocated in four years, 34 resettlement sites were provided in Metro Manila, Bulacan, Pampanga, Cavite and Laguna. Schools, barangay, health centers, markets, public stations, livelihood opportunities and productivity centers were also provided.

During the same year the implementation of 82 projects (52 carry over, 30 new) nationwide, generated 27,671 units in housing start and 32,492 units in housing completion. Of the housing units completion, some 4,221 units (13.0%) were produced in Northern and Central Luzon. For Southern Luzon/Bicol Region a total of 14,811 units (45.0%) were produced. In the Visayas a total of 1,843 units (5.7%) were generated. In Mindanao Region 2,518 units (7.7%) were put up, while in the NCR 9,099 units (28.0%) were produced.

The bulk of the housing production was generated under the Resettlement (60%) and Slum Upgrading Programs (28%).

Sales and disposition performance for the year amounted to PhP5.68 billion for a total of 43,528 units. Of this amount, some PhP5.64 billion (43,468 units) came from residential and PhP41 million (60 units) from noresidential. About PhP5.18 billion was shared by resettlement program, PhP205 million from slum upgrading, PhP135 million contributed by sites and services, PhP84 million from core housing/medium-rise housing, and, PhP39 million from EMD-Administered.

On the other hand, public investment of the government for 2011 to 2016 under the DPWH is envisaging a total budget of some PhP698 billion. Some PhP545 billion or 78.0 percent of the total is earmarked for highways sector, PhP77 billion or 11.0 percent for flood control works, and PhP76 billion or 11.0 percent for other projects. In comparison, this PhP698 billion outlay was 52.7 percent more than PhP457 billion allocated in the last 6 years (2005-2010).

Government's Role in Housing

A number of agencies work together to deliver the government’s promise of better housing for the population. Working under the Housing and Urban Development Coordinating Council (HUDCC) are the Home Guaranty Corporation (HGC), National Housing Authority (NHA), Home Development Mutual Fund (HDMF) or the Pag-ibig Fund, the Housing and Land Use Regulatory Board (HLURB), and National Home Mortgage Finance Corporation (NHMFC).

The Home Guaranty Corporation (HGC), formerly Home Insurance and Guaranty Corporation, a government financial institution created in 1950, operates a credit guaranty program in support of government’s efforts to promote home ownership. HGC had institutionalized a viable system of credit guarantees forming an integral component of the government’s shelter program.

The major government home mortgage institution, the NHMFC has the main function of operating a viable home mortgage market. NHMFC on a long-term funds principally provided by the Social Security System (SSS), the Government Service Insurance System (GSIS), and the HDMF and to purchase mortgages from both public and private sectors. To perform its mandate, NHMFC is developing a system that will attract private institutional funds into long-term housing mortgages.

The sole government agency engaged in direct shelter production, the NHA targets its housing assistance to benefit the lowest 30 percent of urban income-earners through slum upgrading, squatter relocation, development of sites and services, and construction of core housing units. In addition, NHA implements programs that will improve urban areas and provides technical assistance to private developers engaged in low-cost housing development projects. In 2010, the NHA accomplishments included resettlement, core housing, sites and services, upgrading medium rise housing for a total of 29,413 shelter security units with a total value of PhP2,279.0 million. NHA in 2010, also disposed 43,528 housing units with a gross value of PhP5,682 million. On the other hand, the Authority’s collection during the year reached PhP1.01 billion, 3.8 percent lower compared to PhP1.05 billion collected in 2009. Of the total collection in 2010, PhP668 million came from residential accounts, and PhP344 million came from commercial, industrial and institutional accounts.

As the planning, regulatory, and quasi-judicial body for land use development and real estate and housing regulation, the HLURB ensures rational land use for equitable distribution. HLURB is also in-charge of encouraging greater private sector

participation in low-cost housing through liberalization of development standards, simplification of regulations, and decentralization of approvals for permits and licenses. It extends comprehensive and productive planning assistance to the provinces, cities, and municipalities towards the formulation of Comprehensive Land Use Plans (CLUPs). In 2011, 195 LGUs were given technical assistance in the formulation of CLUPs; 77 CLUPs were reviewed as member of Provincial Land Use Committee/Regional Land Use Committee. Some 360 CLUPs for approval were monitored. Also, a total of 3,671 participants from 2,359 LGUs and Homeowners Association benefitted from various trainings conducted by the regions on subdivision plan processing, evaluation, monitoring, reviews and approval of CLUPs and zoning administration.

Compared to 2010, there was an increase of 25.8 percent in assisted LGUs from 155 to 195 in 2011.

Out of the total 1,635 LGUs, 1,431 LGUs (87.3%) have CLUPs and 204 have no CLUPs.

One mandate of the HLURB is to regulate the development and sale of subdivision lots and condominium units done primarily through a permitting system which requires developers to secure a license to sell for their condominium, subdivision projects and other non-residential real estate projects prior to engaging in any sale. In 2011, a total of 784 licenses to sell were issued by HLURB, 725 of which were issued for residential projects while 59 licenses were issued for nonresidential projects. These figures translated to 170,739 housing units and 137,929 non residential units. Majority of the housing units were located in the National Capital Capital Region (NCR) with 53,650 units, Southern Tagalog Region (47,869 units), and Northern Tagalog Region (34,702 units).

Majority of the residential projects licenses issued were registered in Western Visayas (183 or 25.2%), NCR (134 or 18.5%), and Southern Tagalog Region (121 or 16.7%). Most of these residential projects were open market (33.5%), economic housing (29.0&) and condominium (16.1%).

More popularly known as the Pag-Ibig Fund, the HDMF administers a nationwide provident fund for the government's housing program, and formulates other investment strategies relative to housing. It also seeks to improve its collection efficiency. In 2010, a total of 62,041 households were provided with housing units financed under the Pag-ibig expanded housing loan program. This is a decrease by 17.2 percent from 74,973 households in 2009. More households in Region IVA (Calabarzon) were beneficiaries of the loan programs granted by Pag-ibig in the amount of PhP16.18 billion. The least amount of loans was disbursed in ARMM that was valued at PhP113.38 million. (See Tables 14.6 to 14.8 for other housing-related details.)

Direct Housing

Addressing the growing housing needs of the people, the government in its

direct housing programs in 2010, assisted a total of 149,270 households. Of this total, NHA under its housing production assisted a total of 23,276 households. Community Mortgage Program, on the other hand, had helped 7,109 households, while, the Retail and Developmental Financing carried out by HDMF, LBP, SSS, DBP and GSIS

assisted a total of 118,785 households. Provision of Secure Tenure, on the other hand, assisted 100 households.

Under the NHA housing production, a total of 18,740 households were assisted in its resettlement program, 2,068 households in slum upgrading, 1,142 households in sites and services, 572 households in core housing, and 754 households in other housing assistance.

On Retail and Developmental Financing Program, HDMF assisted 56,696 households, LBP helped 243 households, SSS catered 50 households, DBP assisted 11,300 households, and GSIS supported 50,496 households.

Socialized housing was also provided to households that belonged to the bottom 30 percent. This was made through the various programs of the NHA, Social Housing Finance Corporation (SHFC), HDMF, and the Home Guaranty Corporation. In 2010, socialized and low cost housing units totaled 62,041 which was valued at PhP40,803,928.

Lower cost housing, on the other hand, was made available to low–salaried government and private sector employees through the home lending programs of HMDF and the SSS. Low cost housing units available in 2010 numbered 45,878 units with a total value of PhP35,805.39.

Indirect Housing

The HLURB has the mandate to regulate the development and sale of

subdivision lots and condominium units through a permitting system which requires developers to secure a license to sell (LS) their condominium, subdivision projects and other nonresidential real estate projects prior to engaging in any sale. In 2011 a total of 784 licenses to sell were issued by HLURB, 725 of these were licenses to sell residential projects, while 59 were licenses to sell nonresidential units. The 784 licenses to sell issued were translated to about 170,739 housing units and 137,929 nonresidential units. Compared with the previous year’s record, in 2010, there were 195,807 licensed residential units and 119,901 nonresidential units recorded. This means in 2011, a noted 13.0 percent decrease in the number of residential units and 15.0 percent increase in nonresidential units.

Of the housing units (170,739) issued with license to sell in 2011, majority were located in the Expanded National Capital Region (53,650 units), Southern Tagalog Region (47,869 units) and Northern Tagalog Region (34,702 units), while for nonresidential projects (137,929), most were situated in the Expanded National Capital Region (34,601 units), Southern Tagalog Region (23,892 units) and Southern Mindanao Region (28,851 units).

Majority of the 725 licenses issued for residential projects, majority or 25.2 percent were issued in Western Visayas (183). About 18.5 percent were issued in the National Capital Region (134 licenses) and about 16.7 percent were issued in Southern Tagalog (121 licenses). For nonresidential projects (59), majority of the projects (22 or 37.3%) were given to Southern Tagalog, ten or 16.9 percent were shared by Northern Tagalog Region, and seven or 11.9 percent were distributed to Northern Luzon Region.

Open market (241 units or 33.2%) was the most common category of residential unit applied for in 2011. This was followed by economic housing (209 units or 28.8%) and condominium units (116 units or 16.0%). For nonresidential projects,

memorial parks accounted for the biggest number (37 or 62.7%), followed by commercial subdivision (12 or 20.3%).

On the other hand, in terms of indirect housing programs, in 2010, Home Guaranty Corporation assisted 11,897 households in retail guaranty, 17 households in developmental guaranty, and 24,678 households in securization. Housing and Land Use Regulatory Board, on the other hand, assisted 174,025 households in securing license to sell, and 110 LGUs in CLUP assistance.

Policy Reforms/Legislative Agenda 1. Creation of the Department of Housing and Urban Development

This seeks to ensure an adequate and coherent institutional framework for a holistic management of the housing and urban development sector.

2. Balanced Housing Requirement for Condominium Projects

This requires developers of proposed condominium projects to develop socialized housing projects (costing at least 20 percent of the project) as compliance with the 20 percent balance housing requirement for subdivisions, per Section 18 of the Urban Development and Housing Act or RA 7279.

3. Establishment of Local Housing Board. Seeks to create Local Housing Boards in every city and municipality that shall serve as the focal unit in the delivery of housing services, local shelter planning and disposition of underutilized assets of shelter agencies and national government.

4. National Land Use Act (NALUA) – seeks to establish a national land use framework that will define the indicative priorities of land utilization and allocation. It shall integrate efforts, monitor developments related to land use, and evolve policies, regulations and directions of land use planning processes. It shall also mandates the formulation of national planning and zoning guidelines and standards, to guide LGUs in the formulation of their CLUPs and enactment of zoning ordinances.

5. Comprehensive and Integrated Shelter Finance Act (CISFA) II – enact the

continuation of CISFA or RA 7835 to increase budget appropriation for the socialized housing program of the government and significantly increase the provision of housing and tenure security to poor informal settlers, and in order to attain the MDGs.

Housing Targets by Program for 2010-2016

Direct housing provision targets from 2010 to 2016 by the different agencies involved in shelter and housing totaled 1,475,000 units. Of this number, NHA expects to accomplish 430,000 units or 29.2 percent of the target program. SHFC Community

Mortgage Program, targets 195,000 units (13.2%) and Retail and Developmental Financing to pursue 850,000 units (57.6%).

Indirect housing provisions by HGC, meanwhile, targets to assists 420,298 households from 2010 to 2016 through retail guaranty, developmental guaranty and securitization. HLURB aimed to issue licenses to sell units to some 1,005,300 and CLUP assistance to 780 LGUs. NHMFC and HUDCC propose to assist 12,555 and 30,000 households, respectively.

Among regions, total housing need was highest in the NCR (1,737,039 units) followed by regions IV-A and III with 659,071 and 467,865 units, respectively. The region with the least number of housing needs was CAR (41,669). Strategies Housing and Urban Development

The proliferation of slum and informal settlements is one of the housing problems, and to rapidly address this, the government shall formulate a National Slum Upgrading Strategy that will set targets for slum upgrading programs. Expanded slum upgrading, onsite upgrading or in city resettlement shall be pursued by government and stakeholders.

The government shall pursue the following reforms to scale up and sustain slum upgrading: (a.) supporting other forms or modalities of security of tenure such as usufruct and lease rights; (b.) developing PPS for onsite upgrading and resettlement; (c.) stimulating housing micro finance for end-user financing; and (d.) strengthening community partnership and stakeholdership through capacity development.

LGUs shall lead the efforts in shelter planning, in identifying solutions and programming since housing and human settlements will be localized. The LGUs shall develop a land inventory system to identify areas for urban growth and planned areas for human settlement through Comprehensive Land Use Plans (CLUPs).

The 2000 Census of Population and Housing, and the 2007 Census of Population

The NSO conducted the 2000 Census of Population and Housing (CPH) to collect information on the demographic and socio-economic and cultural characteristics of the population vital in the formulation and implementation of national development plans.

The housing items covered in the 2000 CPH included the type of building, structural characteristics, state of repair, year built, floor area, tenure status of the house and lot, mode of acquisition, source of financing, and monthly rental of the housing unit. Land ownership was also covered in the census. Definition of terms. For a clearer understanding of the subject matter, the following terms are defined: Building - any structure built, designed or intended for the enclosure, shelter, or

protection of any person, animal, or property, consisting of one or more rooms and

other spaces, covered by a roof and usually enclosed within external walls or with common dividing walls with adjacent buildings, and which usually extend from the foundation to the roof.

Housing unit - a structurally separate and independent abode that, by the way it has been constructed, converted, or arranged, is intended for habitation by one household. Structures or parts of structures—those not intended for habitation, such as commercial, industrial, and cultural buildings, or natural and man-made shelters, such as caves, boats, abandoned trucks, culverts, and others, but are used as living quarters by households, are also considered as housing units.

Residential buildings - buildings that, by the way they have been designed or

constructed, are intended for abode, such as single houses, multiunit residential buildings, and others.

Nonresidential buildings - buildings that have been designed or constructed for purposes other than as abode. These include commercial, industrial, and agricultural buildings, such as offices, rice mills, barns, and the like.

Single house - an independent structure intended for one household, separated by open space or walls from all other structures. It includes the so-called nipa hut, a small thatch-roofed house that is built as a more or less permanent housing unit, or the barong-barong, a dwelling of salvaged makeshift or improvised materials.

Duplex - a structure intended for two households, with complete living facilities for each one. It is divided into two separate housing units, which are usually identical in architecture.

Multiunit residential building - a building intended as a residence, consisting of three or more housing units. These houses may have one or more storeys in a row of three or more housing units, separated from each other by floor-to-ceiling walls, or a building having floors to accommodate three or more housing units.

Commercial building - a building constructed for transacting business or for rendering professional services, such as an office, warehouse, a store, rice mill, and the like.

Industrial building - a building erected for processing, assembling, fabricating, finishing, manufacturing, or packaging operations, such as a factory or a plant.

Agricultural building - any structure built for agricultural purposes, such as a barn, stable, poultry house, or granary.

Institutional living quarters - buildings housing persons confined to receive medical, charitable, or other care and treatment, such as hospitals, orphanages, jails, and penal colonies. These also include such other buildings as convents, school dormitories, and the like.

2007 Housing Statistics. Between census years, a census of population is being held. Data gathered on housing in the 2007 Census of Population are classified and presented as follows:

1. Number of occupied housing units, by type of building. The number of occupied housing units in 2007 totaled 18.16 million, an increase of 22.0 percent from 14.89 million in 2000. NCR had the highest share with 2.49 million housing units (13.7% of the total). Region IV-A or Southern Tagalog and Region III or Central Luzon followed with 2.47 million and 2.00 million housing units, respectively, comprising 13.6 percent and 11.0 percent of the total. Three other regions likewise reached the millionth mark, namely, Western Visayas, Central Visayas and Southern Mindanao. (See Table 14.9.)

A ratio of 102 households per 100 occupied housing units was recorded in 2007. This is slightly lower than 103 households per 100 occupied housing units posted in 2000. The number of persons per occupied housing unit, on the other hand, was posted at 4.9 (2007) slightly lower than 5.1 persons in 2000. In 2000, nearly nine in every ten (13.06 million units or 87.7 percent) occupied housing units were of single type. Multiunit residential units comprised 6.9 percent (1.03 million units), concentrating mainly in the NCR (608,284 units). Duplex-type buildings, meanwhile, numbered 527,699 units, or only 3.5 percent. (Refer to Table 14.10.) For 2007, results on the foregoing types of occupied housing units are not yet available.

2. Number of households, by tenure status of the lot and by type of building.

This pertains to the number of households living in a housing unit on a lot owned or amortized, rented or occupied for free with or without consent of the owner.

Of the 18.54 million households counted in the 2007 Census of Population, 12.16 million (65.6%) owned or amortized the lot in which their housing units stand. About 3.60 million (19.4%) occupied the unit for free with consent of the owner while 2.18 million (11.7%) lived in rented dwellings. Those occupying lots for free without consent of the owner numbered 337,801 or 1.8 percent. Most households in Region IV-A owned or amortized the lot they occupy (1,721,109). Region III followed with 1,580,688. Meanwhile, the least households (937) in CAR occupied the lot either for free without the consent of the owner. (Table 14.13)

In 2000, approximately 87.0 percent (13.4 million) of households lived in single-type housing units; 3.6 percent (555.5 thousand), duplex-type; and 7.2 percent (1.1 million), multiunit residential housing. Those living in commercial, institutional, and other housing units had a combined number of 59,365 or 0.4 percent. (Refer also to Tables 14.12 and 14.13 for other details.)

3. Number of occupied housing units, by type of construction materials of the

outer walls and roof. Data on the construction materials used in walling or roofing provide information on the construction, replacement, and improvement of housing units.

This information can be used as an indicator to evaluate housing needs and estimate investments required in the housing sector. It also determines how many households live in structurally acceptable housing units. Structural acceptability of housing units means that these units are made of durable construction materials that provide household occupants with adequate privacy and protection from adverse weather conditions.

A total of 18.16 million occupied housing units were reported in 2007. Of this number, 6.69 million had concrete, brick or stone outer walls representing 36.8

percent of the total. Approximately 3.78 million units (20.8%) had walls made of half concrete/brick/stone and half wood. About 3.60 million units (19.8%) had walls made of bamboo, sawali, cogon or nipa and about 3.59 million (19.8%) were dwellings with outer walls constructed of wood. Some 1,221 housing units were reported to have no walls at all. Further, a total of 159,681 housing units had no report of the kind of construction materials used for the outer walls. (See Table 14.14.)

Housing units in 2007 with roofs made of galvanized iron or aluminum; and those made of cogon, nipa and anahaw were dominant in number, with the former counting 13.63 million or 75.0 percent of the total occupied housing units, and the latter, 2.96 million or 16.3 percent. Housing units with roofs made of tiles, or concrete clay tiles made up for only 1.1 percent.

Table 14.15 shows regional data distribution of owner-households who had purchased or constructed their housing units by source of financing.

Family Housing Expenditures

Based on the results of the 2009 Family Income and Expenditure Survey (FIES), approximately 13.4 percent of Filipino families’ total expenditure was spent for their housing needs, more specifically 12.8 percent for rent or rental value of the dwelling unit they occupied and only 0.6 percent for house maintenance and repairs. These figures were slightly higher than those posted in 2006 FIES at 13.2 percent, 12.7 percent and 0.5 percent, respectively. Compared with 2003 FIES, figures were lower (13.8 percent, 13.1 percent, and 0.7 percent, respectively).

In 2009, total family expenditure reached PhP3.24 trillion, up by 26.5 percent from PhP2.56 trillion in 2006. Expenditure for housing, however, inched up by 28.4 percent in three years from PhP338.05 billion in 2006 to PhP434.02 billion in 2009. Of the total housing expenditures, PhP414.59 billion was spent for housing rental and PhP19.43 billion for house maintenance.

Among regions in 2009, NCR spent the highest on housing with nearly 34 percent allocated to house rental and 12 percent for payments of house maintenance and minor repair. Calabarzon followed with expenditures of 15.3 percent. Caraga and ARMM, on the other hand, spent least on housing, each with recorded 1.2 percent.
