2011 ELECTORAL CODESection 1: Elections Date and Venue
The elections for the Executive Officers of the organization for the Academic Year 2011 12 will be on the Last General
Assembly for the Academic Year 2010 11. It will be on July 3, 2011 (Sunday) at Philippine Business for Social Progress,
PSDC Building, Magallanes corner Real Streets, 1002 Intramuros, Manila. It will be from 8:00AM to 5:00PM. An officialannouncement will be made if there will be changes with these detail.,
Section 2: Electoral Board
1.) The 2011 Electoral Board shall handle the elections. It shall set and implement this Electoral Code.
2.) The 2011 Electoral Board will be composed ofJake M. Gacuan (Academic Affairs Representative, UPD), Klarenz A.
Hourani (Logistics and Operations Representative, UPLB), and Dana Marie S. Rosende (Logistics and Operations
Representative, MCL) as appointed by the Outgoing President of the organization.
3.) The 2011 Electoral Board shall formulate all other rules and perform such other duties as deemed necessary and
expedient in the fulfilment of its functions. It shall handle all electoral protests and conduct investigations. In case that a
member or members of the Electoral Board is/are involved in a complaint, the outgoing Executive Body handles the
complaint and shall conduct investigations.
4.) The 2011 Electoral Board members are disqualified from running into office and not, in any way, aid in the campaign
of any candidate.
5.) Special Elections may be held in accordance with this Election Code and shall be supervised by the Electoral Board.
Section 3: Positions Open and Candidate Qualifications
1.) The following positions in the Executive Officers are open for the Official 2011 12 Executive Body Representatives of
the Chapter Members of the organization:
a. President
b. Executive Secretary
c. Vice President for Membership and Internal Affairs
d. Vice President for Finance (and Marketing)
e. Vice President for Academic Affairs
f. Vice President for Publicity and External Affairs
g. Vice President for Logistics and Operations
2.) Qualifications of a Candidate:
a. He/she must be a BS Chemical Engineering Student officially enrolled for the academic year.b. An active member of organization and his/her respective chapter.
c. He/she has at least one more year of residence in his/her tertiary institution to complete his/her term.
d. He/she has at least 2 years of membership in the organization, if he/she intends to run for the position of President or
Executive Secretary at the time he/she assumes office. Otherwise, at least a year of membership in the organization is
required.
e. If he/she runs for the position of President or Executive Secretary, he/she must not be an officer in his/her own
chapter for the Academic Year at the time he/she assumes office.
Section 4: Candidacy Requirements
The following are the requirements needed to be submitted to the Electoral Board by a candidate to be eligible in the
elections. Soft copies are posted in pichejcl_bo1011 yahoogroup should be followed strictly.
1.) Form E1: Certificate of Appointment
2.) Form E2: Certificate of Candidacy and Eligibilitya. The chapter shall settle their obligations with the following on or before the Elections Day for this form to be signed.
The chapter is also responsible in seeking the concerned person/s to know his/her chapters standing.

ii. Vice President for Membership and Internal Affairs (Chapters Student Membership Requirements)
iii. Executive Secretary (Chapter Renewal Requirements)
b. The President only will sign the form if the three people above have signed the form and no other obligations
remaining to be settled with the other members of the Executive Body.
3.) Form E3: Candidates Profile
a. The candidate must strictly answer the items using only the specified spaces and the provided formatting (font face,
font size, spacing).
4.) Form E4: Supplementary Form
a. The candidate must strictly answer the items using only the specified spaces and the provided formatting (font face,
font size, spacing).
5.) General Plan of Action (GPOA)
a. Only for those running for the position of President or Executive Secretary.
b. Must consist of maximum of 2000 words and 4 pages at most.
6.) Specific Plan of Action (SPOA)
a. Only for those running for the position of Vice President.
b. Must consist of maximum of 1500 words and 3 pages at most.
7.) Three recently taken 2x2 colored ID Pictures with white background and in casual attire.
Section 5: Submission of Requirements
1.) Softcopies of the following requirements should be in pdf format with the corresponding file names:
a. Form E1: FormE1_.pdf
b. Form E2: FormE2_.pdf
c. Form E3: FormE3_.pdf
d. Form E4: FormE4_.pdf
e. GPOA: GPOA_.pdf
f. SPOA: SPOA_.pdf
2.) Attach the requirements mentioned in (1) in an e-mail and send to [email protected] with the subject:
Candidacy_Requirements_ on or before 11:59PM (PST) of July 2, 2011 (Saturday).
3.) Hardcopies (1 copy of Forms E1 and E2; 3 copies of E3, E4, and GPOA/SPOA) and ID Pictures must be placed inside a
long, white, clear sliding folder and submitted to any member of the Electoral Board on or before the set time. The
hardcopies should exactly match their corresponding submitted softcopies. Only those who have complied with the
requirements completely on or before the set deadline will be considered candidates for election.
Section 6: Voters
1.) All outgoing members of the Board of Officers (AY 2010 11) shall only have the right to vote in the elections of the
organization. The official roster of AY 2010 11 Board of Officers will be provided by the Vice President for Membership
and Internal Affairs. A proxy maybe assigned by the chapter in place of a member of the Board of Officers provided that
a duly-accomplished Form E5 is submitted to the Electoral Board on the day of the elections and is subject for their
approval.
2.) The voters should register with the Electoral Board during the specified time.
3.) All officers shall be elected by a simple majority of the total number of valid votes.
Section 7: Campaign Rules and Regulations
1.) General Guidelines
a. All forms of campaign must only be done within the campaign period set by the Electoral Board.
b. Only the candidate is allowed to campaign for himself/herself. The candidate will be held liable for any campaigning
done by his/her supporters.
c. Any form of bribery (i.e. food, money, services) is strictly prohibited.
d. Questions and complaints must be forwarded to any member of the Electoral Board through written form for
documentation purposes.

e. Violation of the campaign rules will be met with the appropriate sanctions.
f. The Electoral Board reserves the right to impose proper sanctions as it deems necessary in unprecedented cases.
2.) Campaign Materials
a. Only, at most, 2 posters per candidate are allowed. It must not exceed 8.5x11. The posters shall only be posted in
areas allowed by the Electoral Board.
b. Content deemed lewd, offensive, or generally unpleasant by the Electoral Board is disallowed.c. Other forms of campaign (stickers, pins, flyers, etc.) are prohibited.
3.) Sanctions
a. An oral warning will be given to the first offense.
b. For the second offense, once proven guilty, the candidate will be automatically disqualified for the election where the
transgression occurred.
c. The Electoral Board reserves the right to impose sanctions not mentioned herewith should it find them necessary.
Section 8: Election Day Proceedings Time Activity
8:00AM 9:00AM Submission of Candidacy Requirements (Section 5-3) and
Checking of Eligibility.
10:00AM Announcement of Eligible Candidates after the
Constitution Discussion.
12:00NN 1:00PM Registration of Voters and Campaign Period.
Voters shall be given control numbers during the
registration period, and they must put only their control
number in the official election ballots. This is the only time
where candidates are allowed to campaign to the voters.
Voters must meet the requirements stated in Section 6 of
this Electoral Code. Outgoing representatives that are
running for a position is allowed to vote. If an outgoing
representative is not present and does not have a proxy,
his/her voting rights shall be nullified.
1:00PM 3:00PM Meeting de Avance.
The Meeting de Avance shall be divided into 3 parts:
GPOA/SPOA Presentation, Grilling and Closing Speech. Any
form of offensive, lewd or unpleasant gesture or words is
prohibited and shall gain from the Electoral Board a
warning or a possible disqualification by a candidate
depending on the magnitude of the gesture.
Presentation of GPOA/SPOA A candidate shall be
introduced by an Electoral Board member, stating his/her
name, school and the position he/she is running for.
Candidates shall present their GPOAs/SPOAs in front of the
voters according to this order: Candidates for President,
Executive Secretary, Vice President for Membership and
Internal Affairs, Vice President for Finance (and Marketing),
Vice President for Academic Affairs, Vice President for
Publicity and External Affairs and Vice President for
Logistics and Operations. In case more than one candidate
is running for a particular position, they shall present theirGPOA/SPOA alphabetically by surname.
Grilling These shall be divided into two parts: the Position
Grilling and the General Grilling.
For the Position Grilling, candidates shall be asked
questions related to their GPOA/SPOA or anything related
to the position they are running for. This shall follow the
same order as mentioned above. However, questions may
be asked to a particular candidate for that position or to all

candidates running for that position (if more than one
candidate is running for that position).
For the general grilling, candidates shall answer questions
related to the organization as a whole or any
matter/concern that applies to everyone (e.g. own chapter,
academics, personal life). They will answer these questions
in the same order mentioned above. The Electoral Board
shall have the right to disregard questions they believe are
totally unnecessary or defamatory in any way, and to end
some portions of the Meeting de Avance due to time
