LETTER FROM THE CHAIRMAN AND CEO

It is nothing but a pleasure to re-port on our accomplishments in 2011 and we are proud of the difference we make to this city.

With Jim Davidson, Greenway Fundraising Chair at the helm, the Calgary Greenway has made huge strides. We’ve received donations both small and large and each is sincerely appreciated as they lead us closer in our quest to complete the 118 km Greenway that will circle Cal-gary.

The project has recently received the two biggest contributions to date, one from the City of Calgary and the oth-er from Don and Hazel Skinner. We are also pleased to acknowledge other major donors – ARC Resources Ltd, Bonavista Energy Corporation, CN, Canadian Natu-ral Resources Ltd, Crescent Point Energy Corp, Jim Davidson, Murray Edwards, Al-lan Markin, Hopewell Residential Commu-nities and Brookfi eld Residential Proper-ties.

Phase 1 of the project is com-plete; Phase 2 is under design develop-ment with the majority of the funds se-cured. Construction of this phase will begin in 2012 and be completed in 2013. Concurrently we are beginning concept planning for Phase 3.

We are pleased to report the Harvie Passage Bow River Weir recon-struction was fi nished in 2011 and a ma-jor opening of this iconic project is being planned for early August of this year. Our appreciation goes to the many dedicated volunteers including Barry Worbets, How-ard Heffl er and Wayne Logan, who raised the funds and championed this major project over the years.

Adjacent to Harvie Passage, Riv-er Passage Park design development was completed with implementation to begin in 2012. This City Public Art Program ini-tiative in partnership with our Foundation will be a Calgary focal point when it is completed in 2013.

Our Building Playgrounds Pro-gram completed 23 new playgrounds, fi ve of which are fully accessible. This brings the total to 46 new play spaces valued at $5.8 million in the short two and a half years the Program has been offered.

Our Horticultural Therapy Pro-gram had three times the number of par-ticipants as in the previous year. People of all ages and abilities participated at the Haultain Park Garden or at the new loca-tion introduced in 2011 at Calgary Rotary Challenger Park.

Our Bench Dedication Program succeeded in securing 67 sponsors – the largest annual amount ever.

The Amateur Sport Grant Pro-gram – a valued partnership with the Flames Hockey Club and Saddledome Foundation increased in profi le resulting in a 50% increase in the number of appli-cations received and nearly $700,000 dis-tributed to amateur sport organizations.

Our contributions to this great city are only possible through the many partnerships we have fostered over the years. We acknowledge the wonderful support of Mayor Nenshi, City Council, Dr. Erika Hargesheimer and Anne Charl-ton, Parks Director, who sits on our Board. So much of what we do each year would simply not be possible without our valued partnership with the City.

2012 is set up to be an even big-ger year. We’ll continue to build out the Calgary Greenway, open the Harvie Pas-sage Weir to the public, construct close to 20 new playgrounds and double the number of participants in our Horticultur-al Program. And we’ll launch a new trend setting project with an exciting vision – “An Interpretive and Applied Research Site for Brownfi eld Remediation, Reclamation and Education”. Stay tuned.

THE CALGARY GREENWAY

“I walk it, I ride it, I love it! “- Greenway user

2011 was a very successful year for the Calgary Gre-enway initiative. After a year of hard work we are thrilled to say that Phase 1 is complete! This Phase runs from Airport Trail NE to 17th Ave SE. Dubbed the “East Calgary Greenway”, this portion of the Greenway features two unique playparks, inter-pretive wetlands, several rest areas and a fully-fenced off-leash dog park complete with parking.

In July, we celebrated the grand opening of this Phase with an exciting event at the ARC Resources Interpretive Wet-lands. MP Devinder Shory, MLA Manmeet Bhullar, Mayor Ne-nshi, donors, sponsors and members of the community were all in attendance. Guests enjoyed beautiful weather, tasty cake and moving speeches. A mass tweet led by Mayor Nenshi, PFC CEO Myrna Dubé and Greenway Fundraising Chair Jim David-

son declared the East Calgary Greenway offi cially open!

We thank the many donors and sponsors who helped make Phase 1 a success. In particular we wish to recognize the support of The Government of Canada, The Province of Al-berta, City of Calgary, ARC Resources Ltd., CN, Don and Hazel Skinner and Jim Davidson for their generous support.

A special acknowledgement goes to Jim Davidson, Greenway Fundraising Chair for his dedicated efforts in securing Green-way Funding.

THE CALGARY GREENWAY

By the end of 2011 design development for Phase 2 of the Greenway was nearly complete. Phase 2 will run from Ralph Klein Park to Mackenzie Towne, Mahogany, Auburn Bay and Cranston and join Fish Creek Provincial Park.

Along with our standard extra wide pathway and signature rest nodes, Phase 2 will boast interpretive wetlands complete with bird blinds and boardwalks, a stunning over-look, a family fi tness park and a one-of-a-kind off-leash and agility dog park. The dog park will feature a water fountain for both dog and owner, an innovative “odor free” garbage receptacle, permanent training pieces and signage with use-ful tips on how to train your canine companion. With over half of Calgary’s population being dog owners, we are confi -dent that this will be a highly used feature in the SE!

Funding for this Phase has so far been secured from the City of Calgary, Canadian Natural Resources Ltd., Cres-cent Point Energy Corp., Bonavista Energy Corporation and individual contributions from Don and Hazel Skinner, Jim Davidson, Allan Markin, Murray Edwards and Keith McPhail. Developers have also come on board and we wish to thank Brookfi eld Residential Properties and Hopewell Residential Communities.

2011 was an amazing year for the Calgary Green-way and we are certain that 2012 will be just as success-ful.

HARVIE PASSAGE WEIR

After a decade of hard work and patience, Harvie Passage was completed in 2011. Throughout the year con-struction advanced while the management committee cre-ated key signage and a safety plan to be implemented in the spring of 2012 by the City of Calgary and the Province of Alberta.

This project was a highly complex one from an en-gineering standpoint. Models were made, testing was done and throughout, attention to detail and precision were key. Klohn Crippen Berger and its team worked tirelessly to en-sure the project was built right. Their work and the work of all involved has not gone unnoticed. In 2011, Harvie Passage won several awards including: Spacing magazine’s 100 best public spaces in Canadian cities award; an Award of Excel-lence: Community Development and an Award of Excellence: Water Resources & Energy Production by Consulting Engi-neers of Alberta.

The project from start to fi nish spanned nearly ten years and involved hundreds of volunteer hours. Sincere ap-preciation is extended to all the supporters of this worth-while project. We would be remiss if we didn’t give special mention to Howard Heffl er, Barry Worbets and Wayne Lo-gan, who championed the project from its inception.

Harvie Passage will most importantly allow for the passage of fi sh up and down river and create a new and safer route for emergency vessels. It will also offer Calgarians a new place to kayak, canoe and fl oat the Bow. While the weir is no longer the imminent drowning threat it once was, the river still poses a risk to any user and safety measures like life jackets are still required.

Parks Foundation Calgary and its partners are plan-ning an exciting formal opening celebration to occur in the summer of 2012.

RIVER PASSAGE PARK

When completed, River Passage Park will be a stun-ning environmental landscape art project that will blur the lines between ecology and architecture. Situated on the banks of the Bow River in Pearce Estate Park, River Passage Park will offer visitors a space to meet, rest, refl ect on our ever changing environment, and take in the views of Harvie Passage.

2011 saw the completion of the design develop-ment and construction drawing phases of the project. Plans were also made for a unique community cultural engage-ment project which will include events such as a digital story telling workshop, a mapping project and a fencing art proj-ect with Colonel Walker school. Each event will focus on the Bow River and the relationship the community of Inglewood has had with it over the last 100 years.

Funding was also secured in 2011. Parks Founda-tion Calgary wishes to thank those who donated to this proj-ect including The Government of Canada though Canadian Heritage, The Government of Alberta and The City of Cal-gary.

Our key partnerships with City of Calgary Public Art and the Inglewood Community Association have been in-tegral to the project’s success and we look forward to 2012 when the shovel will hit the ground!

BUILDING PLAYGROUNDS AND COMMUNITIES PROGRAM

2011 was by far the most successful year to date for the Building Playgrounds and Communities (BPC) Program. Our grant assisted 23 playground projects valued at over $2.5 million. We worked in 18 different communities (the majority were in high needs areas), installed fi ve fully accessible play-grounds, and garnered great support from schools, community associations and various corporate funders. Since the incep-tion of our program we have supported 46 playground projects with a value of over $5.8 million.

There are several key partners that have made the BPC Program a success. City of Calgary Parks has done an out-standing job of providing in-kind support for playground proj-ects on city land. Their in-kind donation of $25,000 – $30,000 is a tremendous help to cut down costs. In-kind site preparation includes removal of old equipment, gravel, site preparation, grading, and seeding. There were also several major corporate funders in 2011. They were: Boardwalk Rental Communities, BOWEN Workforce Solutions, Rotary Club of Calgary East, Ki-wanis and Sandlewood Developments.

Parks Foundation Calgary has secured grant funding through an Anonymous Donor for 2012 and will continue to help high needs communities build new playgrounds. Commu-nities we may potentially work in are Highland Park, Monterey, Temple, Ogden, Cliff Bungalow and Whitehorn. As we continue to seek funding for these and future playground projects, we know that this program does not just build playgrounds - it builds community capacity and pride.

HORTICULTURAL THERAPY PROGRAM

“Every gardener, even those generally diffi cult to engage, felt successful at something and were proud of what they accomplished” – partner organization

2011 was an exceptional year for the Horticultural Therapy Program (HTP). We nearly tripled the number of par-ticipants compared to the previous year. A total of 88 children with disabilities, at-risk youth, senior immigrant women and adults with developmental disabilities were actively engaged in the creation and care of gardens at Haultain Park and Calgary Rotary Challenger Park.

To reach out to these diverse marginalized popula-tions, strong partnerships were developed with organizations in the community. These community organizations include: Enviros (two different programs), Aspen, Calgary Immigrant Women’s Association, Vantage Enterprises, and Stardale Foun-dation. Our partners provided overwhelmingly positive feed-back about the program and are eager to return in 2012. The Program had great support from the community. A number of organizations in the community offered valuable contributions to the program such as: clients at Alpha House watering the gardens at Haultain Park between sessions, in-mates from the Drumheller Institution preparing the gardens in the spring and fall at both sites, Calgary Rotary Challenger Park Society offering space to develop a garden and program, the

City of Calgary Parks expanding the gardens at Haultain Park, and Humanity in Practice working with classrooms to collect materials for the program.

The HTP Program enriched the lives of so many in 2011 from participants to volunteers. We wish to thank our generous donors for supporting this program in 2011 - par-ticularly The Calgary Foundation, the New Horizons for Seniors Program and a wonderful anonymous donor.

AMATEUR SPORT GRANT PROGRAM

2011 was a big year for the Amateur Sport Grant Program (AMSP). The committee, lead by committee chair Dave Ardell, awarded 15 grants to a multitude of sports orga-nizations. This was fi ve more than last year and equaled over $680,000 in funding, a signifi cant increase over 2010.

The Amateur Sport Grant Program is a partnership with the Calgary Flames Hockey Club and the Saddledome Foundation. Since its inception it has awarded over 390 grants to support a variety of sports facilities, clubs and schools. The way in which this program has enriched the lives of our city’s amateur athletes and helped them reach their personal and team goals is something we take pride in. This year, we saw many teams and individual athletes we have supported meet their personal best, like the Ringette Calgary Association’s U19AA team who won Gold at the Wood Tournament in Ed-monton.

2011 was also a great year for raising the profi le of the program. An advertising deal was struck with The Fan and 660 News to run a series of live and taped advertisements about the program, as well as a 15 minute live interview with Dave Ardell. This advertising deal was worth $20,000 in value but given to the program for free. We thank The Fan and 660 News for this support.

Sports groups who received grant funding found a number of creative ways to recognize the program including having our joint Flames/PFC logo featured on scoreboards, ice rinks, biathalon riffl es and even swim caps.

We look forward to next year as we continue to sup-port amateur sport throughout Calgary.

BENCH DEDICATION PROGRAM

In 2011, Parks Foundation Calgary hit a major mile-stone by having its 1000th bench sponsored through the Bench Dedication Program. We also had a record amount of benches sponsored this year - 67! All of our dedication benches are within Calgary parks, green spaces and along segments of pathway. We are truly appreciative of the City of Calgary Parks staff that install and maintain all our dedication benches. A bench is included at most of the playgrounds built through our Building Playgrounds and Communities Program.

This year we had a number of benches dedicated in some very unique ways. Community members sponsored a bench in River Park to pay tribute to their canine friends both alive and deceased. CBC Radio Calgary featured the bench in a story they did on our Bench program.

PROJECT GIFT ADMINISTRATION

Parks Foundation Calgary is incorporated under the laws of Alberta and acts as a catalyst to help the citizens of Calgary enhance the quality of parks, amateur sport and river valleys within the City of Calgary. Parks Foundation Calgary accomplishes this by re-ceiving and holding gifts and issuing charitable donation gift receipts. Any private citizen groups in their effort to fundraise for projects under this mandate are free to apply for fund ad-ministration and at the same time apply for an in-kind grant to cover administration costs. Parks Foundation Calgary offers free administrative services to community projects that qualify for such an in-kind grant.

CONCEPTUAL DRAWING GRANT

Parks Foundation Calgary believes strongly in helping Calgarians enhance their communities. Through various grant programs we offer a variety of ways to help communities real-ize their goals.

The PartnerParks Conceptual Drawing Grant Program is intended to provide seed money for the development and enhancement of Calgary’s parks, playgrounds, pathways, natu-ral areas, and open spaces. The program supports projects that provide signifi cant benefi t to the continuation and enrichment of Calgary’s parks and pathways. Up to $5,000 can be awarded to any non-profi t organization, club, league, educational insti-tution, or group endorsed by an appropriate body to provide seed money to hire a landscape architect to provide drawings that refl ect the vision the group would like to create.

The architectural drawings also provide a preliminary cost esti-mate for the project, and a drawing to show donors, stakehold-ers, and City representatives during the fi rst stages of approv-als.

JACK LESLIE YOUTH ENVIRONMENT GRANT

The Jack Leslie Youth Environment Grant is a partnership between Youth Central (formerly Child and Youth Friendly Cal-gary), The City of Calgary and Parks Foundation Calgary. The grant recognizes the impact that Jack Leslie, former Mayor of Calgary, made to the city and the environment. The 2011 recipients were:

Notre Dame High School EnviroClub - $1000The Notre Dame High School EnviroClub plans to beautify the courtyard at their school with the use of plants and greenery. St. Francis EnviroAction Green School Makeover - $1000St. Francis’ EnviroAction club is planning to make certain key changes to the St. Francis High School community in order to limit the school’s environmental impact and raise awareness about how buildings can be made more sustainable by encouraging the student body to get involved.

The fund is dedicated to improving access to sports for aspiring athletes - grass roots to high performance. It is a dynamic and future focused project to support top perform-ing athletes and student athletes, high school through to post-secondary.

The Calgary Booster Club in partnership with Parks Foundation Calgary is proud to recognize the commitment and achievements of the 2011 recipients. Athletes were select-ed considering performance ranking and fi nancial need. The intent is to further training and competitive opportunities.

Calgary is a leader for athlete and sport development; the efforts to attain this reputation are a result of many suc-cesses. The partnership is pleased to recognize the following individuals whose performances ranged from breaking on to the national level stage to seasoned competitors at elite inter-national competitions.

Three times as many applications were received as funds were available. 10, $1000 Art Smith Endowment Grants were supplemented by 12, $1,000 Calgary Booster Club casino post-secondary scholarships.

A MESSAGE FROM THE CHAIR OF THE FINANCE COMMITTEE

As our 2011 fi scal cycle draws to a close, we on the fi nance committee wish to extend our warmest thank you to all those who have helped Parks Foundation Calgary (PFC) achieve its very ambitious operational and fi nancial goals for the year. Whether your support consisted of donations of money, time or expertise, we are grateful to all.

Operationally, PFC’s biggest project was, and con-tinues to be, the Calgary Greenway. Your CEO, Myrna Dubé has addressed the specifi cs of this marvelous project else-where in this annual report. In this letter, we would like to address the fi nancial issues.

First, we are pleased to report that 2011 was yet an-other year in which PFC received an unqualifi ed audit opinion from its auditor, BDO Canada LLP, led by Stuart Chalmers and Jeannette Lozancic. Regrettably, we recently have been in-formed that Stuart has been reassigned to bigger and better things with his fi rm and we wish him all the best. Stuart will be replaced by Brian Laberge and we look forward to working with him.

Second, we are also pleased to report that PFC’s en-dowment portfolio under management with Mawer Invest-ment Management Ltd. gained approximately 4.6% during fi scal 2011. This may not sound like much, but under current market conditions, and compared to the S&P/TSX Compos-ite Index which declined by approximately 8.7% in the same period, we consider this to be somewhat of an achievement. We can also report that PFC’s portfolios are in complete com-pliance with all of its investment policies, with not a single compliance violation. Unfortunately, we recently had to say goodbye to Dan Langlois, our portfolio manager, who left Mawer to pursue other opportunities. Dan will be replaced by Michelle Horne, who brings many years of portfolio man-agement experience to the fi nance committee.

Last year, our long-term members--Ian Playfair and Mark Fletcher--were honored to have three new members join the fi nance committee: Robert Harper, David Inhaber, and John Zeller. During 2011, they have settled in and have made valuable contributions to the oversight process provid-ed by the fi nance committee. During 2011, Rick Masters, the representative of the City of Calgary on the fi nance commit-tee, was promoted to new responsibilities and was replaced

by Blake Walker. We are pleased to welcome Blake to our team and look forward to his contribution.

The role of the fi nance committee is to provide oversight of the fi nancial functions of PFC. To this end, it has three primary mandates: risk management; internal control; and governance.

The risk management mandate is fulfi lled by ensur-ing that PFC’s endowment funds are managed conservatively and with due attention to the ever-present possibility of ad-verse market developments. Also, the fi nance committee, with the approval of the Board of Governors, has created a fi scal stability reserve fund with the intention of providing a reserve that can be drawn upon in adverse economic condi-tions to assure funding for continuing operations.

The internal control mandate is fulfi lled by ensuring that proper internal control policies and procedures are in place and by reviewing compliance with those policies and procedures on a regular basis. The fi nance committee meets approximately every two months and the Finance Chair meets with management every week.

The governance mandate is fulfi lled by serving as the audit committee of the Board of Governors and by serv-ing as a liaison between the external auditors and the Board of Governors.

In all three areas, PFC’s fi nance team led by your Vice President, Finance, Lily Llaguno, and the volunteer mem-bers of your fi nance committee have served you well in fi scal 2011.
