    1. One coachs option will be honored.A. No returning player to a division can be a coachs option.

    B. No returning player to the division can follow a younger brother/sister coachsoption to a new team.

    C. A coach's option is a WCYPB returning player moving up from a lowerdivision.

    D. A coachs option will count as your second round draft choice.

    2. One recruit will be honored.A. A recruit is a player who did not play in the WCYPB league in the previous

    year at any level.B. A recruit will count as your third round draft choice.

    3. All coachs options and recruits MUST be submitted no later than 6:00 p.m. theWednesday night before tryouts.A. No player trying out can be a coachs option or recruit.B. Returning players that register after the above deadline will only be allowed

    to return to their team if space is still available in that age group.

    4. Managers son/daughter will count as your fourth round draft choice.

    5. Any team without a coachs option, recruit or managers son/daughter will beallowed to pick in these rounds.

    6. All returning players will fill the roster beginning with the fifth round of draft choices.

    7. All brother/sister options will be added to the end of the returning players roster.

    8. A returning player to a division going into the draft only has the team they areleaving as their NO TEAM OPTION.

    9. Catch up round will be the start of the fourth draft round. The teams that are shortplayers will continue to draft in order until all teams have an equal number ofplayers.

    10. All unprotected players not trying out will be drawn out of a hat.

    11. The HAT ROUND will begin with the 10th round.A. Players who have tried out and have not been selected before the start of the

    hat round will be placed into the hat for selection in the remaining round(s).

    12. Managers or their representative will have 2 minutes to select their draft pick. If the2 minutes are exhausted with no choice, they will receive the next available playerin numerical order of the last player selected.

    13. Trading of players:A. Returning or protected players cannot be traded. (Protected players are

    defined as: coachs options, recruits or Managers son/daughter)B. All trades must be legal at every juncture and in full compliance with our Draft

    Rules.C. Only players that have completed all phases of try outs will be eligible for

    trades.D. Division Player Agent must approve all trades.E. Player Agent approval or disapproval of a trade can be overridden by a 2/3

    vote of all the Managers in that division.F. Trades will be allowed ONLY on the night of the draft, up until the draft is

    officially closed by the Player Agent. All Managers or representatives mustbe in attendance until the draft is closed.

    14. At no time shall the team roster include more than (8) eight players of:A. Pinto: League age 7 or 8B. Mustang: League age 9 or 10C. Bronco: League age 11 or 12D. Pony: League age 13 or 14

    (Exceptions: these players are returning to their last years team, or there are no players of theneeded age group available left in the draft or hat selections.)

    15. Draft order for next years season will be determined by the teams finish in theDivision Championship Tournament thats held at the end of the season.

    A. The first 4 teams that were eliminated shall draft 1st through 4th, based ona lottery pick held the night of the draft.

    B. The next 4 teams that were eliminated shall draft 5th through 8th, based on alottery pick held the night of the draft.

    C. The remaining 3 to 4 teams shall draft 9th through 12th, based on a lotterypick held the night of the draft.

    D. Any expansion team(s) will be added to the first round lottery selection.E. The League President will conduct the lottery that will determine the draft

    order.

    16. Drafting cycle:

    The manager picking Number 1 shall have the first choice of the draft, Number 2the second choice and so on. When all teams have made one selection, themanager holding Number 1 starts the second round selection. This is repeated untilall team rosters are filled, or until the list of players is exhausted.

    17. The All Star selection process shall be consistent in all divisions. The selectionprocess shall follow this sequence in every division: Red A Higher age group,Red B Lower age group, Blue combination of ages.

    Shetland Red 6 year oldsShetland Blue 5 and 6 year oldsFoal Red 4 year olds

    Pinto Red 8 8 year oldsPinto Red 7 7 year oldsPinto Blue Combination of 8 and 7 year olds

    Mustang Red 10 10 year oldsMustang Red 9 9 year oldsMustang Blue Combination of 10 and 9 year olds

    Bronco Red 12 12 year oldsBronco Red 11 11 year oldsBronco Blue Combination of 12 and 11 year olds

    Pony Red 14 14 year oldsPony Red 13 13 year oldsPony Blue Combination of 14 and 13 year olds

    All players must play at the league age they played at throughout that season.

    Note: The Managers child will not be allowed to play at a higher age. He/she

    must also play at the age they played at throughout that season.

    18. Any player who quits or leaves any team during the regular season, will notbe permitted to play for any other team during that season. If the playerchooses to return to the league during the following season, they may not return asa Coachs Option, Recruit or Managers Son. The player will automatically be putinto the Hat Round for the next season.
