    BiographyAdrian M. Fenty

    Mayor, District of ColumbiaAdrian M. Fenty is the fifth elected Mayor of theDistrict of Columbia. Fenty served asChairperson of the Committee on HumanServices, overseeing the Department of YouthRehabilitation Services, the Child and FamilyServices Agency, the Department of Human

    Services and the Office on Aging. The committee was responsiblefor overseeing a budget of $750 million. Highlights of his legislativeservice include establishing a stable, long-term funding source forschool modernization and leading the charge to make indoorDistrict workplaces smoke-free.

    In his first year in office, Fenty began the long-overduetransformation of the District of Columbia Public Schools by placingthem under the authority of the Mayor. DCPS has begun a new eraof high-quality education with a new management team, newpersonnel rules and an ambitious facilities modernization program.The Fenty Administration has added police officers and expandedcommunity policing initiatives, expanded health care coverage forthe uninsured, and constructed thousands of units of affordablehousing while revamping delivery of services to the homeless.

    Also in its first year, the Fenty Administration reorganized theDepartment of Health and created a Department of DisabilityServices as a cabinet-level agency. It finalized the sale of GreaterSoutheast Community Hospital (now United Medical Center) in apublic-private partnership that kept the facility open for patients eastof the Anacostia River. It opened a new one-stop permitting center

    and launched a CapStat accountability program to examine theperformance of each District Government agency using objective,

    numerical standards.Mayor Fenty has ordered aggressive reform in the areas of

    child welfare, emergency medical services and routine servicedelivery. He instituted the Districts switch from the antiquated zonesystem to time-and-distance meters for its taxicabs. TheAdministration has also delivered the new Frederick DouglasMemorial Bridge and Nationals Park on time and on budget.

    FEATURED KEYNOTE SPEAKERS . . .

    Ari Ne'eman is the Founding President ofthe Autistic Self Advocacy Network, wherehe initiates and directs efforts to increasethe representation of autistic individuals inpublic policy discussions. He is an adult onthe autism spectrum and a leadingadvocate in the neurodiversity movement,frequently briefing policymakers and

    speaking publicly on disability and autismpolicy issues. In April 2010, he wasappointed by Secretary Sebelius as a publicmember to the Interagency Autism

    Coordinating Committee, a Federal advisory committee thatcoordinates all efforts within the Department of Health and HumanServices concerning autism. In 2009, President Obama nominated

    Ari to the National Council on Disability, a federal agency chargedwith advising Congress and the President on disability policyissues. He was confirmed by the Senate in July 2010. He is boththe youngest and the first Autistic member of the National Councilon Disability.

    Ari also served as Vice Chair of the New Jersey Adults with AutismTask Force, where he represented autistic adults in reviewing thestates autism services. Prior to that, Ari served on the New JerseySpecial Education Review Commission, where he authored aminority report on the topic of aversives, restraint and seclusion. In2008, Ari was the first ever Patricia Morrissey Disability PolicyFellow at the Institute for Educational Leadership. That year, healso received the HSC Foundation Advocates in Disability Award,

    and in 2009, he received the Expanding Horizons Award fromUnited Cerebral Palsy. He is also a board member of TASH, an

    advocacy organization focusing on advancing social justice forpeople with significant disabilities. He has a bachelor's degree fromthe University of Maryland-Baltimore County, where he studiedpolitical science in the Sondheim Public Affairs Scholars Program.

    John D. Kemp, a principal in the law firm of

    Powers, Pyles, Sutter and Verville, has a federallaw and legislative practice in the areas ofdisability, rehabilitation, health care, and nonprofitorganizations. Mr. Kemp graduated fromGeorgetown University in 1971 and fromWashburn University School of Law in 1974. Mr. Kemp wasawarded an Honorary Doctorate of Law from Washburn UniversitySchool of Law in May 2003.

    In 2006, Mr. Kemp received the Henry B. Betts Award, the mostprestigious award within the national disability community whichhonors an individual whose work and scope of influence havesignificantly improved the quality of life for people withdisabilities. In 2003, Mr. Kemp received a special New FreedomInitiative award from the US Department of Health and Human

    Services in recognition of his "ongoing commitment and strongleadership in improving the quality of life for persons withdisabilities."

    Mr. Kemp has served as Chief Executive Officer of United CerebralPalsy Associations, VSA Arts and Half the Planet Foundation, andserves in that capacity for Disability Service Providers of America, a

    lobbying trade association. He has served as General Counsel andVice President - Development for the National Easter Seal Society

    and managed a law firm that advised companies on state andfederal civil rights, employment and education laws and policiesregarding persons with disabilities. Kemp & Young, Inc. developedmanagement training programs, offered consulting services, andedited and published Disability & Employment Reporter, a monthlylegal and legislative newsletter for employers.

    Mr. Kemp currently serves as a member of the nonprofit Boards of

    Directors for several organizations, including: the United StatesInternational Council on Disabilities; the National RehabilitationHospital of Washington, DC; and CAST of Wakefield, MA. Mr.Kemp served as a presidential appointee to the National Council onDisability for six years ending in early 2002. He has been a memberof the Board of Directors of The Commission on Accreditation ofRehabilitation Facilities (CARF), serving as its Chairman for threeyears; Independent Sector, serving nine years and as its ViceChairman; the American Occupational Therapy Association(AOTA); the Rehabilitation Institute of Chicago; and the AmericanAssociation of People with Disabilities (AAPD), of which he is a co-founder. Mr. Kemp is an advisory board member of AequusTechnologies, LLC, a for-profit corporation producing disabilitytechnology solutions.

    Mr. Kemp has personal experience with disability. Having beenborn without arms below the elbows and legs below the knees,Kemp uses four prostheses in living an independent, productive life.In 1997, he was recognized as Washburn University Law School'sDistinguished Alumni Fellow, and in 1991 was inducted into theHoratio Alger Association of Distinguished Americans, an honorextended to singularly accomplished individuals in recognition of

    their achievements in the face of extraordinary challenges. Afrequently requested Keynote Speaker and humorist, Kemp

    delivers 20-30 major addresses annually before conferences,conventions and annual meetings. He is admitted to practice inKansas and the District of Columbia.

    In March 2004, Mr. Kemps co-authored and co-edited book,Reflections From A Different Journey, was published by McGraw-Hill and is available in bookstores nationwide and online atDisabilities Books, Amazon and Barnes & Noble. With the

    Foreword by Marlee Matlin and essays from writers who wereraised from birth or early childhood with their disabilities,Reflections is advice that people with disabilities want all parents tohave about parenting.
