Good morning,Yesterday Ispoke with you in regards to a cfoset incident at Kemp Mill Elementary involving the principal,F loyd S tarnes and a student, . I have been unsuccessful in finding_mothers name, but am stmwqrking on it. Ido know that. s hould be in the F os ter C are system. During the school year of 2008-2009, _was placed with a Fos ter Family and finished out the year at our school. In September of 2009, _ then attendedthe school closer to wher~foster family lived. '

The inoident that J observed involved a __ student in the 3rd grade, . I was in themedia center speaking with Ms. Eppes. On top of the book counters, students had their "structure"projects on display. sawas taking things off of one of the structures. Mrs . Eppes to ld her to keepher hands off of the display. We continued talking, I noticed _ was s till touching other s tudentsprojects so I reminded _ of what Mrs. E ppes had just said . denied that _ was touching themand then had a temper trantrum, yelling, screaming. The classroom teacher arrived and quickly tookthe res t of the class out of the media center. Then _ became dis tructive towards other projects ,_ behavio r deteriorated and refused to follow verbal direc tions . The incident led to a restraint forwhich the teachers had been tra ined. The procedure was followed and Mr. S ta rnes took over. M issTeague arrived and the three teachers had to res train S ince the media center is quite vis ible tothe hallways, we manuevered _ into the office area through the back staff entrance door. Mr.S tarnes took over and took. into the telephone closet and shut the door. The closet has a windowin the door, which I believe was partia lly covered with paper for privacy. Mr. Starnes posltlonedhimself in a chair inside the closet with" He placed the chair in front of the door so that_ .could not escape. ~contjnued to yell and scream. Ms. Eppes and I felt uncomfortable that Mr.S tarnes was alone in a c loset with a child. Under previous princ ipals , when a child needed to beisolated, the child and the lead person were in a farge office/conference room area with manywindows where the interaction could be observed. We dec ided to wait outs ide the door which we didfor about 7 minutes . We then had to return to class. A s we were leaving, M rs . Haskett came and weexplained the s ituation and asked her to s tay near the closet s ince we had to leave. She wrote anote and s lid it under the door asking if he needed assisstance. Ms. Eppes and I le ft.
