WelcomeDear Region XIII Educator:

I would like to take this opportunity to welcome you to the new school year. I’ve never met a quality educator that did not get at least a little giddy with excitement in anticipation of each new school year. Dating back to the ‘80s and the beginnings of testing and accountability, each new school year tends to also bring at least a little anxiety related to increasing accountability standards and changes to the student testing system. I suspect this year will be no different as we administer the fi nal round of TAKS testing and begin gearing up for the State of Texas Assessments of Academic Readiness (STAAR). It would be somewhat less diffi cult if student success in the current year could be our sole focus; however, a signifi cant measure of attention must go toward preparation for

2011 and beyond. Clearly, this will be a year of transitions as we attempt to address the immediate needs of current students while effectively planning for the future. The good news is that educators across the State of Texas continually succeed in meeting the challenges associated with providing all students with quality educational experiences.

Region XIII’s intent through professional development offerings is to provide educators with an array of opportunities to assist you and your

school districts in meeting these challenges while helping to provide a successful education for every student. You are invited to take advantage of these and other sessions that will assist you in addressing all of your students’ needs.

Region XIIIEducation Service Center (ESC) Region XIII is one of 20 service centers that serve Texas’ educational needs. We are a nonregulatory agency; our relationship with school districts is collaborative and supportive. Our purpose is to aid teachers and administrators in their roles as educators of our children. We serve as a liaison between the Texas Education Agency (TEA) and the local school districts and the schools they serve by disseminating information, conducting training, and providing consultation for both federal and state programs. Our staff is composed of knowledgeable educators dedicated to excellence in education.

Although we provide services and tools nationwide, our assigned regional area encompasses:

• 17 private schools

• 8 institutes of higher education

Access to General Curriculum

Access to General CurriculumAccess to General Curriculum provides professional development and services that facilitate students with disabilities in gaining access to curriculum and instruction based on the Texas Essential Knowledge and Skills (TEKS) in the least restrictive environment. This team provides professional development services in teaching multicultural and diverse learners to help educators effectively determine appropriate educational services for all students, meet the educational needs of Culturally and Linguistically Diverse (CLD) students, and prevent the inappropriate referrals of CLD students to special education. The team provides professional development and services to parent liaisons in the Local Education Agencies (LEAs).

Advanced Academic Programs and Special Projects

Advanced Academic Programs and Special ProjectsThe Region XIII Advanced Academic Programs and Special Projects Team manages a number of state and federal grants from the TEA with a common goal of college and career readiness for all students. The department is responsible for gifted/talented education initiatives, such as the Texas Performance Standards Project and Equity in Gifted/Talented (G/T) Education.

The goals of these initiatives are to encourage high levels of achievement for gifted/talented students and to promote equitable representation in gifted/talented populations across the state. The Texas Adolescent Literacy Academies (TALA) are intended to acquaint English Language Arts (ELA) and Reading in Content reading teachers with successful, scientifi cally-based reading instruction for improving students’ academic literacy. The academies address the needs of struggling adolescent readers and include strategies for teaching English and reading using materials appropriate for the middle school classroom.

Advanced Academic Programs and Special Projects collaborates with established research partnerships to assist the state with developing effective professional development and supporting materials to inform instruction for English Language Learners (ELL). Recent initiatives include the Academic Language Project, the Observation/Walkthrough Tool for ELL-Math Classrooms, and an ELL Web portal and video-based professional development.

Bus Driver Training

Bus Driver TrainingRegion XIII provides school bus driver training for our districts to meet state requirements for certifi cation. Individuals seeking School Bus Driver Certifi cation are required to attend a 20-hour certifi cation course covering content prescribed by the Texas Department of Public Safety and pass the state exam of the course material. Experienced school bus drivers are required to attend an eight-hour refresher course every three years and pass a state exam of the material. Business Manager CooperativeRegion XIII provides technical assistance, school fi nance, and investment training to business managers in the region. Monthly meetings are an opportunity to network and gain valuable new skills in managing the business functions of a school district. Campus SnapshotThe Campus Snapshot is a data-driven process, which provides school districts and campuses with a comprehensive, objective analysis of the current state of their schools and their capacity to meet the needs of the students they serve.

Through a comprehensive analysis of campus performance data, paired with an on-site team visit, the campus is provided with an objective analysis of the current state of the campus against the Nine Principles of High Performing Schools, which serves as the foundation for the Campus Snapshot.

The Campus Snapshot: • Serves to create a sense of urgency for required improvement

• Builds consensus about which school conditions need to be changed

• Encourages teachers to abandon ineffective routines and dysfunctional mental models

• Provides a focus for initial improvement efforts

Campus Turnaround

Campus TurnaroundThe Campus Turnaround Team provides support to schools by facilitating change initiatives which involves working collaboratively with campus leadership teams in aligning school improvement efforts to optimize student success. This team trains and supports members of campus improvement leadership teams from campuses who are low performing under the state accountability rating system or proactive in their school improvement efforts. Its mission is to support initiatives of campuses to become high-performing and successful with all students.

Certifi cationRegion XIII provides certifi cation for paraprofessionals, teachers, principals, and superintendents that follows the requirements of the certifying entities. The curriculum is rigorous and relevant, based on established industry standards, and paired with what professional development experts know to be best practices in adult teaching and learning. The Region XIII Certifi cation Department has developed a balance of content delivery methods based on district as well as participant needs. Child Nutrition Programs

Child Nutrition ProgramsRegion XIII Child Nutrition Programs offer training and technical assistance to local school districts, charter schools, Residential Child Care Institutions (RCCIs), and private schools for the United States Department of Agriculture (USDA) Child Nutrition Programs (school breakfast, school lunch, and after-school snack programs).

Services include linking between the Texas Department of Agriculture with local school districts, technical assistance, School Meals Initiative (SMI), compliance review, and professional development workshops for all facets of the Child Nutrition Programs including fi nancial management, the implementation of the mandated Wellness and Hazard Analysis & Critical Control Points (HACCP) policies, and the annual Child Nutrition Program Summer Conference.

District SnapshotThe District Snapshot provides districts with a robust profi le of their current capacity and will to support immediate and sustainable student success by all students on all campuses. It moves the discussion of school improvement from the individual campus to the district level, examining the alignment of all district processes toward a single vision of students’ success through integrated and supportive policy and practice.

Using multiple data perspectives, the District Snapshot serves as a viable tool for examining all levels of district operations for a comprehensive analysis and understanding of the current district role in supporting student achievement.

For the 2010-11 school year, the District Snapshot will be solely implemented with targeted/specifi cally selected districts addressing chronically low-performing campuses.

Dyslexia and 504The Dyslexia and 504 Team provides professional development, technical assistance, and services to districts, charter schools, parents, and others in the identifi cation, early intervention, and instruction of students with dyslexia. The team works to increase district capacity to implement the procedures set forth in the Dyslexia Handbook and Section 504 of the American with Disabilities Act.

Early Childhood

Early ChildhoodThe Early Childhood Team trains teachers to work effectively with children in pre-kindergarten classrooms, encouraging developmentally appropriate practice and intentional teaching of four-year-old and fi ve-year-old children in our schools. The team also works with administrators regarding effective programming for pre-kindergarten. The audience includes teachers—both new to the profession and experienced—and administrators in pre-kindergarten, Preschool Programs for Children with Disabilities (PPCD) for ages three to fi ve, and kindergarten programs in school districts, Head Start programs, and childcare facilities.

Highlighted Service(s):• Technical assistance and contracted workshops are now available to

improve math programs, using Juanita Copley math.

• Technical assistance in evaluating pre-kindergarten classroom environments for improvement, according to the Classroom Assessment Scoring System (CLASS).

• New Workshop—Science in the Early Childhood Classroom Workshop: This workshop will discuss the alignment between the pre-kindergarten guidelines and the newly revised TEKS for science in kindergarten. Hands-on, center-based instruction will be featured.

Executive ServicesThe Executive Services Department is led by our Executive Director, Terry Smith. The Department provides services, including the Commissioner’s Cabinet for Regional Services (CCRS), in which a cabinet of executive directors from all of the regional service centers meets to discuss issues related to service center initiatives and operations; the Governmental Relations of CCRS, which tracks funding and legislation that has a direct impact on Education Service Centers (ESCs) and districts; a Regional Advisory Committee (RAC) that meets to discuss a variety of topics pertinent to school operations and student learning; and the Region XIII Board of Directors whose primary responsibilities include adoption of the budget, approving interlocal agreements with other entities, and employing an executive director.

Field ServicesRegion XIII provides technical assistance to superintendents and facilitates communication among districts, the Texas Education Agency, and Region XIII.

Facilitating Individualized Education Program (FIEP)Parents and schools work collaboratively to plan services for students with disabilities. The Facilitating Individualized Education Program (FIEP) at Region XIII provides training on the essential skills and knowledge that facilitate discussion, meetings, and decision-making. The training stresses relationship-building between families and school and confl ict prevention, as well as management of existing confl ict in a productive way. Additionally, the team provides coaching, mentoring, and meeting facilitation to assist schools and help parents resolve differences in a way that provides quality outcomes for students.

Homeless Education ProgramThe Region XIII Homeless Education Program (HEP) provides a wide variety of educational, informational, and networking opportunities for district, charter, and agency personnel. Instructional CoachingThe Region XIII Instructional Coaching Team works with campus and district administrators to customize a coaching program to fi t the needs of the school. Teachers of all experience levels benefi t from instructional coaching. It is a cost-effective way to make a vast impact on teacher quality and student achievement. Region XIII has a cadre of instructional coaches that work one on one in teacher’s classrooms to assist with implementing proven instructional strategies.

For campuses and districts that currently employ their own instructional coaches, Region XIII provides training and on-going support to those coaches/facilitators/specialists through an annual Instructional Coaching Institute, our Instructional Coaching Network, and customized training and programs.

Instructional Leadership Development and Professional Development Appraisal SystemAdministrators who will be appraising teachers for the fi rst time using the state’s Professional Development Appraisal System (PDAS) must participate in both Instructional Leadership Development (ILD) and PDAS; the ILD is a prerequisite to PDAS. ILD helps administrators learn to identify and encourage quality classroom instruction. PDAS trains administrators in administering the state’s PDAS system for appraising teachers.

Migrant EducationThe Migrant Education Program assists school districts in meeting the requirement to identify and recruit all eligible migrant students and other applicable program compliance requirements. Staff development sessions focus on efforts to help migrant students succeed in school and successfully transition to postsecondary education or employment. On an annual basis, districts may consider joining the Migrant Shared Service Arrangement in order to address the needs of migrant students in a coordinated and effi cient manner.

Paraprofessional Certifi cation Training

Paraprofessional Certifi cation TrainingThe Paraprofessional Certifi cation Training is a three-day course that consists of orientation to the role of paraprofessionals. The course includes training on the stages of learning and scientifi cally-based strategies for paraprofessionals to assist in reading, writing, and math instruction. Participants will be administered a locally-developed assessment to demonstrate their knowledge of and ability to assist in instructing reading, writing, and mathematics. This assessment meets requirements for ensuring that all paraprofessionals are highly qualifi ed.

PEIMSThe ESC PEIMS team provides explanations of the overall collection and submission requirements for PEIMS, Person Identifi cation Database (PID), PID Enrollment Tracking (PET), and student records data using the Texas Student Record Exchange System (TREx) and Edit+ systems. All training is based on the TEA Data Standards, TREx Data Standards, Financial Accounting Resource Guide, and Student Attendance Accounting Handbook. Interpretations and resolution of Edit+ data editing fatal errors, special warnings, warnings, and PID errors are available.

Regional Service Center Computer CooperativeRegional Service Center Computer Cooperative (RSCCC) is a district-hosted suite of applications for business, student, and PEIMS Service(s):

• Business–accounts receivable, asset management, budget, fi nance, human resources, and requisition

• Student–attendance, discipline, registration, scheduling, special education, Student Health Assessment Records and Evaluation (SHARE), and test scores. A web-based electronic gradebook and parent portal suite is included.

School Board Training Region XIII provides school board training based on the state framework for school board development. Trainings are offered onsite at Region XIII, cluster sites, and districts. Services include the state required training for new and experienced board members and legislative updates.

School Health

School Health The Region XIII Coordinated School Health Program assists school districts by providing training, information, and technical assistance related to state mandated School Health Advisory Councils, Coordinated School Health Programs, school health services requirements, health education, and physical education. The school health specialist collaborates with schools, parents, community, and agencies/organizations as the catalyst to provide information, resources, materials, and programs on a wide variety of health topics to promote healthy school environments and healthy behaviors for all students and school personnel.

SIRC

School Improvement Resource Center (SIRC)The SIRC team provides information and clarifi cation regarding Title I and NCLB School Improvement requirements. The team conducts needs assessments through on-site visits and assists school personnel in developing and implementing an effective Campus Improvement Plan. They facilitate the Campus Administrator Mentor (CAM) program and the Technical Assistance Provider (TAP) program, now part of the Professional Service Provider (PSP) Network. The PSP Network includes coordinated opportunities with Campus Intervention Team (CIT) members. SIRC is also responsible for the statewide annual Texas School Improvement (TSI) conference and for the Texas Title I Priority Schools (TTIPS) grant. Technical assistance and support is offered to districts and providers participating in Supplemental Educational Services.

Highlighted Service(s):Th PSP Network was launched for the 2010-2011 to connect and collaborate the external resources and support provided by CAMs, TAPs, and CIT members. This Network is part of an ongoing effort between TEA, SIRC and the Texas Turnaround Center to provide coordinated support and to show connections across state and federal intervention requirements.The Texas Title I Priority Schools (TTIPS) grant provides four distinct opportunities for districts to implement dramatic change at the campus level (Transformation, Turnaround, Restart, or Closure). The SIRC team provides resources and technical assistance to support districts and campuses implement their grant.

School Readiness IntegrationThe School Readiness Integration Team assists school districts in forming partnerships with community-based child care providers and Head Start programs to deliver pre-kindergarten services to children and families. High quality pre-kindergarten prepares children for the transition to kindergarten and helps children become lifelong learners.

Highlighted Service(s): The School Readiness Integration Team also assists school districts with:

• technical assistance and guidance when applying for pre-kindergarten grants,

• training and support with Texas School Readiness Certifi cation applications and ongoing compliance matters,

Student EvaluationThe primary purpose of Student Evaluation is to provide to local education agencies professional development and technical assistance focused on ensuring that all students suspected of having a disability are provided a thorough and timely individual evaluation. This also applies to current students with disabilities who require new or reevaluations. Texas Education Telecommunications Network The Texas Education Telecommunications Network (TETN) is a partnership between the Texas Education Agency and the 20 regional ESCs. TETN facilitates communications among educational entities throughout Texas to improve student performance and to increase effi ciency of educational operations via an effective statewide telecommunications network. TETN provides videoconferencing, a cost-effective approach to communication that enables live, interactive audio/video communication between two or more locations.

Region XIII is the fi scal agent of the network and is responsible for the consortium budget and the TETN offi ce. This service is not available to anyone outside the consortium at this time.

Texas High Schools That Work and Making Middle Grades Work High Schools That Work (HSTW) is an effort-based school improvement initiative founded on the conviction that most students can master rigorous academic and career/technical studies if school leaders and teachers create an environment that motivates students to make the effort to succeed. HSTW is the nation’s fi rst large-scale effort to engage state, district, and school leaders in partnerships with teachers, students, parents, and the community to raise student achievement in high school and middle school grades. HSTW seeks to advance the mathematics, science, communications, problem-solving, and technical achievement of students by providing a framework of goals, key practices, and key conditions for accelerating learning and setting higher standards.

Texas Making Middle Grades Work (MMGW) challenges districts to lead by clearly outlining goals for improving middle grades education and by providing resources necessary to reach the goals. A framework with 10 essential elements pulls together specifi c, research-supported actions that districts and schools can take to move the middle grades forward.

TSSRRP

Texas Secondary School Redesign and Restructuring ProgramThe Texas Secondary School Redesign and Restructuring Program (TSSRRP) is a statewide initiative that serves as a support system to schools that receive funding under a Texas Education Agency competitive grant focused on Chapter 39 Academically Unacceptable (AU) secondary schools making improved student achievement in the Texas State Accountability System. The external service provider, selected by the grantee campus, will work with the entire secondary school campus to assist all stakeholders with the improvement of student achievement.

The TSSRRP Team provides case management and oversight to grantee campuses for project implementation through a comprehensive needs-assessment process and creation of an evaluation framework to ensure that the determined professional development is focused on the campus redesign and restructuring goals set forward in the grant.

Texas Turnaround Center The Texas Turnaround Center (TTC) provides training, tools, and resources to ESC Turnaround Teams to enhance their capacity to provide technical assistance to underperforming districts and schools. Each ESC Turnaround Team supports districts and schools identifi ed as low-performing in the state’s accountability rating system.

The support TTC provides ESCs includes coordinating semiannual network meetings, creating professional development materials, facilitating webinar presentations by national experts, and coordinating periodic symposiums on topics pertaining to school reform.

Title 1 Cooperative ServicesRegion XIII provides technical assistance and professional development opportunities to participating schools with Title I school-wide and targeted assisted campuses. Areas of technical assistance include needs assessments, planning, budgeting, program decision, evaluation of effectiveness, and compliance. Additionally, professional development opportunities are available for Title I funded paraprofessionals, including participation in parental involvement workshops .

Troops to Teachers Texas Troops to Teachers (TTT) is a federally funded program designed to relieve teacher shortages in public schools by assisting retiring and separating military personnel in becoming teachers in their next careers. At the state level, the Texas Troops to Teachers Offi ce provides information and guidance to participants on all aspects of teacher certifi cation.

TSTEMThe Texas Science, Technology, Engineering, Mathematics (TSTEM) Initiative has a goal of improving student achievement in all demographic groups, specifi cally historically-underrepresented populations in math and science as determined by state and national standards. This initiative is a central new component of the Texas High School Project (THSP). The STEM Center provides schools with educator coaching and professional development and also assists with developing specialized programs designed to prepare all students for college and careers. Transformation 2013, a collaborative effort of Education Service Center Region XIII and Region 20, is committed to ensuring that STEM academies and local STEM efforts are supported and developed.

Video Conferencing Connection Video conferencing connections are provided for students to access museums, experts, and other schools around the world through virtual fi eld trips and collaborative projects. Faculty connections are made for collaboration and professional development. Services are provided to school districts and the Region XIII staff.

Highlighted Service(s): Distance Learning—The Distance Learning program bridges daily dual credit classes as well as American Sign Language classes from the Texas School for the Deaf.

Consulting—Region XIII provides guidance for the specifi cations, purchase, and support of distance learning equipment. The Region XIII Distance Learning program also evaluates and deploys content for classrooms, as well as professional development.

Wilson Reading System Level 1 Certifi cation

Wilson Reading System Level 1 Certifi cation Wilson Reading System (WRS) is an Orton-Gillingham based intervention. It is a multi-sensory, synthetic approach to teaching reading and spelling to students with language-based diffi culties in written language. It is an integrated system for teaching all aspects of decoding and encoding.

WRS is designed for students in grade 2 through adults and can be used in school settings with small groups. The program is sequenced in 12 steps that are based on the six syllable types (closed vowel syllables, silent three syllables, open vowel syllables, syllables ending in an consonant with -le, controlled syllables, and double vowel syllables).

Highlighted Service(s): WRS is offered as a school-year-long course and includes one-on-one instruction, fi ve individual observations, fi ve 2.5-hour seminars, and an online course that provides video modeling and guidance.

Business Offi ceThe Business Offi ce provides internal services to Region XIII staff in the areas of payroll, accounts receivable/payable and other general business offi ces needs.

Charter School Records [email protected] XIII serves as registrar of students records for closed charter schools in Texas.

Facilities [email protected] facilities department is responsible for planning, maintaining, and providing a safe environment for Region XIII staff and visitors. The facility manager oversees all aspects having to do with the Region XIII facility, including emergency plans, fi re alarm information, cubicle etiquette, and meeting rooms.

Human Resources [email protected] Human Resources department provides support to employees of Region XIII. The department maintains the development of the employment application, employs and processes new staff, administers benefi ts and compensation, compiles mandatory Human Resources records, monitors rules and regulations in compliance with the law, and conducts exit interviews.

Marketing/Communication/Product [email protected] Marketing/Communications team provides strategy, public relations, and marketing and advertising support for Region XIII. The Product team manages the development and distribution of educational products for use in instruction and management.

Print and Mail Services Region XIII provides print and mail services to all Region XIII staff.

Professional Learning [email protected] XIII is committed to providing high-quality professional learning. This team coordinates professional development activities for Region XIII staff and external clients upon request. Services include: team-building, planning, leading meetings, teacher leadership development and support, and small group facilitation.

TAKS/BenchmarkStudent Success Initiative Accelerated Instruction Just Released!There has been a change in the interpretation of the

law regarding the requirement for accelerated instruction for students in fi fth or eighth grade who have not passed after three opportunities of either the math or reading TAKS. ESC

Region XIII in conjunction with member districts, has developed a set of pilot resources to assist in meeting the new requirement.
