AmendmentsRegular Program Adjustment Factor (RPAF) – Sunsets the RPAF language after the 2012-2013 biennium. Requires future changes to be set by statute rather than, an appropriations committee.Proration Language – Reinstates current law proration language after the 2012-2013 biennium. Requires legislature to fulfill funding obligations in next biennium if shortfall in current biennium exists.

Senate Bill 2 – Appropriations Bill
Rep. Howard-Farrar Amendment
Rainy Day Fund – Proposal would allocate any excess realized in 2012-2013 biennium over $6.5 Billion back to the FSP. Projections estimate could be as much as $2.5 Billion.
