Metropolitan Planning Organization - Crash Data Center 2009 Crash Facts

Introduction

The Metropolitan Planning Organization (MPO) Crash Data Center (CDC) serves as the only centralized source for transportation crash data provided to the public and private sectors on a countywide basis. To provide the public and private sectors with information and statistics about the past calendar years’ crashes, the MPO CDC has created the 2009 Crash Facts for distribution. These crash facts will provide information for future safety planning and prioritization of road projects for: transportation planners, law enforcement, traffic engineers, consultants, and local governments. With this information, we can all become proactive rather than reactive concerning the causes and other contributing fac-tors involved in crashes. The MPO CDC compiles both short (private roads & parking lots) and long forms (public roadways) for data analysis of all crashes. The MPO Crash Facts Report consists of all crashes entered into the CDC; including those that have oc-curred on non-roadway systems; (e.g. crashes in parking lots, private property, and/or with addresses). Other agencies report statistics for the state of Florida and/or for Pinellas County. Those two agencies are the Depart-ment of Highway Safety and Motor Vehicles (DHSMV) and the National Highway Traffic Safety Administration (NHTSA). Some of their numbers will not match the results of Pinellas County’s crash facts, because both DHSMV and NHTSA do not record short form reports; only long form reports are used. Collecting Data After a crash has occurred, the law enforcement officer on the scene completes a police report describing the events leading up to the crash. Local law enforcement agencies then submit their crash reports to DHSMV for processing and recording. After a minimum of 60 days, the MPO CDC will receive the data for uploading into a centralized database. The data not located is verified and made ready for analysis. Reporting Date ranges of these reports are from January 1

st thru December 31

st of a year selected and this is not a static report.

The importance behind this statement is to inform the reader when comparing statistics from this report to what’s avail-able via internet, statistics may vary. The web application available for public agencies is updated every weekend. There-fore, after receiving the latest and current data from DHSMV, there could be a change to any one of the crashes involved in a year queried, changing the statistic’s and no longer matching this report. *Due to a change in the data source be-tween 2007 to 2008, the injury categories within this report reflect a shift in the non-incapacitating injury crash numbers.
