Itisapleasuretointroducethe20-yearStrategicPlanforZoosVictoria.

ThisStrategicPlanisabouthowweworkinaphysicalenvironmentunderthreatfromclimatechangeandincreasingglobalhabitatloss.Itisalsoabouthowweacknowledgeandmeetthechangingexpectationsofourmarketplace.

In20�2ZoosVictoriawillcelebrate�50yearsofoperation.Muchhaschangedoverthistimeandwillcontinuetochangeovercomingdecades.

Zooshaveanincreasinglyimportantroleinassistinganimalsandhabitatsunderthreattosurvive.AtZoosVictoria,wearedeterminedtoleadthewayinthiseffort.Over�46yearsofoperation,ZoosVictoriahasbeenabletoamassanincredibledepthofknowledgeandexpertise–expertisethatwillbecomeincreasinglyrelevanttotheconservationofwildplacesandthewildlifethatlivethere.

Overthenext20yearswewillcontinuetoseeashiftinthepublicperceptionsofzoosandtheethicsbehindchargingpeopletosee‘wild’animalsincaptivity.Moreandmore,peoplewillexpectzoostobetakingagreaterresponsibilityforconservationoutcomes.

Wehaveimaginedwhatourchallengesaregoingtobeoverthenext20years–intermsofcommunityexpectations,animalavailabilityandbiodiversitythreatsandissues.Wehaveextraordinarydiverseaccountabilitiesthatwe,asaBoardandorganisation,havetomeet–legislative,socialandethical,butnowalsopoliticalandecological.

ThisStrategicPlanwillensurethattherightprocessesareinplacetosupportusinmeetingtheseresponsibilities,anditwillenableustoreviewandevaluateourjourneyalongtheway.

Thisdocumentoutlinesa20-yearstrategytodevelopanewdirectionforZoosVictoria–onethatwillseeusmakeconservationpartofeverythingwedo,fromtheanimalswecarefor,totheexperiencesweoffer,andbyinspiringandempoweringpeopletojoinusinhelpingsavewildlifeandnaturalhabitats.

ItisaplanthatwillhelpZoosVictoriabecometheworld’sleadingzoo-basedconservationorganisation,deliveringvaluable,tangibleandmeasurableconservationoutcomes.

ThisStrategicPlanwasdevelopedwithenormouscommitmentfromZoosVictoriastaff,thestrongleadershipoftheExecutiveTeamandwithaBoardwhosharethepassionforbeingthecatalystforchange.Thisstrategywillguidetheeffortsofallinvolved.

AN INTRODuCTION FROM THE CEO

Theimpactsofclimatechange,unprecedentedpopulationgrowthanddramaticlossofhabitathavesignaledtherapidriseoftheenvironmentasapriorityinglobalaffairs.

Globally,wehavebeenforcedtorethinkthewayweliveandhowwehaveimpactedsosignificantlyonthenaturalworld.ZoosVictoriaseesfirsthandmanyoftheseimpacts.Someoftheanimalsinourcollectionareofspeciesthathavebeenpushedtothebrinkofextinctionbecauseofhumanactivity.

Nationallyandglobally,speciesarebecomingthreatenedandhabitatisbeinglostatanalarmingandincreasinglyunpredictablerate.Eachyear,approximately�3millionhectaresofnaturalhabitatislostworldwide.InVictoriaalone,morethan30%ofanimalspeciesand44%ofplantlifearethreatened.

Asthewildplacesoftheworldshrinkandmoreanimalsandhabitatsrequiremanagement,ourknowledgeofthecaptivemanagementofsmallpopulationsisaskillthatisbecomingincreasinglyimportant.Moreandmoreweareplayingakeyroleincaptivebreedingandconservationprogramsforthreatenedspecies–bothhereandoverseas.

Overthelast�5years,ourthreeproperties–HealesvilleSanctuary,MelbourneZooandWerribeeOpenRangeZoo–haveplacedahigherpriorityonconservationoutcomes.Wehaven’tbeenaloneinthisevolution.Overthesametime,theWorldAssociationofZoosandAquariums(WAZA),hasencourageditsmemberstoreconsidertheirpurposeandtoplaceconservationasthesinglemostimportantfocusforoperations.

AtZoosVictoriawebelievewehavereachedatippingpointandthattheorganisationisnotonlyreadytoembraceamuchlargerandmoreactiveroleinconservation,butthatwehaveasocialandenvironmentalobligationtodoso.

Theever-increasingenvironmentalchallengescompelustofurtheradvanceourconservationeffort.Now is the time for Zoos Victoria to take a stand, lead by example, and make conservation the foundation of everything we do.

ThisiswhyZoosVictoriaisundergoingatransformationtobecomeazoo-based conservation organisation.Wewillhaveanevengreaterfocusonbroaderconservationoutcomes,inparticularthelong-termsecurityofpopulationsofspeciesandnaturalhabitats.Mostimportantly,wewillspecialiseinthecaptiveholdingandmanagementofthreatenedspecies.Wewillinfluencebehaviourchangeswithincommunitiesandinsupportofwildpopulationsandhabitats.

Asanorganisationthatoperatesthreeworld-classzoos,weareuniquelyplacedtocreateourownspecialistniche,onethatenablesustoinspirethemillionsofvisitorsthatattendourcampusesandthewidercommunitytotakeconservationactionandtoworkwithanimalsthatrequireassistancetosurvive.

Themovetoazoo-basedconservationorganisationwillchangetheorganisationfundamentally.Thehighprofileoftheorganisationandtheongoingchallengesthatarisefromtheparadoxofholdinganimalsincaptivitywhilepromotingconservationwillrequireustore-evaluateallourprinciples,policiesandoperations,aswellasgainfullsupportandalignmentfromourstakeholders.

Thisstrategicplanarticulatesourvisionandarobustsetofactionstogetusthere.Thistransformationwon’ttakeplaceovernight.However,muchofthefoundationworkisalreadyfallingintoplace.Staffareputtinguptheirhands,readyandwillingtocommittofurtherevolveandhoneourconservationeffort.Thisenormousmomentumonthegroundandpullfromwithintheorganisationgivesusconfidencethatwearefollowinganaturalandachievableevolution.

Withhabitatlossandthenumberofthreatenedspeciesaccelerating,ZoosVictoriaisreadytomakeapositivedifferencetoaworldundergrowingthreat.

ExECuTIVE SuMMARy

Our20-yearstrategyplotsanewdirectionforZoosVictoriathatwillseeustransformintoazoo-basedconservationorganisation.

ZoosVictoriawillbecomeanimportantmemberoftheconservationindustryandthefullimpactofourworkwillberecognisedasanintegralpartofhelpingsavewildlifeandwildplaces,bothinVictoriaandinourpriorityareasofsouthernAustralia,PapuaNewGuinea,South-eastAsiaandSub-SaharanAfrica.

Thestrategytobringaboutthistransformationisunderpinnedbyfiveactionareas,whichhavebeendevelopedthroughaprocessofconsultationwithZoosVictoriastaffandstakeholders.Thefiveactionareaswillfocustheorganisationatthehighestlevel.Andeventhougheachofourzoosisatadifferentstageofevolution,andsowillhavedifferentlevelsofgrowthandactivityoverthecourseofthestrategy,thesefiveactionareaswillensurethatcollectively,ourworkisfullyalignedwithourvision.

Onestrategicdirection-achievedthroughfiveactionareas:

1 Conservation

We will focus and strengthen the conservation efforts of Zoos Victoria to ensure the delivery of tangible conservation outcomes.

Everyproject,programandoperationofZoosVictoriawillbealignedtothedeliveryofconservationoutcomes.Assuch,wewilltakethecoreoftheWorldZooandAquariumConservationStrategy,‘integratedconservation,’toanewlevel.Conservationwillbethecorebusinessoftheorganisationandwewillmanifestthisontwofronts–wildlife conservationandcommunity conservation–thatworktoconservethreatenedspecies,supportdirectconservationactivitiesandharnesspublicactionbehindourconservationeffort.Wewillalsoprotectandcelebratethelandscapeswithinourpropertiesthathavenaturalandheritagevalue,bothhistoricandcultural.

2 Animals

We will establish Zoos Victoria as one of the leading organisations for creating net gains in conservation, by ensuring every species in our collection has conservation relevance.

Wewillstrivetobeaworldleaderinanimalcareandwellbeing,andactivelyadvocatefortheconservationofwildlife.

3 Visitors

We will provide innovative wildlife-based recreation and learning experiences that inspire and facilitate visitors to take conservation actions that make a measurable and positive difference.

Wewillinvolvevisitorsandthecommunityintheimportantworkofprotectingtheenvironmentandthreatenedspecies–whetheritisduringavisittooneofourzoos,orthroughaninteractiononourwebsite,orbylearningaboutouraccomplishmentsthroughthemedia.Weacknowledgethatwehavearesponsibilitytoengagewithcommunitiesthatexperiencesocio-economicdisadvantage,andwewilldevelopmeaningfulpartnershipsandprogramstofostersocialinclusion.Thereisgreatpowerinmillionsofpeoplecomingtogethertolearnaboutwildlifeandwildplacesandtotakeactiontohelpsavethreatenedspeciesandhabitats.

4 People

We will support our staff’s development to ensure they, and the organisation as a whole, can transform Zoos Victoria into a zoo-based conservation organisation.

Onlybyinvestinginandnurturingtheverybestskillsandqualitiesofourstaffandpartnerswillwebeabletofullyrealisethistransformation.Ourcontinuedengagementandinclusionofourpeoplewillresultinstrongleadership,furtherclarityofrolesandresponsibilities,andmeaningfulperformanceplansthatalignwithcorporateobjectivestowhichstaffwillinglycommit,ensuringaclimateofhighmoraleandachievement.Wewillseekoutandengagewithpartnerswhoshareourvisionandworkcollaborativelywiththemtoachievemutuallyagreedconservationoutcomes.Wewillprotectandcelebrateareasofculturalsignificance,andvalueandgrowourIndigenousrelationships.

5 Financial Sustainability

We will ensure the long-term financial sustainability of all our operations to be able to maintain and improve the value of assets and make meaningful and measurable investment in conservation.

ItiscriticalthatZoosVictoriacontinuesasafinanciallyhealthyandstrongorganisation.Wewillactivelyseekoutadditionalsourcesofrevenuetogrowourbusiness.Wewilldothisthroughincreasingvisitation,developingnewandinnovativecommercialproducts,andstayingopentoexpandingourservices.Wewillpromoteefficiencyofoperationsatalltimes.Wewillmaintainassetsatacceptablelevels.TheZoosVictoriafinancialmodelwillfocusonbusinessunitperformanceandsurpluseswillbeinvestedtodeliverincreasedconservationgains.Thethreezooswillserveas‘windows’totheconservationworkoftheorganisationandthereforeasasourceofrevenuetosupportourconservationactions.

Eachofthesefiveactionareaswillsupportthecontinuedfunctionofexistingoperationswhilealsolayingthegroundworkforthetransformationoftheorganisation.Theyaresupportedby34tasks,allofwhicharesetoutinthisstrategy.

Inadditiontothisoverarchingstrategydocument,therewillbeanannualcorporatebusinessplanandanannualbudget,whichtogetherwillprovideimmediatefocusandidentifythenecessaryresourcescommittedtothetransformationprocessforthatperiod.Againstthisbackground,theorganisation’sannualreportwillreportonourprogresseachyear.

Becomingazoo-basedconservationorganisationwilltaketime.Overthenextfiveyearswewillpayattentiontoemergingstrategicissues,consolidateoureffortsandreviewourexistingprocessestobuildourcapacitytobealeadingconservationorganisation.Wewillbecomeanorganisationwhereconservationoutcomesaresignificantandtangibleandwherevisitorscanexperienceamazingandthreatenedwildlife,findoutaboutprogramsworkingtoprotectwildlifeandtheirhabitats,andbeinspiredtojoininthoseefforts.

Thetraditionalzooisprimarilyconcernedwiththedeliveryofanimal-basedrecreationandseesitselfasasocialservicethatdeliversfamily-basedrecreationatareasonablepriceaswellaseducationalprogramsforschools.Theanimalcollectionisinfluencedtoalargeextentbyavailability,publicappealandtheDirector’spreference.Theyareeithergovernmentsupportedorverycommerciallyorientatedprivatesectoroperations.Manytraditionalzoosarestillfoundindevelopingnationswherethereislittlepressurefromsocietytodomorethanentertainandeducatethelocalcommunity.

Inthedevelopedworldzooshavecommittedtoevolvingandhavebeenfollowingthe‘2�stcenturyzoo’model.Thecorebusinessofa2�stcenturyzooistodeliverananimal-based,recreationdestinationwithconservationasitsmainfocus.Educationalprograms,involvementinconservationprojectsandinvolvementinresearchprojectssupportoperations.Theanimalcollectionreflectsboththeconsiderationofthecollectiontoconservationoutcomesandtheneedtocreateasustainablecollection.Capturinganimalsfromthewildisnotadesirableoptionandonlyseenasalastresorttoconserveathreatenedspecies.

Overthelast�5years,ZoosVictoriahaspositioneditselfwithinthe2�stcenturyzoomodel,however,ZoosVictoriaisconvinceditistherighttimetoevolvetheorganisationfurther–tobecomeazoo-basedconservationorganisation.

Theimpactofclimatechange,combinedwithunprecedentedhumanpopulationgrowth,naturalhabitatlossandmoreanimalsbecomingthreatened,meansthatincreasinglyzooswillbecompelledtofocusonbroaderconservationoutcomes,inparticularthelong-termsecurityofpopulationsofspeciesandnaturalhabitats.Thisisthedrivingforcebehindthenextevolutionarystageofourorganisation–a zoo-based conservation organisation.

A NEw DIRECTION FOR ZOOS VICTORIA

Asazoo-basedconservationorganisation,ZoosVictoriawillfocuseffortsontwofronts–wildlifeconservationandcommunityconservation.

Wewilldothisbyspecialisinginthefollowing:

+ workingtoconservethreatenedspecies;

+ supportingdirectconservationactivitiesthathavetangibleconservationbenefits;

+ advocatingforwildplacesandwildlife;and

+ supportinghabitatconservationandenvironmentalsustainabilitybyengagingwithandinfluencingthebehaviourandactionsofourvisitors,communitiesandstakeholders.

Ourconservationworkistheinvestmentundertakenbytheorganisationintothefutureofwildlifeandtheirhabitats.Thefundingoftheoperationsisamajorconsiderationandweacknowledgethatwewillcontinuetobefundedthroughchargingpeopletoseetheanimalsthatourzoosareworkingwithandthroughgovernmentgrants.However,thechangerequiredinthecorebusinesswillalsoopenupnewopportunitiesforrevenuegenerationsuchasconsultingfeesandpartnershipswithcorporateentitiesandgovernmentagenciesandpotentialacquisitionsofotherproperties.

Sucharrangementswillcreatenetrevenuestreamstosupportimportantconservationwork.Inallcasesthecommercialundertakingswillnotcompromisetheconservationethicsandvaluesoftheorganisation.

An animal collection that is underpinned by conservation outcomes

Amajorchangewillbethattheanimalcollectionwillnolongerbeviewedasa‘collection’butratherasagroupofspeciesthatrequireassistancetosurvive.Tothatend,aclearanddefensibleargumentisrequiredforeveryspeciesheld.Foreachspecieswemustconsiderwhetheritisappropriatetoholdthemincaptivityatall,and,ifitisappropriate,wewillholdtheminaccordancewiththefollowingfivecategories:

+ Recovery Species-ifthespeciesispartofathreatenedspeciesrecoveryprogram.

+ Ark species-ifthereisarealthreatofextinctioninthewildandthecaptivepopulationmanagedthroughregionalandinternationalbreedingprogramscanpreventaspeciesfrombecomingextinct.

+ Ambassador species-iftheanimalsareambassadorspeciesthatsupportimportantconservationmessagesandhavethecapacitytoharnessvisitorandcommunityactionbehindourconservationeffort.

+ Enabling species-ifspeciesenablevisitorstomakeconnectionswithanimalsandcreateemotionalbondsthatstimulatelearningandpositiveactions.Specialcarewillbetakentoensuretheseanimalsaresuitedtothisroleandabletoadapttobeingclosetothepublic.

+ Research species-ifanimalsenabletheachievementofresearchoutcomesandknowledgeacquisitionthatsupportourconservationeffortsorimprovementsinthecareandwellbeingofwildlife.

Thecaptivecareandwellbeingofallanimalsisparamountandclearprogramsthatsupportandpromotewellbeingareessential.Theneedtoholdanimalsincaptivitymustbematchedbyanuncompromisedstanceontheirwellbeing.

ForZoosVictoria,thefulltransformationofourcollectionwillbealong-termprocess.Wearecommittedtoalifelongdutyofcaretothoseanimalscurrentlywithinourcarethatmightnotbealignedwithournewvision.Theywillberetainedandcontinuetoreceivethebestcare.Shouldanyspeciesberelocatedtheirnewhomeswillmeetourstandardsofcare.

A financial model focused on investment in conservation

Tosupportthisworkourfinancialmodelneedstofocusalltheorganisation’sfinancialactivitiesondeliveringanactualinvestmentintoconservation,whichwillcomefromaretainedsurplus.Eachbusinessunitwillbe‘ringfenced’andtheoperationclassedaseitheranincomecentreoranexpenditurecentre.

Therewillbespecificfinancialstrategiesthereforetoincreaseincomeandreduceexpenditure,thusincreasingtheinvestmentinconservation.Assetmaintenanceandinvestmentininfrastructurewillfollownormalbusinesspractice.

Our people and those we work with will support and align with our vision

Thecultureofazoo-basedconservationorganisationissignificantlydifferenttothatofothermodels.Astrongsetofvaluesandprincipleswillholdtheorganisationtogetherandfacilitateconsistentandrobustdecision-making.

Wewilldevelopourstafftocultivatespecialiststreamsofprofessionalconservationistsandstaffwillbeencouragedtobeengageddirectlyinconservationworkbothoncampusandin-situ.Staffwillalsobecomemoremulti-skilledandabletorespondtorequirementsofincreasedvisitorinteraction.

Wewillmanageourrelationshipswithourpartners,includingourvolunteers,aswellasoursupportersandthewidercommunity,morecomprehensivelyandexpansivelythaneverbefore.Infact,therepositionedoperationstoazoo-basedconservationorganisationwillfacilitatethehealingofriftsbetweenvariousstakeholdersandthealignmentofallstakeholdersbehindourconservationoutcomes.

Engaging and inspiring visitors to take conservation action

Today,thepowerofZoosVictoria’sthreepropertiestodirectlyengagewithvisitorsandfacilitatetheirinvolvementinactionsthatassistconservationisunderutilised.Butbeingazoo-basedconservationorganisationprovidesaperfectplatformtotransformvisitorsintoenvironmentalandconservationactivists.Theirvisitswillstillbeagreatdayoutwiththefamily,butvisitorswillalsobeprovidedwithactivemotivationtoengageinconservationactions.Learningexperiencesbecomemoreactiveandinteractive,withtacticsthatengageallagesandvisitorprofiles.Visitorsbecomefriendsandpartnersprotectingwildlife.Learningapproaches,whichwillfocusonbehaviourchangestrategiestodelivermeasurableconservationoutcomes,willbeembeddedinallvisitorexperiences.

TheZoologicalParksandGardensBoard(knownasZoosVictoria)isthegoverningbodyofVictoria’sthreezoos.TheBoardisastatutoryauthorityestablishedbytheZoological Parks & Gardens Act 1995.TheBoardisresponsibletotheVictorianMinisterforEnvironmentandClimateChange.TheBoard’sroleistoprotectandpromotethezoosandtheirrolesinconservation,researchandeducation.TheBoard,andZoosVictoriaoperations,areregulatedundertheAct.

OurpreviousstrategyenabledZoosVictoriatobecomeanimportantandexciting2�stcenturyzoo.However,todaytheorganisationisstillconfrontedbyanumberofchallenges.Anditisthesechallengesthatnowprovideafocusforourtransformation.

Over200�-09ZoosVictoriaundertookaseriesofworkshopswithstafftoidentifyasharedviewoftheworldin20years.Theobservationsincluded:

+ Asharpdeclineinavailableanimalswithnonewwildstock;manylargespeciesextinctinwild;andincreasedpressuretoworkwiththreatenedspecies.

+ Anincreaseincommunityattitudesagainstkeepinganimalsincagesforhumanamusement.

Itwasalsoclearthat,ifunchanged,ZoosVictoriawillsufferadisconnectbetweenvaluesandoperationswithintheorganisation.TheseobservationsareallcompellingreasonswhyZoosVictoriashouldevolvefurthertodeliverastrongerconservationfocus.AndwhileitisimportantthatZoosVictoriaisabletomeetchangingcommunityexpectations,itisalsoimperativethattheorganisationrealisesandcapitalisesonitsexpertisetomeetthechallengesofaglobalenvironmentunderincreasingthreat.

The need to enhance financial sustainability

Theinjectionofcapitalhasallowedtheconstructionofnewexhibits,whichinturnhasleadtoaperiodicincreaseinvisitation.However,ZoosVictoriaisconstantlyfacedwithfinancialchallengestoitsoperations.

Ourinfrastructureisageing.Itrequiresa$20millioninvestmenttoupgradeandimprovefacilities.Thisincludesbasicamenitiesthathavesufferedfromalackofregularmaintenance.

Regulationshavecappedentrancefeesandaninabilitytoattractfurthergovernmentgrantslimitsourabilitytoreinvestininfrastructuremaintenanceandtosupportwide-scaleconservationinitiatives.

Thetransformationwillreprioritiseinvestmentneedandmovetheorganisationawayfromarelianceonlarge-scaleexhibitconstruction.
