John Lee: Health Information for

Rural Areas in China

In the last seven years Evergreen EducationFoundation (EEF) has been funding and providingrural area high schools and communities with Libraryand Information facilities, management training. Theyhave enriched the lives of students, faculty, librarians ,and the community. Furthermore, EEF has facilitatedinnovative programs such as letting students outreachto farmers doing soil analysis after which, theysuggest fertilizer for better crop yield. There areencouraging evidences of economic improvement tothose who made gainful use of theInformation Resources.

One important information resource,however, is missing. That is the healthinformation. Under the governmentalinducement, schools perform rudimentaryphysical exams among their students,meanwhile, EEF has found it is anopportunity to address health issue in thisarea. EEF is ready to start at a school in

Tongwei, Gansu with over 4000 students as a

beta site. As soon as that test proved effective, at least

4 more schools with over 4000 students each andmany schools with over 1000 can be replicated. EEFenvisions itself to address Health Information with thefollowing perspectives:

� To make available Healthy diet, habits andpractices – as a disease preventative measure

� To capture students’ medical and health recordswhen school performs rudimentary physicalexams (vital, lung and appropriate protocol pergovernment spec) or when government sponsoredfacility performsmore advanced exams

� Make available common disease informationresources, including Traditional ChineseMedicine

In cooperation with and its sponsored libraries andschools, it is an effective channel for agencies andsuppliers to meet the needs identified by item 1 and 3.

The materials can either be hard or soft copy sources.In the latter case, libraries and schools have beenequipped with Internet access, and more importantly,with trained librarians.

As for item 2, the capture of students’ health andmedical record, EEF is investigating the existence ofsome Chinese version software, similar to GoogleHealth in nature or MS Health Vault. Should suchsoftware exist and can be hosted in a L(inux)A(pache)M(sSql) P(hp) environment, EEF would be agreat partner to facilitate and make sure students’medical and health records will be kept when they areat schools. Such information would be transferred andmade available to students after they graduate andleave their home for higher education or workopportunities elsewhere.

Late October, EEF had an opportunity to learn fromMicrosoft’s effort in China. Messrs Curt Devlin, BenFlock and Hong Choing provided the most helpfulnessin sharing some of DPE’s work in China whose projectcovered some aspects what EEF envisioned for itssponsored schools and communities. It would beextremely helpful, with Microsoft’s network to pointEEF to the direction where its vision would bear morefruit soon.

Our record of success rests solidly on ourconscientious effort to work with all stakeholders,especially centered on the beneficiaries and the localcommunity. We have a deep understanding of theculture and the practice of government officials. We dobelieve that our approach would be an effective one.With the help of Microsoft and its network in thehealth field, we can accelerate the fulfillment of our

An Inviting Platform to Promote

Information Literacy

Years of searching and inquiry led me here --- In July2008, I quit my job in computer industry, an industryI've been actively involved for about 9 years byserving in various companies in both Silicon Valleyand China, and joined Evergreen EducationFoundation as her China Program Director, overseeingand directing programexecution in China.

It is a moment of excitement, also a moment ofurgency.

I feel excited because finally I found a good handle bywhich I can leverage my capabilities and skills to servemuch-needed social improvements. China is a greatcountry experiencing rapid developments. Followingthe economic development, Chinese society is on itsway towards profound changes in education, culture,legal institutions, among others. During this evolvingprocess, "Where should our rural education go?" is acritical question posed at the government, NGOs,scholars, and the masses. The rural education at ourtimes has to help 70% of our total population, onebillion men and women, to become active participantsin creating social wealth, and pursuing personalhappiness. The key is information literacy. Theunderstanding of the complex and diverse world, andthe capability of obtaining and analyzing information

lay a strong foundation for citizenship education andfurther education in specialized subject. By workingon building this foundation, Evergreen intends tomobilize the rural education.

Yet I also feel a strong sense of urgency becauseinformation literacy of the rural population is calledfor more than ever. In a fast-changing globalizedmarket, in all farming-related lines and small business,there is this pressing need of equipping ruralpopulation with information and knowledge to boosttheir competitiveness.

Pushed by the same sense of urgency, in the year 2008,Evergreen has advanced library automation, training,extended community projects, and library evaluation,to make libraries a strong and out-reaching platform topromote information literacy. Hereby I'd like to reportdevelopments on library automation and libraryevaluation, and my colleagues will show you thedevelopments on the other twoaspects.

Moreover, to save the cost of commercial softwarelicense, and leverage the free functionalities and user-group support from well-structured open-sourcedevelopment, we follow the international trend ofopen-source library management software adoption.We evaluated possible options and identif ied KOHA(http://www.koha.org) Chinese version as our choice.We are also preparing a KOHA trial in our new site inShanXi in February 2009. Here we've got a new

partner in our cause, Taiwan Fu-Jen University KOHAvolunteer team, led by Prof. Qingzhen Mao in the Dept.of Library & Information Science. This team has yearsof experience supporting KOHA in Fu-Jen University,and converting high school and primary schoollibraries in Taiwan into KOHA. They will provide uswith the right expertise in our KOHA trial. It isencouraging that other organizations value our causeand platform, and join us in the path.

As for library evaluation, we continue surveying thecommunities in various regions that our libraries serveon the impact and effectiveness of our library service.Moreover, we start to get strong help from theuniversity students whocare about therural education, economy, livelihood, environmentand local cultural preservation. From July toNovember 2008, 4 teams of ZheJiang Universitystudents, altogether around 30 students, went to ourvarious project sites in YunNan, GanSu, and QingHai.Their field study covers the following aspects:1) They inspected our libraries in great details,collected statistics, designed and executed surveys and

structured interviews, to evaluate library hardware,circulation and management, library basic services.2) They also concentrated on evaluating theeffectiveness of library extended projects. Moreover,they conducted surveys for evaluating feasibilities ofnew project proposals.3) Their study on education, livelihood, environmentand local cultural preservation in surrounding villageshelp us in adjusting directions of our extendedcommunity projects.4) They not only help to replicate the know-how and

methodology of established Evergreenprojects from one site to another, but alsohelp to summarize the know-how of othersuccessful NGOs for Evergreen'sassimilation. They interviewed the keypersons of these NGOs and surveyed theirprojects. All these know-how they'vecollected have already taken effect inEvergreen project design and execution.

Moving forward, our organization willcontinue working closely andsystematically with the university studentteams in these aspects.

Evergreen, with its strong focus onpromoting information literacy via thevehicle of library, has been and will

continue to be an inviting platform. Walking on thispath now, we have all Evergreen/CERLS staff, ourlibrarians and computer teachers, Fu-Jen and

ZheJiang university teams. We are looking forward tomore staff, volunteers, and partners who hold thiscause dear, deem this approach effective, and walkalong with us.

Service and its impact on

cultural life in rural communities

Wenjie Zhou, Elaine Dong, and Tim Zou wrote a paper,

which was presented by Wenjie and Tim at theInternational Federation of Library Associations(IFLA) at the August 2008 meeting in Quebec. Community library users in rural Tongwei and Tianzhucounties in Gansu province were surveyed about theimpact and effectiveness of the Evergreen RuralLibrary Service (CERLS). In the CERLS modelinteractions between a school library and students,students and parents, parents and local residents, andcommunity and school library, promote a healthylearning environment within the rural community.Evergreen funding for the main high school librariesand their satellite stations has expanded communityaccess to both technology and book collections inTongwei and Tianzhu. One of the most signif icantfindings in the study is that the level of householdincome and education affect people's need forinformation services. People with lower income andless education need information services more becausethey are less likely to have Internet access from homeor to know how to use the information services that thelibrary offers. People who had lower incomes valuedthe library most for meeting their practical needswhereas community members with higher householdincomes (10,000 Yuan or more) reported that thelibrary wasmost important in meeting their leisure andrecreational needs. More than half of communitymembers reported an increase in time spent readingafter being issued a library card. More then 80 percentof respondents in both Tianzhu and Tongwei weresatisfied with the hours of operation and the services.Therefore, the CERLS program has positively affectedthe lives of local residents in providing moreopportunities for reading and learning. As CERLSprograms continue to expand into other locations inChina, this study will provide useful information and amodel to analyze prospective programs. Manychallenges still remain, including building a networkedand virtual library community, continuing to enhanceprinted and electronic resources, and organizing morecultural events. August in San Francisco is so charming that I can’thelp being addicted to the fresh air, blue quite bay andglorious bridges as soon as I arrived in this c ity. Faith,President of Evergreen Education Foundation waswaiting forme there and she took me to the Clark KerrCampus of the University of California, Berkeley, afruitful tip in the US was opening its prologue.

During the first week of August I stayed at Berkeley,enjoying IASL annual congress. One of my missions isto share China Evergreen Rural Library Service’sexperience with all conferees from school libraries indifferent parts of world. On August 6th, I gave apresentation titled “Evergreen Library Penetrating intoClassroom Teaching: application andexpansion——Take Tianzhu No.1 High School inNorthwest China as a Sample.” My presentationfocused on the progress Evergreen Library has madetowards our mission.

Many librarians from US, India, Japan, Taiwan andHong Kong were greatly interested in the workTianzhu Evergreen library has done. We got together

and kept sharing our thoughts on the program duringthe whole conference. Topics wediscussed include:1) More efficient teaching activities should go on inthe library.2) The school library has unique advantage onimproving students’ information accomplishment.3) School library can not only help students accessinformation resource but also help them acquire a rightmethod to assimilate the resource.Beside the presentation, I also visited Redwood HighSchool Library and several academic libraries of U.C.Berkeley. Their comfortable reading rooms andefficient running system impressed me deeply. I thinkthat the experience from U.S and other countries, suchas the following, is very valuable to Evergreen libraries :

1) A dedicated director is necessary for an efficientschool library.2) In Taiwan and other regions, there are two kinds oflibrarians in middle or high school: Some of themassume duties both as teacher and librarian comparedwith others being just librarians. It’s very valuable thata teacher is also a librarian because he/she has betterchance to incorporate library utilization into dailyteaching.

After IASL conference, I continued my trip to IFLA inQuebec, Canada. As the highest level conference forlibrarians from all over the world, IFLA attracted more

then 5000 librarians and specialist this year. Plentifulpresentations, cocktail parties and ceremonies made upa colorful and fruitful IFLA. It was my great honor tocorporate with Elaine and Tim on Evergreen’s work inChina, and our paper was accepted by Asian andPacific group.

On August 12th, Tim and I gave a presentation titled “ASchool-library-centered Community InformationResource Sharing Model and Its Impact on CulturalLife of Rural Communities in China”. Ourpresentation focused on the evaluation of Evergreenlibraries. Positive impact of Evergreen libraries inTianzhu and Tongwei are proved by our survey. Manyscholars from U.S and other developed countries

applauded Evergreen library model which leads toefficient information sharing between communitiesand local school libraries.The year 2008 is coming to an end. But those colorfuldays will remain in my mind forever. 2008 is asignif icant year not only for Evergreen but also forme.I was so lucky that as a member of Evergreen I havemet so many new friends and have tasted magnificentscenes I never seen before. I wish Evergreen greener inthe next year.

I myself, come from a relative remote northeast placeof China, so I guess I have the vivid memory aboutinformation shortcoming and opportunity inequality.

when I was in middle school, we did have a library forsure. But the interesting thing was, students could onlyborrow books for 2 hours during Reading Class whichran once a week except exam periods under thesupervision of our Chinese teacher and then we had toturn them in a pile back. Additionally, it was rarelyhappen to a common student find the access to go intothe library and to pick up whichever he was interested

in unless he figured out some kind of "SpecialRelation" with some teacher or school faculty.

After I got to high school, things changed! We werefree to use a mini reading room during ReadingClasses for 2 hours and can also borrow one piece at atime with a hand written white slice card. There wasalso a place named as Stack Room where storeddecades of shelves of books. It was soon opened tostudents in my freshman year. According to thousandsof students and only one librarian, it opened todifferent classes during same afternoon hours ofweekdays. If you were there, you would participantinto the big borrowing-a-book event in this way:hearing the bell for 30 minutes break, you rushed outof classroom and ran straightly to the Stack Room ifyou planned to borrow a book. After you got there,probably you would find there had been stuffed withstudents of your neighbour classrooms. Then you useddrawers and drawers white inventory paper cards underthe array of assorted fileds like A-literature, B-geography... Then your task was in about 20 minutes,tried to find one book you were craving to read amongthousand of cards and nipped that precious cardemerged into another crowd before a 1 by 1 metersquare window inside which stood our librarian.Waiting her to sensor if you were able to borrow thatone and then find that one in the big room in herbackward was always a good temper work. If you werelucky enough, you could hand in your Borrow card toher with the names of the book as well as yours, plusthe date on, and she would make a signature to confirm,then you got it for two weeks! So happy, huh? By theway, I had tried about four times but only made ithappen once...

The little boy in the Children Of Heaven dreams hecan win a pair of new shoe after the long race; themothers in the Joy Luck Club dreams they can changetheir destinies one day and let their children live abetter life; Harvey Milk dreams people can treat eachother fairly and equally disregarding different sexualorientation. People who are under poor conditionsalways have a reason to have more dreams and

probably more strong motivation to active to makesome changes.

I, too, have a lotof dreams fromthose interestingstories of mypast student life.One of them isabout books. Ilike books andreally enjoyreading. I wantto share withothers myexperiencerelating to booksand how muchI've learnt frombooks as well astravelling.I know there arestill a lot of people in our country facing the lack ofreading materials and can't find the way to get moreinformation. In this case, people will lose their chancesto earn money, to find a training or to get to a school.

Besides books, I hope students can get a usefulpractical education. Many students can't afford thetuition and living expense of a college, which is reallysad thing. I have met different people coming from allover the country. They teach me how to understandforeign cultures, how to recognize myself and how tomake changes. I want more and more people who arewilling to have this kind of experience can make theirwish come true.

At this point, I make myself connect to EvergreenEducation Foundation. I want to participant in thisgroup to contribute. Though our story is just newlybeginning, I would imagine we will have fun workingtogether and really help for those whoare in need.
