• Criteria for rating
– Level 1: Within 1 standard deviation of the mean
– Level 2:
• 1 to 2 standard deviations from the mean, or
• Within 1 standard deviation, but at least one element rated a 3 or 4
– Level 3: More than 2 standard deviations from the mean

ISD DeterminationsISD Determinations
• Will be released 1-2 weeks after LEA determinations
• Will include determinations for ISDs for both the 2007 and 2008 APR
• All ISDs will receive a Level 1 rating for 2007
• For 2008, cannot receive a Level 1 if any element rated 3 or 4 (same as LEAs)
• Will be based on same data elements as LEAs, but measures will be different

• New concept for ISDs: operating vs. composite measures
– Operating is for the ISD’s own students
– Composite is either
• Aggregated student data from all constituent LEAs
• Based on the lowest LEA rating for the element
