From the Editor
It is our pleasure that the Global IPv6 Summit in Taiwan and Internet Trend Seminar was enlarged
to invite several domestic and foreign experts from the industry, the government and the
academia to discuss the future development of the Internet.
In the era when the whole world is facing a crisis of exhausted IPv4 addresses and an active
transition to IPv6, TWNIC hopes to take this summit as a platform to share and exchange current
implementation experience from each country through the aspects of technical R & D, policy
establishment and industrial development, as well as discuss development trends of the next-
generation Internet. We also hope to to achieve the ideal of “everyone has an IP and everything is
connected to the Internet” in the future.
Thanks again to our speakers to share their observations on development trends of the Internet,
unique analysis and views, as well as to all of the participants for joining this event. It is because
of you that this grand event was successful.

For Taiwan’s network technology communities, the most important event this year was 2008 Global IPv6 Summit in Taiwan and Internet Trend Seminar, which was held on September 1st and 2nd, 2008. The event was focused on future trends of the Internet. Professionals and experts were invited to discuss the future development of the Internet as well as the impact and possible major changes of the Internet creativity which will be brought to human life. Attendants included Jin-Fu Chang, the Minister of State, Executive Yuan, Tien-Lai Teng, the Director General, Department of Posts and Telecommunications, Ministry of Transportation & Communications, Lee-Feng Chien, the Director of Google Taiwan R&D Center, Professor Hiroshi Esaki from University of Tokyo and the Vice President of JPNIC, Japan and so on.
In the event’s opening ceremony, TWNIC signed a memorandum of understanding with JPNIC and IPv6 Promotion Council to promote and develop the technical structure, transformation mechanism, wireless Internet solution and technical applications (including mobile communications, remote care, environmental monitoring and security monitoring systems) of IPv6. Three parties will also jointly promote the importance of IPv6 due to the exhaustion of global IPv4 addresses. Dr. Latif Ladid, the President of the IPv6 Forum, made a speech on actual business examples for IPv6 applications, which was followed by the topics of IPv6 Innovative Applications, IPv6 Products and Market Trends and IPv6 Deployment.

On September 2nd, Lee-Feng Chien, the Director of Google Taiwan R&D Center, was specially invited to present on ‘Cloud, Connectivity and Mobile: Some Trends in Internet Application Development.’ Some Internet celebrities and bloggers were also invited to talk about the Internet creativity and trends as well as sharing their observations on the development of the Internet and their unique analyses and opinions on the Internet creativity to lead the exploration of this creative Internet era.

Campus Lecture Courses Coming Up Soon
The summer courses on “Internet Business Establishment
TWNIC IPv6 Meteorological Measurement System
TWNIC is currently working with relevant organizations to install IPv6 network weather sensors and implement demonstration points. These sensors can transmit weather data in real time through IPv6/IPv4 networks. They combine IPv6 networks’ features of real-time transmission and very large addresses to achieve the results of object connection popularization and actual living applications.
TWNIC IPv6 meteorological measurement system has several weather sensing components. It can measure several weather data, including temperature, humidity, barometric pressure, wind direction, wind speed and rain precipitation at the same time, and transmit the data to the weather system website through IPv6/IPv4 networks. This weather data can then be viewed online in real time.Currently, the implementation has been completed in Sitou Nature Education Area and Meifeng farm, Nantou County.

2008 Wireless Internet Use Survey in Taiwan
According to the survey report of 2008
“Taiwanese Wireless Internet Use”, there
are over 36% of people who have used
the Internet have also used wireless
connection in the recent half year. For
Internet groups, there are over 70% of
online users who have also used wireless
connection in the recent half year. For the
equipment used by Taiwanese people
for wireless connection to the Internet,
“notebook computers or PDAs” are in the
highest percentage. The top 3 functions
used most often with the wireless Internet
are to “search for information”, “browse
information, web pages” and “receive/
send emails”. It was discovered from
the analysis of people’s needs for the 16
Internet services and improvement of their
life that all of the 16 Internet services have
improved their life.

Guides for “Exhibit ion of Future IPv6 Life
Applications” are Provided
There were 7 trainees who passed the training courses
and served visitors for the “Exhibition of Future IPv6
Life Applications” held at National Taiwan Science
Education Center in July. The training courses included
lectures and onsite demonstrations. There were also
professional lecturers invited to teach basic IPv6 theories,
applications and professional guiding techniques. The
courses were intended to display the next generation of
Internet applications as well as the future IPv6 life and
real-life applications, including food, medicine, living,
transportation, education and amusement through the
new generation of university and college students.

The 10th TWNIC IP Open Policy Meeting was held in
Nation Taiwan University Hospital International Convention
Center on 1st and 2nd July and is a platform to improve
the domestic Internet industry’s understandings of
“relevant policies and establishment procedures of
IP addresses” as well as increase ISPs’ exchange of

Education, TWNIC donated EeePCs to 20 Digital
Opportunity Centers, which have outstanding results in
their feature development, as a result the residents from
the remote areas have opportunities to get in touch with

long been promoting to reduce the digital divide of remote

experience. TWNIC IP Open Policy Meeting is targeted at
cohering opinions from the ISPs in the Taiwan.
The topics of Computing and Communication and the
Current Status for the WiMax Development in Taiwan
were discussed and Those in attendance gave excellent
reviews. In this meeting, groups were created to discuss
two main topics – Policy SIG and TWNOG, which included
address grants, management policies and network
maintenance. On July 2nd , thorough educational training
courses were provided for the latest introduction of IPv6.
In this meeting, the interaction between the attendees
and the speakers was involved and enthusiastic,
demonstrating that TWNIC IP Open Policy Meeting is,
much like the internet itself, open, free-wheeling exciting,
and giving voce to everyone. This meeting reflects how the
ISP industry in Taiwan sees IP policies and management,
provides appropriate suggestions, as well as contributes
to the global Internet society by participating in APNIC to
have an impact on the policy amendment of IP addresses
in the Asia Pacific region.

According to the results of “Taiwan Internet Connection
Bandwidth Survey” by TWNIC, through the end of July 2008
the total bandwidth of international connections in Taiwan has
reached 222,488 Mbps (see Table 1), showing an increase of
20,316 Mbps from Q1 of 2008 with an increase rate of 10.05%.
In addition, the major foreign countries to which Taiwan has
Internet connections remain the same while the domestic and
international connection bandwidths both show a stable growth.
TWNIC regularly announces its Internet-related survey findings
and statistics each quarterly. Its Taiwan Internet Connection
Bandwidth Survey provides the most up-to-date and detailed
information about Taiwan’s Internet connections with other
countries and domestic connections among local ISPs.
Connected Countries and Regions
By the end of July 2008, among the 19 countries to which
Taiwan is Internet connected, the US has the largest connection
bandwidth with Taiwan (99,534 Mbps), followed by Japan (47,585
Mbps), Hong Kong (43,208 Mbps), Mainland China (21,798
Mbps), South Korea (2,699 Mbps), Singapore (2,458 Mbps), the
UK (2,100 Mbps), and other countries (see Table 1). Generally
speaking, except for America, the Netherlands, the UK, and
German, Taiwan has Internet connections mainly with countries
in the Asia-Pacific region.
Domestic and International Connection Bandwidth
The international connection bandwidth of HiNet, Seednet,
and TWGATE respectively reaches 96,154 Mbps, 18,621 Mbps
and 18,611 Mbps. They are the top three ISPs with the largest
international connection bandwidths in Taiwan.
In the domestic connections among the ISPs in Taiwan, TANet,
TFN, HiNet, Seednet, TWIX, Giga, TWAREN,EBIX, APOL and
ASNet, each has a bandwidth of more than 40 Gbps.
The survey was conducted by sending e-mails to the contact
persons of the 89 ISPs registered in TWNIC’s “Connection
Bandwidth Registration and Search System” (http://map.twnic.
net.tw) and requesting them to register their connection data
in the system during the survey period. The survey started on
July 1, 2008 and ended on July 10, 2008. 58 ISPs updated
their connection bandwidth data, accounting for about 65% of
the surveyed ISPs. (The other ISPs just used the data of last
quarter for there was no change in their data.) There are 89 ISPs
in this bandwidth survey. To ensure accuracy of the connection
bandwidth data, the system is equipped with a double-checking
mechanism. When the data of any two ISPs did not correspond
to their actual connection or one of them failed to register its
data, the system would automatically e-mail the conflicting part
of connection data to the contact persons of both ISPs and
request a confirmation. Therefore, the connection bandwidth
data in the survey was all confirmed as accurate by the providing
ISPs.

IPv6 Theory and Applications Courses
The feature of this year’s tra ining is to add the
courses of protection in network applications that are
comprehensively used at the present time, covering
topics such as Email SPAM, Wireless, Web Security (PHP),
UNIX/Linux Security and malicious programs. The aims
of the courses are to allow Internet users to understand
the importance of network security and detection and
protection approaches, as well as to enable more users
or professional network administrators to have more
opportunities to learn about new network security trends
and technologies. The courses have generally been
welcomed and expected by Internet users.
Since the .tw domain name classroom was opened in
April, the “Page Parking e-Service Training” courses have
greatly received favor and high opinions from participants.
Because there is limitation to the time and the number of
people, many Internet users have indicated their hope that
TWNIC will be able to increase classes and the number
of people allowed to attend them. Accordingly, we will
increase classes for the courses starting from July to
allow more users to have great opportunities to have their
exclusive domain names and easily set up their websites.
In the training courses, learners can actually operate on
the computers and easily practice website implementation
step by step. In addition, we have also provided two
weeks of free domain name trials to the participating
learners to allow them to first experience their exclusive
domain names and also the advantages and fun of the
exclusive Page Parking website.

From July to mid October, TWNIC has held 9 Training
Courses of IPv6 Theory and Applications in the hope of
increasing Taiwanese people’s understanding of relevant
IPv6 technologies, as well as to introduce IPv6 and its
relevant applications.
The last training course will be on Friday, October 24. This
educational training course will still be conducted through
lessons given by the lecturers and actual operational
illustration with the latest technologies and information
of IPv6 network environment implementation provided
to increase Taiwanese people’s understanding of IPv6
technologies and abilities to implement IPv6 network
environments.
