A Place We Call HomePerched on the bluffs of the Mississippi River, Scott County, Iowa, is home to not only one of America’s great waterways, but also some of the richest farmland in the world. When we protect our land and water, we do so not only for ourselves but also for those who live and work along this great river and for those who benefit from the food we grow. In order to ensure protection of our local resources, the Waste Commission of Scott County was formed more than 30 years ago.

Who We AreAs an intergovernmental agency, the Waste Commission’s members include 17 communities and Scott County that share our mission to provide environmentally sound and economically feasible solid waste management. Our Commission is comprised of five elected officials representing the various communities.

The Commission has also developed a public education program and facilitated development of Keep Scott County Beautiful.

The Scott Area Landfill is a 48-acre, Subtitle D synthetically lined landfill sited in 1995. It is designed for the proper and safe disposal of residential and business waste generated in Scott County.

Hours: 7:30 a.m. to 3:30 p.m., Monday through Friday and 8 a.m. to noon on Saturday. From Memorial Day until Labor Day, the Landfill is open Monday evenings only until 6 p.m. You must be in and unloaded by closing time.

Recycling Programs: Batteries: Automotive (lead-acid) batteries are accepted during regular hours of operation at no charge. Alkaline batteries can be safely put in your garbage. Rechargeable batteries from residents are accepted by appointment through the HHM Program; see page 7.

Construction & Demolition Debris: Asphalt shingles and select construction and demolition material are recycled. Reuse programs for gently used building materials are on page 53.

Oil, Oil Filters & Antifreeze: Up to �5 gallons per month of used motor oil, antifreeze and residential drained oil filters can be recycled at no charge. Call 381-1300 if you have more than �5 gallons.

Recyclables: Drop-off containers for recyclables are available. For more information on what can be recycled and proper preparation, see page 13.

Scott Area Landfill Fee Structure

• Waste generated outside Scott County will not be accepted.

• No liquids or hazardous waste such as paints or pesticides.

Scott Area Household Hazardous Material (HHM) Facilities serve Scott County and Rock Island County residents and businesses that generate a limited amount of hazardous material. Businesses with hazardous waste should call 381-1300 for assistance.

Hours: Both facilities are open by appointment only. Call between 7:30 a.m. and 4:00 p.m. Monday-Friday to schedule an appointment. Appointments are typically taken for Mondays and Saturdays.

Fees: There is no charge for Scott and Rock Island County residents to bring household hazardous material to the facility. Businesses are charged according to the type and quantity of waste.

Acceptable Materials: Hazardous products can be found throughout the home. Look in the kitchen, bathroom, basement and garage for items such as cleaners, paints, pesticides, automotive products or compact fluorescent lights (CFLs).

Rules: • Please remain in vehicle at all times. • Please arrive for your appointment on time and no smoking, please. • Keep items in original containers and never mix materials together. • Label containers that are unmarked. • Glass containers should be packed to prevent breakage. • Containers cannot be returned. • Transport material separate from passengers and pets in vehicle, preferably

in the trunk.

Exchange Facility: The Product Exchange Facility is located at the Scott Area Landfill. Residents are invited to take, at no charge, products such as automotive, home improvement, paint-related, household and lawn/garden products. The facility is open the same hours as the Landfill (7:30 a.m. to 3:30 p.m. Monday - Friday and 8:00 a.m. to noon on Saturday).

Sharps Exchange Program: To protect the health and safety of collection and processing workers, never put “sharps” such as needles, lancets, syringes or other such devices into your garbage or recycling. The Waste Commission of Scott County provides rigid containers free of charge at the following locations:

The Electronic Demanufacturing Facility disassembles and recycles residential and business electronic waste, or e-waste. E-waste is defined as devices that contain a circuit board or a cathode ray tube. These items contain environmental hazards such as lead, mercury, cadmium, nickel, chromium, lithium and PCBs. Material received is demanufactured to ensure data security. None of the material is refurbished or reused.

Hours: 7:30 a.m. to 3:30 p.m., Monday through Friday.

Fees: The disposal charge is �0 cents per pound. Console and projection televisions are a flat fee of $15. Large copiers are a flat fee of $11. Large or unusual items are assessed on a per item basis. Rates are subject to change.

Acceptable Material:Items with a circuit board or cathode ray tube such as computer monitors, televisions, VCRs, stereos, computers (CPUs), radios, printers, scanners and video game systems are accepted.

Collection: Bettendorf and Davenport residents can put e-waste out at the curb for bulky waste collection. (See pages �1 and 3�, respectively, for more information.) For items containing sensitive data, please call 8�3-0119.

The Scott Area Recycling Center receives recyclables from Scott County residents that are collected curbside and from drop-off containers. Materials are sorted, baled or crushed and marketed from this location.

Hours: The office is open from 7:30 a.m. to 4:00 p.m. Monday-Friday. Drop-off recycling is available in the parking lot during daylight hours.

Fees: There are no fees for residents to use the drop-off recycling containers. Collection companies and municipalities pay a tipping fee for processing of mixed recyclables.

Oil, Oil Filters and Antifreeze: Up to �5 gallons per month of residentially-generated used motor oil, antifreeze and drained oil filters can be recycled in the parking lot at the Scott Area Recycling Center at no charge. If you have more than �5 gallons, please call the Landfill at 381-1300 for assistance. Used motor oil can also be recycled at Wallace’s Garden Center.

Summer Hours: The facility is open Monday through Friday from 7:30 a.m. to 5:30 p.m. and weekends 8:00 a.m. to 3:00 p.m. We are closed on the major city holidays.

Hours: Office hours are 6:00 a.m. to 6:30 p.m. Monday through Friday. Closed Saturday, Sunday and holidays.

The City of Bettendorf provides collection to all single-family and some smaller multi-family households. The city provides the following solid waste services: • Automated Garbage Collection • Bulky Waste Collection • Recycling Collection • Yard Waste Collection

Automated Garbage Collection The city offers weekly or twice a month collection (for those who choose that option) on your garbage collection day.

Do You Need To Know Your Garbage Day? Visit www.bettendorf.org to look it up online.

Fee: Residents pay a fee for the size of the cart they choose. The carts are supplied by the city. Residents are billed for garbage service on their sewer bills. If a resident is not on the sewer billing system, a separate bill is sent. Bills are sent quarterly.

What Does the Fee Include? The fee includes garbage collection and disposal; recycling collection and processing; bulky waste and e-waste collection, disposal and processing; and a portion of the costs of yard waste collection and disposal.

Extra Bag Fee: $3.00 per bag for those times when all of your garbage will not fit into your cart with the lid closed. • The bag must have a $3.00 sticker on it or it will not be collected • Set the extra bag of trash on top of the closed lid of your cart • Bag size – no larger than 3� gallons, no more than 50 pounds

Trash stickers are available at City Hall, Public Works and local grocery and convenience stores.

Fee for Changing Service Level: There is a $�5.00 fee to change the cart service level. This applies to all residents who have had their garbage cart for more than 30 days. Residents moving into a new residence will not be charged the fee to change their cart service level if they exchange it within 30 days.

Residents with Twice a Month Option: Collection is on the first full week and the third week of every month. For those months when there are five weeks in the month, an additional garbage collection will be scheduled on your garbage day during the 5th week. See the city’s Web site for collection dates.

A calendar is mailed every December to residents with this option. Residents may request a calendar by calling 344-4088.

How Do I Sign Up for the Service? New Resident: If you are a new Bettendorf resident, you will need to call the

Public Works Department at 344-4088 to choose a cart size for garbage collection. If you do not have a recycling cart, you may order one at the same time. There is no charge for the recycling cart.

Moving Within Bettendorf: If you are moving to a different address within Bettendorf, you will need to notify the Public Works Department at 344-4088 of your new address. Please leave both your garbage and recycling carts at the existing address. The city will deliver a garbage and recycling cart to your new address after you have contacted us.

Moving Outside Bettendorf: If you are moving outside of Bettendorf, please leave both the garbage and recycling carts at the residence you are moving from. If either of your carts are missing when you move, you will be billed for the cost of their replacement.

Cart Placement is Key! Where and how you place your cart is key to our success. If your cart is obstructed by a vehicle or other object, our driver has to get out of the truck to move the cart in order to empty it. This costs time and money. The truck’s mechanical arm needs unobstructed access to “reach out” to your cart. So please, remember these three rules:

Cart Safety: Please read the weight limits on the lid of your garbage cart. Do not overload your cart. Please do not put heavy rocks, sod or concrete in your cart. If you find the cart too difficult to move, please get help to move it. If your cart is too large for you to handle, smaller carts are available.

Missed Collection? If you have questions regarding a missed collection, please call 344-4088.

The City Encourages Recycling! Cardboard boxes need to be recycled. Please flatten, tie or tape them together and set them on the ground next to your recycling cart on your regular recycling day. Each bundle of cardboard shall be no more than 50 pounds and 36 inches any direction.

Bulky Waste Collection The city is pleased to offer residents a bulky waste collection program that is convenient and easy to use. Residents may set out bulky items on recycling collection days. Bulky wastes are large garbage items that are too heavy to be lifted by one person or too large to fit in a garbage cart. Bulky waste includes items such as furniture, appliances and tires. Electronic waste such as computers and televisions are also collected as bulky waste items. For items containing sensitive data, please call 8�3-0119. For a complete list of items accepted in the bulky waste program, please visit www.bettendorf.org or call 344-4088.

Household hazardous materials such as batteries, paint and motor oil are not bulky waste items. Home health care waste, such as needles, are not accepted. Please call the Scott Area Landfill at 381-1300 for their proper disposal. See pages 7-9 for more information.

Any bagged items that you set out for bulky waste collection must have a $3.00 sticker on each bag.

Recycling Collection Recycling collection is once every 4 weeks on your garbage collection day. Recycling collection is done on the same day as garbage collection. A refrigerator magnet and vinyl calendar for your cart showing your collection day are mailed annually. If you need a calendar, please call 344-4088. The carts are divided in the middle with paper items on one side and containers on the other side. Look under the lid of your cart for accepted items.

Yard Waste Collection Yard waste collection is weekly on your garbage collection day. Yard waste includes grass clippings, leaves, branches and garden waste. The city recommends you do not bag yard waste. Yard waste disposal can be accomplished by using a backyard composter, leaving your grass clippings on the grass after you cut it and/or mulching your leaves.

Fee: Each bag of yard waste must have a $1.60 sticker on it. There is no charge for bundled tree trimmings and branches. The city offers weeks in the spring and fall when no stickers are required on yard waste bags. The weeks are listed on page �5.

Yard waste stickers are available at City Hall, Public Works and local grocery and convenience stores.

Basic Tips for Yard Waste Collection:

• Set out by 7:00 a.m. on your collection day. • Yard waste must be placed in kraft paper bags

How To Use The Carts:

Garbage must be in the cart with the lid completely closed. For health, sanitary and litter control reasons, bag all garbage before putting it into the cart.

Stolen or lost cart - call Public Works at 3�6-773�. The cart is the property of the City of Davenport and each one has a serial number to identify it.

Garbage that does not fit inside the cart requires a sticker. You may place a bag with a sticker on top of your cart and the robotic arm will pick it up. If you have more than one bag, set them at least 4 feet away from the cart so that the robotic arm has room to grab the cart.

Weight and size of any individual garbage bag cannot exceed 50 pounds and 33 gallons. Weight of a garbage cart cannot exceed the maximum weight limit imprinted on its lid. Leave at least 4 feet of clearance around your cart – do not set directly next to your recycling bins, vehicle, telephone pole or mailbox.

Arrows on the lid should point toward the street or alley.

Find a trouble-free location for the cart, preferably on a level surface at the street or alley line. Do not place on top of a snowdrift.

non-recyclable plastics and small building repair items that fit in your cart. • Ashes from fireplaces and stoves must be cold and wetted to ensure they will

Vacation Shut-off Request: $35.00This service allows you to temporarily shut-off your solid waste service due to an extended vacation. Your monthly solid waste fee will be reduced to zero for the specified number of months, not to exceed six. The city will remove your cart and return it when service is re-activated. A request form and $35 fee must be submitted to the city for this service.

Cart Exchanges:Garbage carts can be exchanged for a different size by calling the Public Works Center at 3�6-773�. You can exchange to a smaller cart for free, but if you exchange to a larger cart there is a $10 fee. New customers will not be charged to exchange a cart when moving into a home. Note: Carts must be empty to be exchanged.

• Furniture: couch, chair, bed, etc.

• Tires: up to 5 tires per house per year.

• Building materials from remodeling and construction projects and work completed by contractors. Private haulers have dumpsters for this work (check the yellow pages of the phone book or the Scott Area Landfill for help).

Fee: There is no additional fee for recycling in Davenport. It is included in your city solid waste fee. How to Use the Bins: • Prepare your recyclables by rinsing containers and throwing away lids. • Place your paper products in one bin and containers in the other. They must

be kept separate. • If you use just one bin, place your paper products inside a paper bag and set

them inside the bin with the containers. • Cardboard boxes must be flattened and no more than 30 inches by 30 inches

to fit through the truck doors. Cardboard may be laid under your recycling bin to secure it.

• Handicapped-style recycling bins with small wheels are available by request. Call 3�6-773� for more information.

• Lids for your recycling bins can be purchased at the Davenport Public Works Center.

How to Place the Bins: • Set your bins out by 7 a.m. on your collection day to prevent missed pick-ups. • Place bins at your normal collection point, directly next to the curb or alley. • Keep the bins at least 4 feet away from garbage carts, mailboxes, utility

will help the crews see that you have recyclables and it can prevent missed pick-ups.

• Theft: The recycling bins and the recyclable materials inside the bins are the property of the City of Davenport. It is a violation of the law to remove anything from the bins.

Yard Waste Collection The city provides weekly collection of yard waste on the same day as garbage, but at a different time. It must be contained in �-ply kraft paper bags with special city (EarthCycle™) stickers attached. Yard waste collection typically ends each year in mid-January and starts again in April. All yard waste collected curbside is taken to the Davenport Compost Facility and recycled.

Fee:Each bag of yard waste must have a $1.60 city sticker on it (price subject to change). There is no charge for bundled brush such as tree trimmings, branches, or Christmas trees. The city offers weeks in the spring and fall when no stickers are required on yard waste bags. These are generally the first two weeks of April, the last two weeks of October and four weeks in November. The �007 weeks are listed on page 37.

Acceptable for Yard Waste Collection:Yard waste is defined as leaves, grass clippings, garden plants, stalks, flowers, straw, twigs, tree trimmings & brush. Iowa law requires it be collected separately.

Basic Tips for Yard Waste Collection:• All yard waste must be contained in �-ply kraft paper bags. No plastic bags

or garbage cans.• City yard waste (EarthCycle ™) stickers are required on all bags and can be

purchased at local grocery and hardware stores. Ask for assistance at their customer service counters.

• Brush such as branches, tree trimmings, twigs and bushes are accepted. It must be bundled with a sturdy twine. No tape, wire or plastic.

• Brush must not exceed 5 feet in length and bundles must not weigh more than 50 pounds.

• Christmas trees without plastic bags or metal stands are collected. Wreaths and garland must be bagged as garbage.

• Set yard waste out by 7:00 a.m. on your collection day to prevent missed pickups.• Stumps & tree limbs larger than 6 inches in diameter must be taken to the

Compost Facility.

Alternatives to Yard Waste Collection: Grass clippings and leaves can be left on the lawn, used as mulch or home composted.

Severe Storm Cleanup: Tree branches that fall down as a result of a storm are to be bundled and collected in the same way as normal yard waste collection. City crews will clear public sidewalks, streets and alleys. Residents with large fallen trees on private property must contact a private tree removal company. Residents can also haul their own branches, stumps and yard waste to the Davenport Compost Facility. Stumps and tree limbs larger than 6 inches in diameter are not eligible for city collection as they can damage the trucks. However, they are accepted at the Davenport Compost Facility.

The Habitat ReStore is a building materials reuse center, open to the public and operated locally by Habitat for Humanity-Quad Cities. The ReStore creates a link between people who have good quality building materials they no longer need and those who can use such materials for the renovation and upkeep of their properties.

Habitat for Humanity ReStore accepts materials on donation. No furniture, please. Call first for screening assistance. Delivery is appreciated, but pickup is available.

STORMWATER PROGRAMS IN SCOTT COUNTYWhat is stormwater runoff? Stormwater runoff is the water that flows off roofs, driveways, parking lots, streets and other hard surfaces during rainstorms and snow melt. Rather than being absorbed into the ground, it pours into ditches, culverts, catch basins and storm drains eventually entering the community’s waterways, streams, ponds and the river.

Why do we need programs to prevent pollution runoff? • To maintain the quality of our drinking water supplies and natural waterways

for recreational activities such as wading, swimming, fishing, water skiing, etc. • To prevent oil, salt, litter, soil, fertilizers and pesticides from polluting our

waterways. • To minimize damages that may occur when stormwater runoff exceeds the

capacity of the pipes and open channels used to carry stormwater to our rivers and streams.

• To meet the Federal Clean Water Act that requires a National Pollutant Discharge Elimination System Permit for all municipal stormwater discharges.

What are the benefits to me? Everyone benefits from clean water programs. Direct benefits may include complying with Federal and State mandates, protecting your property from upstream runoff, protecting property downstream from your runoff, allowing for future development, providing safe roadways, educating our children about pollution and improving water quality.

What can I do to help? Water quality is everyone’s responsibility. Water is a precious resource. Spotting and reporting pollution, preventing pollution by recycling and properly disposing of household chemicals are simple things everyone of all ages can do to protect our stormwater and our community.

Adopt-A-SpotThe Adopt-A-Spot program is currently undergoing some exciting new changes. Opportunities for groups, organizations and individuals to get involved in creating a cleaner and more beautiful Scott County will be enhanced. KSCB continues to provide bags and gloves to assist with organized clean-up efforts. If you would like more information on conducting a community clean-up effort, call 468-4�18.

Littering To report littering call 1-888-NOLITTR (665-4887). Please provide as much detail about the incident as possible – day, time and location, the litter thrown from the vehicle, vehicle’s description and license plate number. The license plate number is critical to any follow up action. Offenders will receive a letter from the Iowa State Patrol.

Illegal Dumping If illegal dumping is in progress, call 911. If you are reporting a dump site or have information on illegal dumping, call 1-888-NOLITTR (665-4887). Please provide as much detail as possible regarding the location, what was dumped, time discovered and other details.
