Traffic Control Measures in Beijing

July 1st 00:00 – Sept 20th 24:00: Vehicles that fail to meet Euro I standard for exhaust emissions (i.e. yellow labeled vehicles) will not be allowed onto Beijing roads

July 20th 00:00 – Sept 20th 24:00: Vehicles without special permits will be allowed onto Beijing roads only on alternative days, according to their license plate numbers (odd or even)

July 20th 00:00 – Aug 27th 24:00: it will apply to the whole city of Beijing

Aug 28th 00:00 – Sept 20th 24:00, it will apply to areas within Beijing’s Fifth Ring Road (including Fifth Ring Road) and part of the three highways connecting downtown Beijing to Badaling, Chengde and the airport

Traffic Control Measures in Beijing

July 20th 06:00 – Sept 20th 24:00: Beijing-registered cargo trucks will not be allowed into areas within Beijing’s Sixth Ring Road (excluding Sixth Ring Road)

July 20th 00:00 – Sept 20th 24:00: Dangerous goods are not allowed onto Beijing roads unless specially permitted

July 1st 00:00 – Sept 20th 24:00: Non Beijing-registered cargo trucks will also not be allowed to enter Beijing, except those with special permits. Trucks previously transiting via Beijing City to other destinations will be diverted to nearby expressways and highways

Emergency Measures in Tianjin

If faced with poor air quality resulting from extreme weather conditions during the Olympics period, Tianjin Municipal Government may take emergency measures.

Emergency measures will take effect if:The forecast of the next day’s air pollution level exceeds the accepted level

Emergency Measures in Tianjin

Emergency Measures on traffic control include:

July 25th 07:00 – Sept 20th 22:00: Vehicles will be allowed onto Tianjin roads only on alternative days, according to their license plate numbers (odd or even)

• July 25th 07:00 – Aug 25th 22:00: Measures will apply to areas within Outer Ring Road (excluding Outer Ring road). For Tianjin registered vehicles, measures will also apply to 4 districts in Northwest Tianjin

• Aug 26th 07:00 – Sept 20th 22:00: For Tianjin registered vehicles, it will apply to areas within 4 districts in Northwest Tianjin

July 25th 07:00 – Sept 20th 22:00: Dangerous goods are not allowed onto Tianjin roads unless specially permitted

Emergency Measures in Tianjin

Other Emergency Measures from July 25th to Sept 20th include:

Six Gas Stations within 3km of the stadium will cease to operate from 10:00 to 18:00 hours

Factories contributing the most heaviest pollution will cease operations

Non-power generating coal-burning furnaces will be shut down

All construction work will be suspended

Traffic Control Measures in other Host Cities

Qingdao will not apply odd-even vehicle plate number regulations when it hosts the sailing events, and will encourage the use of public transport

From July 15th 00:00 to Aug 18th 24:00, 4 districts in downtown Qinhuangdao will not allow vehicles in unless a pass has been acquired beforehand

At present, Shanghai and Shenyang have not announced traffic control measures when they host the soccer events

Port / Terminal Handling

Strict cargo inspections, especially sensitive commodities

Strict supervision on vessels, terminal operations, etc

Strict dangerous goods (DG) restrictions

DG Restrictions - Shanghai Port Till now, Shanghai Port is the only port to officially announce restrictions on dangerous cargo operation.

The below listed dangerous cargo will be prohibited from operating at Shanghai port from July 18th to Aug 31st:

Explosives – class 1 Acetone- class 3 UN1090, UN1091 Organic peroxides- class 5.2 Toxics – class 6.1 Radioactive material – class 7 Hydrogen peroxides – class 8 with 5.1 subclass UN2014, UN2015 Sulphuric acid - class 8 UN1830,UN1831, UN1832, UN2796 Nitric acid –class 8 UN2031, UN2032, Hydrochloric acid – class 8 UN1789 Ammonium nitrate and related fertilizers – UN2067, UN2071, UN3375, UN2426…etc

DG Restrictions

Grand Alliance has released DG restrictions during the Olympic Period upon consent from its member lines: OOCL, NYK, HAPL, MISC.

This will take effect from July 18th to Aug 31st 2008 and will apply to the following ports:

Shanghai / Ningbo / Qingdao / Dalian / Tianjin

Impact on Our Customers

Cargo transportation will be highly restrictive for customers who need to move goods in, out of and within Beijing

Temporary hikes in road transportation costs due to shortage in trucking capacity is foreseeable

OOCL Beijing door and CY service will be temporarily suspended until further notice. We will try our best to maintain our service levels during the period

We strongly advise our customers to plan cargo transportation and to have cargo shipped in and out of Beijing after Sept 20th
