    The Fort Valley State University Foundation, Inc. was established in 1972 with the specific mandate to serve

    as custodian of contributions from the private sector, alumni,

    friends, industries, and founda-tions; to receive, invest and

    administer funds; to act as trustee; and in general, to exercise the powers

    of a not-for-profit organization under the laws of the state of Georgia.

    1 To encourage, solicit, receive and adminis-ter gifts and bequests of property and funds for scientific, educational and charitable purposes, all for the advancement of Fort Valley State University and its objectives and purposes and to that end to take and hold either absolutely or in trust for any of said objectives and purposes, funds and property of all kinds, subject only to any limitations or conditions imposed by law or the instru-ment under which received; to sell, lease, convey and dispose of any such property and to invest and reinvest any proceeds and other funds, and to deal and expend the principal and income for any purposes herein authorized; to act as trustee; and, in gen-eral, to exercise any, all, and every power, including trust powers, which a corporation not for profit organized under the laws of Georgia for the foregoing purposes can be authorized to exercise.

    2 To promote and support education; to provide:• funds which are not pro-vided from public sources for use in the furtherance of the education and welfare of Fort Valley State University, its faculty and students;

    • funds to be used in attract-ing experienced and outstand-ing instructors, educators, and scientists to such university;

    • educational facilities, includ-ing dormitories;

    • scholarships, and other ac-tivities subject to amendment.

    3 To do and perform any acts and expend its funds in any man-ner which the Board of Directors shall determine will be beneficial to education and the University.

    4 Upon specific ap-proval of the Board of Directors or Ex-ecutive Committee, to borrow such sums, on such terms and with such security, if any, as may be prescribed in such approval, but no trust assets may be pledged or committed in a manner that would violate the trust upon which held.

    5 All of the assets and income of the Foun-dation shall be used only for the purposes hereinabove set out, includ-ing the payment of expenses incidental thereto; and no part of its assets, income, funds or property shall inure to the benefit of its members, directors, or officers, and no part of its activities shall be for the carrying on of propa-ganda or otherwise attempt-ing to influence legislation, and the Foundation shall not participate in, or intervene in (including the publishing or distributing of statements), any political campaign on behalf of any candidate for public office.

    6 In the event of dis-solution or other termination of the Foundation, title to all its assets shall vest in The Fort Valley State University or its successor, to be used exclusively for the purpose herein above set out, it being intended that no distribution or payment shall be made which will impair or destroy the tax exempt status of dona-tions, contributions, legacies, bequests, or dues received by this Foundation, to the extent that such tax exempt status shall be allowed under any ap-plicable laws or regulations.

    FOUNDATION PURPOSE

    The purposes for which this corporation is organized are as follows:

  • A MESSAGE FROM THE PRESIDENT

    e are embarking upon a critical, yet exciting time in Fort Valley State University’s history. In a few years, we have become one of the fastest growing institutions in the University System of Georgia. I am proud of several major milestones we have reached. Gone are the days of FVSU’s declining student enrollment. Every year, we post record high numbers when the final tallies are reported. Our goal is 5,000 students in 2010.

    I promise you the best is yet to come. Not long ago, we dreamed about the possibility of providing new housing to students. The fulfillment of the dream is Wildcat Commons. The new housing village exceeds our expectations. We didn’t stop there in visualizing a mixture of modern and stately, historic buildings to house state-of-the-art equipment.

    The completion of the new Science Classroom and Laboratory building is only a few weeks away. Soon, our faculty and students will teach, learn and research in a facility comparable to any in the University System of Georgia.

    Another milestone is the construction of a new Wildcat Stadium. We overcame challenges and never allowed naysayers to discourage us. In return for our due diligence, tenacity and “can do” attitude, our campus has been transformed. We’ve enjoyed several spectacular years together. We hoped against all odds and kept our eyes on the goal of building a new FVSU; then another dream was fulfilled. U.S. News Media Group named FVSU to a #21 ranking among historically black colleges and universities. We were also listed in the 2010 edition of “America’s Best Colleges.”

    Yes, there is energy and excitement about our accomplishments. But, friends — there are still challenges ahead. A back story of the enrollment increase is the 300 to 400 students who must leave the university because we cannot provide them adequate financial assistance. Our focus always is on FVSU students. My priority always will be to provide scholarships to highly qualified students. My commitment to you, in return for generous scholarship contributions, is to ensure that Wildcats are prepared to solve problems that arise in our world and theirs and also to accept challenges presented by the transformation to a global marketplace. Together, we can move forward. Please help us do so.

    t is with pleasure that I provide you with the Fort Valley State University Foundation’s 2008-09 Annual Report. As you review this report, you will see that it was indeed an exciting but challenging year for Fort Valley State University (FVSU). FVSU is continuing to ascend to higher academic standards and special recognition.

    Thanks to all of the contributions and gifts made by friends of FVSU and the excellent work of the Foundation Board of Directors, the Foundation

    ended fiscal year 2009 with a total of almost $75 million in assets.

    We have audited the accompany-ing consolidated statements of financial position of Fort Valley State university Foundation, Inc. and Subsidiaries (the Foundation) during July 31, 2008 – June 30, 2009, and the related consolidated statements of activities and cash flows for the years then ended. These consolidated financial state-ments are the responsibility of the Foundation’s management. Our responsibility is to express an opin-ion on these consolidated financial statements based on our audits. We conducted our audits in ac-cordance with auditing standards generally accepted in the united States of America. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes consideration of internal control over financial reporting as a basis for designing audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Founda-tion’s internal control over financial reporting. Accordingly, we express no such opinion. An audit also includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements, assessing the account-ing principles used and significant estimates made by management, as well as evaluating the overall financial statement presentation. We believe that our audits provide a reasonable basis for our opinion.   • aking a financial gift to the Foundation ensures a better future for Fort Valley State University. Your donations offer success and fulfillment of our mission. Through educational excellence, your support provides an invalu-able investment that will always bring positive returns. Making a gift to the Foundation also gives you a special return in the form of desirable tax benefits. Charitable contribution deductions on your income tax return and capital gains tax savings are very beneficial when tax time approaches. Future estate tax savings also may result from your gift.

    All gifts are administered in strict compliance with the instructions of the donor. When a gift is not accompanied by instructions, it is administered as an unrestricted gift; that is, it is used to fulfill the greatest need of Fort Valley State University as determined by the Board of Directors, the officers of the Foundation and the President of the university.

    In regard to the establishment of special funds, such as scholarship funds, the Foundation recommends that the details for the administration be worked out by the donor and a representa-tive of the Foundation, and written instructions for the administration of the funds be drafted and signed by the donor.

Another way is to change the beneficiary of an existing policy, if the present beneficiary no longer needs protection. The Foundation can be named as the new beneficiary or co-beneficiary.

    >> PERSOnAL PROPERTYIn most cases, a gift of tangible personal property, such as paintings, antiques, books or jewelry result in a charitable deduction. You may also escape the potential capital tax on the property’s appreciation.

    >> APPRECIATED PROPERTYIt is often an advantage to contribute appreciated property rather than cash. Securities, homes, land, and other assets make ideal gifts. By donating gifts of appreciated property, you eliminate capital gains tax and receive a charitable deduction based on the full market value of your gift.

    >> OuTRIGHT BEquESTName the FVSU Foundation as a beneficiary in your will and make a gift of cash, investments, or property from your estate.

    >> RESIDuAL BEquESTA residual bequest provides that, after specific bequests are made to named individuals, Fort Valley State University receives the “residue” or the amount remaining in the estate.

  • PEACH COunTY DEVELOPMEnT AuTHORITY On Thursday, August 21, 2008, Dr. William

    Moorehead, Sr., the chairman of the Peach County Development Authority (PCDA), handed President Larry E. Rivers $8,000. The contribution, presented to Rivers on behalf of the agency was earmarked for the President’s Scholarship Fund and helped Wild-cat student achievers pay for tuition and books.

    “I really appreciate the support that Dr. Moore-head and members of the Peach County Develop-ment Authority have given to the university,” Dr. Rivers said.

    “I’d like to recognize the executive director of the authority — Mr. Charles F. Sims and the other authority members for approving this donation,” said Moorehead.

    SCHOLARSHIPS & ENROLLMENT

    STuDEnT RECEIVES $1,000 BOOK SCHOLARSHIP

    LINKS Chapter President Dr. Virginia Dixon awarded this year’s $1,000 Ruby Church Book Scholar-ship to freshman Brittney Tharpe. The late Ruby Church, a retired elementary school teacher and former Fort Valley State College alumna, is remembered for her love of learning, art and educa-tion. As a member of The LINKS, Inc., Church helped others through com-munity service projects. To honor her legacy, the organization developed the Ruby Church Book Scholarship 14 years ago.

    STuDEnT CEnTERWhether it’s watching Wildcat football

    games or track meets, Fort Valley State University fans will be able to do it in style when a new Student Activities Center opens this summer. This 30,000-square-foot facili-ty was designed to meet several needs. With the unique positioning, this facility is de-signed to serve as both a student center and a game day center. The new student center serves to enhance the collegiate experience for FVSU students by providing lounge space, food service operations, a game room, media center, meeting rooms for stu-dent organizations and a large multipurpose room. Students can munch on delicious chicken sandwiches at the new Chick-fil-A or tasty submarines from Quiznos.

    On game day it serves as the face of the new Wildcat Stadium providing food ser-vice, retail and gathering space to enhance that experience.

    WILDCAT COMMOnS PHASE IIITo accommodate the growing student population, the univer-

    sity completed construction on the Wildcat Commons Phase III project. Each suite features a common living

    room, shared kitchenette and state-of-the-art Internet capabilities; both

    new buildings have laundry facilities, a common area and

    computer connections.FVSU President Larry

    E. Rivers and H.J. Rus-sell & Company met their self-imposed deadline, and students were able to move

    into the new complex during summer classes in 2009. “I’ve

    never gotten this many letters from parents and students writing

    me to consider accepting their child at FVSU,” said Rivers.

    During the groundbreaking ceremony Georgia State Rep. Calvin Smyre noted, “This is another proud moment in the history of FVSU. The university grounded me and moved me on. Now my role is to open the doors of opportunity that others may ride the elevator to opportunity. It’s about the students. It’s a new chapter in the annals of FVSU history.”

    CONSTRUCTION

    “FVSU faculty and staff gathered at a

    groundbreaking ceremony on May 29, 2009, for the $3.1 million Agricultural Biotechnol-ogy Center.

    To celebrate the College of Agriculture, Home Economics and Allied Programs’ 8,000

    square-foot facility, local and state politicians, school superintendents, industry leaders were all on hand to witness the event. The facility, funded by the U.S. Department of Agricul-ture, will have four laboratories and a lecture hall that can accommodate more than 100

    people. It will be utilized to expand the already

    existing research efforts focusing on plant biotechnology, animal biotechnology and ap-plied biotechnology, which includes alterna-tive energy.

    Science majors and professors are look-ing forward to the new 59,000 square foot SMART-enabled classroom building that will house the university’s undergraduate science programs and provide new research labs for students.

    The $20 million new energy-efficient facil-ity — which replaces the aging Miller Science Building — was constructed using an ameni-ties wish list provided by Fort Valley State University science professors.

    The building will house seven biology

    teaching labs, five chemistry labs and two physical sciences labs for geology and physics.

    Additionally, the new research structure has four general purpose labs, auditorium-styled classrooms with 36 to 48 stations and an 80-seat tiered lecture hall.

    HunTInGTOn HALLHuntington Hall is the second oldest

    building on Fort Valley State Univer-sity’s campus, which was completed in 1909. The exterior rehabilita-tion of Huntington Hall includes stabilization of the existing structure, repair and repainting of the exterior masonry, repair of the roof, replacement of the windows, selective demolition and repair of the porch roofs and doors. The general focus of the first phase is to insure the exterior envelope of the building is secured.

    When construction is completed adjacent to the Otis O’Neal Veterinary Science build-ing, the SAFE—State Animal Facility for Emergencies—Center will house large and small animals during natural and manmade disasters. It will also serve as a facility that cares for neglected and abandoned animals apprehended by the state. The center was initially funded with $750,000 from the state of Georgia. The size of the facility has not been determined, but ideally it will be expanded

    and eventually be able to house up to 100 dogs, 100 cats and 100 horses, said Dr. George McCom-mon, an associate professor in the Department of Veterinary Science.

    AnnuAL CAR SHOW RAISES MOnEYRain in the forecast

    didn’t dampen the spirits at Fort Valley State Univer-sity’s Annual Wheels in the Valley Car, Truck and Motorcycle Show on Satur-day, April 25, 2009. More than 100 vehicle owners shined their chrome and buffed their bumpers for the chance to take home an award. Families came out and enjoyed the food vendors and inflatable games and schoolchildren entertained the crowd with a jump-rope and cheer-leading show. From classic Fords and Chevrolets to late-model Pontiacs and Dodges, there were plenty of wheels to see in The Valley! Since its inception, Wheels in the Valley has raised over $12,000 for Wildcat scholarships.

    CAMELLIA SCHOLARSHIP InITIATIVEOne of the headliners this year was the unveiling of a

    special camellia, “First Lady Bettyjean,” named in honor of FVSU’s First Lady, Betty Rivers. Gene Phillips, a Savannah

    camellia breeder, created the flower with multiple layers of pink petals. The ceremony which recognized Mrs. Rivers, who con-tinuously promotes FVSU’s “communiversity,” concluded with the planting of the flower in the newly created “Blossoms in the Valley Camellia Garden.” The unveiling soon blossomed into the Camellia Scholarship Initiative which was high-lighted by the First Lady’s Tea at Noon in June. More than 180 guests experienced an afternoon of elegance and high fashion. With the success of all of the camellia initiatives,

    FVSU surpassed its goal of reaching $10,000 for student scholarships, and an endowment was established.

    TWO STuDEnTS GET $500 In BOOKSEvery little bit helps when you are a student trying to stretch

    your dollars. Christopher McGee and Jelisha Hill were especially excited to receive a $500 book scholarship thanks to the Florine M. and Linda G. Early Scholarship.

    SCHOLARSHIP nAMED In HOnOR OF RETIREE

    One unexpected but welcomed scholar-ship came as a result of Dr. Rivers announc-ing the establishment of a scholarship in honor of retiree Yvonne Oliver, former

    associate vice president of academic affairs. Moved by the show of support, the honoree

    matched the contributions and the scholarship grew to over $5,000 by the end of the program.

    FLInT EnERGIES DOnATED $5,000Flint Energies, a member-owned electric cooperative that

    provides energy services to residential, commercial, industrial and agricultural areas in 17 central Georgia counties, donated $5,000 from its corporate community investment fund to the FVSU Foundation. The money is earmarked for scholarships and will help academically-talented students in Bibb, Chattahoochee, Crawford, Dooly, Harris, Houston, Macon, Marion, Monroe, Muscogee, Peach, Schley, Sumter, Talbot, Taylor, Twiggs and Upson counties.

    $25,000 GRAnTThe number of college

    graduates will increase due to the University System of Geor-gia’s Adult Learning Consor-tium that will turn on-the-job training into college credit. The USG awarded FVSU, along with four other USG institutions, a $25,000 College Access Chal-lenge Grant to work together to improve services for adult students returning to college, expand programs that focus on strategic regional workforce

    needs, test the awarding of credit for learning acquired through life experience and pass on their best practices to the entire University System.

    $4,000 FOR TEACHERS

    The U.S. Department of Ed-ucation announced that FVSU will become a participant of the Teacher Education Assistance for College and Higher Educa-tion (TEACH) program. FVSU joins more than 500 TEACH

    grant-member institutions that provide $4,000 each year to educate students who desire to teach in elementary or second-ary schools that serve children from low-income families.

    SOCIAL WORK GRAnT

    FVSU’s social work program also won the IVE Grant totaling $485,884. The grant will train child welfare workers. Grant proceeds will pay for tuition and housing for students.

    $1.9 MILLIOn FOR CDEP

    Not only does the U.S. De-partment of Energy’s National Nuclear Security Administra-tion provide scholarships, it also provides job opportunities and internships for deserv-ing students. Donations from 11 organizations totaled $1.9 million for CDEP (Coop-erative Developmental Energy Program) students. This year’s donation was the second in-stallment in the commitment.

    RADIO PERSOnALITY GIVES KEYnOTE ADDRESSEvery commencement is a jubilant celebration where some spirited graduates dance

    across the stage to pick up diplomas and overflow crowds of family members catcall the name of loved ones seated in caps and gowns. In 2009, more than 250 graduates and their friends and families packed the HPE Complex to see “The Fly Jock” Tom Joyner, a morning

    radio personality and philanthropist, dance down the aisle to the podium to give a keynote address. During a 30-minute address, the speaker quipped, “Con-

    gratulations, you’ve made it, you’re done, you’re free at last. Oh no, I’m not talking to you graduates, but to the parents, guardians and any-

    one who dealt with the graduates here today.” Laughter erupted. “Class of 2009, this is your world, you’ve got to learn how

    to deal with it,” Joyner told graduates. “You’re a product of an HBCU, and that makes you special. I know because I’m a

    graduate of an HBCU.” Then as each graduate shook his hand, the “Party for a Purpose DJ” folded a five dollar bill into the hand

    of each surprised graduate.

    This contribution will entitle the donor to be listed in the Foundation’s Annual Report of Giving, to wear the donor pin, to be recognized at various events and to receive invitations to the Presi-dent’s special activities in the year that follows the June 30th deadline.     WHAT ARE MATCHInG GIFT COMPAnIES?Thousands of companies and corporate foundations in the United States currently match their employees’ gifts to nonprofit organiza-tions such as universities. Under a corporate matching gift program, gifts made by a company’s eligible employee or employee’s spouse are matched with company or corporate foundation funds.

    WHAT DOES THE DOnOR DO?To initiate a matching gift, a donor fills out the company’s matching gift form (available through the benefits office) and sends it, along with his or her donation, to FVSU Foundation.

    WHAT DOES FVSu DO?The university’s Foundation Office completes the form and returns it to the company.

    WHAT DOES THE COMPAnY DO?The company then sends a check to FVSU Foundation.
