Mark your calendar now for PHADA’s 2007 Annual Convention and Exhibition, June 3-6, in Las Vegas, Nevada. Conference sessions for housing authority executive directors, staff and commissioners will help participants stay abreast of everything that is happening in public and assisted housing today.

As in past conferences, PHADA will cover the latest news and developments pertaining to the implementation of the new operating fund formula and the transition to project-based accounting and management. The convention agenda will include the most recent information agencies can use in their con-version to the new system. PHADA members and the staff will also discuss the association’s work with HUD and Congress to make sure the new rules are fair and workable.

PHADA’s planning another session on Public Housing As-sessment System changes HUD is expected to release later this year. Due to the new PBA/PBM requirements, the new PHAS is expected to be more focused on individual properties, modeled after HUD’s multifamily housing assessment system.

The agenda will include the latest news on housing authorization legislation that is expected to include rent reform and changes in the innovative Moving to Work program. Another session will look at HUD’s progress in the deregulation of HAs.

A major presentation is planned on modifi cations to the Hous-ing Choice Voucher (HCV) formula. Presenters will focus on ways agencies can keep their utilization rates up while controlling their costs. For smaller HAs, PHADA plans a presentation on ways HAs can improve cost effi ciencies through consortia and other similar business ventures.

There will be practical presentations including a session on new procurement requirements, and how agencies can take advan-tage of the new voluntary conversion of their public housing to vouchers. Likewise, the agenda will include a discussion of new mandatory conversion requirements for some HAs. Another session will focus on ways HAs can improve their 50058 reporting compliance and thereby reduce the possibility of sanctions. There will be at least a few sessions on legal issues, including some recent HUD actions that might limit the ability of HAs to secure and compensate legal counsel for offi cial business practices, as well as coverage of the new fi nal rule on Limited English Profi ciency requirements.

Other planned sessions include how HAs can more effectively use public relations tools and implement new guidelines concerning the formation of non-profi t entities and affi liates. Finally, there will be sessions geared to commissioners, including effec-tive board oversight and dealing with potential downsizing and reorganization in the face of federal budget cuts.

As always at the Annual Convention, PHADA will host the Bollinger Scholarship luncheon to honor the scholarship recipients. This year’s winners will be announced shortly before the annual convention. EDEPExecutive Director Education ProgramSponsored by PHADA in conjunction with Rutgers University

The Executive Director Education Program (EDEP) will continue June 1–2, 2007 in conjunction with the 2007 Annual Convention and Exhibition. Two courses will be offered: Public Relations/Communications and Ethics.

EDEP is modeled after the state of New Jersey’s successful ex-ecutive director certifi cation program, administered by Rutgers University. Participants completing all ten courses offered in the program will receive a certifi cate from Rutgers and PHADA. This useful seminar addresses these questions and more ... including how to write and distribute press releases, how to develop a quality newsletter, how to improve the image of the housing authority, how to develop and maintain press contacts and how to manage the media during a crisis.

Ethics: June 2, 2007Instructor: Louis A. Riccio Executive Director, Madison Housing Authority (NJ)

This seminar is designed to familiarize participants with the eth-ical standards and legal requirements relevant to public housing authority offi cials. Typical state statutes and HUD regulations are examined and applied to ethical issues faced by executive directors using a case study approach.

IMPORTANT: You will receive a confi rmation of your EDEP registration. If you do not receive confi rmation, please contact the PHADA offi ce at (202) 546-5445. EDEP registration must be received by Friday, May 11, 2007. Class size is limited to 40 people. Registration will not be available on site.
