Outline of the Association’s Work

CCSA developed steadily in 2006. Under the guidance of the Ministry of Information Industry (MII), the members of the Association worked together to fully implement and complete the establishment and revise of communications technical, actively participated in activities of international standards organizations and the establishment of international standards. A enterprise-centered, market-oriented working system that combines the efforts of industry, university and research for standardization is being established, where independent innovations are encouraged

CCSA held the 5th General Assembly in Beijing on December 19th to 20th. Mr. Wang Xudong, Minister of MII, and other leaders attended the meeting and made speeches. At the General Assembly, the working report of CCSA and the amending drafts of the Association Charter were reviewed and adopted. The full members elected members of the Council by secret ballot to constitute the 2nd board, indicating the successful conclusion of the first Council and the smooth term-change of it.

At the 1th session of the 2ed Council held on December 19th, there elected Chairman, vice chairmen, Secretary General of the Council by secret ballot, and honorary chairmen of the association were invited.

I. Establishment and Revise of standards

According to the urgent needs of telecommunications market, the China Communications Standards Association (CCSA) has conducted a number of key standardization projects regarding the hot spots of information and communication technologies and services, and critical technology fields. And following the strategy from the Ministry of Information Industry (MII), CCSA has also been committed to accelerate the R&D process on technical products and commercializing process.

In 2006, CCSA carried out 82 national standard projects, 189 industry standard projects, 46 communication standard technical reports and 79 research topics. 165 drafts for approval, 172 drafts for examination and 101 drafts for comments have been completed within the year.

◆ The formulation of equipments and interface standards for China's independent-developed "SCDMA" system was organized by CCSA for the purpose of the implementation of "Village Connected Project" initiated by MII,.

◆ Two standardization projects " Technical Requirements of Internet Parental Control Software Based on PC" and " Test Methods of Internet Parental Control Software Based on PC" are completed in coordination with series activities of "Sunshine Green Network Project" initiated by MII,.

◆ Follow-up standards were set to establish in addition to the established standards like service requirements, overall framework of platform, set-top boxes, specifications for equipments and interfaces to accelerate the development process of IPTV standards, which includes IPTV scope, definitions and context, media delivery systems, content management systems, service operations management, carrier network, security systems, digital rights management, content security, video coding, network management systems, terminal equipment, middleware, and other more than 10 series of standards,

◆ Two standards " General Technical Requirements for Broadband Customer Network Based on Telecommunication Network " and " Equipment Technical Requirements for Broadband Customer Network Based on Telecommunication Network Part 1:Gateway" were drafted and issued to satisfy the requirements driven by the trend of telecommunications service applications (including voice, data, multimedia) extending to the family/office environment, which have been in effect.

◆ Industry standards were completed regarding soft-switched networks and equipment, evolution and integration of fixed and mobile network, service requirements, signaling protocols and fixed terminals of the next generation network, and so on.

◆ Effective research activities were conducted regarding the standardization of enhanced 3G technology, wireless access and Near Field Communication (NFC), mobile service and application, wireless spectrum and safety standards, B3G and other areas.

◆ Two standards "Overview of Broadband Optical Access Network" and "System Framework and General Requirements of Fiber to The Home (FTTH) " were formulated as a guide for the R&D as well as operation of Broadband Optical Access Network and FTTH.

◆ Standardization in terms of the limits and measurement methods of Electro Magnetic Compatibility(EMC) for 3G series Were strengthened to meet the urgent needs of the industry.

◆ Three communications technical reports are drafted and recommended for reference by the industry for the first time in order to satisfying the ongoing demands for the communication standards and specifications by the meet the information and communication industry, including "The Specifications of intelligent V-switch ", "Technical requirements of WAP Interface for Mobile Terminal in Location Service" and " Technical requirements of Interface between Mobile Terminate and LCS Portal ".

II. Events on Technology Research and

Standardization

In 2006, CCSA continued strengthening the study on critical and hot ICT technologies and services, and holding information communication technologies and standards seminars and promotional activities, to make full use of the standardization in supporting and facilitating information and communication development.

To enhan◆ ce the market adaptation and technology visionary of standards research, according to " Important Technical Areas and Projects in Communication Standard Research", CCSA started research work on such topics as IPTV, ASON and transmission network carrying Ethernet, 3G coexisting with UWB, WiMAX coexisting with other systems, IMT-Advanced services, market, key technology and other technical fields for the future standard-setting work.

◆ Along with the issuance of the first batch of 23 TD-SCDMA mobile communication standards by MII, CCSA hosted "the TD-SCDMA standards publicity meeting and network planning training course" and " advanced seminar on terminal technology, test methods and strategies ", with more than 400 officers in nearly 100 enterprises participated in.

Sunshine Green Network Project and telecommunications network information security and standardization Forum", publicized policies and regulations in communication network and information security, discussed standards for network and information security, explored the status and needs, key technologies, solutions and standardization needs in telecommunications network and information security, which played a positive role in depurating the network environment and providing safe and green communications networks.

◆CCSA held "telecommunications network security protection technology and standards seminars" for all-round and multi-level exchanges and discussion on the telecommunications network security protection standards system, telecommunications network security assessment and grading protection, disaster prevention, emergency response and so on.

◆To conform with the trends and to satisfy the needs in the development of domestic and international communication systems lightning protection technology and standards, CCSA organized two seminars on "communications system lightning protection technology and standards series" for in-depth discussions and exchanges on communication system lightning protection standards series, lightning protection technology and standards for communication stations, equipment, terminals and apparatus, engineering technology and solutions for Lightning Protection of communications networks and systems.

III. Domestic and International Exchanges

and Cooperation

More linked with domestic and international telecommunications standards organizations, CCSA has been devoted to exploring channels of technological exchanges and cooperation, expanding influence in the domestic and international telecommunication standardization and improving China's position in international communication standards organizations, which facilitates more Chinese standards being accepted as international standards / recommendations.

◆ On the base of the development of domestic standards, CCSA encourages members to submit proposals to international standards organizations and supports technologies with China's independent IPRs to be involved into international standards. For the whole year there are more than 3000 contributions submitted to international standards organizations, of which nearly 600 to

ITU, more than 2,000 to 3GPP, and more than 300 to 3GPP2.

◆ China submitted 87 contributions to the two ITU-T FGIPTV meetings, which contributed the most papers among the countries. And more than 35% of the contributions submitted to 3GPP and 3GPP2 were adopted.

CCSA, ◆ in collaboration with the China Electronics Standardization Technical Association and the Taiwan Sinocon Foundation organized the second and third meetings of "Cross-Strait Information Technologies Standards Forum ", where there was extensive and in-depth discussion on Communication technical standards and industrial development within TD-SCDMA and IPTV professional technical fields.

◆ Mr. Zhu Gaofeng, Chairman of the Council, led the delegation to attend the 11th GSC meeting. At the opening ceremony Mr. Zhu introduced the CCSA about the organization reform, progress in standards research, key areas and external exchanges and cooperation activities, and so on. CCSA delegation also submitted a variety of contributions on mobile communications, broadband access, IPTV, next generation network, emergency communications, and other hot topics.

◆ CCSA hosted the sixth CJK IT Meeting, and the standards organizations TTA, TTC, ARIB and CCSA of these countries exchanged and discussed their standard research and reform progress.

IV. Exploration in Operating Mechanism

In 2006, CCSA kept its efforts in exploring operating mechanism and improving organizational system to meet the needs of standardization.

In order to ◆ coordinate and determine important technical matters, CCSA established "Technical Management Committee" in November of this year, which was composed of 17 technical experts and set to work under the leadership of the Council.

◆ CCSA established IPTV project coordination group to reflect market demands promptly, to strengthen the establishment and improvement of IPTV standard system, therefore to promote the overall IPTV technology research and standard development.

◆For the implementation of the MII "Sunshine Green Network Project" and conforming to the overall deployment of MII, CCSA set up "Green Internet Standard Task Force" on February 24th, 2006. In collaboration with the Internet Society of China and related organizations, the task force develops standards for Green Internet referred to "Sunshine Green Network Project".

In order to promote the standard research in a ◆ prompt, coordinated and effective way, CCSA studied and formulated organizational forms of standard research activities (regular and dynamic).

V. Standard Projects Awards

◆ Forty projects were presented for the contest of "2006 CCSA Science and Technology Award". Two projects were awarded the first prize, six were awarded the second prize and four were awarded the third prize.

VI. Personnel Training

◆ CCSA persists in improving quality and skills of standardization personnel. In 2006, CCSA organized a training course for standardized personnel, which covered basic knowledge of standardization; development of International Standards organizations; rules and methods of standards drafting; procedures and documentation system of standard establishment and revise, etc. More than 110 persons participated in the training, and obtained qualification certificates to standardization personnel after passing the examination.

VII. Standard Information Service

Expanding the scope of services and improving the quality of service

◆ CCSA expanded the scope of services by posting study reports, YDCs, the “communications technology and standards” magazine, documents of workshops/publicity meetings and issued standards on the CCSA website promptly; it strengthened the information gathering and compiling for the website by upgrading the column "topics tracking" and adding five new topics such as "Sunshine Green Network", "mobile TV" etc; It updated 37,200 domestic and international standard titles and 8,374 full texts which were more than 820,000 pages in all; It compiled 147 messages on international standards organizations with more than 35,000 characters in all; And it also provided 1,780,000 pages (times) of online download for the whole year.

◆ CCSA Compiled and printed 24 issues of "communications technology and standards" magazines and "IMS business applications ", "Communication Power Supply" supplements. With the support of TC4 and operators, power manufacturers, designing institutes, the "Communication Power Supply" supplement published nearly 30 technology and application articles on power technology and standardization. CCSA also enriched the "CCSA briefing" to reflect the latest developments of standardization in CCSA comprehensively and promptly.

In order to generalize the ◆ outputs of technical and standards research by each TCs, CCSA published 5 study reports such as "the status, development and standardization of mobile terminal in China ", " interference protection studies on UWB and TD-SCDMS " and so on, as well as the " paper collection of expert forums ", "introduction of 2006 telecommunication industry standards" and so on.

◆ To benefit the change of committee membership, CCSA exhibited the achievements in standards establishment and revision, technical innovation, mechanism reform, participation in international standardization activities during the 5th General Assembly,, which inspirited the members to join hands together for the information and communication standardization.

VIII. Development of Membership

CCSA established coordinating system for members/observers to enhance the cohesion of CCSA; and kept absorbing new members / observers to make CCSA growing constantly.

◆ CCSA convened "2006 Coordinators' Meeting" to report CCSA activities to members/observers and representatives and to hear comments on the development of CCSA, the improvement of workflow, the work methods of coordinators, and so on. It also organized a lecture on standards and IPR, and invited Professor Zhang Ping, the Law School of Beijing University, Wu Kai, the deputy director of Telecommunication Examination Department of State

Intellectual Property Office and An Baisheng, the deputy director of the Department of WTO Affairs of the Ministry of Commerce to make presentations on "The IPR Policy on technical standards "," Opportunity, Challenges and Development" of IPR and" intellectual property issues and solutions in standardization", which made it easy to understand the national strategies, policies and reform in standards and intellectual property, and the applicability of WTO rules and solutions as well.

To maintain ◆ links with members/observers organizations, and to learn the practical experiences of members in standardization, CCSA leaders visited the Beijing Vimirco, Datang Telecom, Huawei Technologies, ZTE, Spreadtrum Communications (Beijing) , Ericsson, Nokia, Lucent R&D center, etc.

◆ With the support from the government, enterprises from Hong Kong, Macao and Taiwan and registered in the mainland are allowed to participate in CCSA as members, which reflected the CCSA’s open policy.

In 2006, there were 184 registered members/observe◆ rs, with a moderate increase over 2005.

◆ Some of the member organizations have already act as the backbone of CCSA, such as China's six major basic telecom operators, Datang Telecom, ZTE, Huawei Technologies, Potevio and other communications manufacturers, and the CATR of MII, Wuhan Research Institute of Posts and Telecommunications, China Information Technology Designing & Consulting Institute, Beijing University of Posts and Telecommunications, Tsinghua University etc.

The Standardization Promotion and Coordinators Meetings were held three times in the recent three years respectively in Qingdao, Chengdu and Beijing, where the status of CCSA was reported, opinions and suggestions were heard and practice and experiences were exchanged.

To adapt the current development of IPTV ◆

technology, on the basis of the work in 2005, the IPTV Special Task Force completed 7 reports on IPTV related standards-setting/research projects, started 15 standards / research topics for the second phase, and completed 6 standard drafts/study reports for comments.

◆The TC1 Participated actively in international standardization activities, and submitted 173 contributions to ITU-T in the whole year.(65 to SG16, 21 to SG17, 87 to FGIPTV).

1) ITU-T SG16

Six recommendations have been adopted by ITU-T SG16. Among them, Recommendation H.272 is so far China’s first full international standards in media processing in ITU, which has complete independent IPRs. Recommendation H.460.22 was put forward by China for the first time as a complement to the H.323 series. It resolves the vacancies of H.235 by helping the Call Setup Signaling being protected when the two partis are different or unknown to each other, which is of great practical significance. Three recommendations of H.248 series standard made new contributions to the consummation of the recommendations. In addition, a new study question Q.8 (Q. SAD) was established according to the proposal of China, which injects new vitality into WP3 and provide unified mechanisms for common signal detection of various audio codec. This achievement not only accelerates the development of Chinese independent IPRs and technical research, but also improves utilization efficiency of network resources and equipments.

2) ITU-T SG17

In 2006, gratifying success was achieved in the three WP in ITU-T SG17 (open systems technology (WP1), Telecommunication Security (WP2), language and telecommunication software (WP3)): China continued to lead the research on X.fcs " technology framework of email Anti-Spam ", and started to lead the research on "Technical requirements in Anti-Spam "

2. TC2: Mobile Internet Application Protocol Special Task Group

Carrying out research in wireless mobile Internet and mobile terminals and applications, TC2 completed in 2006 1 communication industry standard draft for approval, 4 for examination and 1 for comments; as well as 2 study reports for examination and 4 for comments.

In order to meet the◆ requirements of standardization research, in 2006 TC3 created a "service and application Working Group" within the framework of the CCSA 2005 research project “research on standardization of telecommunication services” and in collaboration with the TC5/WG7 to enhance the research on services and applications from the perspective of fixed and mobile.

◆TC3 organized three thematic technical seminars on hot topics: seminar on international standardization of NGN services and applications, seminar on API and seminar on IMS services and applications.

◆ TC3 participated actively in international standardization by submitting 226 contributions to ITU-T corresponding study groups, of which 10 to SG2, 42 to SG11, 120 to SG13, 10 to SG19, 9 to SG13 and SG19, 35 to NGN-GSI, and 90 to TISPAN. Fruitful results were achieved in NGN international standardization, where China fully participated and take a leading role in a number of fields with some of the standards adopted as international standards. Such as : Y.2031 architecture of PSTN / ISDN simulation, Y.2271 the PSTN / ISDN Simulation based on CS, Y.2111 requirements and architecture of resources and admission control in NGN, and Y.1315 framework and features of QoS support of VPN services.

9. TC9: Electromagnetic environment and safety safeguard technical Committee

In 2006, TC9 carried out plenty of standard research projects in the fields of electromagnetic compatibility of telecommunications equipments, lightning protection of telecommunication systems, electromagnetic radiation and safety of wireless communications systems, etc., of which 22 drafts of communication industry standard were completed for approval (9 standards issued by the MII), 4 drafts for examination and 9 drafts for comments were completed.
