Cell allocation by cellular based: Frequency reuse factor is 20. In that, cluster consisted of max.20 cells. National network established in cluster structure. Therefore max. illumination value is 20, and the average is around 3~5. In this calculation, assuming at the average value 4 In PSTN & data communication the traffic calculations are based on the number subscriber in cell, in dispatch communication the traffic calculations on the number of group in cell. Data communication traffics are calculated approximately including the Internet or file transfer features. Calculation of the required channels referred to 1% of Erlang C. During 20 years hereafter, adaptive cell allocation can accommodate enough even an increase of over 2 times in data traffic
