Premier’sForeword

The importance and value of the Western Australian Instituteof Sport to the development of the nation’s sporting talentwas never more evident than in the past year when this Stateprovided a record contingent of athletes for the pinnacle ofsport – the 2004 Olympic Games in Athens.

Fifty four men and women were chosen in 20 differentindividual and team events – or over 11 per cent of theAustralian team total. In addition Western Australia providedseven coaches, a team doctor and 16 members of theAustralian Paralympics Team.

All but a few professional athletes have been assisted underthe WAIS program of providing talented and dedicatedsportsmen and sportswomen with specialist coaching, facilities and the opportunity to achieve excellence in highperformance sport from within their home environment.

It is a magnificent record that brings credit not only to WAIS,but also to the thousands of volunteers throughout the Statewho are at the grass roots of sport, serving as clubadministrators, coaches, officials, sponsors and supporters.

Some of those chosen for Athens are novices who will provide the backbone of our national teams in years to come.Others are in the final years of competition at the top. All aredeserving of our gratitude for providing excellent role modelsfor the whole community.

On behalf of the Government and people of Western AustraliaI want to congratulate the WAIS Board of Directors, ChairmanGrant Boyce, Executive Director Steven Lawrence and theInstitute staff for their efforts in what has been anexceptionally busy year.

I also extend the Government’s appreciation to the corporatesponsors and supporters for the contribution they continue tomake to ensure our most talented athletes have opportunitiesto perform in national and international competition. I urgeyou all to continue that support.

Executive Director’sReport

One of the prime measures of WAIS’s success is the level of representation that Western Australian’s achieve onNational Teams. As all Olympic sports are supported by WAISOlympic Team representation is an important benchmark forthe Institute.

Forty six current or former WAIS supported athletes gainedselection to the 2004 Australian Olympic Team. Those WAathletes not supported by WAIS are either professionalathletes or have chosen to move to the AIS in Canberra on a permanent basis. WAIS is also very proud to havecontributed to the 16 WA athletes selected to representAustralia at the Paralympics. These results are a tribute to the coaching and specialist support staff who rose to thechallenge of ensuring that not only our core national teammembers made selection but also numerous fringe athletesalso gained the selectors nod. The continued strong selectionof WAIS staff to Olympic, Paralympic and other national teamsdemonstrates that our staff are nationally recognised for theirquality and commitment. It is pleasing to note that WA sportadministrators and medical and paramedical service providersalso continue to gain positions on national teams.

Olympic representation is the culmination of years of work bycommitted and talented athletes. While WAIS support iscritical to athletes being able to maximise their potential werecognise that they are the product of a state and nationalsporting system to which we contribute. This system has as itsbase parents and volunteers and a spine provided through thehard work of the state and national sporting organisations.WAIS’s role in this system is clearly defined as providingspecialised resources and services to ensure that an

appropriate daily training environment exists for the elite andpotential elite athlete. While we strive to provide thisenvironment in WA we recognise that at times we mustsupport the athlete to find the right conditions outside of thestate if they are to maximise their potential. In thesesituations we are focused on ensuring the athlete remainslinked to their home state.

WAIS has continued to evolve, as it must, in pursuing its purpose. It is a tribute to the staff that they are building and refiningsystems that will produce long-term sustainable results and at the same time producing record numbers of Olympians. The Board under the Chairmanship of Mr Grant Boyce hasensured that the direction and focus of the institute hasremained on the athletes and the future. The managementteam has played a key role in leading and managing thedevelopment of WAIS. Mr Kaushik Bhowmick joined WAIS inAugust 2003 as the Finance and Administration Manager.Kaushik has shown through his work a strong intent toenhance WAIS through the application of his professionalknowledge and skills. Mr Frank Murray, Programs Manager, Mr Martin FitzSimons, Athlete and Coach Services Manager and Mrs Bourby Webster, Marketing Manager, have each led their departments forward in support of WAIS’s purpose withthe high levels of skill and commitment expected of thesequality staff. The Executive lost the services of Ms Jen Raynerafter three and a half years of outstanding contribution to WAIS. Jen’s professionalism and enthusiasm will be missedby all. Ms Nicki Atkinson has assumed the responsibilities ofthe Executive Assistant with her own high level of enthusiasmand commitment.

WAIS has been a positive contributor to the NESC initiated andASC supported Quadrennium planning process. This processhas seen National Sport Organisations document and presenthigh performance plans for the Beijing Olympic cycle to theASC and Institute network. Utilising the knowledge gainedduring the process WAIS has already commenced formalisingpartnerships with sport for the new Olympiad. The stategovernments renewed and enhanced contribution to WAIS willensure that WA continues to provide National Training Centreprograms for at least 14 programs across 12 sports through to Beijing. We have been very pleased that the state andnational sport organisations have shown strong support for ourcontinued relationship with them.

The challenges before WAIS are exciting and importantly withthe staff and resources available, achievable, if we execute ourplans with the passion and professionalism the Institute hasbecome renown for. I look forward to working with the Board, staff, state and national sport organisations, the Departmentof Sport and Recreation and WA Sport Centre Trust to ensurewe continue to provide a World Class training environment forthe talented and committed athletes of our state.

Chairman’sReport

The primary goal for WAIS is to assist athletes from WesternAustralia to compete successfully in the international sportingarena. This year we witnessed the Olympic Games held inAthens which were a tremendous success and the performanceof our West Australian athletes outstanding.

Fifty four Western Australian athletes competed in Athens andof those 46 were WAIS scholarship holders. This is a recordrepresentation from WA and is just reward to the athletes, coaches and support staff that make significant sacrifices toachieve their goals. We also acknowledge those athletes whomissed selection as they too made sacrifices attempting toqualify and indeed many of them achieved their personal bestperformances in the process.

The 2004 Paralympics team also had a very strong WesternAustralian representation with 16 team members, all of whomwere WAIS scholarship holders.

There are many people who deserve acknowledgement for thesuccess in the past year.

State Government and Sponsors

WAIS is conscious of the generous support that it receivesfrom both the government and sponsors. The Governmentthrough Lotterywest contributed in excess of $3.2 million toWAIS in 2004 and they have recently announced increasedfunding amounting to approximately $1.86 million over thenext Olympic cycle. I take this opportunity to thank theHonourable Bob Kucera, the Minister for Sport and Recreation, for his invaluable and enthusiastic support throughout the year. I also thank Mr Ron Alexander, the Director of theDepartment of Sport and Recreation, and his staff for their assistance. WAIS is accommodated at Challenge Stadiumand our relationship with Mr Dennis McInerney, Chairman ofthe WA Sports Centre Trust, and Mr Graham Moss, the ChiefExecutive Officer, has always been beneficial and effective.

The Board and staff

The results that have been achieved this year would not havebeen possible without the tireless work of the Board and staff.

The Board will pursue the recasting of its strategic directionduring the coming year with the intent to ensure that theinstitute continues capable of meeting its purpose andachieving the outcomes expected. The Board lost the servicesof Mrs Elsma Merillo who decided not to seek reappointment.Elsma retired after 11 years on the Board, her contribution overthis long period of time has been outstanding. I thank all of thecontinuing Board members for their significant contribution andin particular The Deputy Chairman Mr Kevin Wealand.

The successes of WAIS athletes is directly related to theextraordinary efforts of Mr Steven Lawrence and his team whohave continued the tradition of WAIS being a leader amongstthe State Institutes in Australia. The staff at WAIS are theunsung heroes and I would like to especially acknowledge thesignificant contribution of the management team.

Only one major change to the coaching staff occurred withRebecca Elborough replacing Jon Fletcher as the Senior Coachwithin the Netball Program. The challenge in the nextOlympiad will be to maintain the same level of quality withinour coaching staff.

The success of the Rowing and Swimming Programs wassignificant with ten (two AIS/WAIS) rowers and eight (oneAIS/WAIS) swimmers selected to the Athens Olympic Team. These results were achieved through a combination of qualitycommittees, athletes, coaches, consultants and serviceproviders. Both programs received excellent support from theirstate and national bodies.

WAIS Sport Programs are delivered in partnership with nationaland state bodies. The WAIS Program link the underpinningprograms of the state bodies with the national programs. Goodrelationships exist between the various sport institutes andacademies around Australia and where necessary assistancewas obtained from these institutes to service any WAISathletes who were required to relocate in order to access anappropriate daily training environment.

During a year in which most athletes were focused on Athens, pole vaulter Dmitri Markov, was the program’s stand-outperformer. Coming off an extended period of injury, Dmitricleared a world-class 5.85m at the World Championships inParis to finish fourth. This was the same height as the silvermedallist and was the second best result by an Australian atthe championships.

Susan Andrews and John Steffensen were WA’s otherrepresentatives in Paris. Cathy Freeman’s withdrawal from theteam resulted in the women’s 4x400m relay team, of whichAndrews was a member, being withdrawn. This was an anti-climatic end to Susan’s outstanding career. Susan representedAustralia at two Olympic Games, two World Championships andtwo Commonwealth Games. John’s 4x400m relay team wasknocked out in the heats (fourth) in what was his debutcompetition for Australia.

Kylie Wheeler’s consistent progress in the heptathlonresulted in her winning the gold medal at the World UniversityGames in South Korea in August 2003 with a personal besttotal of 6031 points. Kylie secured her Olympic berth with abreakthrough performance in Ratingen, Germany in June 2004.Her total of 6296 points won the event and placed her fourthon the Australian all-time list.

Eleven WAIS athletes participated in the 2003/2004 NationalBeach Tour (NBT). For many, this was the first time they hadparticipated in the event and of these 11 athletes, ten were required to play the qualifiers held prior to each event. The qualifier itself is a physically and mentally tiringexperience, with athletes having to play up to seven games inthe one day.

Great improvements in the style of play and the results weremade over the course of the five events of the NBT. In the final event, which also served as the National Championships,

five athletes participated. Martin Suan, with partner JohnByron (SASI), finished fifth; Aaron Crook and Sean Yatesfinished nineteenth; and Tara Hummelshoj and Erica Banwellwere ninth.

Following the NBT, Martin Suan, a member of the NationalDevelopment Squad, participated in a number of Asian eventsin preparation for several World Tour events that he and his partner intend to compete at in Europe following theOlympic Games.

Also at the completion of the NBT, two new athletes, CarolHodgen and Rob Gibbs, were invited into the WAIS elitesquad, while a number of junior athletes were invited to trainalong side the elite squad over the winter. The WAIS elitesquad will again be reduced in August and the focus will be onpreparing athletes for the NBT, which is Australia’s premierdomestic event. WAIS Head Coach Pauline Manser is confidentof seeing more athletes in the main draw this coming year andproducing great results if the improvements shown in trainingare anything to go by.

Australian Gymnastics history was made in August 2003 witha bronze medal in the Women’s Team event at the WorldChampionships in Anaheim, USA. Led by team captain AllanaSlater, Australia performed a near flawless round in the finalto produce the outstanding result. Significantly, in the 40years since Russia (USSR) entered the competition, only fourcountries – Russia, Romania, China and the USA – had wonteam medals at a World Championship or Olympic Games.Australia broke the drought with their outstanding performance, ousting both Russia and China from a podium finish.Individually, Allana finished thirteenth in the All Around Event.

Following the Championships, Allana competed in a series ofevents in Europe later in the year. Her best results includedwinning silver on Floor at the Glasgow Grand Prix andcontributing to the team bronze and a fifth All Around at theMassilia Cup in France.

Amy Lauren was one of only two Australians selected toattend the Japan Junior International in September 2003. As one of the youngest competitors there, Amy did well toqualify for both the Beam and Floor finals.

In December, Daria Joura and Olivia Vivian were bothselected to compete in the Canberra Cup – a biennial juniorinternational event attracting some of the best juniorgymnasts from around the world. Daria finished sixth AllAround and qualified for finals in Beam and Floor, while Oliviaqualified for the Floor final.

In early 2004, Allana Slater started her campaign for Olympicselection with an outstanding performance at the SeniorPacific Alliance Championships in Honolulu in April. A secondin the Team event, third place in the All Around, and thirdplaces on Beam and Floor, and international-class scores, proved she was back to her best.

At the Australian National Championships at the end of May2004, Allana captured her second successive Senior All Aroundtitle, and added the Vault and Bar crowns to her tally. She became the top qualifier for the Olympic trials with apersonal best score of 37.900. Olivia Vivian won the JuniorInternational Bar title for the second successive year.

The national development camps conducted by GymnasticsAustralia for gymnasts aiming for the 2006 CommonwealthGames and 2008 Olympic Games continued to be a success.WAIS gymnasts who participated in these were StephanieBonasera, Daria Joura, Amy Lauren and Olivia Vivian.

During the year an innovative video analysis system wasinstalled in the Gymnastics Training Centre at ChallengeStadium which enables constant access to video footage on allapparatus using a delayed playback system. The system wasoriginally devised at the AIS with further advances in the setup being made at WAIS. This tool has greatly enhanced thelearning environment for gymnasts in the program.

At the Gymnastics Australia awards, presented forperformances in 2003, Allana Slater won “Gymnast of the Year”and the WAIS coaches won the “Coaching Team of the Year”,a repeat of the 2002 result.

The Under 23 regatta held in Belgrade, Serbia and Montenegro, produced some outstanding results. Sarah Outhwaite rowedher way to successive gold medals, this time as part of thewomen’s double scull. Joining her as world champions wereTom Nicholls and Ross Brown as members of the men’slightweight coxless four which was coached by Rhett Ayliffe.Isaac Pritchard and Matt Turnbull won a silver medal in themen’s lightweight coxless pair also coached by Rhett.

The World Junior Championships held at the Olympic course inAthens were a real test of character with racing beingshortened to 1000m due to poor weather and courseconditions. Natalie Bale and Annika Naughton, under theguidance of Jason Lane, finished with a silver medal. A greatresult considering that both athletes are eligible to attend theJunior World Championships again next year.

The 2004 Australian Rowing Championships held in March saw32 WAIS athletes contribute to 13 national titles, thehighlight being the outstanding junior results. The junior menwon the single, double and quad sculling events and the juniorcoxless four whilst the junior women won the pair, four andeight sweep events.

Following the National Selection Regattas and the NationalChampionships, 25 WAIS athletes were selected into the 2004Australian National Teams.

A record eight WAIS athletes and two AIS/WAIS athletes wereselected to the Olympic Team.

Ben Cureton and Glen Loftus were selected in the men’slightweight four; the four winning a bronze medal in the finalWorld Cup Regatta in Lucerne prior to the Olympic Games.David McGowan and David Dennis were selected in the men’sheavyweight four to be coached by WAIS Head Coach,Antonio Maurogiovanni. They finished a creditable fourth atthe Lucerne World Cup Regatta.

Sally Robbins and Sarah Outhwaite capped off an outstandingyear with selection in the women’s eight which finished theLucerne World Cup regatta in fifth place. Stuart Reside,

and Stefan Szczurowski gained selection in the men’s eight.Sally and Stuart will become dual Olympians when theycompete in Athens.

Two AIS/WAIS athletes, based at the AIS, were selected intothe women’s quad scull. Amber Bradley will be joined byRebecca Sattin in pursuit of Olympic Gold.

Jo Lutz was selected into the original eight squad and had theopportunity to qualify the women’s pair for the Olympics.Unfortunately she finished third in the qualifying regattawhere she needed to finish in the top two. Danielle Jolly wasselected to qualify the single scull but was also unsuccessful

A testimony to the quality of our coaches and supportstructures was the fact that four national crews were based in WA for their respective Olympic and World Championshippreparations with another based here for part of their preparation.

In addition to the 12 senior representatives mentioned above,a further 13 WAIS athletes were selected into national Non-Olympic, Under 23 and Junior Teams.

The challenge for the program is to continue to find thenecessary resources to allow the program to effectivelysupport the amazing talent being produced.

Losing three athletes to the Australian Institute of Sport 21and Under Netball Program tested the depth of WA netball andensured that, once again, the Perth Orioles exposed youngplayers to the National Netball League. Kirby Bentley, BrittniEdwards, Janelle Lawson and Amber Metcalfe all made theirdebuts in 2004, providing the least experienced shooting lineup in the competition. However, the young players made themost of their opportunities and improved each week.

New WAIS Senior Coach Rebecca Elborough took charge of theWAIS Development Program following the departure of JonFletcher. This program has continued to develop young playersthrough participation in the State League competition.

The WA Open Team won the title at the NationalChampionships in October. WA had not won this title outrightsince 1974. At the conclusion of Nationals, the 2004 openand 21 and Under Australian squads were announced. Jessica Shynn was named in the Open National Squad. Six WAathletes were also named in the 22 member 21 and UnderSquad – Emma Beckett, Kate Beveridge, Bianca Franklin,Susan Fuhrmann, Kate Lazenby and Nikala Smith.

Jessica Shynn was selected in the National Team to travel toSouth Africa and England in March 2004. This was Jessica’s firstselection in an Australian Team and Western Australia’s firstrepresentative in the team since the early 1990s. Jessicabacked up this performance with her selection in the AustralianTeam in May to travel to New Zealand for games in July.

Kate Beveridge, Bianca Franklin, Susan Fuhrmann and NikalaSmith were all selected in the Australian 21 and Under Teamto play England in July in Canberra.

Both the 17 and Under and 19 and Under Teams finished thirdat the nationals with the following players being invited toattend the National Talent Identification Camp in Canberra inJuly with the Australian and State Academy and Institute ofSport Coaches – 17 and Under Caitlin Bassett, Josie Janz andJanelle Lawson and 19 and Under Kirby Bentley, AmberHarvey and Kyra Neal.

The WAIS Mentor Coach program, co-ordinated by LesterWatkins, continued to reap rewards with two new coaches

Grant Stoelwinder and Simon Redmond producing Olympiansfor the first time in their coaching careers. It was a WesternAustralian record at the Australian Olympic Trials with sevenWAIS athletes and one AIS/WAIS athlete qualifying for theAthens Olympic Team – Travis Nederpelt, Jennifer Reilly, AdamLucas, Lara Carroll, Todd Pearson, Eamon Sullivan, Jono vanHazel and Antony Matkovich and two WAIS Elite Athletes witha Disability (EAD), Dianne Saunders and Stacey Williams, qualified for the Paralympic Team.

Jennifer Reilly and Lara Carroll battled it out on the first nightof Olympic trials finishing first and second in the 400mindividual medley to make it a WA double and then TravisNederpelt and Adam Lucas had the tussle of their swimmingcareer, with Travis winning in the last five meters of the 400mindividual medley, securing his spot on the Olympic Team.Adam had to wait patiently until day five before he couldcontest the 200m individual medley, from which he wasselected on the Olympic Team. The 4x200m freestyle relayteam is one of the Australian Olympic Team’s toughest birthsand all semi-finalists swam under 1.50.00 for the first time in history. Todd Pearson secured a place on his second Olympic Team as did AIS/WAIS athlete Antony Matkovich. Travis Nederpelt went on to also qualify for the 200m butterflyat the Olympics.

The 100m freestyle saw an amazing result with all three WAISathletes – Todd Pearson, Eamon Sullivan and Jono van Hazel –making the team for the 4x100m freestyle relay. Roger Brucewas selected as a coach on the Olympic Team.

In 2003/2004 the WAIS Swimming Program was deliveredthrough six High Performance Centres. Central Aquatic - HeadCoach, Wayne de Lacy - was the new addition in 2003. Twentyfour swimmers were included in the elite squad this seasonwith a further 19 athletes supported through the WAISDevelopment Squad.

One of the program’s main objectives continues to be toexpose the athletes to as many quality competitiveopportunities as possible. This year, these opportunitiesincluded the Perth Super League, Grand Prix Series andNational Championships. The inclusion of these events in thecalendar as ongoing fixtures is a strength of the currentNational program.

Leah Quackenbush was named in the National/AIS Squadwhile Nicole Mizen, Chermai Clews and Sharon Bell wereselected in the National Train-On Squad. Michelle Andrew,Sharon Bell, Chermai Clews and Rebecca Horne weremembers of the National Junior Team that won bronze at theUnder-19 Women’s World Championships in China.

The Western Arrow team represented WA in the National GrandPrix series. WAIS Head Coach Kere Johanson coached theteam with the highlight of the series in the third Grand Prixtournament where the Western Arrows beat the well-fanciedCanadian Olympic team.

A joint initiative between WA Softball, through the AlcoaCoach in Residence Scheme, and WAIS, enabled therecruitment of a specialist pitching coach/player, Karen Clark, from the USA. Karen resided in Perth from September 2003 toApril 2004, working with the WAIS pitchers and within variousWA Softball Association initiatives. Her work has contributedto the inclusion of Chermai Clews and Sharon Bell in theNational Train-On Squad.

The 21-member WAIS squad for 2004/2005 was named in Aprilwith some exciting younger athletes being added. Of thecurrent group, 11 have been identified nationally in theirrespective age groups.

The continued support of this program by the WA and AustralianSoftball Associations is acknowledged and appreciated.

Season 2003/2004 has been the best season for the programsince its re-introduction to WAIS in 2001. While the squad hasshed its numbers to cater for top-end athletes in Australiansenior and under-20 national teams, the depth of qualityplayers bids well for the future. A recently-initiatedDevelopment Squad is brimming with national team hopefulsand we look forward to the coming Beijing Olympic cycle.

The most important result has been achieved by BelindaBrooks, Kelly Heuchan and Emma Knox, who will representAustralia in Athens. Emma, a stalwart in Australian goals overthe past four years, has recovered from major hip surgery sincethe 2003 World Championships in Barcelona and has proved tobe one of the best goalkeepers in the world.

Kelly Heuchan resumed her water polo career as late as August2003 after three illustrious years of playing and studying atUCLA in the USA. She has put in an enormous amount of workto reach the Olympic level in such a short time.

Having missed selection for 2003 World Championships, BelindaBrooks defined the spirit of what it takes to be an elite athleteby never giving up. After several game-winning performances inthe inaugural Australian Women’s National League andoutstanding form at the Olympic Residential Camp on the GoldCoast and two overseas tours, Belinda, just like Emma andKelly, deservedly claimed her spot in the Olympic Team.

Gemma Hadley came very close to Olympic selection andearned her first senior international caps before missing outon selection following the team’s first European tour. However, the learning experience gained by being a member of theOlympic Squad will make her a strong contender for the post-Olympic National Team, which will contest the 2005 WorldChampionships in Montreal. Amity Campbell also gainedvaluable international experience with the national squad butlike Gemma, missed out on selection.

Luisa Chaves, Amity Campbell, Zoe Hadley and KatieFinucane played at their first major international tournament, the 2003 World Junior Championships. The experience fromCalgary helped them to become the pillars of their respectiveNational League teams and all will push for inclusion into theSenior National Squad following the Athens Olympics.

Perth will host the 2005 World Women Junior Championshipsand Gemma Beadsworth, Luisa Chaves, Alicia Anderson,Jemma Dessauvagie and Louise O’Halloran are in strongcontention to play in front of the home crowd in January.

WAIS scholarship holders were the backbone of the twosuccessful WA teams in the Australian Women’s National WaterPolo League. Fremantle Marlins, with seven WAIS athletes, wonthe inaugural title, while Perth Comets, with five WAISathletes, missed the bronze by a single goal. Emma Knox andKatie Finucane were nominated in the All Star 7 team of theLeague, while Kelly Heuchan took the Most Valuable Player ofthe finals in Sydney.

Over the past year, the WAIS Men’s Water Polo Program has continued to be successful in achieving its targets and in finding athletes with natural talent and a willingness totrain hard.

James Stanton and Tim Neesham have been selected torepresent Australia at the Olympic Games following theNational Team’s Pre-Olympic tour to Europe. Also on this tourwas Mitchal Ainsworth and Peter Tresise who, along withLaurie Trettel, Jamie Beadsworth and Tim Cleland, havebeen members of the Australian Team during the past year.

James Stanton has continued his impressive form in goal afterbeing named best goalkeeper in a tournament in Moscow,Russia in May which included the world’s best teams – Russia,Serbia and Montenegro and USA.

Following the National Water Polo League and National JuniorChampionships, Mitchal Ainsworth, Jamie Beadsworth, BrettMcGhie, Nikita Tzvetanov, Nick O’Halloran, Maui Whaitiriand Stefan Vahala were selected in the Junior National Squad.

From these athletes, Mitchal, Jamie and Brett were selected inthe National Junior Team to tour Europe in July. All of theseathletes remain in contention for next year’s World JuniorChampionships.

Maui Whaitiri was selected in the Youth Team, also touringEurope in July.

WAIS athletes again featured heavily in both National Leagueteams based in Perth. The Fremantle Mariners finished second,

playing in yet another grand final for the last eighthconsecutive year.

The wealth of the young talent in the program wasdemonstrated again in this year’s National Under-20Championships with the WA State Team winning the title forthe second consecutive year.

Due to a lack of WA representation in the National Youth Team,WAIS has created, in addition to its elite program, a development program consisting of 13 to 14 year oldtalented athletes. After two months working with the team,WAIS Head Coach Andrei Kovalenko indicated that he hadnoticed big progress in the group which would have helped thetwo WA under-14 club teams to secure first and fifth place atthe recent National Under-14 National Club Championships.

In an Olympic preparation year the department focus has beenon ensuring appropriate services are delivered to the athletesidentified as potential Athens Olympians. As the culminationof four years of hard work this approach was deemed necessaryto ensure the optimal use of the limited resources availableacross the department.

Developing strong service provider – coach relationships wascrucial to this approach in identifying the key athletes and theservices that could make the difference. Good professionalinteraction between ACS staff was also important and this

interaction benefited from the stable staffing arrangementswith no changes to the staff for the full year.

The ACS staff reaffirmed it’s commitment to the core WAIS valuesof Excellence and People at a one day workshop held off site. This was a particularly beneficial exercise at a time when theathletes and coaches were being asked to make the extraspecial effort to attain Olympic selection. A renewed focus onthe WAIS values helped align the hard work an Olympic yearentails with the ultimate goals of the organisation.

Strength training services were provided to athletes from 19different sports. It was a challenge to both accommodate suchhigh numbers in the facility and to ensure a high standard of servicing. The achievement of these goals is a credit toStrength Scientist Mr Brendyn Appleby and Strength TrainingSupervisor Mr Greg Morgan. This was particularly evident in the specific preparation of athletes seeking selection to the Olympic team and subsequent preparation for Athens. In addition, the cooperation of the WAIS coaches allowedflexible programming arrangements that gave all the athletesthe best opportunity to optimise the use of the facility.

The national/AIS men’s and women’s hockey squads spentmany hours of their Olympic preparation in the facility.

Services were provided to the women’s squad by Mr BrendynAppleby, while Mr Ben Tarbox continued his role with the men.National team squads from track cycling, sprint canoeing androwing also utilised the facility during the year. The positiverelationship with national sporting organisations is of benefitto both parties.

The facility became the first in Australia to be accredited withthe Laboratory Standards Assistance Scheme, which has thegoal of ensuring quality control across Australia. WAIS hasbeen a part of the laboratory quality control element inphysiology for several years and this move reflects the on-going commitment at WAIS to quality control.

The primary focus on servicing related to the Athens Olympicsdid not prohibit areas of innovation. Dr Andrew Lyttle and MrMatthew Doyle provided valuable scrutiny of the initialprototype version of the national Cooperative Research Centrerowing biomechanical analysis system. This project is a worldleading utilisation of current and new technologies. The workof Andrew and Matthew has been critical in advancing thesystem through the prototype stages. They have been ablyassisted in technical aspects of this work by Mr David Gould.

The benefit of working as a service team was evident in theswimming program. Ms Jay Davies, Mr Matthew Burginand Dr Randy Hill worked together in providing wellcoordinated services in performance analysis, sport psychologyand physiology throughout the year. In addition to servicingindividual programs around Perth an excellent science support system was developed for the swimmers at majorcompetitions. An attention to detail for the individual assistedseveral swimmers to realise the goal of Olympic selection.

The Olympic year was a busy time in the sport of rowing. In addition to supporting an increased number of scholarshiplevel athletes in the program the department also assisted thenational men’s coxless four preparation in Perth. The crewutilised services from Mr Matthew Burgin, Mr MartinFitzSimons and consultant dietician Dr Deborah Kerr.

The department also maintained the long serving arrangementfor scientific services with the AIS/National Men’s and

Women’s hockey programs. The longer residential componentin the Olympic year was beneficial in allowing greater contactwith the athletes. Doctorate Scholar Mr Matthew Spencercontinued his research in the area of repeated sprint exercise.Matthew was also able to trial a number of interventionsdesigned to assist the players in Athens.

Mrs Claire Rechichi continued with her valuable support inphysiology on a part time basis. Claire also recommencedstudies towards a PhD in the area of exercise and themenstrual cycle. The investigation into this area willpotentially assist many of the female athletes at WAIS.

An exciting initiative in biomechanics was a project in thearea of computational fluid dynamics. The project began fromconsultation between Dr Andrew Lyttle, Ms Jay Davies andWAIS swimmer Mr Matthew Keys who is also a consultantengineer. The project attracted an element of externalfunding, but was predominantly funded from within WAIS. Theproject explored optimal kicking patterns in swimming usinghigh tech modelling of the swimmer’s kick. The initial resultsfrom the study were presented by Andrew at an internationalconference in biomechanics in Canada.

Mr Evan Stewart provided services in sport psychology toseveral Individual Scholarship holders who were not part ofWAIS sport programs. In addition to the sport specificassistance Evan was also able to provide a link to other WAISservices for these individuals.

The maintenance of a high number of participating schools in the initial testing phase ensures a wide range of youngtalent is surveyed by the Smarter than Smoking WAIS TalentSearch Program. The school based element continues to provea valuable recruitment source with 43 schools and almost12,000 students taking part in Phase One Testing in the earlypart of 2004.

Strong support for the quality of the initial identification comesfrom the number of athletes identified progressing on to stateteams in a short period of time. A total of 26 medals at NationalChampionships were won by 17 athletes in the four Talent Searchsports during the year. The selection of appropriately talentedindividuals by coordinator Ms Morag Croser allows for anaccelerated progression in the respective sport.

The program is relatively young and it is pleasing to see evidencethat talented individuals identified several years earlier are nowpushing for success

The performance of former Talent Search athletes Jesse Phillipsand Natalie Bale provides evidence that the talent identificationprocess will bring rewards at a senior level. Both athletesdisplayed strong performances at their respective World JuniorChampionships last year and are expected to make a positivetransition into the senior ranks.

Ms Morag Croser again played an active role in the talent searchprogram at a national level. Morag’s experience in the role ishighly valued by the national program and her enthusiasmensures WAIS is at the front of any changes in the program.

In recognition of the effort made to represent the Smarter thanSmoking message in an effective and educational manner, theSmarter than Smoking WAIS Talent Search was nominated by Healthway in the area of “Excellence in Health Promotion” atthe Annual Healthway Awards. This accolade was due recognitionfor the diligent work of Ms Morag Croser in this area anddemonstrates the potential symbiosis between sport and health.

Talent Search athlete Natalie Bale, coach Jason Lane and partner Annika Naughton enjoy the moment after claiming the silver medal at the Rowing Junior World Championships in Athens 2003.

The above list of medical service providers assisted WAISathletes during the year. The specialist practitioners on thislist have all gained specialist qualifications in the sportmedicine area. This assists greatly in both understanding thevaried injuries that are presented by the athletes and in thecontinuing balance required between injury repair and returnto training or performance. In the high performance sport areathis is a challenge and WAIS is highly appreciative of theexpertise and commitment provided.

The medical services area is coordinated by Dr CarmelGoodman. The coordination role entails liaison with all themedical service providers as well as setting policy andreviewing the medical screening process for new athletes.

In addition to this Carmel is also the doctor for several WAISsport programs and is the team doctor for the NationalWomen’s Hockey team.

A key element in the medical process is communicationbetween the medical practitioner, the coach, the athlete andother WAIS staff to ensure all parties are working togethertowards the same goal. Physiotherapist Andrew Haden hascommitted a significant amount of time to the WAIS rowingprogram. Andrew has attended many training sessions andcompetitions and now has a good understanding of theathletes in the program. Regular attendance has alsoimproved the communication link with the coaches. This allmeans that injuries are treated promptly and all parties areable to work together towards the goal of the earliest returnto full training.

The adoption of the WADA anti doping code has resulted inchanges to the procedures for applying for therapeutic useexemptions for some medications. This provided a challenge toensure that all affected WAIS Olympians were appropriatelycovered in time for the games.
