DESIGNATING THE OFFICE OF TH E VICE PRESIDENT TO OVERSEE,SUPERVISE AND IMPLEMENT AGREED DEVELOPMENTPROGRAMS

WHEREAS, there exists a vital need to promote, accelerate andimplement various socio-economic programs;

. WHEREAS, il l the joint statement of the President and the VicePresjdent on July 2, 2002 the Overseas Filipino Investment Bond, theHousing Program for Overseas Filipino Workers (OFWsI and Others, andthe establishment of an integrated steel plant in Mindanao. wereidentified as vital programs;

WHER.EA.S, the establ ishment of a Seafarer's Welfare Program isanother vital program;

WHEREAS, there are other socio-economic programs, ,particularlythose involving the development of Mindanao, that may hereafter beagreed to be covered within this Administrative Order;

WHEREAS, l.lnder Section 31 , Chapter 10, Title III, Book III of theAdministrative Code of 1987, the President has the continuing authorityto reorganize the administrative structure of the Office of the President;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, Presidentof the Republic of the Philippines, by virtue of the powers vested in me bylaw, do hereby order;

SECTION 1. Mand a t e . The Office of th e Vice President [OVPJ, shall oversee, supervise and implement al l the aforementioned programs.

The OVP shall be the representative of the Government in the oversightand supervision of such programs until their completion. The concernedgovernment agencies institutionally in charge of the relevant projectsunder the aforementioned programs shall be placed under the oversightand supervision of the OVP with respect to the relevant projects, to

. ensure smooth, t imely, effective implementation under the agreedprograms.

SECTION 2. Powers and Functions. Pursuant to its mandate,the OV P shall exercise the following powers and functions:

a. Advise the President in matters concerning theaforementioned programs, and provide analyses and

recommendations on policies and operational Issues,particularly those relative to Mindanao development.

b. Review al l aspects related to the aforementioned programs,recommend short and long term measures and appropriateactions to address policy, institutional implementation, andoperational i ssues and concerns, particularly those relativeto Mindanao development. The OVP shall therefore overseeand supervise the implementation and completion of al lrelevant projects under the aforementioned prog rams.

c. Call upon any agency of the government for such assistanceas may be necessary to address problems affecting therelevant projects.

d. Promote foreign and local investment opportunities related tothe aforementioned programs, and as necessary, prioritizerelevant projects under the aforementioned programs incooperation with national government agencies, localgovernment uni ts , and other stakeholders.

e. The OVP shal l be actively assisted by all Presidentialappointees, on areas that may be appropriate, to promoteand accelerate the socio-economic development of the peopleof Mindanao.

f. Elected officials in areas affected by the aforementionedprograms shal l continue to perform their functions relativeto the socia-economic p'rojects covering their respective areasof responsibility as provided by law. They are enjoined toextend full support and cooperation to the OVP under thismandate .

g. Perform al l other functions that the President may direct.

SECTION 3 . . Technica l a n d Adminis t ra t ive Suppor t . The OVPis author ized to formulate the organizational s t ructure of its secretariatan d engage the services of consultants, as may be approved by thePresident. .

SECTION 4. Funding. Funding shall be taken from suchavailable resources as may be determined by the Department of Budgeta n d Management. Appropriations. for the succeeding years shall be

inCQrporated in the budget proposal for th e OVP.

SECTION 5. Repeal ing Clause. All executive issuances, rulesand regulations or parts thereof which are inconsistent with thisAdministrative Order are hereby revoked, amended. or modifiedaccordingly.

SECTION 6. Effect ivi ty. This Administrative Order shall take. effec t immediately.
