MARKETING OUR ADVANTAGES One of JCEDO’s principal priorities is to tell Jasper County’s positive story and strengthen its brand recog-nition and favorable reputation in the marketplace. In the 2012-2013 fiscal year, our emphasis was on improving the promotional activities launched in previous years and to continue to expand their reach. Our primary means of communication were: The 2013 Guide to Jasper County Indiana supplies information on a variety of topics important to people evaluating business investment decisions. The

guide is updated annually at the beginning of each calendar year and contains data related to demographics, transportation infrastructure, labor force, education, utility services, and quality of life. JCEDO’s News For You E-Newsletter is distrib-uted electronically on the first day of each month to approximately 825 people and organi-zations. The purpose of the publication is to regularly communicate with our stakeholders and contact network, provide meaningful information about development and related activity taking place in Jasper County, and to posi-tively promote Jasper County and its attributes.

together. The JCEDO Golf Outing and Annual Meeting last August was a big suc-cess culminating in our annual election and awarding of The JCEDO Cup to the win-ning golf foursome. We held the 3rd Annual JCEDO Christmas Party in December to celebrate the spirit of the season. In June, JCEDO was honored to partner on Lieutenant Governor Sue Ellspermann’s Jasper County Business & Agricultural Conversation at Saint Joseph’s College designed to solicit input from small and large businesses alike regarding issues impacting their success.

WORKING WITH OTHERS Essential to JCEDO’s success are the relationships with our economic development partners. We work with them primarily on business attraction and expansion projects, marketing initiatives, and public pol-icy advocacy. JCEDO is also actively represented at numerous meeting and events held throughout the year. The table below right lists the regional, state and national events we attended in 2012-2013. Our principal economic development partners include: The Indiana Economic Development Corporation (IEDC) is focused on marketing Indiana and identifying businesses that are considering relocation and/or expansion. They also provide tax and related incentives to stimulate investment activity. In addition, the IEDC operates the online ZoomProspector database

which includes 53 available industrial, commercial and office properties located in Jasper County representing 417,000 square feet of building space and 2,385 acres.

The Northwest Indiana Forum (NIF) is our regional economic development entity for the seven-county area including Jasper, Lake, LaPorte, Newton, Porter, Pulaski and Starke Counties. JCEDO is represented on the NIF’s Economic Development Committee and is

active in supporting the NIF’s legislative proposals.

Our utility partners including the Indiana Mu-nicipal Power Agency (IMPA) and NIPSCO are engaged in marketing initiatives and provide sponsorships that support JCEDO’s network-ing and promotional related activities. The Indiana Economic Development Associa-tion (IEDA) represents the interests of eco-nomic development professionals across the state. JCEDO participates through service on

the Board of Directors, the Program Committee and with legislative initiatives.

JCEDO cultivates relationships with the Indi-ana General Assembly and other elected offi-cials/staff at the federal, state and local lev-els in order to influence government affairs impacting Jasper County. Ivy Tech Northwest provides regional leadership in promoting entrepre-neurship. Last year JCEDO was involved with their Dare to Dream Committee.

COMMUNITY INVOLVEMENT Jasper County and its municipalities are enhancing their desirability as a business and residential location through several strategic community development initiatives. JCEDO is working hard to support these efforts and highlights of the progress made in 2012-2013 include:

The Jasper County Council approved a 5 percent Uniform County Innkeeper’s Tax (hotel/motel tax) in July 2012 with collection started in 2013. Subse-quently, the Jasper County Commissioners created the Jasper County Tourism Commission (JCTC) as the vehicle to invest these tax dollars to promote tour-ism, lodging options and related economic activity. JCEDO helped establish the tax collection system and is actively involved in the JCTC’s process of be-coming operational.

Following ten years of planning and construction, the Town of DeMotte’s Northwest Jasper Regional Water District (NORWEJ) began operating the com-munity’s new $14 million water system. Formerly the largest municipality in Indiana without a water system, the new treatment facility, water tower and distribution network was financed through a grant/loan provided by the U.S. Department of Agriculture – Rural Development office. The City of Rensselaer completed the $2 million interceptor sewer that serves the east side of the I-65/State Route 114 Interchange. This project helps the environment by replacing privately owned/operated

septic systems and provides the infrastructure needed for future eco-nomic growth. With this project completed, the City is preparing to initiate extension of water service along the SR 114 corridor to I-65. Rensselaer also opened beautiful Potawatomi Park downtown featur-ing a riverwalk, event lawn, arbor, public parking, and historic walking bridge over the Iroquois River.

The Town of Remington made progress in their efforts to prioritize and implement recommendations made in the Remington Downtown Revitalization Plan. They de-signed and successfully completed installation of a new gateway sign for downtown with the assistance of a grant from the Indiana Office of Community and Rural Af-fairs. They also expanded their wastewater treatment plant capacity, worked with local philanthropic interests to acquire a building to provide for increased Senior Center activities, and entered the state’s Stellar Communities Program competition. In the past year, JCEDO worked on numerous initiatives sponsored by the DeMotte Chamber of Com-merce, the Remington Wolcott Community Development Corpo-ration, Remington Main Street, the Greater Rensselaer Chamber of Commerce, Main Street Rensselaer, and the Wheatfield Cham-ber of Commerce. We were involved in community festivals, farm-ers markets, golf outings, grant programs, holiday events, parades, park improvements, parking issues, research and planning, retail promotions, and ribbon cutting ceremonies. JCEDO also regularly attended meetings of the governing bodies of Jasper County and its four municipalities in order to stay current on local issues, pro-vide input and support, and maintain accessibility and visibility.

BUSINESS ASSISTANCE INITIATIVES JCEDO is committed to maintaining and en-hancing a Jasper County business climate that stimulates the retention, expansion, attraction and creation of profitable busi-nesses. Through our network of stake-holders and economic development part-ners, we supply information and expertise, make real estate recommendations, and provide access to financial incentives such as tax increment financing and tax abate-ment designed to help businesses grow and prosper. A Prospect is classified as a retention, expansion, attraction or business creation project. Informational assistance furnished to other entities is considered an Inquiry. The charts quantify the New Prospects (55), Inquiries (35), Visits/Presentations (12), Prospects By Source, and Property Recommendations (80) made in the past fiscal year. These results are similar to 2011-2012 with the exception of Property Rec-ommendations, which declined from 106 or 25%.

Direct outreach is essential to our Business Reten-tion and Expansion Program. Last year we visited 109 Jasper County businesses and organizations in order to develop and enhance relationships, identify growth opportunities, address challenges, and express appreciation. This was a 36% increase over the 80 visits we made in 2011-2012. We also network with business leaders through the Demotte Chamber of Commerce, the Remington Wolcott Community Development Corporation, the Greater Rensselaer Chamber of Commerce, and the Wheatfield Chamber of Commerce.

Relationships are also crucial to the success of our Business Attraction Program. JCEDO works closely with our economic development partners including the Indiana Economic Development Corporation, the Indiana Chamber of Commerce, the Indiana Office of Community and Rural Affairs, the Northwest Indi-ana Forum, the Kankakee-Iroquois Regional Planning Commission, the Indiana Municipal Power Agency, and NIPSCO to identify prospect leads. JCEDO continued to expand our E-Blast Mar-keting Initiative in 2012-2013. Our focus re-mains real estate and manufacturing entities located along the I-65, 80, 90 & 94 corridors in the central and northwest quadrant of Indi-ana as well as the real estate community serving the Chicago metropolitan area. We distributed 24,680 electronic flyers to our targeted contacts compared with 13,290 last year - an 86% increase.

INVESTMENT PROJECTS

In the past year a diverse group of companies across Jasper County capitalized on new or continuing in-vestment opportunities in order to grow their businesses and improve competitiveness. Others in-creased employment incrementally to meet demand for products and services without making significant capital investments in new equipment and/or facilities. These activities are compelling evidence of the strength of the Jasper County economy and the attractiveness of its business environment to new and expanding businesses. The level of JCEDO’s involvement with these projects differs depending upon the unique need each has for our assis-tance. In addition to providing direct support, our role also includes quantifying new investment and job creation pro-jects that occur in Jasper County without our help. Briefly described below and on the following two pages are 13 successful projects that resulted in significant new capital investment in facilities and/or expanded pro-duction capacity. These projects were either completed in the past year or are currently under construc-tion with completion expected in the near future. In alphabetical order, they are:

BELSTRA MILLING COMPANY – DEMOTTE, IN Phase 2 expansion of animal feed production com-plex with a $2.5 million capital investment, up to 5 new employees and completion in late 2013

CARPENTER CREEK CELLARS – REMINGTON, IN Indiana’s newest winery and tasting room opened in March 2013 with a production cycle capacity of 900 gallons, a $200,000 capital invest-ment and three employees

EMBERS VENUE – RENSSELAER, IN Exciting new 4,800 SF entertainment and special events venue with a capacity of 220 opened in March 2013 with 3-4 employees following a $150,000 renovation of an historic down-town building
