Criminals have made more money from the Vizagites by sneaking into their accounts online than breaking into their houses, business establishments, and offices. With the cyber frauds changing their modus operan- di frequently to dupe people, cops are finding it tough to nab them. As many as 671 property offenses worth Rs 4.78 crore were reported in 2020 against 850 cases in 2019. In 2020, expect robbery cases, the other incidents such as burglaries, snatchings, and other proper- ty offenses have decreased pri- marily due to Covid-19 lock- down. The cyber crooks duped Vizagites of over Rs 6.35 crore online in 2020 while the bur- glars, robbers, chain snatchers and dacoits managed to steal only Rs 4.78 crore from the cit- izens. Covid-19 pandemic helped the crooks to dupe the netizens and Vizag city has witnessed the biggest financial fraud in 2020, informed the cops. A Vizag-based netizen was duped to the tune of Rs 1.63 crore by cyber crooks (Facebook friends) under the guise of sending elegant and most expensive gifts in 2020. It was the biggest financial fraud so far in Vizag city as well as in Andhra Pradesh also. Criminals steal more money online than via house break-ins PNS n VISAKHAPATNAM Taking advantage of the poor financial condition of the tem- ple priest, two TDP leaders offered bribes and compelled him to cut the hands of the idol of Subrahmanya Swamy in Sri Sankatahara Vara Siddhi Vinayaka Swamy temple in Rajahmundry. This is the finding of the Special Investigation Team which was formed to investi- gate the incident. Head of SIT, Ashok Kumar, said that Marala Venkata Muralikrishna, the priest of Sri Sankatahara Vara Siddhi Vinayaka Swamy temple, situ- ated in Sriram Nagar area in Rajahmundry, had lodged a complaint with the Three Town police station that some miscreants damaged the idol of Subrahmanya Swamy during night time on December 31, 2020. The SIT report says the temple priest was not only financially weak, but was also habituated to bad habits. He reportedly borrowed money from to money lenders to make ends meet during the Covid-19 lockdown as the temples were closed and there were no earnings. The two TDP leaders allegedly offered the priest Rs 30,000 to damage the idol. They are said to have admit- ted to the police that they wanted to create unrest and also wanted to raise money from the devotees for installing a new idol in place of the old one. The Special Investigation Team has arrested the priest along with two Telugu Desam Party leaders who allegedly lured the priest with money to execute an unholy plan. He added that the police have booked cases under sec- tions 448,427, 295 and 153(A). YSRCP wooing TDP leaders with ‘deals’ MARTHI SUBRAHMANYAM n HYDERABAD The YSRCP leaders have been reportedly offering financial packages to TDP leaders con- testing local body polls to ensure that as many as YSRCP contestants get elected unani- mously in a bid to please their boss, YS Jaganmohan Reddy. They are offering the TDP contestants to pay their pend- ing bills, due from the govern- ment, from their pocket and reimburse the same from the government later. They have been reaching agreements to this extent. The gamble has left the TDP leadership depressed. During the previous TDP regime, several TDP leaders executed contracts like laying CC roads in villages. Because of the change of guards in the state, the YSRCP suspended clearing the bills. Taking advantage of this, the YSRCP is striking a deal with TDP contestants. One has to spend at least Rs 50 lakh to Rs 1 crore to run for the panchayat polls. The deal helps the TDP contestants not only save their money, but also helps settle their long-pending bills. Therefore, the TDP leaders have been acting with foresight and are not prepared to let go the opportunity. Moreover, in case it became inevitable for TDP to contest the polls, they are being offered vice-president post. Therefore, the TDP leaders are in no mood to contest the polls. The understanding will deal a crippling blow to the TDP. The TDP has decided against funding the poll expenses of party candidates. Its role is lim- ited to detect inducements offered by the YSRCP and sensitise people through its mobile application. It consid- ers the polls as a chance to feel people's pulse on the govern- ment's performance. The TDP, which could not pay poll expenses to contes- tants in the first phase of the polls, is yet to pay for media advertisements inserted by contestants. PNS n VIJAYAWADA Andhra Pradesh Governor Biswabhusan Harichandan launched the Pulse Polio Immunization Programme by administering polio drops to children below five years at a programme held in Raj Bhavan on Sunday. Speaking on the occasion, the Governor said that the Pulse Polio Immunisation drive has been launched with an aim to eradicate poliomyelitis (polio) by vacci- nating all children below the age of five years against the polio virus. He said that around 52.72 lakh children below the age of five years will be adminis- tered polio drops in the state as part of the drive to eradicate polio from the country. Due to the efforts of the gov- ernment, not even a single case of polio has been reported in the country since 2011, he added. The Governor appealed to all parents to take their chil- dren to the nearest polio vac- cination centre to get them administered polio drops, even if they have been vaccinated earlier. The State Election Commissioner Nimmagadda Ramesh Kumar had announced schedule for con- ducting panchayat polls in four phases. The first phase of polls will be held on February 9. The panchayat elections will be held in 2,883 village panchayats across the state except Vizianagaram district. The nominations will scru- tinised on February 1 and the aspirants whose nominations are rejected can appeal on February 2. Disposal of appeals by appellate author- ity is February 3 and the last day for the withdrawing of nominations is February 4, 2021. The final list of contest- ing candidates will be announced on February 4 after 3 pm. Polling will be held on February 9 from 6.30 am to 3.30 pm. The results will be declared on the same after counting votes from 4 p.m. onwards. A man allegedly threw a three-month-old baby girl into a fire in Bihar's Muzaffarpur district on Sunday after her mother protested against his sexual advances, police said. The baby received severe burn injuries in her legs and she is being treated at the Sadar Hospital, they said. The incident took place in the Bochahan police station area when the woman was sitting outside her home near a bonfire, police said. The man sat beside the woman and tried to sexually harass her, against which she protested, they said. Following this, the man snatched the baby from the woman's lap and threw her into the fire, causing severe burn injuries to the baby, police said. According to senior offi-cers, the SEC can't conduct elections on his ownand it his responsibility is to ensure free and fairelections "with the help of government mech-anism". Without government's support, the SECcan't perform his duty and may end up in a sit-uation in which he might choose to ask for cen-tral forces, thereby suggesting breakdown of theconstitutional machinery. SEC and the top boss-es never bothered to share information, allayapprehensions, and complement each other'splan of action, resulting in pervasive mistrustand disbelief. As a constitutional functionary,the SEC must take everyone into confidence andin the process; he has to carry along top boss-es even if that means a comedown. Governmentis permanent, but not persons holding positionsat any level. So, taking everything as a prestigeissue and trying to settle scores will finally aggra-vate the present war-like situation. Since YSRCPMinisters have already moved a privilegemotion, Nimmagadda must prepare for a longbattle even after his retirement as the stateAssembly may summon him based on theMinisters' complaint.

Shealso has the rare distinction of having been onlythe third woman bureaucrat in the history ofKarnataka to become a chief secretary. She wasa unanimous choice of the then Karnataka chiefminister Siddaramiah and then oppositionleader BS Yeddyurappa for the top job. Beingthe choice of both ruling and opposition lead-ers was in itself an achievement. The CBI's casewas that Ratna Prabha, when she was the sec-retary of information technology and commu-nications department in undivided AndhraPradesh, facilitated the arbitrary allotment of250 acres of land at Shamshabad to InduTechzone in gross violation of the Cabinet deci-sion. The High Court later allowed the petitionfiled by Ratna Prabha, urging the lower courtto quash her name in the case against her onthe grounds that CBI acted 'without jurisdic-tion and verifying the facts at the ground level'.This helped clear the air and she apparentlycame out of the mess unscathed. We have towait and watch if she will take a plunge into pol-itics and contest against a YSRCP candidate.

    Rachakonda Police have res-cued 223 children as a part ofOperation Smile VII in the last30 days. Most of the rescuedchildren are from UttarPradesh, Madhya Pradesh,Andhra Pradesh, Chattishgarh,Jarkhand, Maharastra, Odissa.

    The aim of 'Operation Smile'is to trace missing children,potential child labour, bondedchild labour and adolescents inhazardous occupations duringthe operations.

    According to theRachakonda Police, of the 223children rescued, 172 wereboys and 51 were girls. Furtherdata revealed 88 boys and 12girls belong to Telangana, theother 84 boys and 39 girlsbelong to other states includ-ing Uttar Pradesh, MadhyaPradesh, Andhra Pradesh,Chattisgarh, Jarkhand,Maharastra, Odissa, WestBengal and Bihar.

    The police officials alsoreleased the data of some of the

    important cases. The AntiHuman Trafficking Unit(AHTU) of Rachakonda hasrescued 26 child labourersdetained and exploited illegal-ly in different workshops -Yadadri Traders, MaruthiPolymers, SSR Industry,samosa making shed and con-crete labour work shops atIDA, Bhongir and arrestedfour accused persons.

    During the rescue opera-tions, Rachakonda police haveregistered 25 cases under sec-

    tions Juvenile Justice Act andChild Labour Act against themanagements, who engagedminor children in variousworks, in which 46 accusedpersons were arrested.

    Further analysis of the res-cue children from differentworks they are employed are39 children who were workingin Brickline, 65 children work-ing in different companies,one from begging and 104from different shops were res-cued.

    School Education Director Devasena hassubmitted expert committee reports to gov-ernment for it to take a decision on increas-ing the choice of questions in SSC publicexams. It may be recalled that the state gov-ernment has reduced the number of papersand has also announced the time table forthe SSC public examinations. The commit-tees have recommended increasing thechoice for other types of questions, barringthe multiple choice questions. Earlier, thegovernment issued a GO in 2015 asking theschools to conduct formative assessmenttests. Therefore, the GO is required to beamen-ded to conduct exams only in sixpapers including two science papers and con-duct only two formative assessment tests.

    The Central Board of SecondaryEducation (CBSE) is also changing the pat-tern of the question papers. To test the realknowledge of the students, it is increasingthe number of questions that will really testthe students' abilities.

    More than two years afterpromising unemploymentallowance, the TRS govern-ment is gearing up to formulatea scheme as it seeks to check theBJP, which is going aggressivein its attacks on the ruling partyover unfulfilled promises.

    Despite a big drop in revenuedue to Covid induced lock-down and consequent slow-down, the TRS government iscontemplating to roll outunemployment allowance soon.Minister for MunicipalAdministration and IT KTaraka Rama Rao stated a cou-ple of days ago that ChiefMinister K Chandrasekhar Raois likely to announce an unem-ployment allowance in the nextfew days.

    “The Chief Minister, in a dayor two, may make anannouncement on the unem-ployment allowance,” said KTR.He said the government wouldsoon release a notification forthe recruitment to 50,000 postsin the government. He assuredthe youth that KCR will bestowmore than what they hadexpected from him.

    Political analysts say with BJPgoing aggressive as part of itsgoal to come to power in thestate 2023, the TRS is makingswift moves to check the saffronsurge. Only last month, theChief Minister had announcedthat notifications would be

    issued shortly to fill up vacan-cies of teachers, police person-nel and others.

    “The primary informationsuggests that there are about50,000 vacancies in the State inseveral departments. We haveto fill them up. Teachers andpolice have to be recruited inthousands,” he had said. Twomajor announcements in asmany months apparently cameto placate unemployed youth,whose anger is believed to beone of the key reasons for theelectoral reverses suffered bythe TRS in recent weeks.

    In by-election to the DubbakAssembly constituency held inNovember, the TRS suffered ashocking defeat at the hands ofBJP, which focused on youthand the unfulfilled promises ofthe ruling party.

    The angry youth turned thetide as the BJP wrested the seatfrom the TRS. It was seen as ananti-incumbency vote. It was abig jolt to the TRS as the partyhad never lost a by-electionsince 2014 when it came topower in the newly createdState.

    After the Dubbak victory, theBJP also made considerableinroads in TRS vote bank bywinning 48 seats in 150-mem-ber Greater HyderabadMunicipal Corporation(GHMC), elections for whichwere held in December.

    A week after the results of theGHMC polls, the ChiefMinister announced filling upof vacancies in the government.He asked Chief SecretarySomesh Kumar to collectdetails about the vacant posts in

    teachers, police and otherdepartments and issue notifica-tions to fill the vacancies.

    “TRS is under extreme pres-sure from the youth and unem-ployed sections of the society,along with those who are work-ing in the government. Resultsin Dubbak and GHMC elec-tions are an indication of themood of people in the State,”said political analyst PRaghavendra Reddy.

    He, however, believes thatunemployment allowance willact like a painkiller for the short-term, but it is not the solutionfor the problems in Telangana,especially of the youth. TheKCR government will haveseriously think about fillingvacant posts in the govern-ment, and create more employ-ment opportunities throughself-employment and in theprivate sector.

    “The BJP is making use ofand gaining ground due to thefeeling among the people of

    being neglected by the TRS gov-ernment. Unemploymentallowance could help preventthe ground from slipping awaytemporarily, but KCR and KTRmust think of more long-termand impactful measures toregain lost political turf,” he said.

    The Chief Minister is likely toappoint a panel of senior offi-cials to formulate the schemeand its guidelines. All eyes willbe on the allocation to be madein the budget for 2021-22.There is still no clarity on thenumber of unemployed in theState. Nearly 10 lakh candidateshave registered with employ-ment exchanges.

    Over 20 lakh people candi-dates have registered with theTelangana State Public ServiceCommission (TSPSC) for gov-ernment jobs. Even if theunemployed youth are esti-mated at 10 lakh, the govern-ment will have to earmark Rs3,600 crore in the budget.

    The Congress party chal-lenged the KTR to prove hisclaims of recruitment of 1.31lakh people by the govern-ment. All India CongressCommittee (AICC) secretary ASampath Kumar dared theminister for a debate on theissue.

    The Congress leader allegedthat it was another ploy by theTRS to mislead youth ahead ofelections to two seats ofTelangana Legislative Councilfrom graduates constituencies.

January20, power demand had touched a record high of 187.3 GW. All-Indiapower demand had touched a record high of 182.89 GW onDecember 30 last year. According to data from the power ministry,the peak power demand met (the highest supply in a day) duringJanuary last year stood at 170.97 GW. The rising power demandshows revival in economic activities leading to higher commercialand industrial demand, which was affected due to the pandemic.

    A more potent version of theindigenous Tejas multi-rolecombat jet featuring a muchpowerful engine, greater load-carrying capability and next-generation electronic warfaresystem is expected to be rolledout next year and its firsthigh-speed trials will start in2023, according to Chairmanand Managing Director ofHindustan Aeronautics Ltd RMadhavan.

    He said the structural pack-age and related work on theTejas Mark II, which will havean array of superior avionics,was progressing well, and theproduction of the high-perfor-mance jet is likely to startaround 2025.

    Madhavan said the upgrad-ed version will have a biggerfuselage, longer range, bettermaintainability, greater load-carrying capability, muchstronger engine power andsuperior net-centric warfaresystems.

    With an increase in rangeand payload capability,Madhavan said the new vari-ant will be much superior tothe Tejas Mark-IA, 73 of whichare being procured by theIndian Air Force from theHAL under a Rs 48,000-crore

    deal that was approved by thegovernment on January 13.

    "Tejas Mark II is likely to rollout by August-September of2022. After that, the first flightwill take some time. The firsthigh-speed trial of the jet willstart in 2023 and we expect theproduction to start somewherearound 2025," Madhavan toldPTI.

    Asked about the weaponpackage for Tejas Mark II, thechief of the state-run aerospacegiant did not give a direct replyand said it will be decided ata later stage depending on therequirement and changingdynamics.

    Tejas is a single-engine andhighly agile multi-role super-sonic fighter capable of oper-ating in high-threat air envi-ronments. The aircraft, man-ufactured by the HAL, is apotent platform for air combatand offensive air support withreconnaissance and anti-shipoperations as its secondaryroles.The Tejas Mk-IA will beequipped with an active elec-tronically scanned array radar,beyond visual range missile,electronic warfare suite andair-to-air refuelling system.

    On the next generationadvanced multi-role combataircraft (AMCA) project, the

    HAL chairman said the aim isto implement the projectunder the framework of a spe-cial purpose vehicle (SPV),also involving private sectorplayers.

    India is working on thefifth-generation mediumweight deep penetration fight-er jet and the project is estimat-ed to cost around USD 5 bil-lion. Madhavan said the air-craft prototype is likely to beready by 2026 and its produc-tion could start by 2030. Headded that the DefenceResearch and DevelopmentOrganisation (DRDO) is work-ing on the project timeline.
