A family from a rural St. Louis County community was referred to Paraquad by Children’s Hospital, because they had a 7 year old boy with cerebral palsy. Due to the family’s limited resources the boy’s only form of transportation or of getting around was to be pulled in a red wagon by his parents. A clinician from Children’s wanted the boy to use a gait trainer to help him stand and walk in a supported fashion, but the cost of the equipment was over $1,000. The family could not afford the equipment, so Paraquad supplied them with both items at no cost.

MESSAGE FROM THE BOARD CHAIR AND EXECUTIVE DIRECTOR

Our 41st year was another one for the record books. The highlights marked many new and exciting benchmarks. Our advocacy and policy team were very active in Jefferson City and around the state. Here are just a few of the results from their work. They organized Independent Living Day at the State Capitol that honored the legacy of Max Starkloff and Jim Tuscher and built support for Independent Living funding. The final budget included full funding for Centers for Independent Living.

Our team opposed legislation that would have severely damaged the rights of people with disabilities in the workplace. We organized the community and raised awareness about the implications of the proposed changes. Governor Nixon vetoed the legislation and there was no attempt to over-ride the veto by the General Assembly.

Supported HB555 (Grisamore) which included provisions that established Disability History and Awareness Month, replaced statutory language with more respectful terms for people with disabilities, and protected the rights of parents with disabilities. Governor Nixon held the bill signing ceremony at Paraquad’s offices.

The second annual Starkloff Awards honored Mercy (formerly St. John’s Mercy Medical Center, St. Louis) who is strongly committed to helping individuals with developmental disabilities acquire and maintain meaningful employment. Currently Mercy employs 54 people with developmental disabilities. For the past 15 years, Paraquad has worked closely with Mercy Hospital to identify job opportunities and to design job coaching strategies for a successful, long-term work experience.

2011 Program Accomplishments:The Accessible Housing Program - The Rental Assistance Program (RAP) – made funds available to assist 297 participants remain financially stable, so that they could stay in their homes. The House Accessibility Program (HAP) and Rental Home Accessibility Program (RHAP) performed accessibility modifications to the homes of 22 households in St. Louis City and County.

The Assistive Technology Reutilization Program provided 2,323 recycled, durable medical equipment and devices to 145 participants. The program is moving toward being self-sustainable through an in-house repair program.

College for Living served 200 adults with developmental disabilities who participated in basic skills courses encompassing math, reading, basic and advanced computer skills.

The Employment Program provided 25 individuals the support they needed to achieve meaningful employment opportunities.

Information and Referral specialists provided services to 14,943 people this year. These services included providing information and services to individuals with disabilities, their friends, family, and other human service agencies. The United Way’s 211 information services refer all calls they receive pertaining to disability issues to Paraquad’s I&R staff.

The Youth and Family Program offered support to children and families, so that they gain an understanding of the Independent Living philosophy and learn to take pride in themselves as a person with a disability. Outings, classes, and support groups provide opportunities to expand their independent living skills while interacting with the community and supporting each other with their own personal experiences. Parents and family members also benefit from support groups, advocacy, education, and resources.

Senior Management

When Rita was diagnosed with stage four cancer, it became very important to Rita and her family to be able to spend the remaining months of her life at home. Paraquad was able to provide the CDS Specialist they needed to achieve this.

Carl remained in a nursing home for several years after his accident. He was scared to move out on his own. One day, Max Starkloff paid him a visit and encouraged him to move out on his own. He thought it over and determined the supports he

would need to live independently. His mind was made up once he met Linda, his attendant. Fifteen years later she still works for him. “We are family”, stated Linda. In fact, Carl will be walking Linda’s daughter down the aisle in June.

Jen, a CDS participant, ran for state representative. She wants to show everyone that people with disabilities can do anything they want and that they can be assets to their communities. She also dances for a group called the Verlezza’s, which is a dance company that showcases various ages and abilities. It explores individual creative potential regardless of what is traditionally perceived as a limitation.

Adam has hydrocephalus, cerebral palsy, and is legally blind. He uses a walker to get around in the community. Adam was often fatigued when climbing steps or when walking for more than 10 – 20 minutes. He needed assistance in the restroom and with prolonged mobility. After completing his health and wellness program developed especially for him by his therapist, he stated, “The program has helped to increase my strength and energy.” Adam can now transfer independently, use the restroom independently, and has increased his mobility to walk without a walker. He has also made significant progress in his walking endurance.

A student, at Truman University, uses an adaptive bike to travel around campus. Last Spring, while riding her bike, a texting driver hit the rear wheel of her bike and sent her flying. The accident not only resulted in several broken bones and other medical issues for the girl, but also severely damaged her bike. At the time, the insurance company was

not going to replace her bike, and she was concerned that without her bike she would not be able to return to school for the fall semester. Paraquad’s reuse program had a donated Freedom Concepts bike that was very similar to the bike that was damaged. Paraquad was able to fit the bike to her specifications and allowed her to go back to school for the fall semester.

As a Center for Independent Living, Paraquad provides four core agency services:

ADVOCACYParaquad’s advocacy initiatives address physical and attitudinal barriers to community inclusion. We encourage people with disabilities to become aware of their rights and responsibilities under the law, to speak up for what they need, and to reject discrimination and paternalism.

INEPENDENT LIVING SKILLS TRAININGIndependent living skills training assists people with disabilities in achieving independent living goals. Our specialists and the participants develop an individualized action plan for becoming more self-sufficient. Participants learn skills that will be helpful in living more independently.

INFORMATION AND REFERRALParaquad operates an information and referral service for people with disabilities, community agencies, and the general public. Our specialists provide information and referrals to community resources to assist individuals in achieving independent living.

PEER CONSULTATIONPeer consultation empowers people with disabilities to explore options and to solve problems for any life changing experiences. Peer consultation plays a significant role in the lives of people with disabilities as consultants serve as role models, share personal experiences, and provide skills training for independent living.
