Important Notes: • Short Proposals, and your responses to the Production Eligibility

Questionnaire (see Appendix 1, page 20), must be submitted via Proteus before the deadline at noon on Thursday 20th September.

• During Stage 1 of the process we will first evaluate the responses given in the Production Eligibility Questionnaire. We will then assess your Short Proposal.

• Shortlisted suppliers will be asked to submit a Full Proposal. This should not exceed five sides of A4 when printed using Arial font, size 11.

• Producers are not permitted to contact on-air talent, unless shortlisted, and with prior approval of the commissioner.

• Any producer found to be in breach of this will be excluded from the commissioning process.

We strongly advise you to submit your Proposals in good time to avoid the possibility of difficulties caused by unforeseen network or transmission problems. No late submissions will be accepted

BBC Radio 1Xtra

BBC Radio 1Xtra is Radio 1’s digital ‘sister’ station, sharing some programming and a similar passion for new music. It focusses particularly, but not exclusively, on serving BAME communities; and has a well-established track record in providing a critical first platform for emerging British talent from the Black music scene.

The network offers a wide range of music programmes spanning R’n’B, hip-hop, grime, dancehall, drum and bass and a range of other genres. In addition, news and documentary content aims to foster discussion and debate, highlighting issues which matter to our young, diverse and hard to reach audience with authenticity.

Network Strategy

1Xtra aims to be the leading brand in UK Black music youth culture, producing great content for young people to listen, watch and share. It plays a key role in showcasing the wider BBC to this vital target group, as well as aiding BBC Radio’s efforts to reinvent and grow radio.

Our primary focus in 2018/19 is on growing overall awareness of 1Xtra and driving reach to our linear radio programming. We employ a team of leading DJs and presenters who are acknowledged leaders in their fields and are passionate about youth culture and new music.

On-air programming is complimented by a wide range of multi-platform visual and social content, designed to appeal to both existing audiences and new ones who happen to stumble across it; ultimately converting this latter group into regular consumers of our audio content.

1Xtra also works hard ‘on the ground’ with the aim of becoming a vital element of the UK Black music cultural scene. In additional to regular outreach work, individual programmes and presenters are encouraged to build close relationships with relevant musical communities and act as ambassadors for the station.

Shortlisted production teams should include thoughts on how their specific programme proposal can help grow audience and awareness for the show, as well as assisting with growth across the wider station. Editorial Opportunity – 1Xtra’s Weeknight Specialist Music shows 1. Jamz Supernova – Tuesday 2300-0100 Jamz Supernova’s Tuesday night Music show is the leading radio show in the UK for championing the Future RnB scene, and is a key part of 1Xtra’s evening Specialist schedule. Music Policy: We expect this show to have a central focus on new Future RnB music, as well as resurfacing seminal records and key artist retrospectives from key figures in the scene, but also continue to diverge into other related music genres where

relevant. The show should be first to surface and support new Future RnB artists from Europe and North America, and connect with key relevant festivals and other genre tastemakers from around the world. We see this show as having an important role in introducing Future RnB artists onto 1Xtra’s daytime playlist. We are interested in hearing how you would develop both the programme and Jamz’s role as a tastemaker for this scene. Programme Content: Jamz Supernova should contain some live music, whether in-studio sessions or Maida Vale sessions. This show should also contain mix segments, utilising Jamz’s skills as a DJ but also seek regular contributions from key figures across the global DJ scene. Programme Strategy: The show sits within our specialist music zone and should be viewed as part of a family of shows across the week. We believe growth in audience for these shows will come from greater promotion and connection with 1Xtra’s daytime programming, other specialist shows, and through ongoing engagement with relevant online platforms and social accounts for the Future RnB scene, as well as engaging key artists from within the genre. Measures of success: As well as growing live listener numbers as measured by Rajar, we want this show to establish a proven track record for consistently introducing new Future RnB artists to daytime 1Xtra. We see regular coverage across specialist Future RnB and relevant music platforms as being of critical important to bringing attribution back to 1Xtra. We will also be measuring show performance in BBC Sounds and social and digital performance, primarily across YouTube and Instagram. Additional Deliverables: We will require assets for inclusion in BBC Sounds: A weekly ‘listening’ playlist, 60 minutes in duration. This could be lifted directly from the show, or a mood-based playlist specifically created for off-schedule consumption e.g. Best new Future RnB, Best UK Future RnB. One shorter weekly highlight clip which could be a mix, feature or interview, made available via the programme’s online pages and/or BBC Sounds. Accurate programme descriptions and track listings updated online as soon as practicable.

Where appropriate we also want the production team to creatively deliver the Network’s wider weekly and monthly editorial messages; and work collaboratively with other suppliers to help cross-promote the full range of our specialist output. 2. 1Xtra Residency – Wednesday 2300-0100 This show, which launched in November 2017, is 1Xtra’s core platform for showcasing new DJ’s and providing he Network with a valuable new talent pipeline. Music Policy: We expect each of the four residents to help 1Xtra broaden its musical breadth and deepen its reflection of specific music genres. Our first range of residents have each delivered a different level of specialist perspective around music genres that already form part of 1Xtra’s core music genres (Hip-Hop, Grime R’n’B, Dancehall, Drill etc). We welcome ideas around potential new music genres for future residents but with one caveat: we want each resident to be covering a genre that brings potential scale. Programme Content: We expect to hear monthly mixes and artist interviews from our Residents, and visualised in-studio artist moments on a regular basis. 1Xtra Residency’s positioning as the Network’s new DJ platform means that it has particular strategic importance to the Network, and we expect to hear creative ideas around how to engage new audiences and augment 1Xtra’s position as the key platform for championing new DJ talent. Programme Strategy: The show sits within our specialist music zone and should be viewed as part of a family of shows across the week. We believe that this show has a specific strategic purpose to engage 1Xtra with a core 15-24 year old demographic, and broaden and deepen 1Xtra’s Specialist music offer. We believe growth in audience for these shows will come from greater promotion and connection with 1Xtra’s daytime programming, other specialist shows, and through ongoing engagement with relevant online platforms and social media hubs, including GRM Daily, Link Up TV, Abdi TV, as well as engaging key artists from within the genre on a regular basis. We would be keen to hear ideas of potential future residents. Measure of success:

As well as growing live listener numbers as measured by Rajar, we want this show to establish a proven track record for consistently introducing new emerging artists from each respective show to the 1Xtra daytime playlist. We will also be measuring show performance in BBC Sounds and social and digital performance, primarily across YouTube and Instagram. Additional Deliverables: We will require assets for inclusion in BBC Sounds: A weekly ‘listening’ playlist, 60 minutes in duration. This could be lifted directly from the show, or a mood-based playlist specifically created for off-schedule consumption e.g. Snoochie Shy’s UK selection etc. One shorter weekly highlight clip which could be a mix, feature or interview, made available via the programme’s online pages and/or BBC Sounds. Accurate programme descriptions and track listings updated online as soon as practicable. Where appropriate we also want the production team to creatively deliver the Network’s wider weekly and monthly editorial messages; and work collaboratively with other suppliers to help cross-promote the full range of our specialist output. 3. Seani B – Thursday 2300-0100 Seani B presents 1Xtra's Dancehall show and is a key part of 1Xtra’s evening Specialist schedule. Music Policy: This show should be an essential listen for Dancehall music fans as a one-stop showcase for the scene. We expect this programme to feature the freshest Dancehall hits from Jamaica and cover key news from the scene, but also provide a central platform for Dancehall culture in the UK and Europe, supporting the live music and recording sector, Carnival events and emerging artists. While Dancehall should be the musical centre of gravity we believe this programme also has latitude to cover related genres and scenes, from Reggae to Soca, as and when appropriate. Listeners should also hear classic or recent Dancehall hits on this show. We see this show as having a critical role in introducing new Dancehall music onto 1Xtra’s daytime playlist on a weekly basis. Seani is a longstanding 1Xtra DJ having been part of the Network since launch. We would like to hear ideas on how we could develop his profile as a Dancehall tastemaker and deliver greater impact from the show. Programme Content:

This show should contain relevant artist interviews on a regular basis, delivering regular updates from Jamaica. We would welcome ideas on how to develop and augment the connection with the scene in Jamaica, with the use of contributors and personalities where necessary. We expect to hear mix sequences, utilising Seani's skills as a DJ but also seek regular mixes from key figures across the global DJ scene, including young UK-based talent. This programme will also, subject to other Creative Calendar commitments, have one standout moment in each year through a journey to Jamaica. We would, however, like to hear ideas on how to provide key standout moments across the year and in each quarter, including Carnival. Programme Strategy: The show sits within our specialist music zone and should be viewed as part of a family of shows across the week. This programme holds particular strategic and cultural importance for 1Xtra., and we would welcome thoughts on how this show can serve to support and uplift the British Dancehall scene to greater effect through championing a new generation of young artists and DJ’s. We believe growth in audience for these shows will come from greater promotion and connection with 1Xtra’s daytime programming, other specialist shows, and through ongoing engagement with relevant online platforms and social media hubs for the Dancehall scene, as well as engaging key artists from within the genre on a regular basis. Measure of success: As well as growing live listener numbers as measured by Rajar, we want this show to establish a track record for consistently introducing new Dancehall artists and music to daytime 1Xtra. We see regular coverage across specialist Dancehall and relevant music platforms as being of critical important to bringing attribution back to 1Xtra. For this show in particular we would regard credit and attribution to 1Xtra for supporting the resurgence of British Dancehall music as a notable achievement. We will also be measuring show performance in BBC Sounds and social and digital performance, primarily across YouTube and Instagram. Additional Deliverables: We will require assets for inclusion in BBC Sounds: A weekly ‘listening’ playlist, 60 minutes in duration. This could be lifted directly from the show, or a mood-based playlist specifically created for off-schedule consumption e.g. Best new Dancehall, Dancehall classics.

One shorter weekly highlight clip which could be a mix, feature or interview, made available via the programme’s online pages and/or BBC Sounds. Where appropriate we also want the production team to creatively deliver the Network’s wider weekly and monthly editorial messages; and work collaboratively with other suppliers to help cross-promote the full range of our specialist output. 4. Destination Africa with DJ Edu – Sunday 2200-0100

Destination Africa is 1Xtra’s weekly focus on the freshest new African street music, and is a key part of 1Xtra’s evening Specialist schedule.

Music Policy: We expect this show to have a central focus on brand new African music but also feature recent and past hits. Given the popularity of music and artists from Nigeria and Ghana in the UK we believe that this should provide a central focus.

We are interested in hearing how you would develop both the programme further to deliver more impact.

Programme Content: Destination Africa should feature weekly mixes from Edu and also regular mixes from Afrobeats DJ’s from Africa and the UK. The show should profile important new album releases through listening parties where appropriate.

We want to hear ideas on how to create more compelling standout features for the show and also to connect the show with relevant hubs in Africa on a more routine basis.

Programme Strategy: The show sits within our specialist music zone and should be viewed as part of a family of shows across the week.

This programme holds particular strategic and cultural importance for 1Xtra.

We welcome ideas on how this show can best capitalise on the recent growth in popularity of Afrobeats and how we might position 1Xtra as the primary destination in the UK for Afrobeats and new African music in general.

We believe growth in audience for these shows will come from greater promotion and connection with 1Xtra’s daytime programming, other specialist shows, and through ongoing engagement with relevant online platforms and social accounts for the Afrobeats scene, as well as engaging key artists from within the genre.

Measure of success: As well as growing live listener numbers as measured by Rajar, we want this show to establish a proven track record for consistently introducing new music and artists to daytime 1Xtra. We see regular coverage across specialist African music and relevant music platforms as being of critical important to bringing attribution back to 1Xtra.

We will also be measuring show performance in BBC Sounds and social and digital performance, primarily across YouTube and Instagram.

In addition we want to hear thoughts on how to ensure that Edu and the show have a stronger connection to other specialist shows and the station.

Additional Deliverables: We will require assets for inclusion in BBC Sounds:

A weekly ‘listening’ playlist, 60 minutes in duration. This could be lifted directly from the show, or a mood-based playlist specifically created for off-schedule consumption e.g. DJ Edu’s Afrobeats Top 10.

One shorter weekly highlight clip which could be a mix, feature or interview, made available via the programme’s online pages and/or BBC Sounds.

Accurate programme descriptions and track listings updated online as soon as practicable.

Where appropriate we also want the production team to creatively deliver the Network’s wider weekly and monthly editorial messages; and work collaboratively with other suppliers to help cross-promote the full range of our specialist output. Additional information / delivery requirements:

• The ‘Guide Price’ does not include presenter fees or studio hire, which will be paid directly by BBC Radio 1Xtra.

• The contract will be offered as a “fixed price” deal and the BBC will assume that any elements included in proposals can be successfully delivered within the guide price given.

• Production teams will be expected to adhere to all relevant editorial and copyright guidelines in place; and deliver all necessary production related paperwork in a timely fashion – e.g. Compliance Forms, Music Reporting.

• We expect the show will usually be broadcast live; although occasional ad hoc OBs from events, festivals or other BBC studios may also be required. Pre-records will only be approved in exceptional circumstances

• 1Xtra repeats many of its specialist music programmes and should the schedule require it at any time the successful production team will be required

to deliver this, complete with relevant paper work, in addition to the original transmission.

• Access to all necessary broadcast production systems, as well as studios to enable the broadcast of the show (including an hour of pre and post show preparation time where possible), will be made available in New Broadcasting House London, at no cost to the successful supplier throughout the contract.

• While the production team will be expected to take the lead role in booking appropriate artists for any live music elements in the show, the responsibility for producing, recording and contracting these will lie with 1Xtra’s Live Music team unless otherwise agreed.

• Presenters and production teams are usually expected to take part in at least one outreach project per year, agreed with the Network, engaging with new and existing audiences face to face.

COMPLIANCE AND BBC EDITORIAL GUIDELINES You will be required to deliver programmes that are in line with the BBC’s Editorial Guidelines and be able to adapt to the BBC’s changing editorial and business needs during the period of the commission.

2. THE FIVE STAGES

STAGE 1: PRODUCTION ELIGIBLITY, SHORT PROPOSAL AND INITIAL SHORTLISTING

Step 1 : Production Eligibility

• Complete the Production Eligibility Questionnaire in Appendix 1 using no more than 100 words per response. Please note the questions used in this brief may differ from those used in other 1Xtra briefs.

• Enter your responses in the ‘Add/Edit Notes Here’ section in Proteus. The questionnaire is designed to allow the BBC to understand more about your company and your experience of producing 1Xtra style programmes. Commissioning Executive Robert Gallacher and Business Affairs Manager Mark Waring, together with others from the evaluation team, will evaluate all production questionnaires against the editorial brief set out in Section A before evaluating the Short Proposal. NB: your short proposal may be declined at this stage if the information you provide indicates you do not meet the criteria, so please answer these questions carefully.

Step 2: Short Proposal Suppliers who performed best on their eligibility stage (by best demonstrating their experience and capability in producing 1Xtra style programmes) will then have their Short Proposal assessed and a shortlist will be compiled.

• Your Short Proposal should be no more than 500 words and summarise your specific ideas for ALL programmes within the brief. It should demonstrate your ability to produce the programme, set out your editorial ambitions and address the requirements set out in Section A of this brief.

• Enter your proposal in the ‘Short Synopsis’ section in Proteus before the deadline at noon on Thursday 20th September.

Step 3: Shortlisting notification You will be notified of the outcome of Stage 1. Shortlisted suppliers will be asked to submit a Full Proposal. No feedback will be provided for unsuccessful proposals at this stage.

STAGE 2: FULL PROPOSAL

Step 1: We may issue further relevant programme production information to all producers proceeding to this stage. If sensitive information is being released then producers will be asked to sign a non-disclosure agreement (NDA).

Step 2: Producers proceeding to this stage will be invited to provide a Full

Proposal, via Proteus, responding to this commissioning brief, which includes all the elements outlined in Section C (“Full Proposals”). For guidance, your Full Proposal should not exceed five sides of A4 when printed using Arial font, size 11. The Production Eligibility answers will only be considered during Stage 1 of the commissioning process. Producers may wish to consider repeating some, or all of the information given in the Full Proposal.

Step 3: Producers will be offered the opportunity to discuss the programme brief with

the commissioning editor prior to submitting their full proposal.

STAGE 3: INTERVIEW / PITCH

Step 1: You may be invited to an interview/pitch meeting with the evaluation team. We will notify you which members of the evaluation team will be attending this meeting and you should expect to be asked to discuss and elaborate on your proposal, and answer questions about it. It is also possible we may ask you to bring additional relevant material to this meeting – for example, a sample feature.

Step 2: Following the interview/pitch, the evaluation team will re-evaluate your Full

Proposal against the assessment criteria outlined on page 15, taking into account the responses given during the pitch, and any additional material requested. The evaluation team may then decide to award the contract to the producer(s) which best meets the assessment criteria;

Note: At any stage of the process, we may need to come back to you to seek clarification. Your answers will be factored into the evaluation process as appropriate.

Step 3: Or we may decide to hold second interviews, for example, in the event where

we need more information to be able to differentiate between proposals.

STAGE 4: CONTRACT SIGNED

STAGE 5: FEEDBACK If you’re unsuccessful after attending an interview / pitch meeting, you may request feedback. Once notified you have two weeks to request feedback. Requests for feedback should be made to Robert Gallacher or Khaliq Meer. Feedback will be provided within two weeks of receiving the request.

SECTIONC:FULLPROPOSALS

1. WHAT WE NEED FROM YOU Your Full Proposal must be entered into the main ‘Synopsis’ section in Proteus by noon on Tuesday 23rd October 2018 - late submissions cannot be accepted. It should adopt the structure below and should not in total exceed five sides of A4 when printed using Arial font, size 11.

Part 1 – Your detailed Full Proposal, showing your response to the BBC’s requirements outlined in Section A of this commissioning brief.

Part 2 – A section containing the following information: (i) The name and contact details of your nominated representative (a single point of

contact within your organisation who will be responsible for all communication related to the commissioning brief).

(ii) The planned location for the production team who will produce the show should you be successful.

(iii) Evidence that you have the skills to deliver, or the ability to acquire the skills to deliver, the production of the programme in line with this commissioning brief.

(iv) Details of third party suppliers. You may want to work in partnership with third parties to deliver the brief. If so, you should include:

o responses on behalf of each partner o details of the responsibilities of each partner o an outline of the main personnel who will be responsible for the

production and delivery of the programme o an explanation of how working in partnership would be successfully

achieved, including a proposed legal structure (e.g. one lead contractor and sub-contractors).

(v) Details of your proposed total programme and per episode cost, broken down by price to BBC Public Service and any other funding sources. As part of our strategic priorities the BBC is making a commitment to the real living wage (as described by the Living Wage Foundation – see livingwage.org.uk). The per episode cost of the programme should be budgeted to account for the real living wage and the Full Proposal should include details of how compliance with the real living wage will be achieved. And all details should be included in a template as below:

(vi) Depending on the detail of your proposal, if you are successful in your bid to produce the programme, TUPE – Transfer of Undertakings (Protection of Employment) Regulations 2006 – (and/or any superseding or amending legislation) may apply. If this is the case, we will need additional information from you.

Appendix A – Confirmation of acceptance of the BBC’s key contract terms.

Appendix B – Risk management. You should identify specific risks e.g. production risk, business continuity etc.; and the processes or systems that will be put in place to manage these. If applicable, you should also include a detailed transition plan and an explanation of how you will manage the transition from the current production of the programme, with minimum disruption.

Please note, the contract will be offered as a “fixed price” deal, with you being responsible for any overspend and entitled to keep any underspend. Whilst you are welcome to include proposals to deliver levels of content over and above that set out as required in Section A, this will need to be funded from within the published guide price.

2. WHAT TO EXPECT FROM US NOMINATED REPRESENTATIVE The BBC’s nominated representative for this commissioning brief is Robert Gallacher. No individual other than the BBC’s nominated representative (or his delegates as advised by the BBC) is authorised to discuss the contents or the substance of this commissioning brief with you. We’ll let you know of any change or addition to the BBC’s nominated representatives.

RESPONSES TO YOUR QUESTIONS In the interest of fair competition, where we feel it’s appropriate, anonymised questions and responses will be circulated to all producers.

COPYRIGHT The BBC is a signatory to, and will abide by the principles of the APC Code.

CONFIDENTIALITY Subject to Section 2, paragraph 5 (Freedom of Information Act), the BBC will keep confidential all commercially sensitive information included in responses to this commissioning brief and will only use this information for the purposes of evaluating

the Full Proposal, provided that you have identified the confidential nature of any such information in your response documents.

FREEDOM OF INFORMATION ACT As a public authority, the BBC is required to comply with the Freedom of Information Act 2000 (“FOIA”), which came into force on 1 January 2005. The FOIA is intended to deliver greater accountability for decisions and spending across the whole of the public sector. It requires public authorities to strike a balance between achieving transparency and protecting genuinely confidential or commercially sensitive information.

You should be aware that, under an FOIA request, the BBC may be required to disclose information contained within the Full Proposal or future contractual information. Following a request, the BBC may take the views of organisations submitting proposals into account when deciding what information will be disclosed.

COSTS You submit responses to this commissioning brief and take part in this process at your own cost.

A FIXED PRICE DEAL The contract will be offered as a “fixed price” deal; with you being responsible for any overspend and entitled to keep any underspend.

CONTRACT DURATION FOR STRANDS The contract will be for a period of one year delivering a minimum of 50 episodes (per show) from January 2019 (exact dates to be agreed). We may extend the contract period by an additional year, after 12 months, and again after 24 months, subject to agreement, upon similar contract terms.

We reserve the right to vary the start date of the contract as may be required to take into account the successful producer’s transition plan and any related issues identified. In assessing the proposed transition plan, the BBC’s relationship with the audience will be paramount.

3. IMPORTANT POINTS TO NOTE

All Full Proposals should be submitted using Proteus by noon on Tuesday 23rd October 2018. It should not in total exceed five sides of A4 when printed using Arial font, size 11.

We strongly advise you to submit your final responses in good time to avoid the possibility of difficulties caused by unforeseen network or transmission problems. No late submissions will be accepted.

If additional supporting material is requested prior to the pitching meeting, we will notify you of how and when to submit this in good time ahead of that meeting.

This commissioning brief is not a contract. However, the information contained in this commissioning brief, together with your responses, will form the basis of the final contract between you and the BBC.

The BBC reserves the right to exclude any producer that is found to either:

a) have provided information which is untrue, or b) be in breach of any of the terms of the non-disclosure agreement.

IMPORTANT: Producers wishing to submit a proposal under this brief are not permitted to contact BBC production staff, seeking information about the programme, during the commissioning period without prior consent from the commissioner.

Producers are not permitted to contact on-air talent or their producers, unless shortlisted, and with prior approval of the commissioner.

Any producer found to be in breach of this clause will be excluded from the commissioning process.

The BBC may modify the commissioning brief (including the timetable as outlined in Section B) at any time prior to the submission deadline. Any such amendment will be notified in writing to all prospective producers. To allow time for such amendment to be taken into account, the BBC may, at its discretion, extend the deadline for receipt of submissions.

By submitting your proposal, you confirm acceptance of the key contract terms.

Proposals must be submitted in accordance with the following instructions. Proposals not complying with these instructions may be rejected by the Commissioner whose decision in this matter will be final.
