The DILG in FY 2016: Intensifying the campaign against criminality

and illegal drugs and Sustaining Good Governance

(A Year-ender Report)

I. Introduction

The DILG CAR is one with the Department in the attainment of

national goals and objectives. This is the driving force that pushes DILG CAR to work with dedication and utmost commitment in obtaining and

sustaining excellent results and service delivery guided by fully capacitated

personnel.

This year, initial challenges and setbacks were identified but were used as an opportunity to assess and plan actions to mitigate the situation.

Applying the 3M brand of “Matino, Mahusay and Maasahan”, the objectives

on sustaining drive for good local governance and strengthening

organizational capacity were efficiently and effectively realized.

II. Significant Accomplishments

A. LOCAL GOVERNMENT SECTOR

1) Sustained the Drive for LGU Transparency, Accountability and

Performance in providing capacity development to local officials

a. Full Disclosure Policy (FDP)

The Full Disclosure Policy has been seriously observed by all levels

of local governments in the Cordillera. As of December 31, 2016, the region has recorded 90.36% compliance rate for FULLY complying provinces,

cities and municipalities combined.

The table below shows the statistics of fully complying and complying LGUs.

b. Seal of Good Local Governance (SGLG)

The regional assessment was conducted within the month of

March 2016. Highlights of the assessment are shown through the

following photos.

There was a remarkably 275% increase of SGLG passers for

this year compared to last year of 8 passers only. This year’s 22 awardees for Cordillera Region are the following:

1. FY 2013

There are a total of 46 CY 2013 PCF Projects. 44 projects

were successfully completed in 2015. As of this 3rd Quarter, the two (2) remaining projects were completed. In total, ALL 46 FY

2013 PCF Projects were completed.

2. FY 2014

For this year, this region has yet to complete four (4)

remaining CY 2014 PCF projects. All or four (4) of the on-going

projects last year were completed as of November 30, 2016. In total 100% of the seven (7) 2014 PCF projects were

accomplished. Project details are shown in the table below:

3. FY 2015

A total of 8 LGUs qualified for PCF 2015 consists of 3

provinces, 4 municipalities, and 1 city. 3 LGUs were targeted for completion this year but as of reporting date, a total of 4 projects

were completed. The table below shows the status of the

d. Conduct of Orientation to Newly Elected Officials (NEO)

4 Provinces, 2 Cities, and 66 Municipalities have successfully

organized their respective transition teams

DILG CAR conducted the Basic Orientation for Local Chief Executives

both for re-elected and newly-elected municipal mayors of the

Cordillera Administrative Region on August 18-19, 2016 in which 59

out of the 75 municipalities were represented. Participation was expanded to include re-elected officials because of the thrust of the

present administration.

Participants from 59 municipalities take notes as they listen intently while speakers discussed

topics about RA 6713 or the Ethical Standards for Public Official, Common Pitfalls in Local

Governance, Responsibilities of the LCE’s, DILG Programs, and DRRM.

e. LUPONG TAGAPAMAYAPA INCENTIVE AND AWARDS (LTIA)

As a result of the Regional Assessment conducted on March 22,

2016, the following have been identified as LTIA Regional Winners:

100% or 1,1175 barangays have successfully conducted the

Barangay Assembly for the 1st Semester 2016.

g. OTHER ACCOMPLISHMENTS ON MAJOR PROGRAMS

Katarungang Pambarangay (KP) – Barangay Captains and

Secretaries from targeted 20 barangays of Baguio City were trained

on KP laws and procedures on November 9-11, 2016

Citizens Satisfaction Index System (CSIS) - The pilot-testing

for the CSIS to municipalities have commenced. Target-

municipalities in CAR are Tublay, Benguet, and San Juan, Abra.

The pilot testing entails the conduct of survey by the University of Cordilleras in Tublay, Benguet and the Abra State Institute of

Sciences and Technology in San Juan, Abra. 150 respondents shall

be randomly selected by the LRIs. Regional and Provincial Focal

Persons have attended the program briefing in Manila last May 18-19, 2016.

Child-Friendly Local Government Assessment (CFLGA) –

Assessment to all 75 municipalities and 2 cities, as well as the

Provincial Table Validation, were already conducted.

Ugnayan ng Barangay at Simbahan (UBAS) – 100% of all

barangays have organized the Barangay Action Teams

LGU Performance Scorecard – all aggregation forms of PCMs are

100% uploaded at Google Drive 100% data-entry at LGPMS

Website. On the other hand, 100% of barangay profile were successfully uploaded at Google Drive.

Public Financial Management (PFM) – TOT on the CDP Review

Guide successfully conducted to the target-LGU (Tublay, Benguet).

This program ended on June 29, 2016. Community-Based Monitoring System –

o 100% of the requesting municipalities were provided with

technical assistance on Modules I, II, III and IV. Status of

implementation is shown on the tables below:

h. REGIONAL INITIATIVES

1. Monitoring of compliance to RA 9994 – 100% of Cities and

Municipalities have been monitored on the Compliance to the said law.

2. Promoting Volunteerism in Local Governance – the region

participated in the Search for Outstanding Volunteers for CY 2015.

The Municipality of Kabayan, Benguet is the regional nominee of the CAR.

2. Enhancement of Local Business Environment

a. Regulatory Simplification for Local Government Units

(RS4LGUs) Enhanced Business Permit and Licensing System

- Orientation Training of Regulatory Simplification attended

by 3 LGU Key Personnel from Dolores, Abra; Luna, Apayao; Itogon, Benguet; Alfonso Lista, Ifugao; Rizal, Kalinga and

Sagada Mt. Province, MLGOOs and Cluster Head/Program

Managers or BPLS Provincial Technical Action Officers of 6

Provinces of CAR was conducted on November 8-11, 2016

in Baguio City.

- La Trinidad, Benguet have undergone Coaching on RS4

LGUs.

b. LIIC Formulation Orientation

- On March 16, 2016, 27 MLGOOs and BPLOs/LEIPOs of 17

LGUs of the Province of Abra, namely: Bangued, Tayum,

Dolores, San Juan, Lagangilang, Pilar, Bucay, Manabo, La

Paz, Pidigan have participated the said activity. This aims

to (1) capacitate LGUs in the formulation of the Local Investment and Incentive Code; and (2) Identify the laws

and policies in giving incentives and appropriate taxes to

create fiscal space and economic growth.

3. Hastened the implementation of the DILG locally-funded projects

a. Support to BUB

The BUB-RPMO remained to be active in the monitoring the implementation of BuB Projects across all participating agencies.

100% or 169 projects are already completed. Projects in

Licuan Baay, Abra, and in Kabayan, Benguet which are the remaining project for completion in the 1st Quarter of 2016 were

accomplished.

2. BUB PROVISION OF POTABLE WATER SUPPLY 2014

Total number of projects is 118. There were 92 water

projects completed in 2015. 21 Projects were completed for

FY 2016. As of reporting period, all of the 5 on-

going/remaining projects were more than 65% complete.

Flood Control Project in San Quintin, Abra. Turned-over last Feb. 19, 2016. The project is worth PhP5, 195,306.88 and will directly benefit at least 167 households.

Lobong Flood Control, Lagawe, Ifugao. Completed in January 2016. The project is worth PhP750, 000

Inauguration and turn-over of the flood control project in Tabuk City, Kalinga worth P 14.8M. DILG-BuB downloaded P 10M and Tabuk City Government allocating P 4.8 M as its counterpart. The project directly benefits 1,300 residents of Barangay Calanan.

Blessing and turnover of newly constructed P 8.5 M flood control funder over BUB-Infra 2015 located at Ableg, Tui, Pikek and Cabaruyan, Daguioman, Abra on July 28, 2016.

Semester. For the 3rd Quarter, the Construction of Ga-ang

Water System in Balbalan, Kalinga was completed. The only

remaining on-going project, which is the Construction of Pantikian Water System in Balbalan, Kalinga is 86% complete

however, some portion of the installed pipeline were destroyed

by typhoon Lawin.

10. SALINTUBIG- REGULAR FY 2014

Total project for SALINTUBIG-Regular 2014 is 10 across

6 LGUs. As of 1st Semester, only one (1) project was completed i.e. Improvement of Waterworks Facility at Sitio Lubnac,

Brgy Camp 1, TUBA, BENGUET.

Bersamin and SP member Antonio Dayag for Tubo Project amounting to 53M and for San Isidro Project amounting to 48M with the presence of PAMANA Abra Coordinator Fr. Adonis Bringas, DILG RD John Castaneda, DILG-Abra PD Millicent Carino, Phil Army, and Provincial Engineer Tanseco.

The OPDS and Regional Office in coordination with the OPAPP conducted project-site visit

on 14-18 November 2016 in Apayao on the CY 2016 PAMANA DILG projects.

Completed project: Opening of 8 kms. long Eva-Cadaclan road in Calanasan, Apayao amounting to Php 24, 000,000.00 under PAMANA 2016 project.

The Improvement of Caneo Waiting Shed project in Bontoc, Mt. Province is a two-storey waiting shed and is now being used by the community.The project needs to be fully completed by the LGU, for the fence at the side of the stairs going to the 2nd floor. The shed was designed, ready for another storey which will be funded later by the LGU.

The Improvement of Liwon Amduntong Asipulo-Indalmogan Kiangan Access Project in Asipulo, Ifugao is intermittent concreting of road sections of 1 portion and also double lane. A road opening from Amduntong to Kiangan National Road. It is 71% complete.

4. Readied LGUs in the transition towards Federalism

Various activities/ trainings were conducted in CAR to support the massive

information drive that our Department is spearheading.

Hereunder is the list of the activities attended by ARD Jonathan Paul M.

Leusen, Jr. where he served as the speaker on Federalism:

Orientation on Federalism conducted during the Executive

Legislative Agenda (ELA) of the six (6) municipalities of Ifugao

Province on various dates during the 2nd and 3rd Quarter of this year.

Federalism Seminar of the Vice Mayor’s League of the Philippines –

Cordillera conducted last December 1, 2016

Federalism Forum conducted for the Philippine Councilor’s League

of Abra last October 13, 2016 at Venus Park Hotel, Baguio City

IEC/Orientation during the Provincial Launching of MASA MASID and

POPs Planning of DILG Kalinga attended by personalities form all LGUs of Kalinga Province

Activities scheduled for the month of December 2016 are as follows:

Federalism Forum for the Barangay Congress of Abra Province to be

attended by Punong Barangay, 2 Kagawads i.e. Chief of Peace and

Order and Chief of BADAC, Barangay Secretary and Treasurer.

Scheduled date is on December 15, 2016 at Venus Park View Hotel, Baguio City

Autonomy and Federalism Orientation for the Barangays of Paracelis, Mt. Province to be held on December 22, 2016

In support to the advocacy, employees of DILG CAR attended the 1st Northern Luzon Forum on Federalism last August, 19, 2016 at Teachers Camp,

Baguio City. In addition, RD Marlo L. Iringan, ARD Jonathan Paul M. Leusen,

Jr and LGOOV Carol Gano participated in the Training of Trainors on Federalism

at Cebu on November 12-13, 2016.

Also, Federalism 101 was included as one of the topics discussed during

the DILG CAR year-end PRA attended by 228 participants.

5. MASA MASID: Utilizing Communities against illegal drugs and corruption

The Regional Launching of MASA MASID was successfully conducted

last October 25, 2016 at New Town Plaza Hotel, Baguio City. Local Chief Executives, Chief of Police, Municipal Health Officers, Municipal Local

Government Operations Officers, Municipal Social Welfare Officers and

representatives from various CSOs signed the Pledge of Commitment to

support the program.

Also, Provincial Launching were conducted in the Provinces of Abra,

Apayao, Benguet, Ifugao, Kalinga, and Mt. Provinces. Baguio City conducted

their own program launching as well.

As of reporting date, the organization of various MASA MASID teams

and CRN in all municipalities is still on-going and is given utmost priority. As

of reporting date, 10, 427 surrendered from Cordillera and 1,194 and 26 of the surrenderers are enrolled under community rehabilitation and

rehabilitation centers respectively.

6. Strengthened the capacities of LGUs on disaster preparedness and

mitigation; and continued the rehabilitation of disaster stricken areas

a. Establishment of Regional Operations Center

To ensure continuous and functional operations of the department during disaster and calamities, the DILG CAR OPCEN

was established.

b. Enhancing LGU Capacity on CCA/DRR 1. For Abra Province, 27 or ALL LGUs attended the Training

on the Formulation of Local Climate Change Action Plan

(LCCAP) for LGUs 5th and 6th Batch on December 1-2,

2016 and the training on CDRA and CCET held last

November 7-12, 2016. 6 Municipalities and 1 City of Kalinga were trained on LCCAP formulation.

2. ALL or a total of 21 municipalities of Kalinga and Benguet

Province were trained on LCCAP for LGUs and were

provided with Technical Assistance on CDRA 3. Baguio City was provided with Technical Assistance in

CDRRM Training

4. Other Significant Accomplishment

a. Conduct of Earthquake Drill

The DILG-CAR Regional Office personnel demonstrated the duck,

cover and hold position as they joined the Baguio Shake Drill last March

31, 2016. At 10:30AM, the sound of the city hall siren signaled an emergency situation, the occurrence of a magnitude 7.2 earthquake in

Baguio City. This also signified the start of the earthquake drill. The alarm

lasted for one minute.

The drill aims to create a muscle memory of alertness and

preparedness among the people for the eventuality of a powerful earthquake. It also aims to instill the duck-cover-hold earthquake response

and assess the evacuation plans

and procedures of various sectors.

Through the drill, gaps will be noted and will be addressed.

The Baguio Shake Drill is

part of the Nationwide

Simultaneous Earthquake Drill (NSED). All Cordillera RDRRMC

member agencies were directed to

conduct an earthquake drill in their

respective offices.

Governance

SUSTAINING THE EFFECTIVENESS OF PEACE AND ORDER COUNCILS (POCs)

Secretariat services have been effectively provided to Peace and Order Councils in all levels. The Regional Peace and Order Council, however, convened last November 11, 2017. The

meeting, which was presided by PRO-COR Regional Director PCSupt Elmo Francis O. Sarona,

discussed issues on drugs, and peace and order among others. Also, the DILG CAR was tasked

to formulate criteria for the selection of CSO members to the RPOC.

a. Development of IT System

The regional office is awaiting for the invitation to the following trainings to be conducted

by ISTMS:

- Executive Information System

- On-line Calendar

- Barangay Information System

- LGUs Information System (201 Profile)

b. Regional Management Conferences

1st Quarter Regional Management Conference was conducted last March 3, 2016 held at

Tabuk City, Kalinga. A Special RMC was also held on March 28, 2016 as a venue to welcome and

orient the new DILG-CAR Director, Marlo L. Iringan. All Field Operating Units have likewise

conducted its respective City/Provincial Management Conferences.

c. Regional Planning Conference

The Annual Planning Conference was held January 26-27, 2016. The accomplishment of the region and field operating units were reviewed, as well as the Operation Plan and Budget

were finalized.

Towards the end of the Planning Conference, all workforce celebrated the hard work that led to significant accomplishments of the Region. Photos of this occasion is shown below:

d. DILG-CAR Communication and Advocacy

A total of eight (12) issues of Gongs and Drums, the official newsletter of this Office,

were published as of reporting date.

PLO III Buena (right) reports on the major accomplishments in CY 2015, workshop for the finalization of the CY 2016 Operations Plan and Budget (left) followed the next day.

With a display of all sorts of western boots and hats, everyone was jovial in their cowboy/girl attires. Each unit presented a dance number, all except one, had their own version of line dance. The guitar was a mainstay on stage and the country singers dominated the fellowship deep into the night.

f. Personnel Competency Build Up

Thirteen LGOO IIs from all over CAR attended the Component 1: General Orientation

of the LGOO Training from January 5-15, 2016 at the DILG CAR Regional Office in Baguio City.

The trainees, dubbed as “the Golden Batch” for being the 50th batch of trainees, are Rose Ann A. Ballangan, Elizabeth B. Layugan, and Santos B. Trinidad from Abra; Joey Paul B

Alcantara, Joan Ana J. Dumalsin, and Edward Errol B. Ucol from Apayao; Ralph Kevin B. Brett

from Benguet; Gyda H. Namingit from Ifugao; ThyrzaShoey L. Dogui-is from Kalinga; Perry D.

Bacwaden, Trisha Marie A. Dogup, and Jennifer Licyayo from Mountain Province; and Jereille D. Gayaso from the Regional Office.

In order to improve performance, DILG CAR Regional Office went to La Union for the 1st Semester performance review cum team building last June 19-21, 2016.

g. 2016 Regional Year-End Program Review and Analysis

The DILG CAR CY 2016 Program Review and Analysis and CY 2017 Action Planning

and 2016 Tribute to Outstanding Performers (TOPs) Awarding was held on December 19-21,

2016 at San Juan, La Union. In addition, a teambuilding activity was also conducted as part of

the activity to strengthen and advocate teamwork.

h. Other Regional Initiatives

1. Awardees of the CY 2015 DILG-CAR Tribute to Outstanding Performers or TOPs were conferred during the Panning Conference.

h. Significant Events

SILG’S Exit Call - Outgoing SILG Mel Senen S. Sarmiento met with the Cordillera DILG

family for his exit call on June 2, 2016 at the Tactical Operations Group 1, Philippine Air Force at Loakan, Baguio City. This is the SILG’s first regional stop for his exit calls.

He thanked everyone for the support. He said that it was truly an honor working with

public servants at their best. He asked everybody to sustain the gains already obtained, and

with the growth rate the country is experiencing, he is hopeful that the next generation will have

and in meeting most, if not all, DILG-CAR field personnel during his first month as regional
