    MEMORANDUM ORDER NO. 320RE-ESTABLISHING AND RE-ACTIVATING THE OFFICE OF THEPRESIDENT COORDINATING CENTER (OPCC) FOR THE STATEVISIT TO JAPAN

    WHEREAS, the OPCC was es tabl ished as an ad-hoc body inthe Office of the Pres ident to provide t imely information tothe Pres ident on evolving c r i t i c a l i ssues and developmentsduring th e period of the Pres ident ' s conduct of foreignv i s i t s ; .WHEREAS, the OPCC was i n i t i a l l y act ivated on 24-houroperat ion during the s t a t e v i s i t to Kuala Lumpur, Malaysiaon 26-30 January 1993, and was l a s t react ivated during thePres ident ' s Vis i t to the Americas on 16 to 29 October 1995iWHEREAS, there i s need to es tab l i sh a high l eve lmonitoring and repor t ing system tha t wi l l cover a l l sec torsand i ssues nationwide during the s t a t e v i s i t of thePres ident to Japan;NOW, THEREFORE, I , FIDEL V. RAMOS, Pres ident of the

    Phi l ippines , by vi r tue of the powers vested in me by law, dohereby re -es tab l ish and re -ac t iva te the operat ion of theOff ice of the Pres ident Coordinating Center during the s ta tev i s i t to Japan (16 to 19 November 1995).SECTION 1 . COMPOSITION. The OPCC wi l l be under theovera l l superv1s10n and respons ib i l i ty of the ExecutiveSecretary as OPCC Chairman. The Secre ta r i es of NationalDefense and In t e r i o r and Local Government wi l l serve as OPCCVice-Chairmen. There wi l l be an Executive Committeecomposed of the fol lowing: National Securi ty Adviser , ChiefPres ident ia l Legal Counsel, Senior Deputy ExecutiveSecretary , Head, Pres ident i a l Management Sta f f , and the

    Press Secretary .The OPCC Chairman wil l coordinate with the VicePres ident , Senate Pres ident , and the Speaker of the Housewhenever necessary.

    The OPCC may c a l l upon any government agency orins t rumental i ty to par t ic ipa te and cooperate in themonitoring ac t i v i t i e s as may be necessary. For th i spurpose, a l l Cabinet Members and Heads of Agencies wi l lprovide the OPCC Secre ta r ia t with the te lephone number (s)where they can be accessed on a 24-hour bas i s .SEC. 4. EXPANDED TASK FORCE LILY. The Expanded TaskForce Lily wi l l operate on a 24-hour bas i s a t the 4th Floorof th e New Executive Building ' (NEB), Malacafiang, Manila.The member agencies wi l l designate senior Off ic ia l s of t he i rrespec t ive departments / agencies who wi l l undertake 12-hours h i f t s a t the NEB. Said senior of f i c i a l s should have ranksof a t l e a s t Undersecretary or Asst . Secretary ( fordepartments) or should be the head of agency, deputy head ofagency, or senior manager/director ( for other agencies) .

    The Expanded Task Force Li ly wi l l focus t he i rmonitoring and coordinat ing ac t iv i t i e s on secur i ty , peaceand order , and other c r i t i c a l i ssues and services (e .g .r i ce , o i l s i tua t ion , calamity, power s i tua t ion , e t c . ) . Inl ine with t h i s , they wil l submit repor t s to th e OPCC,through i t s Secre ta r ia t , a t 4-hour in te rva ls .

    Departments/agencies under the Expanded Task Force Lilyw i l l share computer and communication equipment fo r t he i rNEB operat ions fo r the durat ion of the Pres iden t ' s v i s i t toJapan.

    SEC. 5. COUNTERPART COORDINATING CENTERS. TheCounterpar t coordinat ing Centers (CCCs) in a l l Departmentsand Agencies including GOCCs wil l be re -es tab l i shed in t he i rrespec t ive Offices pr imar i ly to monitor and coordina te t he i rrespec t ive sec tors . Said Centers wi l l operate on a 24-hourbas is under the supervision of duly-des ignated act ionof f ice r s with ranks of a t l e a s t Undersecretary or Asst .Secretary ( for departments) or should be the head of agency,deputy head of agency, or senior manager/director ( for othe ragencies) . Said act ion off icers should have access tot h e i r department/agency heads on a 2 4 ~ h o u r bas is .

    The CCCs wi l l submit monitoring r epor t s on t he i rrespec t ive sec tors a t 6-hour in te rva ls to the OPCCSecre ta r ia t .

    SEC. 6. REGIONAL COORDINATING CENTERS. The RegionalDirector of the Department of In te r io r and Local Governmentw i l l ensure the establ ishment of Regional CoordinatingCenters (RCCs) in t he i r respect ive regions by 2000H 15November 1995.

    The RCCs wi l l operate on a 24-hour bas i s and wil l bebased a t the PNP Regional Headquarters. The member agencieswi l l designate senior of f i c i a l s of t he i r respect ive off iceswho wil l undertake 12-hour sh i f t s a t the PNP RECOM. Saidsenior of f i c i a l s should have ranks of a t l eas t Director I I I/ I I or should be the head / deputy of the regional of f ice .

    The RCCs wi l l focus the i r monitoring and coordinatinga c t iv i t i e s on regional developmehts and a c t iv i t i e s . In l inewith t h i s , they wi l l submit reports d i rec t ly to the OPCC,through i t s sec re ta r i a t , a t 6-hour in te rva ls .Departments/agencies under the RCCs wil l share computerand communication equipment and off ice suppl ies for t he i roperations fo r the durat ion of the Pres ident ' s Vis i t toJapan.SBC. 7 . OPCC SUPPORT GROUPS. The fol lowing w i l l serveas suppor t uni t s to the OPCC:a . Media Support Group composed of the OPS as leadagency, OPS-attached agencies , PR groups ofgovernment agencies including GOCCs and otherout f i t s involved in media and communication. Itwil l monitor and assess t r i -media repor t s , preparepress statements on act ions taken on i ssues andconcerns ra ised by the media based on inputsprovided by the OPS or OPCC and ensure thedisseminat ion of press statements to t r i -media

    networks.It wi l l be supervised by a senior of f i c i a l of theOPS with the rank of a t l e a s t an Assi s t an tSecretary. . I t s personnel and duty of f ice r s wi l lundertake 12-hour sh i f t s a t the OPS, KalayaanHall , Malacafiang Palace.

    b. OPCC Secre ta r ia t composed of PMS personnel ,it wi l l operate a t the 10th Floor , PMS Building,Arlegui s t . , Malacafiang wi l l a t 12-hour s h i f t s .The OPCC Secre ta r ia t w i l l provide the overa l lt echnica l and adminis t ra t ive support to the OPCCon a 24-hour bas i s , including the consol ida t ion ofmonitoring repor t s fo r submission to the OPCCChairman/Execom Duty Officer .

    SEC. 8. OPCC SUPERVISION. The opera t ion o f th e OPCCw i l l be supervised on a 24-hour ro ta t ion bas i s by the OPCCChairman, OPCC Vice-Chairmen, or a member of th e ExecutiveCommittee. OPCC repor t s to the Pres ident wi l l be s igned byth e OPCC Chairman o r the OPCC Duty Off icer (Vice Chairmeno r Executive Committee member).SEC. 9 . FUNDING SUPPORT. The OPCC-Japan wi l l bea l loca ted th e amount of P140,OOO.OO to be sourced from theOffice of th e President . Said funds wi l l be re leased to andadminis tered by th e OPCC Secre tar i a t .SEC. 10. TERMINAL REPORT. The OPCC Chairman wi l lsubmit a t e rminal r epor t to the P r e ~ i d e n t upon closure of

    OPCC opera t ions which wi l l include an overa l l assessment ofth e opera t ion and the par t i c ipa t ion and suppor t of a l linvolved agencies .SEC. 11. EFFECTIVITY. This memorandum sha l l takee f f ec t a t 2000H on 15 November 1995 and sha l l remain ine f f e c t u n t i l 1800H on 19 November 1995.Done in the City of Manila, th i s 14th day of November,in th e year of Our Lord, nineteen hundred and nine t f ive .
