RE-ESTABLISHING AND RE-ACTIVATING THE OFFICE OF THEPRESIDENT COORDINATING CENTER (OPCC) FOR THE STATEVISIT TO THE AMERICAS

WHEREAS, the OPCC was es tabl ished as an ad-hoc body inthe Off ice of the Pres ident to provide t imely information tothe Pres ident on evolving c r i t i ca l i ssues and developmentsduring the period of the Pres ident ' s conduct o f foreignv i s i t s ;WHEREAS, the OPCC was i n i t i a l ly act ivated on 24-houroperat ion during the s t a t e v i s i t to Kuala Lumpur, Malaysiaon 26-30 January 1993, and was l a s t reac t iva ted during thePres ident ' s Vis i t to Austral ia and New Zealand on 15 to 23August 1995;WHEREAS, there i s need to es tab l i sh a high l eve lmonitoring and repor t ing system t h a t wil l cover a l l sec torsand , i s sues nationwide during the s t a t e v i s i t of th ePres ident to the Americas;NOW, THEREFORE, I , FIDEL V. RAKOS, Pres ident of th ePhi l ippines , by vi r tue of the powers vested in me by law, dohereby r e - e s t ab l i sh and re -ac t ivate the operat ion of theOff ice of th e Pres ident coordinat ing Center during the s t a t e

v i s i t to the Americas (16 to 29 October 1995) to be locateda t the 4th Floor , Net; Executive Building, Malacanang,Manila.SECTION 1. COMPOSITION. The OPCC wil l be uhder theovera l l s u p e r v i s i ~ n and respons ib i l i ty of the ExecutiveSecretary as OPCC Chairman. . The Secre tary of NationalDefense and the Secre tary of In te r io r and Local Governmentwi l l serve as OPCC Vice-Chairmen. There wi l l be a'nExecutive Committee composed of the fol lowing: NationalSecur i ty Adviser , Chief Pres ident i a l Legal Counsel , SeniorDeputy Executive Secretary , Head, Pres ident i a l ManagementSta f f , and t h e Press Secre tary .

SEC. 4. EXPANDED TASK FORCE LILY. The Expanded TaskForce Lily wil l continue to operate on a 24-hour bas is a tthe 4th Floor of the New Executive Building (NEB) ,Malacanang, Hani la . The member agencies sha l l designatesenior off ic ia l s of t he i r respect ive departments/agencieswho w i l l undertake 12-hour sh i f t s a t NEB. Said sen iorof f i c i a l s should have ranks of a t l e a s t Undersecretary o rAsst . Secretary (for departments) or should be th e head o fagency, deputy head of agency, or senior manager /d i rec tor(for o the ragenc re s ) .The Expanded Task Force Lily sha l l focus t he i rmonitoring and coordinat ing ac t iv i t i e s on secur i ty , peaceand order , and other c r i t i ca l i ssues and services (e .g .r i ce , o i l s i tua t ion , calamity, power s i tua t ion , e t c . ) . The operat ion of the OPCCwil l be supervised on a 24-hour ro ta t ion basi.s by the OPCCChairman, OPCC Vice-Chairmen, or a member of the ExecutiveCommittee. SEC. 8. TERMINAL REPORT. The OPCC Chairman w i l lsubmit a t e rminal repor t to the Pres ident upon c losure ofOPCC operat ions which sha l l inc lude an assessment of the.s i tua t ion and the par t ic ipa t ion and support of a l l agencies .
