TAX INCREMENT FINANCING DISTRICT **The Tax Increment Ftnancing District in downtown Grand Junction was established to provide funding for the renovation and continued enhancement of the downtown area. Ideally, this is the way it works: The Assessor establishes a new value for the entire area, using the same mass appraisal techniques applied to the rest of Mesa County. A base value is derived from this total value, which tndicates the property values for the area as of an established date, plus or mtnus inflation and market trends. The remainder of the value IS what IS called the "increment ." This number represents the value whtch has been added to the area due to new construction, renovation and/or remodeling The tax dollars which are generated by the "tncrement" go directly to the Tax Increment Financing District. This money is used to fund future projects whtch further enhance the downtown area
