Environmental Site Assessments (Phase I ESAs) and Property Condition Assessments (PCAs)

• Capital Funding Group, Inc., Multiple Locations. Ms. Romans has assisted with numerous propertycondition needs assessment (PCNA) reports. The PCNAs included evaluations of the site grounds,structural systems, building envelope, interior building components, mechanical systems, life safety,and code compliance. The PCNA reports also included estimates for the physical needs over a 40-year term (adjusted for inflation), initial deposits, annual deposits, immediate critical repair costs,immediate non-critical repair costs, and replacement reserves. RELEVANT EXPERIENCE Insurance Services Support:

Insurance Environmental Claims Support, nationwide carrier: For a nationwide carrier, Ms. Gaurin provides support for claims nationwide, either by providing third party reviews of deliverables/financial status prepared by others or by coordinating staff from local office to support local claims including site visits, investigation and remediation phases.

Insurance Environmental Claims Support: For a site in Kinnelon, NJ where a fuel oil spill occurred in a private residence garage. Ms Gaurin supervised the emergency response contractors’ activities. Ms Gaurin also managed the subsequent environmental investigation to delineate the fuel oil impacts beneath the house garage. Because of potential structural impacts during the excavation activities, structural support elements were installed onsite prior to the completion of the deeper excavation activities. In order to assess indoor air quality in the residence, sampling was conducted. Ms Gaurin provided the interface between the insurance carrier, the homeowners, the remedial contractors and the NJDEP.

Insurance Environmental Claims Support: For a site in Long Island City, NY where #2 fuel oil was released from a UST fill line and discovered in a subway station 25 feet beneath the release location. Ms Gaurin coordinated the fill line removal and several phases of investigation to determine the lateral and vertical extent of the soil impacts and the lateral extent of the free product and dissolved plume associated with the release. The investigation phases included the use of the Triad approach and the Membrane Interface Probe (MIP) technique to obtain and evaluate results in the field. Because of the release location, project responsibilities included coordination with NYC DOT and MTA to proceed within the sidewalk and in close proximity to the subway structure.

Insurance Environmental Claims Support: For a site in Edison, NJ where chlorinated solvents impacts associated with a former dry cleaner and current dry cleaner’s operations were identified in site soil, soil gas and groundwater. Ms. Gaurin coordinated soil remedial actions, including the installation of a soil vapor extraction system and excavation of PCE impacted soil within active tenant spaces. Ms Gaurin also completed a groundwater investigation to better delineate the contaminant plume and assess appropriate groundwater remedial action. Finally, Ms Gaurin completed a soil vapor assessment to evaluate the potential vapor intrusion pathway in all tenant spaces located above the contaminated plume. The vapor assessment indicated the need for a vapor intrusion mitigation system to mitigate this exposure pathway.

Insurance Environmental Claims Support: For a site in Corbin, KY where petroleum impacts associated with the former operations of a lubricant manufacturing and distribution facility were identified in groundwater. Ms Gaurin has supported the development of a risk based approach to obtain regulatory closure without the implementation of an active remedial action. The tight geology at the site and the low contaminant concentrations observed in the site groundwater are not favorable to an active remedial action; however, the local Tetra Tech team and Ms Gaurin, are prepared to implement a Dual Phase Extraction remedial action should the risk based approach be rejected by the regulatory agency.

Insurance Environmental Claim Support, California: supervised expert support for a claim arising from a fire, explosion and subsequent release of contaminants and fire suppressant compounds to a drainage ditch in California. Review of the fire department files and interviews with several responsible parties allowed the preparation of a chronology of events associated with the explosion and the response action and supported a reduction of the cost recovery sought by the local and state agencies from the insured.

Insurance Environmental Claims Support: For a site in Newark, NJ where the NJDEP was seeking costs recovery and treble damages in the amount of $16 million, Ms. Gaurin completed an aerial photogrammetry study to reconstruct the filling of a landfill and successfully demonstrated the source of contamination (55-gallon drums) was placed onsite prior to the insurance coverage period. Based on the data visualization presented, this litigation case settled in favor of the client.

Insurance Environmental Claims Support: For a site in Toledo, Ohio where the EPA was seeking cost recovery for the rehabilitation of a ditch for approximately $12 Million, Ms. Gaurin coordinated reconstruction of historical causes of migration of creosote contamination to an adjacent ditch. Through Ms. Gaurin’s review of the site environmental reports and the use of GIS visualization tools, the exacerbation of the creosote contamination was demonstrated and the client obtained an advantageous settlement.

Insurance Environmental Claims Support: For a former landfill in New Jersey where illegal dumping of chemical drums and other hazardous wastes resulted in the contamination of soil, groundwater and the public water supply, the remedial investigations and actions completed were reviewed and remedial action alternatives with remedial costs ranging from $6 million to $19 million were considered. Based on the review of the site environmental reports and the selection of a remedial action approach reasonable and appropriate for the site, the client settled the case in its favor.

Insurance Environmental Claims Support: Environmental reports associated with several sites in New Jersey, Rhode Island and Delaware were reviewed to evaluate the claim of a former chemical manufacturing company, which incurred cleanup costs at these sites alleged to be covered under the client’s environmental coverage. Ms. Gaurin and her team evaluated the potential date of release with regard to the period of coverage as well as selected remedial actions and costs.

Insurance Loss Control Services: Provides engineering review for a nationwide insurance carrier to evaluate underwriting risks for sites with environmental complex issues. This role requires team, deadline and budget management and client interface as well as sophisticated knowledge of federal and state contaminated site laws. This current responsibility also requires an intimate knowledge of innovative remediation technologies for purposes of evaluating the appropriateness of proposed remedies at impacted sites.

State/Municipal Clients

Municipal Client: Local Project Manager for the NYCDOT Hunts Point Clean Truck Program (HPCTP) which objectives are to promote sustainable transportation and a cleaner environment in the South Bronx. This program provides grants to fleet owners/trucking companies servicing the Hunts Point Market and the Port Morris Area to either retrofit existing trucks to cleaner fuel technologies and/or replace older trucks by new trucks better for the environment. Ms. Gaurin current duties include assisting in presenting the program contents and benefits to potential participants and vendors through workshops/seminars, supporting the grant management for NYCDOT, and establishing contract documents for the potential participants and vendors.

Municipal Client: QAQC officer for the inspection of all USTs/ASTs located in NYC owned facilities under the supervision of NYCOER. Ms. Gaurin duties includes the review of facility inspection reports, photologs, violation summaries and providing QAQC feedback to make sure all field activities and deliverables are compliant with the project QAQC objectives.

Municipal Client, NJ: Project Manager for the closure by removal of several USTs located at different municipal buildings, UTSs capacities ranged between 550 and 2,000 gal, USTs contained fuel oil#2. Ms Gaurin managed and coordinated field crews and subcontractors on several sites where field activities were conducted concurrently. The removal of one of the USTs located adjacent to a library building and encased in a concrete vault required significant structural support to the building during removal activities.

State Client, NJ: Project Manager for the closure by removal of USTs associated with NJ Treasury Department-owned buildings across NJ. Project duties included the coordination of field crews, subcontractors, coordination of site access (including jail facilities) with multiple crews conducting UST removal activities at the same time at different locations across NJ.

State Client, Transportation Sector, NJ Transit: Task Manager for the preparation of the Remedial Action Report (RAR) of the first segment of the Hudson Bergen Light Rail System (HB-LRTS). This task involved the compilation of information compiled during more than a decade of investigation prior to the initiation of the construction activities as well as data collected during remedial activities completed during the construction phase. The RAR was the first electronic RAR (e-RAR) accepted by the NJDEP.

State Client, Transportation Sector, NJ DOT: Project Manager for multiple Hazardous Waste Screening Assessments completed along proposed ROW enhancement activities including the replacement of the bridge on Salem Street in Dover NJ, the renovation of the bridge over Springfield Avenue in Summit NJ and other locations throughout the State of New Jersey. These duties included the participation to the NJDOT kick off meeting and the interface with other contractors involved in these projects (archeological resources, wetland delineation, etc.).

State Client, Transportation Sector, NJ DOT: Project Manager for the environmental oversight of the construction activities associated with the widening of Rte 1&9 in Linden NJ. Duties included the supervision of construction crews over night shift and management of any environmental issues discovered during the excavation activities. Duties also included the collection and analysis of soil samples along the ROW to investigate the presence of potential hot spots before the initiation of excavation activities.

State Client, Transportation Sector, NJ DOT: Project Manager the completion of Remedial Investigation activities and preparation of a Remedial Investigation Report/Remedial Action Work Plan (RIR/RAWP) for the NJDOT Maintenance Yard in Bridgeport NJ. Duties included the collection and analysis of groundwater samples from the onsite monitoring wells network, installation of new shallow and bedrock wells, completion of hydraulic conductivity testing, compilation of the data and preparation of the RIR/RAWP subsequently submitted to NJDEP. Monitored Natural Attenuation was the proposed remedial action at the site.

Commercial/Industrial Clients

Commercial/Industrial Client, NJ: Project Manager for the investigation/remediation of approximately 150 gallons of hydraulic oil released to an elevator piston pit. Ms. Gaurin’s responsibility is to prepare the investigation work plan, interface with the client and with the LSRP retained to oversee the investigation/cleanup activities.

Commercial/Industrial Client, NJ: Project Manager for rush PA/SI/RI activities associated with due diligence and property transaction for a former nursery site in NJ. Site activities include sampling and future removal of ASTs, USTs, septic fields and tanks with the coordination for laboratory turn-around time.

Commercial/Industrial Client, NJ: Project Manager for the closure by removal of four fuel oil USTs with capacity ranging from 2,000 to 10,000 gallons at an industrial site in NJ. The UST closure and site restoration activities were completed within an expedited timeframe (4 weeks) per client request. Ms Gaurin managed the field team and the subcontractor crews to conduct closure activities in a rotation schedule and meet the client deadline.

Commercial/Industrial Client, Orangeburg NY: Project Manager for commercial/industrial client, she has performed Preliminary Assessment, Site Investigation, Remedial Investigation and Remedial Action. Ms Gaurin managed the implementation of an enhanced natural remedial action including pneumatic fracturing and bioremediation at an industrial site in NY State. She completed a soil vapor assessment for the site including indoor and outdoor, sub-slab sampling, modeling and risk based assessment for potential impact from a chlorinated solvent plume beneath the site building. The site has been reclassified and is now being managed under a long term monitoring program.

Commercial/Industrial Client, Burlington, NJ: Project Manager for an industrial client, she has supervised the preparation of a Remedial Action Report summarizing three years of intensive cleanup of PCB impacted soils at a former manufacturing site in Burlington NJ. She also supervised implementation of the groundwater remediation. The site is currently under long term monitoring and Ms Gaurin coordinates the staff, budget and deliverable preparation and provides interface with the NJDEP representatives.

Commercial/Industrial Client, Nationwide: Program Manager for a nationwide real estate investor. She coordinates due diligence support including Phase I and II Environmental Site Assessments for properties proposed to be acquired. Job duties include staff coordination from local Tetra Tech offices, management of budget and deadlines, technical review of reports and client interface.

Commercial/Industrial Client, NJ: Project Manager for the due diligence activities associated with the renewal of a day care license in NJ. Supervised the preparation of a Preliminary Assessment for the subject property.
