Treasury Financing Operations
December-January Certificate,hiote, and BoikI Maturities
On NoTember l6, the Secretary of the Treasuryannounced that holders of the Treasury 1-1/8 per-cent notes and the 1-1/8 percent certlflcatee ofIndebtedness maturing on January 1, 1949, would beoffered a one-year \-\/h percent certificate ofIndebtedness. The announcement stated further thatholders of the 2 percent Treasury bonds of 19'*8-50idated December 8, 1939i which had been called forredemption on December 15, 19'*^. would be offereda one-year 1-1/4 percent certificate of Indebtedness.
Of the maturing and called Issues, the certif-icates, Series A-19l(-9, amounted to |2,592 million;the notes. Series A-19U9, amounted to 13,555 million;
and the Issue of December I5, 19'^8-50 bonds, $571million.
Subscription books for the 1-1/4 percent cer-tificates of Indebtedness, Series H-1949, offeredIn exchange for the called bonds, were openedDecember 6 and were closed at the close of businesson December 8. The new certificates were datedDecember 15, 19^8, and bear Interest from thatdate at the rate of 1-1/4 percent per annum, pay-able with the principal at maturity on December I5,
1949.
Subscription books for the 1-1/4 percent cer-tificates of Indebtedness, Series A-I95O. offered In
exchange for the maturing certificates and notes,were opened December 15 and were closed at the close
of business on December 17. This new Issue was dated
January 1, 1949, and bears Interest from that date atthe rate of 1-1/4 percent per anniim, payable with theprincipal at maturity on January 1, 1950.
With respect to both Issues of new certificates,exchanges were made par for par, and asb subscrip-tions were not received. Both were Issued in bearerform only, In denominations of $1,000, $5,000,$10,000, $100,000, and $1,000,000.
Reports to the Treasury on the ownership ofOovernment securities Indicate that on October 31>1948, about 47 percent of the maturing certificates,about 37 percent of the maturing notes, and about
73 percent of the called bonds were owned by report-ing commercial banks and Federal Reserve Banks. Theownership figures for October 3I are the latestavailable for holdings of commercial banks.
Subscriptions to the new certificates. Se-ries H-I949, amounted to $519 million, leaving$52 million of the called bonds to be paid In cash.Subscriptions to the new certificates. Series A-I950,totaled $5,695 million. Exchanges for the maturingoertlfloatee amounted to $2,398 million, leaving$194 million to be paid In cash; and exchangee forthe maturing notes amounted to $3i297 million,leaving $238 million to be paid In cash.
Treasury Bills Retiredand Refunded
Treasury bills maturing In November totaled$3.6 billion, and the amount refunded totaled$3-4 billion. The first two Issues were refundedIn full. The third and fourth Issues were $100million less than the respective amounts maturing.The average rates of discount on the four Novemberofferings, beginning with that dated November 4,were, in ohronologlcal order, I.129 percent, I.138percent, l.l4l percent, and 1.147 percent.

1935 to April 19*^1. Series E, F, and bonds have been
on sale since May 1, IS^X. For Information on the termsand conditions of these bonds, see "Treasury Bulletin"
Issues for Decembr 13^1, page 3I, and October \3^^,pages k-h and A-5. Sales and redemptions data by States
are published at the end of each calendar and each fis-
cal year after June 30, 19'^7. Sal^s by denominationsare also published semiannually after December 3I, 19'*7>
In the following tables sales figures are quotedat Issue price, and redemptions and amounts outstandingat current redemption values. Amounts of Series G out-standing are quoted at par. Matured bonds which havebeen redeemed are included in the figures on redemp-

CAPITAL MOVEMENTS
Information relating to capital moTemente between
the United States and foreign countrlee Is presented In
four sections. Section I contains the principal types
of data on capital BOTements by years beginning with
1935, and currently by months. Each type of data Is
then broken dcwn Into Its chief components In the sane
chronological detail.
Section II supplies a geographic brealidown by prin-
cipal countries for recent months. The total net capital
movement Is given first and then the principal categories
are shown separately. In addition, at this point, the
total outstanding claims on and liabilities to foreign
countries are each presented.
Section HI presents details with respect to capitalmovements and short-term claims and liabilities as of the
latest month for which the data are available.
Section IV contains data for recent months on out-
standing contracts of banks for forward purchases and
sales of foreign exchange.
The data In these four sections are based on reportsfiled each month by banks, bankers, and brokers through-out the United States. The reports are collected,checked, and tubulated by the twelve Federal ReserveBanks. The totals are then forwarded to the TreasuryDepartment for consolidation and publication.
Publication of detailed figures on capital move-ments was discontinued between the March lSh2 and theNovember 19'*5 Issues of the 'Treasury Bulletin', butdata omitted during that period were supplied In theNovember 19*^5 Issue and supplement.
Beginning with the December igl+S Issue, publication
of the data on capital movements was advanced twomonths by the use of preliminary reports. A comparisonof preliminary and final data for past months Indicatesa difference of a maximum of one percent In the grandtotals. Somewhat more significant changes In particularcategories for Individual countries may be necessary when
the final reports are published, normally two months afterthe preliminary data.
