A copy of the statement is enclosed for your information and an initial supply is being forwarded to you under separate cover. We shall appreciate it if, in accordance with the request of the Treasury Department, you will distribute one of these statements to each purchaser of Series E War Savings Bonds issued by you during the Sixth War Loan Drive. Additional quan- tities of the statement will be furnished by us upon request, and any copies not distributed during the drive may be given out beyond that period until the supply is exhausted. To all Incorporated Banks and Trust Companies in the Second Federal Reserve District Qualified to Make Payments

in Connection with the Redemption of United States Savings Bonds:

The T r e a s u r y Depa r tmen t has been adv ised tha t some banks qual i f ied to pay Uni ted States Sav ings Bonds have requ i red non-deposi tors to have the request f o r payment o f a bond cer t i f ied by a c e r t i f y i n g officer outs ide the bank before the bond is presented to the bank f o r payment . Th i s procedure has been adopted appa ren t l y upon the assumpt ion tha t cer t i f i ca t ion o f a request f o r payment by a c e r t i f y i n g officer outside the bank const i tu tes, i n effect, a " p r i o r e n d o r s e m e n t " wh ich wou ld re l ieve the bank o f r espons ib i l i t y i n i d e n t i f y i n g the ho lder of a bond as the reg is tered owner.

Today is our thir t ieth birthday. Th i r ty years is not a long period in wor ld history, nor even in the affairs of man. But few institutions, such as ours, have been called upon to assume more varied or more grave responsibilities w i th in so brief a span of time.

W e have given a good account of ourselves as a public service institution. The credit be-longs to the men and women who have carried on the work of the Bank, year after year, w i t h loyalty and efficiency. On this anniversary, we give particular credit to those whose fa i th fu l service has extended over a quarter of a century, covering most of the period the Bank has been in existence. Thei r cont inuing interest in the work of the Bank, and their devotion to the public interest which i t serves, have created the tradit ion of fine performance which sets the pattern for the years ahead.

M I S S E . ESTF.LLE B U S H N E L L w a s a n e m p l o y e e o f t h e B a n k n o t only when the doors opened on Monday , November 16, 1914, but actually several days ahead of t ime. A s a matter of fact, she commenced her Federal career on the previous Fr iday, November the 13th. O n the fo l lowing Monday , when the doors opened, there were some 200 employees but segregation into departments had not yet been achieved. A l l helped in what-ever directions they were needed. Sometimes Miss Bushnell took dictat ion from Governor Strong or M r . Jay or M r . Kenzel and sometimes she was engaged otherwise. F ina l ly , in the fo l lowing January, she was offered the direct ion of the Stenographic d iv i -sion, the format ion of which was in contemplat ion. She accepted and the Stenographic was the first d iv is ion of the Bank to be established. Since then, in her very efficient and quiet way. she has developed i t t o its present h igh point of excellence. Since September 1, 1920 she has been Chief of the div is ion.

Miss Bushnell is an inst i tu t ion in the Federal. Everyone knows her, everyone has availed himself of her aid, and everyone likes and respects her. She occupies a unique posit ion here and she has always deserved the compliments that have come her way.

WILLIAM A . EHM became a member of the staff of the Bank on November 16, 1914. and since then has been continuously a member of the Account ing De-partment. He has been extremely helpfu l in C l u b affairs. He was apppointed L ibrar ian of the Federal Reserve C l u b in 1956 and in 1937 he was elected a member of the Board of Governors i n which he served a three year term. In March of 1937 he was elected president of the Twen ty Year C l u b . He has been a member of the Glee C l u b for several years and prominent i n musical circles of the Bank. He is now chairman of the Camera C l u b Commit tee of the Federal Reserve C lub . His many years of service in the Bank, his activi t ies, and his genial personality have won for h im a host of f r iends.

W I L L I A M A . E H M

MISS BELLA FURSTENBERG, treasurer of the Federal Reserve C l u b , is one of the best known women in the Bank, not only because of her length of service, but also because of her keen interest in the progress of the Bank and the welfare of the staff. Because of her qualif ications, she was early chosen as a member of the Women's Adv isory Counc i l , wh ich has been recently established. She has been at various times a member of the Trans i t , D iscount , B i l l , Securities and Foreign Funds Con t ro l ; and is at present associated w i t h W i thhe ld Taxes.

Miss Furstenberg has been very active in the affairs of the Amer ican Inst i tute of Banking. She has taken many courses there and for some t ime has been a member of the Women's Commi t -tee. She was chosen this year by the Bank to be a delegate to the Amer ican Inst i tute of Banking Conference at St. Louis. She was a vice consul i n this Bank.

Miss Furstenberg is quiet in manner, but her smile and her warmhearted interest in the employees has earned for her many fr iends. She has the good wishes of everyone, and i t is gen-erally fel t that the C l u b is indeed fortunate i n having her as treasurer.
